Government in Revenue and Disaster Management Department vide
Gazette Notification No.1801 dtd. 30.12.2015 have facilitated the payment of
Stamp Duty through e-Stamping system. The Stock Holding Corporation of India
Limited (SHCIL) has been appointed as the Central Record Keeping Agency
(CRA) for issuing e-Stamp Certificate.
Steps to purchase e-Stamp Certificate:

Ascertain the Article number and the amount of stamp duty payble
from the Registration office.

Visit the nearest counter (CRA counter in Registration office / CRA
branch office / Authorized Collection Centres (ACCs) and fill up the ‘e-
Stamp Application Form’.

Submit the ‘e-Stamp Application Form’ at the Counter and make
payment through cash or depositing DD/Cheque or the Bank
Transaction Reference ID towards payment made through
NEFT/RTGS.

For payment made through cash, the e-Stamp Certificate shall be
generated and handed over to the applicant immediately.

For payment made through Cheque/DD, the applicant shall get a
receipt from the counter. On credit of the amount to the CRA’s account,
the applicant shall get the e-Stamp Certificate from the concerned
counter.

For online payment through NEFT/RTGS, transfer the amount to the
CRA’s nodal account (Ac. No. 0042102000044022, IFSC-
IBKL0000042, MICR-751259002). After getting the debit confirmation
from the Bank, visit the nearest counter, produce the Transaction
Reference given by the bank, fill up and submit the ‘e-Stamp
Application Form’ to get the e-Stamp Certificate.

Visit the concerned Registration office with the e-Stamp Certificate
along with the registrable document.

• The e-Stamp Certificate shall be issued for the amount of Rs. 1000/-
and above.
• On clicking the “Verify e-Stamp Certificate” in the website of the CRA
(https://www.shcilestamp.com) and on entering the requisite
information, the genuineness of the e-Stamp Certificate can be
ascertained.
• Presently this facility is available at DSR Office, Cuttack and CRA
Branch Offices at Cuttack, Bhubaneswar and Rourkela w.e.f.
27.06.2016. It will be rolled out to all other Registration Offices of the
State in a phased manner.
• e-Stamping system is an alternate mode of payment of stamp duty.
• The existing system of payment of Stamp duty by Stamp Papers
through Stamp Vendors / Treasury shall continue.
• The option of payment of Stamp duty through Franking shall also
continue.
