PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and
Specification Sections, apply to this Section.

B. Requirements of the following Division 16 Sections apply to this Section:

1. Basic Electrical Requirements.


1.2 SUMMARY

A. This Section describes the Public Address System. The systems components as follow but are not
limited to:

1. .Control console/microphone
2. AM/FM tuner
3. CD Player
4. Preamplifier .
5. Mixer Power amplifier
6. Central Rack and Cabinets
7. Wiring
8. Speakers.
9. Fire alarm interface and message recorder.
B. Related Sections: The following Division 16 Section contains requirements that relate to this
Section:

1. "Raceways", for raceways used for public address system cables.

2. "Electrical Boxes and Fittings", for boxes, cabinets, and fittings used with public address
systems.
1.3 SYSTEM DESCRIPTION

A. General: The Public Address System shall be a complete system for amplifying sound signals from
input devices and distributing them to loudspeakers at various locations.

B. System Performance Objectives: System is to be designed for Music Background and paging under
normal conditions, Pre-Recorded messages via the digital announcer, CD player, Tuner are to be
manually switched in, and are to have automatic priority over the AM/FM tuner. By using the
microphone, operator is to have priority over audio or message cassette inputs within the system. In
case of fire alarm the interface should be provided to over ride the system by a fire message coming
from fire alarm system. Sound distribution to zones is to be controlled by zone selector controls.

C. System Design Criteria: the performance criteria are to be achieved as summarised below:-

- Average sound pressure level: 85 dB with respective amplifiers set at 50% of maximum
volume

- Uniformity coverage: within +/-5 dB

- Frequency response to be achieved in coverage area: 100 Hz – 15 kHz (+/-3 dB bandwidth).


1.4 SUBMITTALS

A. General: Submit the following in accordance with Conditions of Contract and Division 1
Specification Sections.

B. Product data for each type of product specified.

C. Shop drawings detailing Public Address System including, but not limited to the following:

1. Exact and final location of all equipment and apparatus

2. Block diagrams indicating the proposed interconnection of equipment.

3. Fabrication and assembly information

4. Rack arrangements.

5. Proposed mounting method for loudspeakers and other items of substantial weight.
D. Wiring Diagrams detailing wiring for power, signal, and control differentiating clearly between
manufacturer-installed wiring and field-installed wiring. Identify terminal numbers and wiring
color codes to facilitate installation, operation, and maintenance.

E. Maintenance data for materials and products, for inclusion in Operating and Maintenance Manual
specified in Division 1 and Division 16 Section "Basic Electrical Requirements." Provide complete
manual material concurrently with system submittal and provide updated final versions of manuals
one month before completion of construction and final system turnover.

1.5 QUALITY ASSURANCE

A. Installer Qualifications: Engage an experienced Installer who is a factory-authorized sales and


service representative to perform the work of this Section. Refer to Division 1 Section "Definitions
and Standards" for definition of experienced Installer. Upon request, submit evidence of such
qualifications to the Engineer.

B. Electrical Component Standard: Provide work complying with applicable requirements of NFPA 70
"National Electrical Code."

C. EIA Compliance: Comply with the following Electronics Industries Association Standards:
1. Public Address Systems
2. Loudspeaker, Dynamic Magnetic Structures, and Impedance
3. Racks, Panels, and Associated Equipment
4. Amplifiers for Public Address Equipment
5. Speakers for Public Address Equipment
6. Microphones for Public Address Equipment

1.6 DELIVERY, STORAGE, AND HANDLING

A. Deliver products in factory containers. Store in clean, dry space in original containers. Protect
products from fumes and construction traffic. Handle carefully to avoid damage.

2.1 MANUFACTURERS

products that may be incorporated in the work include, but are not limited to the following:

2.2 SYSTEM REQUIREMENTS

A. General: Provide complete and fully functional Public Address System using materials and
equipment of types, sizes, ratings, and performances as indicated. Use materials and equipment
that comply with referenced standards and manufacturers' standard design and construction in
accordance with published product information. Coordinate the features of materials and

equipment so they form an integrated system with components and interconnections matched for
optimum performance of specified functions.

