A. THE DEFINITION OF PEOPLE’S COMMITTEE
I. Direct examples: Some specific examples of the actual work of the People's
Committee:
- The provincial People's Committee organizes the implementation of
the new rural construction program, the socio-economic development
program, the sustainable poverty reduction program, etc
1. Digital transformation in rural development: towards smart rural areas in the
period 2021-2025 in the Gia Lai province.
- Purpose:
- To change the way people think and act about rural development, from
the individual level to the district and provincial levels.
 To promote the role of the government and other stakeholders in rural
development, including the private sector and civil society.
- To accelerate the development of the rural economy.
- Requirements: The task of digital transformation in rural development is of
strategic importance and should be carried out on a long-term basis. The task
should focus on three main pillars:
 Development of digital government in rural areas, which includes the use
of information and communication technology (ICT) to improve the
efficiency and effectiveness of government services in rural areas.
 Development of digital subjects in rural areas, which includes the
training and support of farmers, businesses, and other rural residents to
use ICT to improve their productivity, competitiveness, and quality of
life.
 Development of digital society for rural communities, which includes the
use of ICT to connect rural communities and provide them with access to
information, education, healthcare, and other services.
- Implementation:
- The district People's Committee organizes the implementation of
infrastructure investment projects, cultural, sports, education, and health
activities, etc.
 The commune People's Committee organizes the implementation of
socio-economic programs and projects, social welfare activities, etc.
 The ward People's Committee organizes cultural, sports, education, and
health activities, etc.
 The Hanoi Provincial People's Committee organizes a meeting with
voters before the 3rd session of the Provincial People's Council, XVIIth
term.
II. About The People’s Committee
1. Definition of The People's Committee
- The People’s Committee is a local administration apparatus that exercises
state power at the provincial, district, and commune levels in Vietnam.
- The People’s Committee
 Responsible for implementing the resolutions of the People’s Council
and exercising the executive power.
 Responsible for managing all areas of social life in localities on the
principle of democratic centralism and harmonious combination of
interests of local people and common interests of the whole country.

 It has specific provisions on the number and membership, operation
principles and meetings of People’s Committees
 Specialized bodies of People’s Committees.
2. The position of The People's Committee
- The People's Committee is the highest-ranking executive body at the
provincial, district, and commune levels. In the state apparatus, the local
People's Council and the People’s Committee are subordinate to the central
government.
3. The structure of The People's Committee
- The apparatus structure of the People’s in Vietnam is organized into twon
main parts:
 Leading body: Composed of the PC President, Vice Presidents, and
members in charge of military affairs and public security.
 Specialized agencies: Responsible for specific areas of state
management, such as finance, planning, investment, education,
healthcare, and social affairs.
- The number of Vice Presidents and specialized agencies of the PC varies
depending on the level of government. For example, the provincial-level PC
has more Vice Presidents and specialized agencies than the district-level
PC.
- The following is a typical apparatus structure of a provincial-level PC in
Vietnam:
 Leading body:
o The People’s Committee President
o Vice Presidents
o Member in charge of military affairs, defence, and security
o Member in charge of public security
 Specialized agencies:
o Department of Finance
o Department of Planning and Investment
o Department of Education and Training

4. The responsibilities of The People's Committee: Management & Control
4.1. Management: The People's Committee in Vietnam manages residents in
a variety of ways, including:

 Providing basic services: The People's Committee is responsible for
providing basic services to residents, such as education, healthcare,
housing, and sanitation. This gives the People's Committee a great deal
of leverage over residents, as they can withhold or reduce services to
those who do not comply with government policies.
 Regulating economic activity: The People's Committee also regulates
economic activity in its locality. This includes issuing business
licenses, inspecting businesses, and enforcing environmental
regulations. This gives the People's Committee the ability to control the
livelihoods of residents and to reward or punish them based on their
compliance with government policies.
 Maintaining social order: The People's Committee also oversees the
public security forces, which are responsible for maintaining law and
order. This gives the People's Committee the ability to suppress dissent
and to control the flow of information.
 Promoting social and cultural values: The People's Committee also
promotes social and cultural values that are consistent with the
government's agenda. This is done through education, propaganda, and
mass media. This gives the People's Committee the ability to shape the
beliefs and attitudes of residents.
4.2. Control: The People's Committee in Vietnam controls residents through
a variety of mechanisms, including:
 Laws and regulations: The People's Committee is responsible for
enforcing laws and regulations that govern all aspects of people's lives,
from economic activity to social behavior. This gives the People's
Committee a great deal of power to control residents.
 Public security forces: The People's Committee oversees the public
security forces, which are responsible for maintaining law and order.
The public security forces can be used to monitor and control residents,
and to detain and arrest those who violate the law.
 Social organizations: The People's Committee also oversees a variety
of social organizations, such as the Vietnam Women's Union and the
Vietnam Youth Union. These organizations can be used to mobilize
and control residents, and to promote government policies and
programs.
 Informal social pressure: The People's Committee also exerts
informal control over residents through social pressure and the
influence of community leaders. For example, residents may be
pressured to conform to government expectations in order to avoid
being ostracized by their community.
B. FUNCTIONS AND MISSONS OF THE PEOPLE’S COMMITTEE
I. The People’s Committee’s impacts on citizens: 2 main aspects: Management &
Control
1. In terms of MANAGEMENT
- Management methods of the People’s Committee:
 Organizational level: The People's Committee is organized by level,
from the central level to the local level (province, centrally-run
municipality, district, commune, ward). Each level has the rights and

