Public Address (PA) system of Indus complex

Part-A General
1 Description of existing P A system
The existing PA system in Indus Complex consists of ‘Ahuja’ make amplifiers, mixers and paging
system, unbranded speakers and loop wiring for 13 zones. It is experienced that at some places sound
is not heard, at some places sound quality is feeble and at some places it is good also. The background
sound is given in Table-1. The existing loop wiring and system is for 13 zones which needs to be
regrouped into14 zones on account of the need to have proper impedance matching and to include
some new facilities. A representative schematic of the system is attached in Annexure # 1. The
following amplifiers and items are in working condition, and are available for integration with the new
system.

2 Scope of work:
2.1 Supply
Supply of the material as per BOM as given in part-C.
2.2 Installation and integration of the PA system
Installation of new P A system using components as given in BOM and integration of the items in the
above table under “1 Description of existing PA system” with the new PA system.
2.3 Commissioning & testing of complete PA system
During commissioning and testing supplier shall ensure and demonstrate the necessary sound quality
including aspects like clarity, loudness and tonal quality for echo free, clear, crisp and intelligible
sound. This shall be checked for all zones.
2.4 Documentation including distribution of loop wiring & other system details
Three sets of loop wiring diagram and operation & maintenance manual for all the equipment shall be
provided after successful commissioning of the entire system.
3 Site Visit
The suppliers are free to assess the requirement based on actual site visit to various areas of the
building within two weeks after uploading of the tender in the web site.
The Bill of Material (BOM) has been prepared based on our understanding and experience. Any
change in BOM shall be discussed during the site visit by the bidders. Any change, if felt necessary by
RRCAT shall be incorporated after system demonstration by bidders. RRCAT reserves the right to
accept or reject the proposal of any change based on result of the demonstration.

4 Assessment of PA system
As per tentative assessment of the requirement of speakers and amplifiers with notional power capacity
in different zones, the distribution list is given in Table-2.
Taking into account the technical specification and BOM, the bidder has to integrate the existing
resources of the PA system, expand it from 13 to 14 zones and prepare a new scheme for excellent
sound quality and other features as desired in the technical specification. This assessment shall done
during site visit by bidders so that the required and agreed changes in the specifications and or quantity
may be incorporated after the site visit. In case of changes suggested by the bidders and their
demonstration during or before the site visit, agreed changes may be incorporated in the specifications.
Prior intimation with name & vehicle details with original ID proof well in advance, and consent of the
purchaser is necessary for the site visit for assessment. The system being purchased is on the basis of
one lot. Compatibility of all the items shall be ensured especially when using the existing system
components.
5 Safety
Safety at all times during work execution and movement within RRCAT will be the responsibility of
the bidder. RRCAT will not be responsible for any mishap, injury or loss of life. It will be the sole
responsibility of the bidder to ensure everything necessary for safe working. For any loss of RRCAT
property due to negligence, carelessness of the bidder during installation, the bidder will bear all the
responsibility and will be liable for making up the same.
6 Qualifying requirement for the bidder
6.1 The bidder shall be OEM or authorised distributor/dealer of offered system, having valid, signed
certificate of authorization from OEM which shall be submitted along with bid. The bidder shall
give address of at least one installation of similar PA system within India worth Rs 10 Lacs or more
in the preceding two years from the date of bid opening along with a signed and stamped copy of
the corresponding purchase order. The installation should be successfully functional for at least two
months before the date of bid opening.
6.2 The bidder shall give technical details of the installed system with person to be contacted with
phone no. & E-mail. If the given reference is not responsive, not contactable and hence not
verifiable, the offer shall be liable for rejection. The bidder shall also provide a certificate from the
OEM towards satisfactory performance of this system. The Purchaser reserves the right to contact &
visit installation to assess its performance.
7 Warranty
The warranty for the installed Public Address System shall be for a period of 18 months after
installation and acceptance at site or 24 months from the date of supply whichever is earlier. This is
essentially for all the new equipments supplied and complete wiring and installation. The replacements
of faulty components during the warranty period shall be in the scope of the supplier. Delay of more
than one week (seven calendar days) in rectification of faults during the warranty period shall extend
the warranty period by double of the actual delay period.