B Quality Products: High quality products, fully professional standard shall be provided for
this Contract.

C Standard Products: The equipment provided shall be standard products of manufacturers


regularly engaged in the manufacture of the products and shall essentially duplicate material and
equipment that have been in satisfactory use for at least two years. In as far as possible, all
components in the system shall be standard commercial design that comply with the
requirements stated herein.

D Standard Equipment Racks: Where multiple racks are required, such as amplification racks, these
are to be configured as follows:-

- Identical layout of rack-mounting equipment, to ease documentation and maintenance.

- Use of identical equipment, such as standard amplifiers for example.

- Allow a minimum of 20% of unused space for future expansion, these being filled with
blank panels.

- Meet the ventilation requirements specified elsewhere.

E Adequate Ventilation: is to be provide for all equipment. At least one 1-3/4 in. perforated or
louvered ventilation panel shall be mounted above and below each amplifier or between each
amplifier when adjoining when adjoining one another vertically in a common equipment rack. In
addition, ventilation panels shall be mounted at the top and bottom of the equipment rack to
further facilitate connective cooling.

G Physical Security: All equipment and components shall be firmly secured in place with all mounting
supports.

H Manufacturer's Installation Recommendations: Shall be adhered to unless explicitly in conflict with


these specifications in which case the conflicts shall be brought to the attention of the Engineer for
a decision.

J Loudspeaker Cable Sizing: Submit drawings illustrating the proposed cable runs, the cable size
utilized will provide no more than 0.5 dB insertion loss when used with the loudspeaker power

distribution supplied: (calculated as a function of the DC-loop resistance of the cable and the
nominal impedance of the loudspeaker load, transferred to the primary), a minimum size of
0.9 mm diameter will be used in any case, to be increased as necessary in case of lengths being
extended beyond what is expected.

K Loudspeaker Distribution Circuits: Conductors, Loudspeaker circuits are to be untinned stranded


copper. Each conductor is to BCE individually insulated and each cable shall be provided with an
overall jacket. Each cable is to meet the Code requirement for the voltage level applied.

L Cables providing common functions are to be color-coded identically and each cable shall be
clearly, permanently, and logically marked at both ends with an appropriate cable designation.
Labeling methods must be approved by the Engineer.

M Termination is to be made with self-insulating mechanical connectors. All termination techniques


must be approved by the Engineer.

N Signal Earthing: The equipment cabinets will be earthed to a true earth providing less than 0.1
ohm resistance between it and the system's electrical earth.

O Interference Protection: All equipment shall be installed so as to prevent electromagnetic, electro-


acoustic or other outside interference from causing anomalous system performance.

P Nameplates inscribed in English are to be firmly affixed to each major equipment item. Each
nameplate is to include the manufacturer's name, address, model or catalogue number, and a
definition of the equipment type ("amplifier", equalizer", etc.). The Nameplates are to be labeled
by means of silk-screening, engraving, or by "metal-photo" process.

Q Fixed Equipment are to have all controls, indicators an cable termination points, clearly, logically
and permanently labeled by silk-screening, engraving or other methods specified herein.

R Portable Equipment: are to be marked with durable plastic tags to identify its function and the
system or subsystem with which it is associated. This equipment shall be delivered when the
installed system has been tested and accepted.

S Alignment: All equipment is to be mounted square and plumb and in alignment with other building
fixtures. Conflicts with other building elements must be addressed to the Engineer who will
approve the resolution.

T Touch-up Paint: From the manufacturers of the equipment is to be supplied and applied in the
event that the equipment becomes marred during shipping, handling and/or installation and until
the installation is accepted by the Engineer.

2.3 PRODUCTS AND SYSTEMS


OPERATION, DESIGN AND COMPONENTS
OPERATION AND DESIGN

SYSTEM DESCRIPTION: system is to provide a means of distributing multi-program sound, public


announcements and paging/emergency calls.

Sound is to be originated from three sources:


- Radio tuner AM/FM
- CD players
- paging desks with zones as specified in BOQ .