responsibilities to manage the people and perform many different
functions.
 Planning and policy-making: The People's Committee creates plans
and policies to manage the people within their territory.
 Enforcement of laws and regulations: The People's Committee must
implement and promote compliance with laws and regulations for the
people. This includes the application of the law, the handling of
violations, and the protection of the rights and interests of citizens.
 Interaction with the community: The People's Committee needs to
interact with the community and listen to the opinions, proposals, and
feedback of the people to improve management and public services.
 Resolution of disputes and conflicts: The People's Committee also
plays an important role in resolving disputes and conflicts between
individuals, households, or businesses in the locality.
- Dimensions of the Management of the People’s Committee
 Economy:
o The People's Committee issues legal documents and applies
them to economic management.
o It carries out inspections and checks on compliance with the
economic laws of organizations and individuals doing business
in the area.
o They ensure that children have the right to access education.
 Education:
o The People’s Committee promotes the provision of quality
education for the people in the locality.
o They build and manage educational facilities, support in
improving the quality of education.
o They ensure that children have the right to access education.
 Implementation of social policies, social welfare, and social
poverty:
o The People's Committee manages social welfare programs
such as caring for the elderly, supporting people with
disabilities, and helping families in difficult circumstances.
o They promote social security policies and programs,
including social insurance, unemployment support, and
labour protection policies.
o The People's Committee participates in poverty reduction
and community development by identifying and supporting
poor
 Culture & Sports:
o The People's Committee issues regulations on the management
of cultural, sports, and information activities in the area.
o They implement measures to preserve and promote the value of
cultural heritage in the area.
o It supports cultural, sports, and information activities in the
area.
 Healthcare:

o The People's Committee manages basic healthcare services,
including the construction and management of healthcare
facilities
o They provide financial support for healthcare projects, and
ensuring that people have the right to and access to healthcare
services.
2. In terms of Development:
- Steps to Development: to achieve development for local authorities, the
People's Committees need to implement the following tasks:
 Planning: Local People's Committees usually develop plans based on
the specific situation of their region. These plans include specific goals
for economic, social, and infrastructure development.
 Policy design and implementation: The People's Committees develop
master plans for economic and social development, sectoral
development, and urban and rural development within their
jurisdiction. They also develop long-term and annual plans for the
economic and social development of the province.
 Investment attraction: The People's Committees conduct investment
attraction, business management, and connecting with businesses in the
area.
 Implementation and monitoring: The People's Committees
implement measures to ensure the plan is implemented effectively.
They also monitor and inspect the implementation of relevant agencies,
organizations, and individuals.
- The areas in which the People’s Committtee focuses on Development:
 Economic development:
o Promoting production and business development, creating jobs,
and increasing income for people.
o Creating favorable conditions for businesses to invest and operate
in the area.
 Social development:
o Building and developing a comprehensive and modern system of
education, healthcare, culture, and sports.
o Implementing social security policies to support the poor, the
meritorious, and the vulnerable.
o Proposing policies to protect the environment, and natural
resources, and develop natural resources to improve the quality of
life of the people.
 Infrastructure development:
o Investing in the construction of roads, bridges, irrigation, etc.
o Building houses, cultural houses, schools, hospitals, etc.
o Developing a system of electricity, water, and
telecommunications.
 Other areas: National defence and security, public order and safety,
etc. All of these are aimed at ensuring a peaceful and stable life for the
locality.
II. The government’s impacts on The People’s Committee
1. The aspects of the impacts

