VIGAN CITY SPORTS DEVELOPMENT ORDINANCE OF 2006

SECTION 1. TITLE: This shall be known as “The Vigan City Sports Development
Ordinance of 2006.

SECTION 2. DECLARATION OF POLICY:

a. It is hereby declared the policy of the City Government of Vigan to promote


physical education and encourage sports program, league competitions and
amateur sports including training for international competition, to foster self
discipline, teamwork and excellence for a healthy and alert citizenry;
b. Subscribing to the International Charter of Physical Educational and Sports of
UNESCO, the City Government believes that physical education and sports
will contribute in inculcating fundamental human values underlying in the full
development of a person.
c. The City Government recognizes that sports development will effectively
address the need for a comprehensive grassroots sports program centered on
values formation inherent in the practice of sports and play (e.g. patriotism,
nationalism, self-discipline, respect for law and order, hardwork, teamwork,
camaraderie, sportsmanship and fair play), thus, preventing a child’s chances
of becoming a juvenile delinquent.

SECTION 3. CREATION OF SPORTS DEVELOPMENT COUNCIL:

There is hereby created the Vigan City Sports Development Council (VCSDC)
which shall act as the coordinator of all sports activities in the City. The VCSDC shall
encourage the establishment of associations/organizations in every field of sports
discipline as may be identified by the council.

SECTION 4. PURPOSE OF THE CREATION:

1. The VCSDC shall act as a channel through which the youth of the City can
harness their abundant energy in a healthful, life-enhancing, goal-oriented
manner.
2. The VCSDC shall be used as a vehicle to help fight drug addiction,
alcoholism, criminality and simple boredom which are symptoms of a society
which lacks youth inspiration and motivation due to the absence of
meaningful structures and means in expressing their creative energies.
3. The VCSDC shall train athletes to compete but to excel in provincial,
regional and national athletic meet and competitions and eventually to
dominate the IRAA (the Ilocos Region Athletic Association) championships,
of which Ilocos Sur particularly Vigan City is a member. This would
eventually contribute to the over-all showing of the City (or Region 1) in the
Palarong Pambansa or National Games.

SECTION 6. FUNCTION, DUTIES AND RESPONSIBILITIES:


The Vigan City Sports Development council (VCSDC) shall have the following
functions, duties and responsibilities:

1. To formulate the Vigan City Sports Development Program, establish plans


and to oversee its effective implementation .
2. To adopt a well synchronized year-round calendar of sports activities and
competitions culminating in the national “Palarong Pambansa.”
3. To initiate, conduct and coordinate sports activities in the City of Vigan.
4. To encourage, promote and sustain the creation and establishment of barangay
and school district sports promotion in the City.
5. To assist the Philippine Sports Commission in the implementation and
monitoring of the “sports for all” program of the national government.
6. To meet at least once a month or as often as necessary to formulate a blueprint
for the short, medium and long term for the sectoral sports based on the
national policy and program of “sports for all.”
7. To coordinate with all sports association and organizations within the City as
strategic partners in the promotion of sports programs.
8. To appoint a sports coordinator chosen from among themselves for the
effective implementation of the sports development program of the City.

SECTION 7. TEACHING, COACHING AND ADMINISTRATION OF SPORTS


DEVELOPMENT ACTIVITIES:

All personnel who shall assume professional responsibility for sports activities
must have appropriate qualifications and training. They shall be carefully selected in
sufficient numbers and be given preliminary as well as further training to ensure that they
reach adequate levels of specialization.
The City Government shall encourage the participation of “Voluntary personnel,”
who when given appropriate training and supervision, can make an invaluable
contribution in the comprehensive development of sports and to encourage the
participation of the population in the practice and organization of physical and sports
activities.
The list of expertise and training per sports discipline shall also be maintained, in
order to establish a pool of sports experts that maybe tapped for mass based
developmental sports activities.

SECTION 8. SPORTS FACILITIES, SUPPLIES AND EQUIPMENT:

The Sangguniang Panlungsod upon the recommendation of theVCSDC shall


appropriate funds for the purchase of adequate and sufficient facilities and equipments in
order to meet the needs of intensive and safe participation of both in-school and out-of-
school activities concerning sports.

For this purpose the City Government may:

1. Receive funding assistance from national agencies such as the
Philippine Sports Commission (PSC) and private sectors such as
private and multi-national corporations and business establishments
operating in the City to address the need of high standard sports
facilities, supplies and equipments; and
2. Make representation and to receive donations, grants-in-aid and other
forms of contributions whether in cash or in kind necessary for the
advancement of sports development in the City.
3. Include in the City’s development program the construction and
provision of adequate and high standard sports facilities, supplies and
equipment with the allocation of necessary funds for the same purpose;
and
4. To improve the management, maintenance and operation of sports
facilities owned and under the jurisdiction of the City Government.

SECTION 9. SPORTS MEDICINE AND PHYSICAL FITNESS EVALUATION:

Sports Medicine and Physical Fitness Evaluation shall be integrated in the


individual sports programs of the various organizations or associations. The City
Government through the VCSDC shall take lead in ensuring its integration in the
comprehensive sports program of the City.

SECTION 10. INFORMATION DISSEMINATION CAMPAIGN:

Sports development cannot be achieved without information, dissemination,


documentation, research and marketing, hence, the city shall:
1. Maximize the use and recognize the importance of media in promoting
sports development in the locality;
2. Develop data bank records section and sports library which will help in the
proper documentation, records management and in the conduct of research
relative to sports.
3. Market sports not only to augment financial resources but to promote and
enhance recognition of athletes, coaches, trainors, including sports
organizations from among the members of the community;

To further bolster and enhance sports development in the City, the City
Government in coordination with local sports organization including private individuals
and sponsors shall promote sports through the launching of city-sponsored tournaments
for events where it has greater chances of winning in the regional, national and
international competitions.

SECTION 11. DOCUMENTATION: The Vigan City Sports Development Council


through its Sports Coordinator shall maintain a system in the documentation of all sports
competitions participated whether local, regional or national. The same office, in
coordination with the Public Information Office, shall be tasked to document by
photographs, videotapes and other media for documentation necessary materials for
future reference.

SECTION 12. CASH INCENTIVES: Cash Incentives to winners in regional, national


and international sports competitions shall continue to be awarded as embodied in
Ordinance No. 14, Series of 2005.
The City Government, to further advance the basic skills and talents of the
athletes of different sports discipline, shall grant and provide the necessary support either
monetary or otherwise to each organized sports association upon presentation of its sports
program to be evaluated by the VCSDC.

SECTION 13. SOURCE OF FUND: The amount necessary for the realization of
sports development program shall be allocated and charged under the Youth and Sports
Development Program in the annual development fund.

SECTION 14. SEPARABILITY CLAUSE: If, for any reason any part or provision of
this ordinance shall be held to be unconstitutional or invalid, other parts or provisions
hereof which are not affected thereby shall continue to be in full force and effect.

SECTION 15. REPEALING CLAUSE: All any ordinances, rules and regulation found
inconsistent with any provision of this Ordinance are hereby repealed and amended
accordingly.

SECTION 15. EFFECTIVITY CLAUSE: This ordinance shall take effect upon its
approval.