Three levels of priority are to be provided. A signal origination from a source of higher priority is to
be silence all lower priority sources completely and transmit its signals. The order of priority,
highest priority, first, is as follows:

DESIGN PARAMETERS: system is to be designed for public address with uniform and acceptable
level of speech intelligibility. Design shown on the Drawings is based on selected manufacturer's
models which are to be checked for performance before implementation. Alternative system
design is to be submitted to the Engineer for approval, with specification, characteristics, aiming
and mounting positions of loudspeakers and full particulars of calculations and equipment
selections. System design in public areas is to be based on the following criteria:

Emergency calls 85 dB
Uniformity coverage: within +/-3 dB
Frequency response to be achieved in coverage area 10 Hz -18 KHz + (+/- 3 dB bandwidth).
MIXER, LINE DISTRIBUTION AND COMPRESSOR PREAMPLIFIERS
INPUT MIXER PREAMPLIFIER: completely integrated modules, 19-inch rack mounted, suitable for line level
audio inputs. Printed boards (PCBs) are to allow different inputs e.g. balanced/unbalanced, in/out
etc. Each module is to have sliding pre-

set logarithmic potentiometer, treble and bass tone control, VU meter and programmed priority operation
between the inputs, using plugged in programmable priority board.

PAGING DESK
TYPE: paging desk is to be a desk-top microphone to provide all-call and individual zone paging for
different zones as mentioned in BOQ.
PAGING DESK: desk-top type, with stainless steel panel or finished compatible with the
reception desk finishes, gooseneck microphone with built-in compression preamplifier, electro-
chime unit, ten zone fluorescent-illuminated call push buttons, one all-call push button, one push
button for chime and microphone control and master call (emergency on) busy indicator lamp.
PRIORITY PROGRAMMING: programmable functions cascade priority as described before
are to be provided for operation with other remote paging microphones.
PUSH BUTTONS: locking, fluorescent illuminating type, with provision for inserting the label.
CHIME UNIT is to give double audio signal, tone, different than other signaling tones in the
building, upon pressing lock-down button. Upon completion of this signal, microphone is to be
automatically switched in. Upon completion of public address/page, lock-down button is to be
manually released and system is to automatically fade into normal input (background sound
source).
GOOSENECK MICROPHONE: dynamic cardioids type, having uniform frequency response
from 60 Hz to 12000 Hz (+/-3 dB). Microphone is to be fully dust and moisture protected,
designed specifically for speech reproduction and with at least the following performance:

CENTRAL RACKS AND CABINETS
CENTRAL RACKS are to contain sound sources, input mixer modules, distribution
preamplifiers, zone selector relay modules, power supply module, power amplifiers and output
terminal panel. Racks are to be 19-inch standard frame racks. Equipment is to be mounted and
designed for 19-inch rack mounting.
CABINETS are to be 19-inch frame, with all panel mounting holes and spacing of racks are in
conformity with EIA, totally enclosed, with side and rear panels removable, and cable entrance at
rear, top or bottom. Surface finish is to be textured and of approved color. Frames are to be
anodized aluminum sections. Each frame is to be provided with ventilation rack, including
automatically operated fan with thermostatic control. Suitable ventilation openings are to be
provided. Enclosure is to be IP 42 to IEC 144 for indoor installation.
STORAGE: rack cabinets are to have storage drawers for cables and accessories.
MAINS WIRING: equipment is to operate from 220 V, 50 Hz mains and is to be capable of
continuous operation under any load conditions with variations of +/- 10% of nominal voltage.
Mains wiring inside cabinet racks is to be totally segregated from low level signal wiring.
ELECTRIC CONNECTIONS, other than those for low-level signals, are to be by push-on
spade clips or multi-connector blocks.
LOW-LEVEL SIGNAL WIRING: heavily braided, PE insulated screened cable, PVC sheathed with
standard DIN plug connections. Amplifier output lines to be run within the cabinet racks are to
be twisted pairs heavily screened with tinned copper braid. Hum-producing earth return loops
are to be avoided.
POWER SUPPLY: complete power supply unit is to be provided, independently fused on the
live conductor, with mains front indicator light, on/off switch, cartridge-type fuse and fuse-
holder with blown fuse indicator lamp.
MONITOR PANEL: is to monitor sound signals at line-level or loudspeaker level as shown on
schematic diagram. Unit is to contain position input-selector switch, volume control with on/off
switch, VU meter and pilot lamp. Amplifier section is to have isolation transformer, power
amplified with solid-state integrated circuits, and regulated power supply. Amplifier is to be
capable of operation from 220V, 50 Hz a.c. line. Monitor speaker is to be compact type,
mountable on monitor unit panel, with 10 watt power rating, uniform frequency response (60-
15,00OHz) and is to provide, with one watt input, an 80 dB SPL at one meter.
COMPRESSOR AMPLIFIER: transistorized, compressor-limiter amplifier, provide audio
volume compression with adjustable controls and power "on" indicator lamp. The amplifier is to
be fabricated on a printed circuit board for compactness. A screwdriver adjustable output level
control is to be provided to vary to the output voltage. A combination variable compression

