According to the requirements of EN50122-1,(Railway applications - Fixed

installations - Electrical safety, earthing and the return circuit) the touch
voltage between the buildings and the rail can not exceed the limit stipulated in
human tolerance voltage curve values. As a protective measure, building with
different potential and the ground with a running track are allowed to be shorted. The
short-circuit measures must be in accordance with the requirements of (EN50122-1)
for the reason that the presence of stray current corrosion underground pipelines, and
the shorting time should be limited to 10 seconds.

The device has the function of monitoring the contact voltage of the station building
and the running rail traction continuously, and automatically carries out the short
connection if there is a large potential difference between these two.
The device is composed of DC Contactor and Thyristor in Parallel Composite Switch
Circuit, Measuring and Operation Circuit, Signal Interface, PLC Controller and Status
Display.
Under normal condition, the main contact of the contractor is OFF and the thyristor is
in blocking state.
Under abnormal conditions, the main contact of the contractor is controlled by
the voltage detection system.