- Organization: The government regulates the number, organizational
structure, and powers of the People's Committees at all levels. Accordingly,
the People's Committees at all levels have a Chairman, Vice Chairman, and
other members, who are elected by the People's Councils at the same level.
The People's Committee is the executive body of the People's Council, the
local state administrative agency, and is responsible to the local people, the
People's Council at the same level, and the state administrative agency at
the upper level.
- Operation: The government regulates the tasks and powers of the People's
Committees at all levels. Accordingly, the People's Committees have tasks
and powers in the areas of economy, society, culture, education, health,
environment, security, order, and social safety, etc.
- Human resources: The government has the right to appoint, remove, and
dismiss the Chairman and Vice Chairman of the People's Committees at the
provincial and centrally-run municipal levels.
2. Two types of impacts: Direct impact & Indirect impact
- Direct impact of the government on the People's Committee:
- Legislation: The government enacts laws and ordinances on the
organization and operation of the People's Committee, such as the Law
on the Organization of Local Government, the Decree on the
Organization and Operation of the People's Committee, etc. These
documents play a guiding and regulatory role for the operation of the
People's Committee.
- Direction and management: The government directs and manages the
People's Committee to carry out the tasks and powers assigned. The
government's directions and management have a direct impact on the
operation of the People's Committee.
- Inspection and supervision: The government has the right to inspect
and supervise the operation of the People's Committee. The
government's inspection and supervision are aimed at ensuring that the
People's Committee performs its functions, tasks, and powers correctly.
- Indirect impact of the government on the People's Committee:
- Budget allocation: The government allocates budgets to the People's
Committees at all levels to carry out the tasks and powers assigned.
The budget allocation has a direct impact on the ability to perform the
tasks of the People's Committee.
 Policy issuance: The government issues policies on the economy,
society, culture, education, health, environment, etc. These policies
have a direct impact on the operation of the People's Committee.
 Human resource decisions: The government has the right to appoint,
remove, and dismiss the Chairman and Vice Chairman of the People's
Committees at the provincial and centrally-run municipal levels.
Human resource decisions have a major impact on the operation of the
People's Committee.
III. Functions & Missions of The People’s Committee – Application: Covid-19
On March 30, 2020, the Prime Minister of Vietnam issued Directive No. 16/CT-TTg on
taking urgent measures to prevent and control COVID-19.
In order to implement the prevention and control measures for COVID-19, on March
31, 2020, the People's Committee of [name of district] issued Document No.
604/UBND-TH, requiring all levels, sectors, and people from the district to the

commune (township), hamlet, ward, community, and family to continue and resolutely
implement the peak prevention and control campaign against COVID-19 on the
district's territory, with specific tasks as follows:
1. Implementing measures to restrict mass gatherings from 00:00 on March 28 to
March 15, 2020, as follows:
- Stop all meetings, conferences, and events with more than 20 people in the same
room.
- Do not gather more than 10 people outside the scope of offices, schools, and
hospitals; require a minimum distance of 2 meters between people at public
places.
- Completely stop religious ceremonies.
- Stop all cultural, sports, and entertainment activities at public places.
- Temporarily suspend or stop the operation of non-essential service
establishments in the area, such as karaoke services, restaurants, beauty and
fitness centers, etc.; tourist attractions, amusement parks, etc. Depending on the
specific case, we will continue to announce the suspension of the operation of
other service establishments.
- Reorganize the operation of businesses at markets and points of sale to ensure
that there are no more than 10 people gathering at one place, and implement
prevention and control measures when conducting transactions.
- Residents should limit going out as much as possible, wear masks, and keep a
distance of 2 meters from others; limit the movement of people, especially from
provinces and cities with epidemics to other localities.
- Temporarily suspend or reorganize public transportation to reduce travel and
mass gatherings, except for vehicles transporting goods.
- Strictly implement centralized quarantine, do not accept goods, supplies, and
necessities donated or brought to people in centralized quarantine facilities, and
monitor specialized quarantine (if any).
- Change the way of working from direct to online and other appropriate forms to
avoid infection.
The competent authorities and local authorities at all levels shall organize forces,
strengthen patrol and supervision of the implementation of the above measures, and
prevent mass gatherings. In case it is necessary, apply measures to disperse crowded
places to ensure prevention and control of diseases in the current situation. The
Chairman of the People's Committee of the district will severely handle and
discipline the leaders of localities for allowing mass gatherings in the management
area.
2. Urgently and resolutely implement the following measures:
- Strictly implement border management; strictly control people entering the
district, people crossing the border area, especially the situation and number of
foreigners and Vietnamese entering Kon Tum province through the Bo Y
International Border Gate, opening points, roads, and border areas adjacent to
other districts.
- Divert and streamline medical care, meet the demand for medical care for the
people; have a better care plan, better protection, and safety for medical staff.
- Prepare human resources, equipment, medicines, medical supplies, and
prevention and control measures, including mobilizing the material facilities of
organizations and businesses, to ensure readiness to respond to epidemics on a
large scale; build a plan for the application of the state of emergency.

- Units and localities actively innovate and improve the way of working to adapt
to the context of prevention and control of diseases. Strengthen the application
of information technology, online activities in directing, managing, working,
studying, and implementing administrative procedures; guide and encourage
people to increase the use of online public services and implement
administrative procedures on the internet.
3. The Public Security Department of the district and the People's Committees of the
communes and townships:
Direct to strengthen inspection, check, promptly detect, and severely handle the
cases of non-compliance with the suspension of business activities to prevent and
control COVID-19 in accordance with the requirements of the central government,
the province, and the district; report the results of implementation to the People's
Committee of the district (through the Office of the People's Council and People's
Committee of the district) for reporting to the Standing Committee of the District
Party Committee before 2:30 pm every day.
