Preface
The reformed Ethiopian TVET-System is an outcome-based system. It utilizes the
needs of the labor market and occupational requirements from the world of work as
the benchmark and standard for TVET delivery. The requirements from the world of
work are analyzed and documented – taking into account international benchmarking
– as Ethiopian Occupational Standards (EOS).

In the reformed Ethiopian TVET-System, Curricula and Curriculum Development


play an important role with regard to quality driven TVET-Delivery. Curricula help to
facilitate the learning process in a way, that learners acquire the set of occupational
competencies (skills, knowledge and attitude) required at the working place and
defined in the Ethiopian Occupational Standards (EOS). Responsibility for
Curriculum Development will be given to the Regional TVET-Authorities and TVET-
Providers.

This curriculum has been developed by a group of experts from different Regional
TVET-Authorities based on the Ethiopian Occupational Standard Basic Electronics
Communication and Multimedia Equipment It has the character of a model
curriculum and is an example on how to transform the occupational requirements
as defined in the respective Ethiopian Occupational Standard into an adequate
curriculum.

The curriculum development process has been actively supported and facilitated by
the Ministry of Education – in line with one of its mandates to provide technical
support to the regions – and by the TVET-Reform Component of the Engineering
Capacity Building Program.

TVET-Program Design
1.1. TVET-Program Title: Basic Electronic Communication and
Multimedia Equipment Servicing

1.2. TVET-Program Description


The Program is designed to develop the necessary knowledge, skills and attitude of
the learners to the standard required by the EOS. The contents of this program are
in line with the Ethiopian Occupational Standard (EOS). Learners who successfully
completed the Program will be qualified to work as a Electronics Technician
competencies elaborated in the respective EOS. Graduates of the Program will have
the required qualification to work in the (Industry Sector) sector in the field of Basic
Electronics Communication and Multimedia Equipment Servicing L-II

The prime objective of this training program is to equip the learners with the
identified competences specified in the EOS. Graduates are therefore expected to

Multimedia Equipment, Participate in Workplace Communication, Work in Team
Environment, Maintain an Effective Relationship with Client/Customers, Participate
in Workplace Communication in accordance with the performance criteria described
in the EOS.

1.4. Duration of the TVET-Program


The Program will have duration of 770 hours including the on-the-job practice.

1.5. Qualification Level and Certification


Based on the descriptors elaborated on the Ethiopian TVET Qualification Framework
(NTQF) the qualification of this specific TVET Program is “Level II”.
The learner can exit after successfully completing the Modules in one level
and will be awarded the equivalent institutional certificate on the completed
modules. And entry points will be on any of the first Module in a level II

1.6. Target Groups


No special target group is assigned for the Program. Any citizen who meet the entry
requirements and capable of participating in the learning activities is entitled to take
part in the Program.

1.7. Entry Requirements


The prospective participants of this program on are required to possess the
following:

 have completed 10 grade general education
 ability to speak, read and understand English
 computer literate
 physically and mentally healthy
 good moral character

1.8. Mode of Delivery


This TVET-Program is characterized as a formal Program on middle level technical
skills. The mode of delivery is co-operative training. The TVET-institution and
identified companies have forged an agreement to co-operate with regard to
implementation of this program. The time spent by the learners in the industry will
give them enough exposure to the actual world of work and enable them to get
hands-on experience.
The co-operative approach will be supported with lecture-discussion, simulation and
actual practice. These modalities will be utilized before the learners are exposed to
the industry environment.
Organization of in-company training will be either/both industry attachment or
apprenticeship. The 100 hours of the program duration will be spent in-company
training and it will only start after the learner successfully completed all the modules
in this program.

Institutional Assessment
Two types of evaluation will be used in determining the extent to which learning
outcomes are achieved. The specific learning outcomes are stated in the modules.
In assessing them, verifiable and observable indicators and standards shall be used.

The formative assessment is incorporated in the learning modules and form part of
the learning process. Formative evaluation provides the learner with feedback
regarding success or failure in attaining learning outcomes. It identifies the specific
learning errors that need to be corrected, and provides reinforcement for successful
performance as well. For the trainer/facilitator, formative evaluation provides
information for making instruction and remedial work more effective.

Summative Evaluation the other form of evaluation is given when all the modules in
the unit of competence have been accomplished. It determines the extent to which
competence have been achieved. And, the result of this assessment decision shall
be expressed in the term ‘competent or not yet competent’.

Techniques or tools for obtaining information about learners’ achievement include


oral or written test, demonstration and on-site observation.

