Position Paper for the Historical Security Council 1990

1. Nothing short of a miracle: German Reunification

The Republic of Zaire recognises the complexities regarding the reunification of East and
West Germany. Taking into consideration the differences in the nations’ economic developments
and their political rule, as well as the broader implications of the reunification on a global scale,
the delegation understands the importance of the use of diplomatic means in order to create a
smooth transition in the reunification process.
Zaire’s hope for this conference is therefore not to limit discussions to nations directly
involved in the reunification, but seeks to enhance these dialogues with contrasting opinions and
beliefs, to ensure that a stable and peaceful reunification is reached.
Zaire appreciates the steps that have already been taken by each state and the UN in order
to begin the process of reunification. Zaire also fully supports the Treaty on the Final Settlement
with Respect to Germany, signed in Moscow on September 12th, 1990. However, although
actions have been taken, Zaire believes that they are insufficient in reaching a peaceful
reunification process. On one hand the treaty describes and outlines numerous conditions of the
reunification of West and East Germany, however, on the other it does not cover some very
significant ones. For example, it clearly explains the borders of the reunified state, as well as
how they relate to neighbouring countries, and it expresses the organisations Germany can join.
Yet, it does not focus on the merging of the nations’ economic systems or on the maintenance of
this reunification, ensuring that conflicts (such as WW2), do not transpire again. These are also
vital in any reunification process, which is why the Republic of Zaire believes it is vital to
address these aspects of the reunification at the upcoming UNSC meeting.
Zaire hopes to cover all of the remaining steps of reunification, including economical
unification, creating a clear political system, the maintenance of the state by unbiased
organisations and much more. Zaire will stay actively seized on the matter.

2. Stabilising the Balkans: Mediating the Yugoslav Wars

The Republic of Zaire acknowledges the need to stabilise the Balkans and ensure that all
nations and entities involved in the conflict reach an agreement through peaceful means.
Considering that the Yugoslav Wars have been a tangible risk for numerous years now, Zaire
hopes that the UN and other unbiased international organisations (such as the EU) will work
together in order to prevent further escalations in the conflict between said nations and ensure the
use of diplomatic means to solve any existing clashes of ideologies.
Zaire realises that as the conflict between Balkan states has only begun to escalate, there
has been little to no previous action taken on behalf of this topic. The Republic of Zaire believes
that this is a mistake made by the UN, and that some measures should have been taken. This does
not change the fact that Zaire still believes that steps need to be taken. Zaire believes that the
UNSC and other organisations such as the EU should focus on moderating diplomatic
engagements between Balkan states, while simultaneously providing humanitarian aid to the
citizens of these nations, such as food, shelter and safe zones from conflicts. These are only a
few of the vital steps needed to de-escalate tensions between the states which make up
Yugoslavia, which is why the Republic of Zaire believes it is extremely important to the UNSC
to elaborate and focus on these aspects of mediation of the Yugoslav Wars at its next meeting.
Zaire will remain actively seized on the matter.
