MODEL UNITED NATIONS INTRODUCTION


Before the conference:

The actual Conference:
3-4 day event
General things to know:
1. Roll Call
 Present (rights to vote yes/no/abstain)
 Present and voting (rights to vote yes/no)
2. Points
 Point of Parliamentary Inquiry/information
 Point of Personal Privilege
 Point of Order
3. Motions
 Moderate Caucuses(Structured debate controlled by the chair to
discuss specific aspects of the topic)
 Unmoderated Caucuses (open discussion for delegates to facilitate
bloc formation and problem solving)
You raise them by saying “The delegate of ____ would like to raise a motion for a
moderate caucus to discuss _____ with time parameters (total speaking time:
individual speaking time)”
“The delegate of ____ would like to raise a motion for an unmoderated caucus
for time parameters 20 mins”
4. Bloc (A team of delegates with a common position on a topic. Bone of
contentions should be present for bloc formation)

5. Citations/References (all those that end with .org or from un website)


6. Quorum and simple majority (in UNSC 2/3rd majority required for a
resolution to pass)

1st day:
1. Roll Call
2. Establishment/setting of the agenda
3. Commencement of debate
4. General Speaker’s list(GSL)
 Can speak more than one time
 Yields:
1. Yield your time back to the chair
2. Yield your time to the floor
3. Yield your time to another delegate
 Usual time parameters are 1-1:30
5. MODS
 Usually 2 mods (Basic Definitions and History)
6. Adjournment of debate
2nd day:
This day is reserved to discuss the causes and effects
1. Roll Call
2. Motion for the commencement of debate
3. Mods
4. Unmod
5. Presentation of working paper (formation of blocs)
6. Discussion of the working paper
7. Adjournment of debate
3rd day :
This day is reserved to present the solutions of the problems discussed and
mentioned in the working paper.

2. Motion for the commencement of debate


3. Specific mods raised to present solutions(in form of frameworks)
 Amendments to already present resolutions(voted upon first, before
DR)
4. Unmod
5. Presentation of Draft Resolution
6. Voting on the draft resolution
7. Committee fails/passes
8. Closing of Debate/Adjournment of the meeting

Position Paper:
Three Paragraphs usually, no more than 1.5 pages. Preferably of 1 page.
Presented by each country
1. First Para: Explain the significance of the topic
2. 2nd para: Explain your country’s stance
3. 3rd para: What do you expect from the committee/ the outcome

Working Paper:
Number of blocks formed = Number of working papers presented in the
committee
Purpose: An official document prepared to list down all the mods discussed (ALL!)
No official format
Bone of contentions should also be specified
Draft Resolution:
All the solutions/frameworks presented in the committee would be written.
Formatting is very important when writing a resolution.
There should only be one full stop at the very last of the DR.
2 Parts to a DR
1. Perambulatory clauses
Write all the main problems discussed in the form of Preambles
(See HMUN for formatting)
Un resolutions and articles referenced should also be written in this portion
They always end with commas
10-12 clauses (no more than that)
Operative clauses should be more than the number of perambulatory
clauses
2. Operative clauses
All the frameworks presented are written in this part.
(See HMUN for formatting)
Sub-clauses end with semi colons
Frameworks:
They’re the solutions to the problems discussed.
Should be very detailed and elaborate
How its going to happen, what it is going to do, where it is going to be
implemented, who’s going to fund it, when will it be evaluated.