Part-B Technical
8 General Technical Requirements:
8.1 Public Address system shall serve 2 groups - Group-A and Group-B. Announcement through
telephones are for group-A, group-B or for both. This system is spread over entire complex. One
emergency microphone shall be installed in control room. This shall have the highest priority over
any announcement being done using telephone and other two paging microphones located at
security posts. It shall be possible to play music and make recorded announcements from control
room.
8.2 The zones are defined tentatively based on background noise and power of amplifiers of various
areas. The bidder is free to assess and redefine the zones for clarity of sound and optimum
utilization of amplifiers.
8.3 General announcements made from telephone system shall be for group A, group B or common
announcement for both the groups. Three Telephone lines are available from EPBAX for this
purpose. Proper control unit shall be installed to enable selection of group-A, group-B or common
announcement through dedicated telephone lines.
8.4 Healthiness of existing speaker loop wiring shall be checked and new loop wiring is to be done for
new areas and for regrouping of the zones. The existing loop wiring might have to be modified for
regrouping of zones.
8.5 Loop detector shall be used for checking loop healthiness. The checking shall be manual.
9 Technical specifications of the components:
9.1 Priority controller
Priority controller shall have following features.
 It can be one unit or set of components which fulfills requirement of inputs, outputs and required
priorities as mentioned below. Customized controller which is compatible with the system is also
acceptable.
 Inputs- one emergency mike, two paging mike, three telephone lines, and music.
 Outputs- two lineout ( for two groups)
 It shall give priority in the following order

9.2 Speaker line loop detector
 Intended use for easy detection of faults in speaker circuits.
 It shall detect speaker line impedance, open circuit, short circuit and overloading.
 It shall be suitable for 100V line speaker system.
 It shall monitor minimum 10 speaker lines.
 It shall operate with Power Supply of 230V/50Hz.
9.3 Emergency mike with chime
 It shall have chime function.
 Frequency response: 50-15,000 Hz
 Sensitivity: minimum 2.5 mV/Pa
 Impedance: 600 Ω
9.4 Power sequencer
 Facilitates sequential time delayed switching ON or OFF of multiple equipments.
 Suitable for controlling 16 equipments
 16 power sockets connect or disconnect in turn
 Electronic lock switch
 Two operating modes: manual and automatic
 LED working status indicator
 Power Supply: 230V/50Hz
 Mounting: Standard 19” rack mounting.
9.5 Audio splitter
Line signal splitter to facilitate feeding of several amplifiers with single source and bring down signal
loading and distortion to a low level. The splitter shall have configuration of one input split into four
outputs or one input split into eight outputs. Both the options are acceptable.
 Input channels: 100mV/47 kΩ
 Outputs: 8 channels x 200mV/470 Ω
 Frequency response: 20-20,000Hz ± 3dB or better
 Distortion: 0.1% max.
 Signal to noise ratio: 70dB min.
 Provision for clip LEDs for setting optimum distortion free input levels.
 Individual volume controls for input and output channels
 Power supply: AC-220-240V 50Hz
9.6 Music player
 It shall have PA amplifier with built-in MP3 player & remote control
 It shall have tone control for shaping tonal quality & speech as desired, line out for connecting
additional booster amplifier & one aux. Input for connecting mixer, CD player etc.

9.8 One way projection speaker
One way projection speaker providing sound directivity required for long corridors, suitable for

9.12 Speaker cable
The twin parallel speaker cable shall have multi strand, bright annealed flexible bare electrolytic
grade copper conductor core with core identification, insulation of Fire retardant PVC with high
value of oxygen index and temperature index.
 Conductor: 1.5 mm2 stranded, flexible copper conductor
 Maximum conductor resistance at 20 Deg C: 12.1 Ω /kM
 Thickness of insulation: ≧1.2 mm

Part-D Acceptance criteria
11 Installation
Installation of the components and wiring shall be done to achieve best sound quality in all the areas.
12 Testing & Commissioning
12.1 The effectiveness of the telephone announcement with good audibility shall be established in all
the areas of whole complex.
12.2 The selection of group-A, group-B and common mode shall be checked to be effective as intended.
12.3 The priority of the emergency mike shall be established over all other announcements including
music and playing of recorded messages. Priority shall be ensured for the common announcement
over the announcements for group-A and group-B.
12.4 The effectiveness of the announcement from emergency mic in control room and paging mics in
control room and other two locations in the complex with good audibility shall be established in
all the areas of the complex.
12.5 Playing of recorded messages from music player/PC shall be demonstrated.
12.6 A document from the original supplier shall be submitted for verification to ensure that the
components are new and are not older than 6 months.
12.7 All the components shall be compatible with the existing system and their technical information
and data shall be verifiable from OEM/ OEM website. A custom built controller unit (with full
technical details) fully compatible with the system is also acceptable.
