A RESOLUTION REQUESTING THE OFFICE OF THE GOVERNOR - SPECIAL


CONCERNS DIVISION TO CONDUCT PROVINCEWIDE CHESS TOURNAMENTS
FOR ELEMENTARY, SECONDARY, AND TERTIARY STUDENTS EVERY YEAR

WHEREAS, Article XIV, Section 19 (1) of the 1987 Philippine Constitution states that “the State
shall promote physical education and encourage sports programs, league competitions, and
amateur sports, including training for international competitions, to foster self-discipline,
teamwork, and excellence for the development of a healthy and alert citizenry”;

WHEREAS, Article XIV, Section 19 (2) of the 1987 Philippine Constitution states that “all
educational institutions shall undertake regular sports activities throughout the country in
cooperation with athletic clubs and other sectors”;

WHEREAS, Section 2 of Republic Act No. 11214 otherwise known as “Philippine Sports
Training Center Act” states that “it is the policy of the State to promote and develop sports in the
country, to achieve excellence in international sports competitions, to ensure success in the
country’s quest to achieve competitiveness in the Olympic Games and to promote international
amity among nations”;

WHEREAS, Section 7 (j) of Republic Act No. 6847 otherwise known as “The Philippine Sports
Commission Act” states that one of the functions of Philippine Sports Commission is to
“recommend and propose to the Department of Education, Culture and Sports, Department of
Local Government and other government agencies and instrumentalities having sports programs,
to incorporate in their respective annual budgets, a separate and specific budget for sports
promotion and development”;

WHEREAS, the United Nations recognizes that “sports, the arts and physical activity have the
power to change perceptions, prejudices and behaviours, as well as to inspire people, break down
racial and political barriers, combat discrimination and defuse conflict, and therefore contribute in
promoting education, sustainable development, peace, cooperation, solidarity, social inclusion and
health at the local, regional and international levels”;

WHEREAS, two of the international caliber chess players of the Philippines are from the province
of Oriental Mindoro namely Philippines’ 3rd Grandmaster Rogelio “Joey” Antonio, Jr. from
Calapan City, a 13-time Philippine Open Chess Champion; won the 2020 Asian Seniors Chess
Championship; placed second in the 27th World Senior Chess Championship; participated in two
World Chess Championship cycles; participated in FIDE World Cup once; and participated several
times in FIDE World Chess Olympiad; and the other one is US National Master Rainier Labay
from Socorro, a former chess coach of DLSU Greenhills and DLSU Taft; won several local chess
tournaments; and performed excellently in some international chess tournaments;

WHEREAS, the province of Oriental Mindoro also produced youngsters who were regular
Palarong Pambansa chess players during their elementary and high school years namely Arena
Grandmaster Nezil Arj Merilles, Arena FIDE Master Cylliz Kaessa Merilles, and Zenjih Angelo
Merilles from Calapan City who are also playing for Mindoro Tamaraws, one of the participating
teams in the Professional Chess Association of the Philippines;

WHEREAS, the province of Oriental Mindoro also produced other youngsters who also
participated in the Palarong Pambansa chess tournament namely Jemar Latombo from
Pinamalayan and Shayxanthe Lois Guico from Calapan City. Additionally, two more youngsters
of Oriental Mindoro will be participating in 2023 Palarong Pambansa chess tournament namely
Kim Jastin Tan of Roxas and Deyna Bodota of Bansud;

WHEREAS, the province of Oriental Mindoro also produced other youngsters who participated
in national inter-collegiate chess tournaments namely Arena Grandmaster Nezil Arj Merilles,
Arena FIDE Master Cylliz Kaessa Merilles, Zenjih Angelo Merilles, and Dennis Consul from
Calapan City who played in National Private Schools Athletic Association (PRISAA) Games, and
Rein Mavel Coching from Bongabong who played in National Philippine Association of State
Universities and Colleges (PASUC) Olympics. Additionally, Alphonse Joseph Gaspado, Kiana
Mai Gaspado, Julius Robert Naquita, and Angelica Salmingo from Roxas will be participating in
2023 National PRISAA Games;

