1. Purpose
Prevent and overcome pollution or environmental damage cause by Hazardous
And Toxic Material Waste.
2. The scope
Standard Operating Procedure covers emergency handling activities related to
Hazardous And Toxic Material waste including handling leaks, spills, fires and
exposure to Hazardous And Toxic Material waste.

Indonesia Number P.12/Menlhk/Setjen/Plb.3/5/2020 concerning Storage of
Hazardous and Toxic Waste
4. Background
During construction activities, the use of construction equipment, heavy
equipment and activities in the workshop, office and camp areas will generate
Hazardous And Toxic Material waste (hazardous and toxic materials). Based on
Regulation of the Minister of Environment and Forestry of the Republic of Indonesia
Number P.12/Menlhk/Setjen/Plb.3/5/2020 concerning Storage of Hazardous and
Toxic Waste “Everyone who produces Hazardous And Toxic Material Waste,
Hazardous And Toxic Material Waste Collector, Hazardous And Toxic Material
Waste Utilizer, Hazardous And Toxic Material Waste Processor , and the Hazardous
And Toxic Material Waste Landlord is obliged to carry out Hazardous And Toxic
Material Waste Storage and requires every Hazardous And Toxic Material waste
management activity to have an Emergency Response System.

 Non-liquid waste, which at standard temperature
and pressure (25°C, 760mmHg) can easily cause
fires through friction, absorption of moisture or
spontaneous climate change and if burned it causes
continuous fires.

Toxic waste : Waste that contains pollutants that are toxic to humans
or the environment that can cause death or serious
illness if they enter the body through skin or mouth
breathing.

Waste that causes : Amputated human body parts and fluids from infected
infection human bodies, laboratory waste or other waste infected
with infectious germs. This waste is dangerous because
it contains germs such as hepatitis and cholera which
are transmitted to workers, street cleaners and the
community around the waste disposal site.

Waste is corrosive : Waste that has one of the following characteristics:

 Causes irritation (burning) of the skin.
 Causes the process of rusting on steel plates (SAE
1020) with a corrosion rate greater than 6.35
mm/year with a test temperature of 55°C.
 Have a pH equal to or less than 2 for acidic wastes
and equal or greater than 12.5 for alkaline wastes.

6. Unloading Procedure
6.1 Procedure for Loading Hazardous Waste
a. Area Preparation

1. Make sure the truck used is in good condition

2. Make sure the process area for loading and unloading is safe
3. Make sure the distance between the container transport unit and the
container transporting equipment (crane) is in a safe position to carry out the
loading process
4. Prepare manifest
5. Prepare the equipment needed, and make sure the equipment equipment is
ready
6. Make sure the inside of the tank is clean and not damaged or dented
7. Checking the copy of the license for the vehicle/truck transporting
Hazardous And Toxic Material waste

b. Load Process Activity

1. Make sure the container and quantity match the request form
2. Check and ensure the completeness of documents from third parties or
container owners
3. Ensure that the crane is within the specified loading area
4. Set a safe distance between the container carrier (crane) and the container
truck
5. Park the truck in a safe and level location close to the waste loading location
6. Turn off the engine and activate the handbrake, then do manual tying using
a wooden block
7. Prepare the hose and suction machine (alcon) then place it into the menhole
(hole) drum to perform suction
8. Carry out the loading or charging process
9. Once full it will turn off the suction machine (alcon)
10. Take the hose that is on the drum
11. Cover the drum hole
12. Store hose and engine (alcon)
13. Drivers and helpers help to ensure the condition of the menhole is locked so
that the transportation journey is in a safe condition
14. Supervision is required to supervise (driver or helper) at the time of loading
and documentation is carried out

c. Transportation Recording and Documentation

1. Make sure the manifest document is completed and filled in according to the
location of the waste producer, the name of the waste and the ID number of
the waste in accordance with the information from the waste handling field
supervisor
2. Before departure, make sure the manifest document has been filled in
correctly and has been signed by the field supervisor and the waste
generator

6.2 Procedure for Unloading Hazardous And Toxic Material Waste

Activities at loading site
1. Make sure the truck used is in good condition
2. Make sure the tank is not leaking, dented
3. Make sure the inside of the tank is clean and not damaged or dented
4. The manifest storage is in the truck

a. Hazardous And Toxic Material waste unloading process activities

1. Make sure the container and its quantity match the request form
2. Check and make sure the documents from a third party or container owner
3. the Hazardous And Toxic Material Waste at the location for collecting,
processing, and utilizing waste
4. Park the truck in a safe and secure location average
5. Turn off the engine and activate the handbrake, then manually block the tires
using a wooden block
6. Open the drum cover (box) to unload Hazardous And Toxic Material Waste
Drivers and Helpers help to ensure the condition of the waste packaging is in
good condition and suitable for unloading
7. Is required to supervise drivers and helpers during waste unloading and
documentation is carried out
8. Hazardous And Toxic Material Waste dismantling activities at the locations
of collectors, processors, users and destroyers using forklifts
b. Hazardous And Toxic Material Waste transportation recording and
documentation
1. After dismantling, make sure the manifest document has been filled in
correctly and signed and stamped by the collector, processor, user and
destroyer.
2. Ensure that the certificates for collectors, processors, users and destroyers
are filled in with the names of the waste generators, the location of the waste
generators, the names of the wastes and the weight of the wastes and
signed and stamped by the collectors, processors, users and destroyers.
