Assignment: Project Manager, ECE (Governance)

Background and context:

The UP government is working with Central Square Foundation to pilot an initiative in the
Khorabar block of Gorakhpur district to enhance early childhood education in co-located
Anganwadis. The pilot consists of the following inputs:
1. 2-day training of the Anganwadi Teachers
2. 1-day training of the Grade 1 teachers to mentor and support the Anganwadi Teachers
3. Teacher Material to supplement the existing manual

The mandate for the pilot is to:

1. Increase instruction time in the Anganwadis
2. Increase the usage of materials in the classroom
3. Enable collaboration between grade 1 teachers and Anganwadi Teachers
4. Enable increased supervision and mentoring of ECE activities in Anganwadis
5. Increase salience for ECE in ICDS and Education departments

Task:
As part of the pilot, the grade 1 teachers in the school are required to support the Anganwadi
Teachers in planning for the week’s activities by spending 30 mins per week. They are also
required to observe the Anganwadi Teacher’s classroom for 30 mins per week and fill a Google
Form collaboratively with their Anganwadi Teacher (data in the documents attached). After the
first month of implementation, CSF has also done its independent monitoring and data collection
to assess the implementation fidelity and quality of instruction in the Anganwadis (data in the
documents attached)

Timeline: The training was concluded on April 15, 2023.

2. Classroom observation data

As a PM, you are expected to present your findings from the monitoring data to the Chief
Development Officer, Gorakhpur district and strategize the next steps to increase compliance
and implementation quality in the block. Present your findings in a 8-10 slide presentation
attempting to answer the following questions:

1. What are the current implementation challenges and possible causes?

2. What governance processes/ strategies should be instituted at the district and block
level to solve for the implementation challenges?
3. What communication strategies should the district leadership implement to increase
compliance and implementation quality?
4. How can you monitor the impact of the proposed governance and communication
strategies?
5. What could be the implementation roadmap for the next 3 months?
