AN ORDER ORGANIZING THE BARANGAY DISASTER RISK


REDUCTION AND MANAGEMENT COMMITTEE (BDRRMC)

WHEREAS, there was then a Barangay Disaster Coordinator Council (BDCC) in this local
government unit but with the affectivity of Republic Act 10121 which was approved last May
27,2010, the BDC shall cease to exist and its powers and functions shall hence forth be assumed
by the existing Barangay Development Council (BDC);
WHEREAS, Rule 6 Section 5 of the Implementing Rules & Regulation (IRR) of RA No. 10121,
the BDRRMC shall be regular committee of the existing BDC and shall be subject thereto, the
Punong Barangay shall facilitate and ensure the participation of at least three (3) Civil Society
Organization representing the most vulnerable and marginalized groups in the barangay:
WHEREAS, Section 11. Organization at the Local Government Level. The Barangay Disaster
Coordinating Council shall cease to exist and its powers and functions shall henceforth be
assumed by the existing Barangay Development Councils (BDCs) which shall serve as the
LDRRMCs in every barangay.
WHEREAS, Section 12 Local Disaster Risk Reduction and Management Office
(LDRRMO)shall be established a Barangay Disaster Risk Reduction and Management
Committee (BDRRMC) in every barangay which shall be responsible for setting the direction,
development, implementation and coordination of disaster risk management programs within
their territorial jurisdiction, and BDRRMC shall be under the office of the Punong Barangay;
WHEREAS, Section 15, Coordination during Emergencies, The LDRRMC’s shall take the lead
in preparing for, responding to, and recovering from the effects of any disaster, BDC if barangay
is affected;

NOW, THEREFORE, I MARISSA M. DEOCAMPO Punong Barangay of Barangay_Baybay


Tanza, City Proper, Iloilo City by virtue of the power vested in me by law, do hereby order.
Article I- Title

This order shall be known as an order, “Organizing the Barangay Disaster Risk Reduction and
Management Committee (BDRRMC)”

Article II- Definition of Terms

(a.) Disaster- a serious disruption of the functioning of a community or a society involving widespread human ,
material , economic or environmental losses and impacts, which exceeds the ability of the affected community or
society to cope using its own resources. Disasters are often described as a result of the combination of: the exposure
to a hazard; the condition of vulnerability that are present; and insufficient capacity or measures to reduce or cope
with the potential negative consequences. Disaster impacts may include loss of life, injury, disease and other
negative effects on human, physical, mental and social well being, together with damage to property, destruction of
assets, loss of services , social and economic disruption and environmental degradation.

(b). Disaster Mitigation- the lessening or limitation of the adverse impacts of hazards and related disaster. Mitigation
measures include but not limited to the engineering techniques and hazard- resistant construction but includes as
well as improved environmental policies and programs and public awareness.

(c.) Disaster Preparedness- the knowledge and capacities developed by governments, professional response and
recovery organizations, communities and individuals such activities effectively anticipate\ respond to, and recover
from- the impacts of likely, imminent or current hazard events or conditions. Preparedness action is carried out
within the context of disaster risk reduction and management and aims to build the capacities needed to efficiently
manage all types of emergencies and achieve orderly transitions from response to sustained recovery. Preparedness
is based on a sound analysis of disaster risk, and good linkages with early warning systems, and includes such
activities as contingency planning, stockpiling of equipment and supplies, the development of arrangements for
coordination, evacuation and public information and associated training and field exercise. These must be supported
by formal institutional, legal and budgetary capacities.

(d) Disaster Prevention- the outright avoidance of adverse impacts of hazards and related disasters. It expresses the
concept and intention to completely avoid potentials adverse impacts through action taken in advance such as
construction of dams or embankments that eliminate flood risks, land use regulations that do not permit any
settlements in high risk zones, and seismic engineering designs that ensure the survival and function of a critical
building in any likely earthquake.

