CIRCULAR

It is hereby informed that in view of the letter of the Hon’ble High Court,

Madras in Roc.No.63233-A/2023/Comp.3, dated.03.07.2023, the Hon’ble High

Court, Madras has proposed to initiate the facility of mandatory e-filing of cases to

the Courts dealing with the cases arising under Sec.138 of Negotiable Instrument (NI)

Act and to the Courts dealing with Criminal Appeals and Criminal Revisions and

allied matters arising in Cheque Bounce cases in the District Judiciary on and from

17.07.2023.

Therefore, the President/Secretary of all the Bar Associations of

Tirunelveli District are requested to insist the Advocates to utilize the facility of

mandatory e-filing of cases in the Courts dealing with the cases arising under Sec.138

of Negotiable Instrument (NI) Act.

In view of the letter of the Hon’ble High Court, Madras cited in the
reference, the Hon’ble High Court, Madras has proposed to initiate the facility of
mandatory e-filing of cases to the Courts dealing with the cases arising under Sec.138
of Negotiable Instrument (NI) Act and to the Courts dealing with Criminal Appeals
and Criminal Revisions and allied matters arising in Cheque Bounce cases in the
District Judiciary on and from 17.07.2023.

Therefore, all the Judicial Officers in Tirunelveli District are requested

not to insist the filing of physical copies unless and until it is required and also to take
necessary steps towards sensitizing the Advocates towards e-filing facility for the
cases arising under Sec.138 of Negotiable Instrument (NI) Act.

NOTIFICATION

The High Court, Madras, upon approval of the Hon’ble The Chief Justice hereby
notifies that the facility of e-filing of cases is made mandatory initially to the Courts
dealing with cases arising under S.138 of Negotiable Instruments Act in the District
Judiciary on e-filing portal (https://efiling.ecourts.gov.in) developed by the Hon’ble
e-Committee, Supreme Court of India which will commence on and from 17.07.2023.

The detailed guidelines and tutorial video prepared by the Madras High Court for
the e-filing process and the detailed user manual prepared by the Hon’ble e-Committee,
Supreme Court of India along with the steps required to be taken as per the existing
practice of the Madras High Court, are available in the website of Madras High Court.

Advocate/Party-in-person are requested to avail the e-filing facility, using their

own electronic gadgets.