control with power "on-off" switch is to be provided to vary the degree of compression. A VU
meter is to be provided for compression level and output level monitoring. A screwdriver
adjustable zero control is to be provided for
Adjusting the VU meter to zero when meter switch is in compression position. The amplifier gain
is to be 20 dB with a frequency response of + 1 1/2 dB between 50 and 16,000 Hz. The output of
the compressor-limiter amplifier is to be 1.2 volts. The harmonic distortion is to be less than 2%
at 30 dB of compression at 50 to 16,000 Hz. The hum and noise level shall be 70 dB of maximum
compression with an attack time of then (10) milliseconds and an adjustable recovery time
between I and 2 seconds. The amplifier is to provide an input impedance of 4,00 ohms nominal
and an output impedance of 600 ohms nominal.
TONE GENERATORS: solid state electronic oscillators which are to emit signals to the
loudspeakers unlike and distinct from those produced by the fire alarm system horns. The tone
generators are to be controlled by an interface unit which receive any of six signals (related to
the area initiating the alert) from the medical team emergency call stations and transmit ten
rounds of coded signal (also related to the area initiating the alert). Coded signals are to be
groups of long and short bursts. Groups are to be recommended by the manufacturer and
approved by the Engineer.
POWER AMPLIFIER
GENERAL: power amplifier is to be 19-inch rack mountable suitably designed for music
distribution as well as public address announcement. Amplifiers are to be driven by line
distribution amplifiers providing reliable parallel line-level audio feed such that malfunction of
any single amplifier results only in one failure.
INPUT LEVEL: to be adjustable with a preset potentiometer on front panel. Illuminated VU
meter is to be mounted on front panel.
OUTPUT: to be fully protected against failure due to mismatch, short circuits, thermal and
electrical overloads, overdrive or eventual transients.
PERFORMANCE: each power amplifier is to have at least the following performance:

ADEQUATE VENTILATION is to be provided for power amplifiers. At least 44 mm


perforated or louvered ventilation panel is to be mounted above and below each amplifier or
between each amplifier when adjoining one another vertically in a common equipment rack. In
addition, ventilation panels are to be mounted at the top and bottom of each equipment rack to
further facilitate connective cooling.
TAPE RECORDERS AND CD PLAYERS
TAPE RECORDER TYPE: two units, rack mounted, high quality, auto-reverse/auto-stop, 4-
track, mono/stereo type with speed tolerance of 10%, complying with IEC 94 or other approved
standard and accepting standard cassettes through front panel selector switch.
RECORDER HEADS AND MOTORS: recorder is to have separate heads for play, record and
erase functions, three motors (two for fast winding in two directions and third for
record/playback at two speeds), and noise reduction system.
CONTROLS: recorder is to have fast wind and re-wind, playback, record and stop controls, two
illuminated peak level indicators, pause control, resettable digital counter, level controls for
recording and play-back, on-off switch, microphone/headphone sockets and radio sockets and
radio and line inputs.
PROTECTION is to be provided against input overloads to reproduce strong signals without
distortion.
EDIT/CUE FACILITY is to be provided to permit listening to tape during fast forward or
backward winding and to identify particular parts of tape for editing.
CHARACTERISTICS: minimum requirements are to be as follows:

LOUDSPEAKERS
CEILING LOUDSPEAKERS: (to be suitable for false ceiling mounting) is to comprise a 100 V
line matching transformer, high quality loudspeaker, metal front grille and mounting plate with
locking clamps.
The transformer is to deliver within +/- 1 dB of its full rated power over the frequency range 100
Hz to 20 KHz with a maximum insertion loss not greater than 1.5 dB for the most unfavorable
impedance combination. The primary tape is to be identified with 6-, and 1.5- watts of audio
power and the secondary with 8 ohms. The loudspeaker is to have a nominal diameter of 175-
180 mm and is to meet the specifications mentioned in BOQ.