(e) Disaster Response- the provision of emergency services and public assistance during or immediately after
disaster in order to save lives reduces health impacts, ensure public safety and meet the basic subsistence needs of
the people affected. Disaster response is predominantly focused on immediate and short-term needs and is
sometimes called “disaster relief”.

(f.) Disaster Risk- the potential disaster losses in lives, health status, livelihood, assets and services, which could
occur to a particular community or a society over some specified future time period.

(g.) Emergency- unforeseen or sudden occurrence, especially danger, demanding immediate action.

(h) Hazards- a dangerous phenomenon , substance, human activity or condition that may cause loss of life, injury or
other health impacts property damage, loss of livelihood and services , social and economic disruption or
environmental damage.

(i.) Risk- the combination of the probability of an event and its negative consequences. Also, the probability harmful
consequences, or expected losses (deaths, injuries, properties, livelihood, economic activity disruption or
environment damage) resulting from interactions between natural, human- induced hazards and vulnerable
conditions.

(j) Vulnerability- the characteristic and circumstances of a community, system or asset that make it susceptible to
the damaging effects of a hazard. Vulnerability may arise from various physical, social, economic, and
environmental factors such as poor design and construction of building, inadequate protection of assets, lack of
public information and awareness, limited official recognition of risks and preparedness measures and disregard for
wise environmental management.

Article II – Composition of the BDRRMC

There shall be created a BDRRMC with the following positions:

Article IV – ROLES AND RESPONSIBILITES

The Barangay Information Officer (BIO) shall:

a. Be activated only during times of disaster;

b. Prepare situational reports;

c. Face the media to report information regarding the disaster.

The Committee shall:

a. Designed a program and coordinate activities in relation with Climate Change Adaptation (CCA);

b. Consolidate local information which includes climate change risks and maintain a local risk map;

c. Organize and conduct training, orientation, and knowledge management activities on CCA at the local
level;

d. Formulate and implement an integrated CCA with Local Disaster Risk Reduction and Management
Plan in accordance with the city framework and policies;

e. Disseminate information and raise public awareness about CCA.

The Committee shall:

a. Operate a multi-hazard early warning system, linked to disaster risk reduction to provide accurate and
timely advice to national and local emergency response organization and to the general public, through
diverse mass media, particularly radio, landline communications, and technologies for communication
with rural communities;

b. Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the LGUs,
CSOs, private groups and organize volunteers, to utilized their facilities and resources for the
protection and preservation of life and properties during emergencies in accordance with the existing
policies and procedures;

c. Organize, train, equip and supervise the local emergency response teams and the ACDVs, ensuring
that humanitarian aid workers are equipped with basic skills to assist mothers to breastfeed;

d. Respond to and manage the adverse effects of emergencies and carry out recovery activities in the
affected area, ensuring that there is an efficient mechanism for immediate delivery of services;

e. Establish linkage/network with other LGUs for DRR and emergency response purposes;

f. The Committee shall be further subdivided in the following Teams, namely:

1. Rescue Team – initiate rescue operations and coordination

2. Evacuation Team – Determines the evacuation site/s and identifies routes for evacuation

3. Relief Team – provides relief services to victims of disaster/calamity and coordinates with
storeownersregarding relief goods

4. Medical Team – provides and prepares plan for the orderly and systematic conduct of health
services in the disaster area and supervises the sanitation of the affected area during and
after the emergency.

Effectivity

This Order shall take effect immediately upon approval.

c. Consolidate local disaster risk information which includes natural hazards, vulnerabilities and climate
change risks and maintain local risk map;

d. Organize and conduct training, orientation, and knowledge management activities on DRRM at the
local level;

e. Formulate and implement a comprehensive and integrated Local Disaster Risk Reduction and
Management Plan in accordance with the city framework and policies on disaster risk reduction in
close coordination with the barangay development council;

f. Disseminate information and raise public awareness about those hazards, vulnerabilities and risks, the
nature, effects, early warning signs and counter measures.
