A RESOLUTION MANIFESTING SUPPORT FOR HOUSE BILL 468, OTHERWISE KNOWN AS THE SANGGUNIANG KABATAAN REFORM AND EMPOWERMENT ACT OF 2009 FILED IN 15th CONGRESS OF THE PHILIPPINES AS AMENDED Introduced by: Youth Participation in Civil Society and Governance WHEREAS, the Article II, Section 13 of the 1987 Philippine Constitution provide The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism and encourage their involvement in civic affairs; WHEREAS, the Sangguniang Kabataan or popularly known as the SK is the youth council of every Barangay federated city/municipally, regionally and nationally. The SK was created by virtue of Sec 423 of Republic Act 7160, otherwise known as the Local Government Code of 1991; WHEREAS, the Sangguniang Kabataan is mandated by the 2001 Katipunan ng Kabataan and Sangguniang Kabataan Constitution and By-Laws to initiate programs and projects to enhance the social, political, economic, cultural, intellectual, moral, spiritual and physical development of its members and constituents; WHEREAS, the SK is a unique government policy that encourages youth participation from the grass root level up to national level. The SK is the one of the largest institutionalized connectivity of the youth; however, the SK not yet reached its full potential; WHEREAS, the National Youth Commission believes in the untapped potential of the SK and that it just needs to be reformed, as per NYC Chairperson Leon Flores during the State of Youth address last May 3, 2012 during the 9th National Youth Parliament in Hotel Avenue, Naga City; WHEREAS, the Sangguniang Kabataans low performance and the overwhelming complaints against them such as fostering corruption and irrelevance are just reflections of the versions of reality of mainstream politics; WHEREAS, the House Bill 468 filed in Congress introduced by Akbayan Partylist Representatives, which is now passed on the Technical Working Group, has satisfied the provisions to reform the Sangguniang Kabataan; WHEREAS, the 9th National Youth Parliament recognizes that the Sangguniang Kabataan can work for the service of the youth by improving the some of its provisions mandating them, such as: 1. Changing the age qualification of the Sangguniang Kabataan Chairperson to 18 25 years old; 2. Granting the SK fiscal autonomy under the regulation of Department of Interior and Local Government with the monitoring of Commission on Audit and Department of Budget and Management on their budget; 3. Gather and consult the Katipunan ng Kabataan for a Bottom-up Budgeting and formulation of development plan; 4. Mandating the Sangguniang Kabataan to priority allocate ten percent (10%) of their funds to Capability Building; 5. The Integrated Sangguniang Kabataan Officials Leadership And Re-orientation Basic Orientation Seminar (ISKOLAR BOS) or Capability Building Seminar shall cover the Basic Roles and Responsibilities, Social Entrepreneurship, Fiscal Management and Budgeting; 6. Establish implementing supporting bodies such as the Green Brigade, Sports Development Committee, Livelihood and Social Entrepreneurship Committee, Anti-Drug Abuse Youth Council

(ADA-YC) and etc. and encouraging the youth constituents to join the said bodies as members; and 7. Create the SK Online Academy a peer-to-peer online website manage by the National Youth Commission and/or the Sangguniang Kabataan National Federation exhibiting best practices, experiences, documents, papers and issuances of NGAs, NGOs, Sangguniang Kabataan, youth organizations and other organizations. 8. The anti-dynasty clause in the aforementioned bill shall be given premium. WHEREAS, as mandated by RA 8044 also known as Youth in Nation-Building Act further mandates the recognition of the Filipino Youth in nation-building through the National Youth Commission (NYC); WHEREAS, as mandated by RA 8044, the National Comprehensive and Coordinated Program on Youth Development was established to create the structures to implement the same and appropriates adequate funds to provide support for the program and implementing structures on continuing sustained basis, which is also referred to as the Development Program; WHEREAS, National Comprehensive and Coordinated Program on Youth Development, is implemented through a 4-year Philippine Youth Development Program 2011-2016 (PYDP); NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP to manifest support for House Bill 468, otherwise known as the Sangguniang Kabataan Reform and Empowerment Act of 2009; RESOLVED FURTHER to urge all local executives, all Sangguniang Kabataan, legislators and youth participation advocates supporting this resolution; RESOLVED FINALLY that the 9th Youth Parliament to recognize the great potential of the Sangguniang Kabataan by reforming the mandates that the SK follows. ADOPTED this 4th day of May 2012 at Naga City, Philippines.