LOUDSPEAKER VOLUME CONTROL: local channel selector volume control with ON/OFF
is to be provided in each state private office as shown on Drawings. The device is to flush
mounted, complete with back box, emergency override relay and is to have the following
performance characteristics:
Power handling capacity 10,36,100 watt

PUBLIC ADDRESS SYSTEM CABLING
CONDUITS AND RACEWAYS: to comply of the Specification.
DC-CONTROL, MICROPHONE AND LINE-LEVEL CABLES: PE insulated, finely stranded tinned
copper conductor, minimum of 1 mm diameter and PVC over-sheath. Microphone and line-level
cables are to be shielded with copper braid to provide 100% shielding throughout the cable
length. A cable shields will be insulated from the electrical conduit throughout their length.
LOUDSPEAKER DISTRIBUTION CIRCUITS: PE insulated, stranded tinned copper
conductors, with an overall PVC jacket. Cables are to meet the NEC code requirements for the
voltage level applied.
LOUDSPEAKER CABLE SIZING: submit drawings illustrating the proposed cable runs, the
cable size proposed, and calculations demonstrating that the cable utilized will provide no more
than 0.5 dB insertion loss when used with the loudspeaker power distribution supplied:

FIELD AND INSTALLATION WORK
INSTALLATION
GENERALLY: installation is to be in accordance with the applicable requirements described of
the Specification.
TESTING
TESTS ON SITE: measure quality of sound distribution, sound pressure levels, dispersion
angles and directivity over specified frequency range and carry out any other tests to prove
system performance in accordance with the Specification.
TEST AND MEASUREMENT EQUIPMENT: provide all test and measurement equipment
for setting up the systems, adjusting gains, volumes and levels.
PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine conditions, with the Installer present, for compliance with requirements and other
conditions affecting the performance of Public Address system work.

B. Do not proceed until unsatisfactory conditions have been corrected.


3.2 INSTALLATION
A. General: Install system in accordance with NFPA 70 and other applicable codes. Install equipment
in accordance with manufacturer's written instructions.
B. Wiring Methods: Install wiring in raceway except within consoles, desks, and counters. Conceal
wiring.
C. Impedance and Level Matching: Carefully match input and output impedances and signal levels at
signal interfaces. Provide matching networks where required.
D. Control Circuit Wiring: Install control circuits in accordance with NFPA 70 and as indicated. Provide
number of conductors as recommended by system manufacturer to provide control functions
indicated or specified.
E. Install exposed cables parallel and perpendicular to surfaces or exposed structural members, and
follow surface contours. Secure and support cables by straps, staples, or similar fittings so
designed and installed as not to damage the cables. Secure cable at intervals not exceeding 75 cm
and not more than 15 cm from every cabinet, box, or fitting.
F. Wiring Within Enclosures: Provide adequate length of conductors. Bundle, lace, and train the
conductors to terminal points with no excess. Provide and use lacing bars.

G. Provide physical isolation from each other for line level, speaker, and power wiring. Run in
separate raceways or provide 30 cm minimum separation where exposed or in same enclosure.
Provide additional physical separation as recommended by equipment manufacturer.
H. Splices, Taps, and Terminations: Make splices, taps, and terminations on numbered terminal strips
in junction, pull, and outlet boxes, terminal cabinets, and equipment enclosures.

