Administration Centers Study Project

Project Goal :
Developing Strategy, Operational and Governance Model, and Stakeholders Engagement Plan for Administration Centers

Project Summary:
RCRC is working in creating multiple decentralized effective local administration centers within Riyadh city, these centers will be
granted specific powers to improve and enhance the city services and public facilities, these centers will strengthen the role of
citizens participation to support decision making, additionally it will align, evaluate and monitor the city services and escalate to
govern activities with these centers. The project requires a consultant to carry out current state assessment and development of
the strategy and initial studies and design the activation plan to operate the administrative centers.

Detailed Scope

A: Current State Assessment

A1 Identify & Review : Governmental Studies & Projects that is significant to administration centers. Some of these projects are
administration centers projects in Riyadh municipality, previous administration centers studies in RCRC, public services
standards and guidelines, Riyadh local plan, Citizen engagement Projects, Jubail Administration and Governance Model, and
identify any other relevant projects will take place in each administration center.

A2 Identify & Summarize: International Best Practices and Benchmarks of administration centers, additionally summarizing
related research , projects, reports and indexes to propose baseline for selecting baseline for administration centers in Riyadh.

A3 Identify & Review: Mandates of Internal RCRC departments and main stakeholders that overlap with administration center’s
functions and map roles and responsibilities according to best local and international practice review.
A4 Align: Riyadh Strategy and governance model study with administration centers strategy.

A5 Defining: Number and Boundary of Administration centers based on current assessment outcomes, this will include the spatial
and statistical information of each center, numbers of citizens, city services, stakeholders, future projects, Urban
Characteristics of each center.

B: Administration Centers Strategy

B1 Define Sector vision: High level direction of the administration centers sector vision, mission, mid term, long term plan.
Conducting interviews, workshops with relevant stakeholders and develop the sector strategy based on stakeholders' inputs.

B2 Develop Sector Strategic Objectives: KPIs, OKRs, baselines, alignment with vision 2030 and national strategies, alignment
with Riyadh Strategy, governance plan, stakeholders, and citizens satisfaction analysis.

B3 Design Initiatives and Projects: and prioritize to meet the vision of the sector and the centers, allocate the required resources
and budget for mid- and long-term plan.

B4 Develop Organization Chart: Develop the sector and the centers organizational chart, propose the required capacities their
role and responsibilities, and define required CAPEX to operate the sector and the centers offices.

B5 Identify and Review Services: Define services and functions and develop value chain of activities and define owner entity in
each center.

C: Governance Model and Stakeholders Engagement Plan

C1 Design Governance Model: Align each center governance model with the sector governance model.

C2 Design Committee Charters: Define required technical or higher committees in both RCRC and each administrative center

C3 Detail Interaction Mechanism: list and classify all stakeholders for the sector according to project requirements , determine
type of communication, tone, mode & frequency, required level of interaction.

D1 Propose Option of Activation: Prepare 3 activation plans and conduct SWOT analysis for selecting the convenient plan
