CHED confirms discontinuation of SHS Program in SUCs, LUCs

The Commission on Higher Education (CHED) has officially announced the discontinuation
of the Senior High School (SHS) Program in State Universities and Colleges (SUCs) and
Local Universities and Colleges (LUCs).

In a Viber message, CHED Chairman J. Prospero de Vera III confirmed the issuance of a
Memorandum from the Office of the Chairperson dated December 18.

The memorandum stated the "discontinuance" of the SHS Program in SUCs and LUCs.

De Vera clarified that this decision aligns with CHED's previous directives through CMO
Nos. 32 and 33 series of 2015 and 2016.

These directives specified that the "engagement of SUCs and LUCs in basic education
through senior high school shall be limited to the K-12 transition period, which is from SY
2016-2017 to SY 2020-2021 only."

He also highlighted that the Department of Education (DepEd) has issued a notice through
the Private Education Assistance Committee (PEAC).

Beginning SY 2023-2024, there will be no more Government Assistance to Students and


Teachers in Private Education beneficiaries from SUCs and LUCs.

However, exceptions are made for those entering Grade 12 in SY 2023-2024 to complete
their basic education.

SUCs and LUCs with laboratory schools can accept enrollees but will no longer receive
vouchers.

In response to these changes, De Vera directed SUC Presidents and Officers-In-Charge


(OICs) to bring the discontinuance of senior high school in SUCs to their respective SUC
BOR (Board of Regents)/BOT (Board of Trustees).

He emphasized that there was "no longer a legal basis" to fund the SHS Program.

Moreover, CHED urged SUCs with laboratory schools to present to the Board the financial
implications of the DepEd's notice regarding the "non-issuance of vouchers for senior high
school enrollees in SUCs."
Additionally, they should ensure compliance with CMO No. 32 Series of 2015, which
stipulates that after the K to 12 transition period, laboratory schools shall cap enrollment at
750 students.

Pacquiao to fight Thai great Buakaw in exhibition, teases Mayweather rematch

It seems like it will be a busy new year for Manny Pacquiao.

The Filipino boxing icon is set to fight Muay Thai legend Buakaw Banchamek in an
exhibition fight on April 20 and could also be in a rematch with fellow boxing great Floyd
Mayweather later this year.

More than a year since he last set foot on the canvas when he fought Korean martial artist DK
Yoo in an exhibition in South Korea, Pacquiao will again be fighting on the ring in a bout
dubbed as the "Match of the Legends" at the IMPACT Arena in Bangkok.

The fight will be a catchweight and in boxing rules featuring six rounds of three minutes time
with two minute breaks in between. At stake is $289,000 and a WBC Legend Belt the World
Boxing Council purposely commissioned for the fight.

Buakaw, more renowned with his ring name Buakaw Por Pramuk, was a legend of his own in
his sport, sporting an impressive career record of 241 wins, 24 losses and 14 draws. He is
coming off a bare-knuckle Muay Thai fight against Saenchai last November.

Aside from the exhibition, Pacquiao also teased a possible fight against Mayweather during
an appearance in an MMA event at the Saitama Super Arena on New Year’s Eve.

Asked about the rematch against Mayweather, Pacquiao said he is ready to fight and has
started talking about the looming megabout. The boxing legend was hesitant to mention the
name of his opponent but eventually went on naming him after Rizin chief executive
Nobuyuki Sakakibara prompted him to do so.

"Next year, I hope to see you here in Japan with a big fight against... Floyd Mayweather,”
briefly pausing before looking at Sakakibara

“I thought you didn’t want me to say that. I’m excited for that,” he added.
The exhibition has long been teased to happen in December 2023 after posters of the
supposed fight circulated online. The match however did not materialize reportedly due to the
details of the exhibition's pay-per-view yet to be ironed out.

Pacquiao had formally retired from professional boxing and has since participated in
numerous exhibition matches. He called it quits after losing to Yordenis Ugas via unanimous
decision in 2021, closing a legendary career that saw him become the only eight-division
world champion in boxing with a record of 62 wins with 32 knockouts against eight losses
and two draws.

Mayweather, likewise, already retired, finishing his career with a perfect 50-0 record. He also
fought in several exhibition bouts against the likes of internet personality Logan Paul, former
sparring partner Don Moore, and undefeated Japanese kickboxer Tenshin Nasukawa, among
others.

Israel accused at UN court of Gaza 'genocide'

THE HAGUE, Netherlands– South Africa on Thursday accused Israel of breaching the UN
Genocide Convention, arguing that even the deadly October 7 Hamas attack could not justify
such alleged actions, as it launched a landmark case at the top UN court.

Pretoria has lodged an urgent appeal at the International Court of Justice (ICJ) to force Israel
to "immediately suspend" its military operations in Gaza.

Israel has dismissed the case as "atrocious" and "preposterous" and vowed to set out a robust
defence on Friday.

"No armed attack on a state territory, no matter how serious... can provide justification for or
defend breaches of the convention," said Pretoria's Justice Minister Ronald Lamola.

