Introduction
All voters must be properly identified at the Identification Points. For this purpose, the Identification Agent will make use of
the Identification Posts. There will be no use of lists or papers.
The application will be available at these Points to verify the identity of voters by means of the documentation they present.

The function and steps to be followed by the identification personnel are explained below. The following scheme will
be used:

1. Access to the Application
To access the Identification Portal, the first step is to enter the login credentials: username and password.

Once the credentials have been entered, click on “Iniciar

sesión" to enter the portal.

In case the
credentials are not
correct, the
application will ask
you to try again

The credentials of each Identifying Agent will be unique and will be delivered by the JRVEX staff on the same day of the in-
person voting.

10
2. Presentation of Documentation
The identification process will begin with the presentation of the voter's documentation, who will go to a free identification booth, and present
his DUI or passport to the agent at the booth:

• DUI: must be a DUI with an address in national territory. In case of having an address abroad, the voter will not be able to vote in person, will
have to vote online instead.

• Passport: it must have been issued after 2007.

Expired documents will also be valid for identification purposes.

Within the application, the Identification agent will select the type of identification to be used (DUI or passport) and enter the corresponding
DUI or Passport code.

The agent will then perform a visual validation of the document delivered and its correspondence with the person presenting it.

Next, they will type in the corresponding document number and click on “Buscar elector".

The application
will automatically
place the hyphen
separating the last
digit of the DUI.

11
2. Presentation of Documentation - Errors in the Voter's Search
Once clicked on "Search voter", if there is a search error, the application will display the following
messages:

If the voter is not on the electoral rolls, he/she will not be able to vote.

The identifying agent must review the data entered to try again.

In the event that the voter is on the rolls, but has been assigned to vote online, he/she will not
be able to vote in person.

If the voter has already been identified and has his/her QR, he/she will not be able to repeat
the identification process.

In the event that these errors are displayed on the screen, the agent will inform the voter of this situation, and the voter will not be
able to vote. Once the error message is read, the window will be closed and automatically returns to the main screen.

12
3. Documentation Verification
If the DUI/Passport number is found in the Electoral Registry, the agent will be presented with the following voter data on the screen:
- In the case of DUI: DUI Number, Name and Last Name, and DUI Photo.
- In the case of Passport: Passport Number, Associated DUI Number, DUI First and Last Name (which must match the names on the
Passport) and DUI Photo.
The identifying agent must check that the data on the screen match the document presented, as well as that the photo shown by the system
matches the person being identified and the one found on the document.

If the data is correct, the last step in the identification process

wil be to click on “Generar QR".
A QR will be automatically printed out and given to the
successfully identified voter to proceed to the appropriate voting
spot. The identification process will have finished.

If the DUI or Passport Number is found in the Electoral Registry, but the identification agent spots differences with the information/image on
the screen, the identification request must be rejected manually. If the identifying agent does not belong to the JRVEX, the authorization of one of
his/her members shall be requested.
Then, the agent will inform the voter that the identification process could not be completed and they will not be able to vote. In the event of
disagreement on the part of the voter, the member of the JRVEX shall provide appropriate explanations.

13
3. Documentation Verification - User access denied by DUI/Passport
In the event that the identifying agent rejects the identification request manually, the process to be followed is:

Once the reason for

rejection has been
entered, it will return
to the home screen.