WHEREAS, with regard to the aforementioned legal bases and list of international and national
caliber chess players of the province of Oriental Mindoro, it is deemed necessary to conduct three
separate chess tournaments for elementary, secondary, and tertiary students every year in
partnership with Oriental Mindoro Chess Federation, Inc. (OMCFI) aside from the chess
tournament being conducted annually during Provincial Linggo ng Kabataan celebration. These
chess tournaments will be of great help to sustain the chess supremacy of Oriental Mindoro in
MIMAROPA Region and to unleash the potential of the province as one of the chess powerhouses
in the country; to prepare the players who will be representing the province in regional, national,
and international chess tournaments; to produce more international rated chess players who can
acquire national and/or international master titles; and to encourage more kids, adolescents, and
youngsters to play chess which can significantly help to enhance their critical thinking, creative,
and social skills which are indispensable to contribute their fair share towards nation-building.

NOW, THEREFORE, the Committee on Education of Oriental Mindoro Parliament of Young


Leaders humbly requests the Office of the Governor - Special Concerns Division to adopt this
resolution titled “A Resolution Requesting the Office of the Governor - Special Concerns Division
to Conduct Provincewide Chess Tournaments for Elementary, Secondary, and Tertiary Students
Every Year”.

A RESOLUTION REQUESTING THE PROVINCIAL PEACE AND ORDER COUNCIL


TO INITIATE THE CONDUCT OF PEACE ADVOCACY CAMPAIGNS FOR ALL SENIOR
HIGH SCHOOL AND TERTIARY STUDENTS IN ORIENTAL MINDORO

WHEREAS, Article II, Section 5 of the 1987 Philippine Constitution states that “the maintenance
of peace and order, the protection of life, liberty, and property, and promotion of the general
welfare are essential for the enjoyment by all the people of the blessings of democracy”;

WHEREAS, Article II, Section 13 of the 1987 Philippine Constitution states that “the State
recognizes the vital role of the youth in nation-building and shall promote and protect their
physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth
patriotism and nationalism, and encourage their involvement in public and civic affairs”;

WHEREAS, Section 3 (b) of Executive Order No. 773, series of 2009 entitled “Further
Reorganizing the Peace and Order Council” states that Sub-National Councils shall identify
strategies which will enrich peace and order and public safety within their respective areas of
responsibility;

WHEREAS, Section 2 of Republic Act No. 6975 otherwise known as “Department of the Interior
and Local Government Act of 1990” states that “it is hereby declared to be the policy of the State
to promote peace and order, ensure public safety and further strengthen local government
capability aimed towards the effective delivery of the basic services to the citizenry through the
establishment of a highly efficient and competent police force that is national in scope and civilian
in character”;

WHEREAS, Section 16 of Republic Act No. 7160 otherwise known as “Local Government Code
of 1991” mandates all local government units to ensure and maintain peace and order within their
respective areas of jurisdictions, among other concerns;

WHEREAS, in 2017, the Office of the Presidential Adviser on the Peace Process set up its Youth
Peace Table, which aimed to capacitate youth leaders to become agents of peace and development
in their communities;

WHEREAS, aware of the youth’s susceptibility to radicalization, the National Youth


Commission, through the Philippine Youth Development Plan, supports youth participation in the
peace process and guarantees their access to education and economic opportunities. Grassroots
social initiatives are also considered important to prevent the rise of terrorism, especially among
youth;

WHEREAS, with regard to the aforementioned legal bases and verified pieces of information, the
Committee on Youth Participation of Oriental Mindoro of Parliament of Young Leaders strongly
believes that there is an urgent need to conduct peace advocacy campaigns for senior high school
and tertiary students in the province of Oriental Mindoro through symposium where target
beneficiaries shall be informed about issues which include but not limited to peace concerns
involving youth, how youth can prevent to be misled and exploited by rebel groups, and how youth
can contribute to maintain peace and order in their respective schools and communities, among
others. Additionally, this kind of advocacy campaign is a great opportunity to inform the youth
that there are far better choices than taking up arms and shooting fellow Filipinos.

NOW, THEREFORE, the Committee on Youth Participation of Oriental Mindoro Parliament of


Young Leaders humbly requests the Provincial Peace and Order Council to adopt this resolution
titled “A Resolution Requesting the Provincial Peace and Order Council to Initiate the Conduct of
Peace Advocacy Campaigns for All Senior High School and Tertiary Students in Oriental
Mindoro”.
