Another thing that is to be welcomed is that he is going to provide more accommodation and more seats to the second class passengers by gradual
withdrawing the first class AC caches and the first class coaches. I hope while withdrawing these facilities and extending them to the second class
passengers. The existing and facilities of the second class improved. I hope in all second class seats are going to be provided socialism is levelling
down but socialism levelling up when we withdraw facilities from the higher level facilities for the lower level should be improved showing all the
travelling for the lower level improved. Another incentive I had that Shri, George Fernandez has thought of in the construction of resources is
financing cost railway lines which is properly cost railway lines then railway lines i s initiated when Pra M Dandawat was th e Railway Minister
about 12 years ago. Once Government went out of power this scheme got put into cold storage. Of course, in the years Budget Shri. Madhav Rao
had made some provision for construction of line from Bangalore , but the construction work did not start. Now, Shri, George Fernandez has come
out with a noble idea of associating the states which are going to advantage out of it Maharashtra, Goa and Karnataka by raising certain
contribution from these three states by raising certain the public and certain contribution from the railways as well as from general exchequer. If
this scheme had not been thought of and if this had been taken up in the normal course and under the procedure this railway process will have
taken 15 years to complete that a new method financing these project has been initiated. The Railway Minister promise that construction of
railway lines not going to be completed with 5 years. I wish that these schemes succeed in that for the sake of the Railway but this is open up a
new era further essential constructions where project could not be taken because of shortage of funds. I hope the Railway Minister who is a
person of many and it is my incentive idea were also them in terms of if possible selfsufficient schemes every year costs go up any project that is
done today is cheaper than it would be tomorrow. He in his status paper has asked whether the moneys should come from the Central Government
or whether it should come from the railway finance corporation from market borrowing where it is going to cost on little more. In any case I
personally feel that these projects important projects may lag behind on the ground of funds and Central Government or State Governments even
if this costly the money should be borrowed from the Railway finance corporation.
