TITLE Precedure for erection of Oil tank for 3 x 330 MW Coal fired steam power generation. 2, SCOPE OF APLICATION This procedure describes the erection of Oil Tank set PLTU 1 West Java (Indramayu ) - Indonesia In this connection, if any modification to this instruction it shall be carried out after reviewed by the concern person 3. OBJECTIVE This procedure is to ensure that the erection of the oil tank set following the client requirement, code and specification and to obtain good quality workmanship during the installation works. And this is also as systematic guidance for concerned Supervisor or Engineer to oil tank 4. REFERENCE 4.1. SDCC-001, Guidelines for Establishing Project Procedure. 4.2. E03033-PR-3001, Construction Execution Plan, 4.3. MC-001, Material Receiving 4.4. MC-003, Moving Storage Procedure. 4.5. Arrangement Drawing from Vendor. 5. DESCRIPTION OF PROCEDURES 5.1. Material 5.1.1. General All materials required for completion of erection and ensure that material to be procured in the field are as follows: 5.1.1.1 Old materials having any loss of effective thickness due to rust shall not be used. 5.1.1.2. All distortion caused during transportation or handling shall be corrected by approved method 5.1.2. Delivery 5.1.2.1. Take delivery of equipment to be fabricated and inspect for damage. 5.1.2.2. Complete a list of all materials delivered to site and provide a copy to Client. 5.1.2.3. If following the delivery, equipment members are found to have defect, bends from the required shape they shall be corrected and repaired prior to erection. Damage equipment members shall be reported, in writing to the Client. 5.1.3. Handling 5.1.3.1. Any movement of material shall be under control of Material Control Engineer at all times and reported to Client. 5.1.3.2. Unload and load trucks by using cranes or forklifts. Do not unload materials by free fall from trailers or trucks. 5.1.3.3. To drag or tow material along the ground is prohibited. 5.1.3.4. Handle equipment elements and other materials by utilising tools and equipment of adequate safe capacity. 5.1.3.5. Handle equipment elements using installed lifting hooks, if any or other appropriate means 5.1.4. Storage 5.1.4.1. Lay down area to be established with clear marking unit wise. 5.1.4.2. Storage areas are to be properly graded, flattened and made free from water. 5.1.4.3. Secure all materials to prevent loss or damage. 1.4.4. Keeping all areas designated for storage in a clean, tidy and orderly manner is mandatory. Easy access should be maintained for handling, identification and inventory. 5.1.4.5. Separately store materials which have been found damage or defective, such materials can be transported to site only after the defect and /or the damage has been repaired or eliminated, Store at designated location all items which can not be repaired. 5.1.4.6. Store materials according to respective item classification. Do not store together different elements, sizes and shape. 5.1.4.7. Stack steel members on wooden planks, platforms, skids or other supports and keep completely clear from the ground and water. Do not store steel members on uneven supports, 5.1.4.8. Store materials in accordance with supplier's recommendations and in sheltered area, especially those materials which are susceptible to deterioration. 5.1.4.9. High strength bolts, mild steel bolts and electrodes are to be stored in watertight and dry place. 5.1.5. Protection 5.1.5.1. Use all means to protect steel members and packaged materials from corrosion and deterioration. 5.1.5.2. Protect the work and materials from damage by all other trades. The tank foundation should look smooth to the eye without obvious high and low areas. The marking will be started at the first location counter clockwise from north as per AFC drawings. Put it in the reference stakes on the 0°, 90°, 180° and 270° centre lines to make it easy to find the centre point after the bottom plates, bottom sketches and annular plates are laid. TANK ERECTION The tank foundation area will be handed over to the tank erection team by the civil team with the full approval of QC inspection documentation. 94 Bottom and 1* Shell Sequence The back side of bottom plate shall be painted with 2 Tar Epoxy before laid on foundation. 1- Make sure tank center & center line 0°, 90°, 180°, 270° & make radius of bottom jointly accepted 2- Lay bottom plates as per Drawing 3- Fit up & tack weld the bottom joint as per Drawing 4- Weld bottom joint about 300 mm from outside as Drawing 5-Clean, visually inspect, Vacuum box test and Liquid penetrant test as per approved ITP (IF ANY ) 6- Complete the activities 2 to 5 and check plumbness 7- Assemble 1* shell on the bottom plates 8- Check Plumbness as long assembly 1“ up to of Shell. 9- Complete the corner weld(Shell-1+bottom plates) from inside except the drainages. 