"Israel's response to the October 7 attack has crossed this line and given rise to the breaches
of the convention," he added.

The Gaza war erupted when Hamas launched its unprecedented attack, which resulted in
about 1,140 people killed in Israel, mostly civilians, according to an AFP tally based on
official figures.

Israel has responded with a relentless military campaign that has killed at least 23,357 people,
mostly women and children, according to Gaza's Hamas-run health ministry.

A world away from the death and destruction in Gaza and Israel, robed lawyers battled it out
over technical legal arguments in the Peace Palace in The Hague.

South Africa argues Israel is breaking its commitments under the UN Genocide Convention,
a treaty signed in 1948 in the wake of the Holocaust.

Top lawyer for South Africa Adila Hassim said Israel's bombing campaign aimed at the
"destruction of Palestinian life" and had pushed Palestinians "to the brink of famine".

"Genocides are never declared in advance, but this court has the benefit of the past 13 weeks
of evidence that shows incontrovertibly a pattern of conduct and related intention that
justifies a plausible claim of genocidal acts," she said.

As a fellow signatory to the treaty, South Africa can take Israel to the ICJ, which rules on
disputes between countries and is often described as the "World Court".
The ruling African National Congress (ANC) has long been a firm supporter of the
Palestinian cause, often linking it to its own historic struggle against the white-minority
government, which had cooperative relations with Israel.

South Africa has acknowledged the "particular weight of responsibility" of accusing Israel of
genocide. It "unequivocally" condemned the Hamas attacks that sparked off the war in Gaza.

This artist transforms coconut shells into chic pieces of jewelry

The coconut tree, often dubbed the "tree of life," has long been celebrated for its versatility
and countless uses. From its stems, fruit, and even its leaves, this tree offers various practical
applications. Even the coconut shell, commonly discarded as waste, has found a new purpose
in the world of fashion and jewelry.

Nghia Dai Nguyen, a 45-year-old artist based in Hue, Vietnam, discovered a novel use for
this already resourceful tree – handcrafted jewelry.

The project started in 2007 but was temporarily halted when Nghia had to go overseas. It
resumed in 2018 upon his return to Vietnam and has since become his family's primary
source of income. Necklaces and a pair of earrings are sold for 50,000 VND (around ₱114).

The process of creating these handcrafted jewelry pieces begins by cleaning and sorting
coconut shells based on their shapes. They then carve the shells to their desired shape and
apply a lacquer base, typically made from gardenia or synthetic compounds. After this, they
let it dry and harden. Once the initial layer is set, they move on to applying the main lacquer
layer, forming an abrasive mixture of paint, glue, and mineral powder. This blend creates a
glossy, durable surface.

Artists may choose to enhance the design by incorporating eggshells or seashells and adding
patterns using bronze or aluminum pieces. Bamboo is also used in the jewelry-making
process.

The option to use recycled coconut shells in his handcrafted jewelry was due to their
accessibility and the product's inherent traditional value. "The art brings a unique traditional
handmade technique of Southeast Asian people. These products are environmentally friendly
and safe for humans,” Nghia said. “The material source is easily accessible and inexpensive,
perceived by some as discarded items.”

Nghia highlighted some challenges in his line of work, emphasizing the need for innovation
and continuous improvement. "We must consistently change designs, elevate aesthetic
standards, and constantly improve to create products distinct from others," he continued.

In a constantly evolving landscape of design, Nghia shared how the intersection of


environmental consciousness and fashion has influenced his ideas. “We recognize that
environmentally friendly products will be sustainable – the future goal of humanity. Being
conscious of fashion enables us to grasp consumer trends year after year," he said.
As more individuals explore innovative ways to transform waste into aesthetically pleasing
and functional items, the coconut's evolution from a mere fruit to a fashion statement serves
as an example of the boundless possibilities inherent in our natural resources.

lalawigan sa Hunyo 2028.

Nakasaad sa isang ulat na plano ng gobyerno na magtayo ng community-based drug


rehabilitation programs (CBDRPs) at Anti-Drug Abuse Councils (ADACs) sa bawat
probinsya, lungsod, munisipalidad, at mga barangay.

“Nakapaggawa tayo ng 74 in-patient treatment and rehabilitation facilities to provide a path


to recovery for those who want to break free from their addiction,” sa naging pahayag ni

up services, at mga social reintegration program.

kurapsyon. ‘Pag lumala ‘yung drugs, tataas ‘yung criminality, at lalala rin ‘yung kurapsyon
— maku-corrupt po ‘yung tao,” paliwanag pa ni Go.
“Nakikita naman po sa datos na napakarami na po talaga ang nasira ang buhay nang dahil sa
iligal na droga. Huwag po natin sayangin ang inyong bukas at gumawa na lang po ng tama.
Kaya kung kinakailangan niyo po ng tulong, may rehab centers at mga programa po ang
gobyerno,” pahayag pa nito.
