The Constitution created the 3 branches of government:

The Legislative Branch to make the laws. Congress is made up of two houses, the Senate and
the House of Representatives.
The senate is composed of 24 senators, who are elected during election. Meanwhile, the house of
representative is composed of not more than two hundred and fifty members, unless otherwise
fixed by law, who shall be elected from legislative districts apportioned among the provinces,
cities, and the Metropolitan Manila area in accordance with the number of their respective
inhabitants, and on the basis of a uniform and progressive ratio, and those who, as provided by
law, shall be elected through a party-list system of registered national, regional, and sectoral
parties or organizations.

The Executive Branch to enforce the laws.


It includes the President, Vice President, the Cabinet, executive departments, independent
agencies, and other boards, commissions, and committees.
The president is the head of state, leader of the national government, and Commander in Chief of
all armed forces of the Philippines. The vice president supports the president. The cabinet
members are those nominated by the president, usually head of the executive departments, and
they serve as advisors to the president.
Executive departments:
Department of Agrarian Reform- responsible for the redistribution of agrarian land in
the Philippines. Bureaus under are: Bureau of Agrarian Reform Legal Assistance, Bureau of
Agrarian Reform Beneficiaries Development, Bureau of Land Tenure Improvement, Bureau of
Land Development, Bureau of Agrarian Reform Information Education
Department of Agriculture-responsible for the promotion of agricultural and fisheries
development and growth. Some agencies attached here are NFA (National Food Authority),
NDA (National Dairy Authority), Agricultural Credit and Policy Council, Philippine Fisheries
Development Authority, etc.
Department of Budget and Management- responsible for the sound and efficient use of
government resources for national development and also as an instrument for the meeting of
national socio-economic and political development goals.
Department of Education- responsible for ensuring access to, promoting equity in, and improving
the quality of basic education.[2] It is the main agency tasked to manage and govern the
Philippine system of basic education. Some attached agencies are CHED, TESDA, etc.
Department of Energy- responsible for preparing, integrating, manipulating, organizing,
coordinating, supervising and controlling all plans, programs, projects and activities of the
Government relative to energy exploration, development, utilization, distribution and
conservation.
Department of Environment and Natural Resources- responsible for governing and supervising
the exploration, development, utilization, and conservation of the country's natural resources.
Bureaus are: Environment Management Bureau, Forest Management Bureau, Mines and
Geosciences Bureau, Land Management Bureau, etc.
Department of Finance- responsible for the formulation, institutionalization and administration
of fiscal policies, management of the financial resources of the government, supervision of the
revenue operations of all local government units, the review, approval and management of all
public sector debt, and the rationalization, privatization and public accountability of corporations
and assets owned, controlled or acquired by the government. Under this department is BIR,
Bureau of Customs, Bureau of Treasury, SEC, Bureau of Local Government Finance, etc.
Department of Foreign Affairs- responsible for the protection of rights and promotion of welfare
among OFWs, increase international understanding of Philippine culture for mutually-beneficial
relationship with other countries.
Department of Health- responsible for ensuring access to basic public health services by all
Filipinos through the provision of quality health care and the regulation of all health services and
products.
Department of Human Settlements and Urban Development- responsible for the management of
housing and related development in the Philippines.
Department of Information and Communication Technology- responsible for the planning,
development and promotion of the country's information and communications technology (ICT)
agenda in support of national development.
Department of Interior and Local Government- responsible for promoting peace and order,
ensuring public safety and strengthening local government capability aimed towards the effective
delivery of basic services to the citizenry. Under in this department are PNP, Bureau of Fire
Protection, Bureau of Jail Management and Penology, etc.
Department of Justice- responsible for upholding the rule of law in the Philippines. It is the
government's principal law agency, serving as its legal counsel and prosecution arm.
Department of Labor and Employment- mandated to formulate policies, implement programs
and services, and serve as the policy-coordinating arm of the Executive Branch in the field of
labor and employment.
Department of National Defense- responsible for guarding against external and internal threats to
peace and security in the country. Attached agencies are Armed Forces of the Philippines,
National Security Council, office of Civil Defense, etc.
Department of Public Works and Highways- responsible for the planning, design, construction
and maintenance of infrastructure, especially the national highways, flood control and water
resources development system, and other public works in accordance with national development
objectives.
Department of Science and Technology- responsible for the coordination of science and
technology-related projects in the Philippines and to formulate policies and projects in the fields
of science and technology in support of national development.
Department of Social Welfare and Development- responsible for the protection of the social
welfare of rights of Filipinos and to promote the social development.
Department of Tourism- responsible for the regulation of the Philippine tourism industry and the
promotion of the Philippines as a tourist destination.
Department of Trade and Industry- responsible in business regulation, and in trade both domestic
and foreign. Tasked to foster a competitive and innovative industry and services sector that
contributes to job generation and inclusive growth; and to advance the rights and responsibilities
of consumers.
Department of Transportation- responsible for the maintenance and expansion of viable,
efficient, and dependable transportation systems as effective instruments for national recovery
and economic progress. 

The Judicial Branch to interpret the laws. The judicial branch interprets the meaning of laws,
applies laws to individual cases, and decides if laws violate the Constitution. The judicial power
shall be vested in one Supreme Court and in such lower courts as may be established by law.