I. Identification of Conductors and Cables: Use color coding of conductors and apply wire and cable
marking tape to designate wires and cables so all media are identified in coordination with system
wiring diagrams.
J. Weatherproofing: Weatherproof units to be mounted out-of-doors or exposed to weather in any
degree.
K. Repairs: Wherever walls, ceilings, floors, or other building finishes are cut for installation , repair,
restore, and refinish to original appearance.
3.3 EARTHING
A. Provide equipment earthing connections for Public Address System as required or indicated.
Tighten connections to comply with tightening torques specified in UL Standard 486A to assure
permanent and effective earthing.

A. Earthing equipment, conductor, and cable shields to eliminate shock hazard and to minimize to the
greatest extent possible, earth loops, common mode returns, noise pickup, cross talk, and other
impairments. Provide 5-ohm earth at main equipment location. Measure, record, and report
earthing resistance.
3.4 FIELD QUALITY CONTROL
A. Manufacturer's Field Services: Provide services of a factory- authorized service representative to
supervise the field assembly and connection of components and the presetting, testing, and
adjustment of the system.
B. Presetting: Upon completing installation of the system, align, adjust, and balance the system and
perform complete presetting. Determine, through presetting, the conformance of the system to
the requirements of the Drawings and Specifications. Correct deficiencies observed in presetting.
Replace malfunctioning or damaged items with new, and retest until materials satisfactory
performance and conditions are achieved.

C. Testing: Upon completion of presetting, notify the Engineer a minimum of 10 days in advance of
acceptance test performance. Schedule and conduct tests in his presence. Provide a written
record of tests results.

D. Operational Test: Perform an operational system test to verify conformance of system to these
Specifications. Perform tests that include originating program and page material at microphone

outlets, all preamplifier program inputs, and all other inputs. Observe sound reproduction for
proper volume levels and freedom from noise.

E. Signal-To-Noise Ratio Test: Measure the ratio of signal to noise of the complete system at normal
gain settings using the following procedure:

1. Disconnect a microphone at the connector or jack closest to it and replace it in the circuit
with a signal generator using a 1,000-Hz signal. Replace all other microphones at the
corresponding connectors with dummy loads, each equal in impedance to the microphone
it replaces. Measure the ratio of signal to noise.
2. Repeat the test for each separately controlled zone of loudspeakers.
3. The minimum acceptance ratio is 50 dB.
F. Distortion Test: Measure distortion at normal gain settings and rated power. Feed signals at
frequencies of 50, 200, 400, 1,000, 3,000, 8,000, and 12,000, Hz into each pre-amp channel and
measure the distortion in the power amplifier output. The maximum distortion at any frequency is
3 percent total harmonics.
G. Acoustic Coverage Test: Feed pink noise into the system using octaves centered at 4,000 and 500
Hz. Use a sound level meter with octave band filters to measure the level at five locations in each
zone. For spaces with seated audiences, the maximum permissible variation in level is plus or
minus 2 dB and the levels between locations in the same zone and between locations in adjacent
zones must not vary more than plus or minus 3 dB.
H. Power Output Test: Measure the electrical power output of each power amplifier at normal gain
setting at 50, 1,000, and 12,000 Hz. The maximum variation in power output at these frequencies
must not exceed plus or minus 1 dB.
I. Inspection: Make observations to verify that units and controls are properly labeled, and
interconnecting wires and terminals are identified. Provide a list of final tap settings of speaker line
matching transformers.
J. Retesting: Rectify deficiencies indicated by tests and completely retest work affected by such
deficiencies at Contractor's expense. Verify by the system test that the total system meets the
Specifications and complies with applicable standards. Provide a written record of all retest results.
3.5 COMMISSIONING
A. Train Owner's maintenance personnel in the procedures and schedules involved in operating,
troubleshooting, servicing, and preventative maintenance of the system. Provide a minimum of
three hours training.
B. Schedule training with Owner through the Engineer, with at least 7 days advance notice.
C. Occupancy Adjustments: When requested by the Engineer within one year of date of Substantial
Completion, provide on-site assistance in adjusting sound levels, resetting matching transformer

taps, and adjusting controls to suit actual occupied conditions. Provide up to three visits to the site
for this purpose.
3.6 CLEANING AND PROTECTION
A. Prior to final acceptance, clean system components and protect from damage and deterioration.