10-Complete the NDE as per the approved ITP 11-Complete the balance welding of bottom plates butt joints(Numbering shall be as per the weld map 12- Complete balance corner weld (Shell-1+bottom plate) from outside 13- Weld the drainages before hydro-test. Where peel — off or cut away of base metal is happened while removing the jigs, execute the repair by welding on the damaged area and finish with grinder. Die Penetrant Test (PT) shall be done after remove the jigs and repair welding Inspection of bottom plate The inspection of bottom plate should be done for the following items in accordance with specification after arranging the bottom plate and before assembly of shell plates. a) Full Dye penetrant test or Magnetic Particle test for bottom plate welding. b) Conduct Vacuum box testing on the weld. 9.2 Shell Erection Sequence 9.21. Check to be sure the tank centre and centre lines 9.2.2. Mark the circle the bottom plates at the radius of the inside of the 1* shell course 9.2.3, Start at the 1* shell course after bottom plates welded 300 mm 9.2.4.Tack pairs of bottom piece to the bottom plates at the minimum spacing of 1.8 meter to 2.4 meter intervals. One no. at 12 mm_ outside from the shell outer radius and the other at 12 mm inside from the shell inner radius. 9.2.5, Weld all bottom pieces for adjusting wedges 9.2.6, Erect the first shell course until completed & fil up vertical joint. As per Drawing 9.2.7. Weld the vertical joints(short seam weld) of the first shell course. As per Drawing 9.2.8. Check the fit-up of vertical joints with a sweep board. The sweep board should be a min. of 915 mm long 9.2.9. Install scaffold for the erection of 2” course. In side rafter type + Install the centering and rafter to shell plate Lay the roof plate on the top angle and rafter in according with drawing Weld the roof plate Attach the nozzle on the roof. Dimensional inspection also to be carried out in accordance the project specifications and code requirements. Water filling & Draining After the assembly and welding of all tank is completed, fill water in the tank. Prior to the water filling the following items should be checked. 1. Check all welding completed and all NDT accepted. Any repair of weld after NDT must be completed, retested and accepted. 2, Remove all temporary supports, inside and outside of the tank.Alll tack weld on the tanks and temporary attachments should grind smooth. Check all attachments are installed correctly and blind flange is correct size and properly installed. 1. Water filling speed and retaining period should as per the project standard. 2. When water filling always watch the tank for any leakage and draw up a inspection records of water level and each section. 3. While filling water the foundation submersion should be monitored. In the event of high submerging rate or uneven submersion, stop water filling temporarily and consult with related parties and decide for the future action before re filing started 4. The level of filling and draining should be as per engineering standard. 5. While filling the roof manholes should be kept open 6. The drainage should be gradually and disposed to the designated place. 12. CLEANING INSIDE OF TANK After water drainage, clean inside the tank using fresh water. PAINTING 1) Before any painting works the brand name and Code no of paint material shall be against the paint specification checked.( Refer to specification for painting ) 2) NO painting works shall be done in the following weather condition of the working area. (1). Rain, snow ,fog or mist (2). When the relative humidity is greater than 85% (3). Dust effects adversely due to high wind | (4). Ambient temperatures below 5°C , surface temperature over 70°C | (5). When the metal surface temperature is less than 3°C above the ambient dew point 3) At each step of painting work , number and dry film thickness of coats shall be confirmed whether meets the requirement specified in the painting procedure. 4) Coating system is cured as specified by the paint manufacturer's printed instruction for recoat intervals. 5) The film shall be visually inspected for defects such as inadequate curing, runs an lack of adhesion, pin hole , mechanical damage etc .all repairs should be done for defects, 6) After completion of painting work, the final colour shall be visually checked with the standard of colour, whether it meets the specified one. 7) The coating work indicating defects, improper application, runs ,sags, damages excessive repairs, incomplete curing or excessive thickness is subject to rejection, 14 INSPECTION AND TEST PLAN Inspection and test items at field shall follow the Inspection and Test Plan (ITP) 15. SUBMITTAL OF INSPECTION AND TEST RECORDS All inspections and test records refer to documents Quality Control Plan (QCP ) and Inspection Test Plan ( ITP ). The results of inspection and test shall be properly recorded just after inspection and test. The following inspection and test record shall be ‘submitted to the purchaser after final inspection: 1.Level check of foundation report 2.Graphical representation of tank foundation 3. Location check report of anchor bolt ( if any ) 4. Leak test report ( vacuum box, oil penetrant, air leak test ) 5. Level check report of tank shell plate 6. Plumbness check report of shell course /overall tank shell 7. Roundness check report of 1* shell course. 8.