1.10. Trainer’s / Facilitator’s Profile


For this particular TVET Program, trainers / facilitators are expected to have
completed 1st Degree in related fields of studies and have satisfactory practical
experiences or equivalent qualifications.
Other requirements –
 Must have completed Trainer’s Methodology Course II (TM II)
 Must have a good moral character
 Must be physically and mentally fit
 Must have attended relevant training and seminars
 Must have at least 1 year industry experience

 Systematic pre-testing procedure is observed in accordance with manufacturer’s

 System defects/fault symptoms are identified using appropriate tools and equipment

 Personal protective equipment is used in accordance with Occupational Health and

current industry standards
 Defective parts/components are replaced with identical or recommended appropriate

 Repaired or replaced parts/components are soldered/mounted in accordance with
the current industry standards
 Control settings/adjustments are performed in conformity with service-manual
specifications
 Repair activity is performed within the required timeframe
 Care and extreme precaution in handling the unit/product is observed as per

ASSESSMENT CRITERIA:
LO1: Prepare unit and workplace
 Workplace is set/arranged for repair job in line with the company requirements and
standards
 Necessary tools, test instruments and personal protective equipment are made ready in
line with job requirements
 Service manuals and service information required for repair/maintenance are acquired at
commencement of activities
 Repair/maintenance history of the unit is properly verified
LO2: Diagnose faults of cellular phone unit
 Complete check-up of cellular phone is conducted and defects are identified, verified
and documented against customer description
 Systematic pre-testing procedure is followed in accordance with manufacturer’s
instructions
 System defects/fault symptoms are identified using appropriate diagnostic software,
tools and equipment in accordance with manufacturers’ specifications
 Chips are checked and isolated using specified testing procedures
 Proper troubleshooting procedures are implemented
 Identified defects and faults are explained to the responsible person in accordance
with company policy and procedures
 Results of diagnosis and testing are documented accurately and completely within
the specified time
 Customers are advised / informed regarding the status and serviceability of the unit
LO3: Service/repair cellular phone unit
 Personal protective equipment are used in accordance with Occupational Health and
Safety practices.
 Electro-static discharge (ESD) procedure is followed in accordance with current
industry standards
 Defective parts/components are replaced/swapped with original parts according to
manufacturers’ specifications
 Repaired units are flashed using appropriate application software based on
manufacturers’ requirements
 Repaired or replaced parts/components are soldered/ mounted in accordance with
the current industry standards
 Repair activity is performed within the required timeframe
 Care and extreme precaution in handling the unit/product is observed as per

manual
 Waste materials are disposed of in accordance with environmental requirements
LO5: Install additional/ enhancement features
 Enhancements and applications are installed to the unit based on customers’ request
and manufacturers’ recommendation
 Customers’ are advised/oriented on the operation of additional operator services that
maybe availed of based on manufacturer’s standards

 Satellite dish / antenna is checked for normal operation
 Support or checked for proper position and feed horn adjusted for normal operation
 Low noise block (LNB) is checked for functionality in accordance with operational
manual
 Maximum interception is checked for normal operation
LO4: Repair dish drive mechanism
 Supply power to motor is checked by voltmeter and power connector cable checked
by ohmmeter
 Defective power connector cable is repaired /replaced according to the specification
 Mechanical arm is checked for normal operation
 Defective mechanical arm and gear are repaired /replaced according to the
manufacturer’s specification/service manual
 Sensor/limit switch is checked using ohmmeter and defective sensor/limit switch
repaired /replaced according to the specification
 Motor winding is checked using ohmmeter
 Faulty motor winding is repaired /replaced according to the manufacturer’s
specification
LO5: Perform preventive maintenance
 External part of satellite receiver is inspected visually and carefully
 Satellite case is opened according to manual
 Internal part of satellite receiver is freed from dust using blower
 Loose connection is tightened firmly or re-soldered correctly and firmly with cold
solder if appropriate
 Moving parts are lubricated in accordance with manufacturer’s specifications and
magnetic head & tape path cleaned using appropriate materials and tools
 Mechanical parts are cleaned using appropriate cleaning materials

 Workplace/equipment is made ready for maintenance
 Preventive maintenance history is verified in line with the re company procedures
 Service manuals and service information required for preventive maintenance are
acquired as per standard procedures.
 Workplace is set / arrange for repair job in accordance with company standard
procedures
 Necessary tools, test instruments and personal protective equipment are prepared in
line with job requirements

 External part of the equipment is inspected visually and carefully
 Equipment case is opened according to manual
 Internal part of the equipment is freed from dust using blower
