CONGESTED PUBLIC CEMETERY

- This can occur when the cemetery reaches its maximum capacity and there is no more space for
new burials. This can lead to a number of problems, including difficulty finding a suitable place
to bury loved ones, longer wait times for burial services, and even disputes over grave space.

To address this issue, Urdaneta City may consider implementing a number of strategies. For
example, they could encourage cremation as an alternative to traditional burials, which takes up
less space and can help to reduce cemetery congestion. They could also look into developing new
cemetery facilities or expanding existing ones to accommodate more burials.

The following are proposed solution/s:

1. Columbarium and Memorial Park


2. Crematorium

A. Goal:
The goal of the study is to design an Interactive Memorial Park, a sacred place for the eternal life and the
whole community that will create connection between the environment and people of the Urdaneta City,
Pangasinan. It is to design the physical environment involving public interests and public participation for
the community not only during peak seasons: all soul’s day and all saint’s day, this is to create solutions to
make the experience of the visit more engaging and increase public interaction.
B. Objectives:
The objectives of the proposal focus on the solutions for the design development of
the Memorial Park in Urdaneta City, Pangasinan
I. Architectural Aspect
1. To develop the site that would categorize from large space to intimate space
that would fit to active, passive and sacred spaces. Also, to incorporate public
interactions through landscaped features and open spaces that would promote
healthy, safe, inviting and aesthetically pleasing environment as well.

2. To design amenities provides inside a memorial park that would incorporate a
biophilic design approach. Following sets of standards, guidelines, rules, and
regulations by law mainly the National Building Code of the Philippines and HLURB
to come up with proper planning and circulation between spaces and areas.

II. Social Aspect:
1. To model the design of the proposal through interactive space concerning the
public interests and public participation that would create social interaction of the
community and improve the experience of the visit to the Memorial Park.

II. Environmental Aspect:
1. To design the proposal that will not cause major harm on environment features in
the site that would affect the community. Following sets of the rules and regulations
provided by the National Building Code of the Philippines (P.D. 1096) and Housing
and Land Use Regulatory Board (Article IV Sections (c) of Executive Order No. 648)
concerning the impact of Memorial Parks on the Environment (Per Geological
Assessment of DENR-Mines and Geosciences Bureau) and the Sanitation (P.D. 856)
and public or community health of Urdaneta City, Pangasinan
