"ADAMS MUNICIPAL HYMN" AS THE OFFICIAL HYMN OF THE MUNICIPALITY
OF ADAMS, ILOCOS NORTE, AND PRESCRIBING ITS MANDATORY SINGING
DURING OFFICIAL AND FORMAL FUNCTIONS, ACTIVITIES, AND PROGRAMS OF
THE LOCAL GOVERNMENT UNIT OF ADAMS, PROVIDING PENALTIES FOR
VIOLATIONS, AND ALLOCATING FUNDS THEREOF

WHEREAS, it is the desire of the Municipality of Adams, Ilocos Norte, to establish an

official hymn that reflects the cultural heritage and identity of its community;

WHEREAS, Mr. Jerome A. Cabasoy has composed a hymn that embodies the spirit
and essence of Adams, Ilocos Norte, through its lyrics and music;

NOW, THEREFORE, be it ordained by the Sangguniang Bayan of Adams, Ilocos

Norte, in session assembled, that:

SECTION 1: TITLE - This ordinance shall be known as the "Municipal Ordinance

Adopting the 'Adams Municipal Hymn' as the Official Hymn of the Municipality of
Adams, Ilocos Norte, and Prescribing Its Mandatory Singing During Official and
Formal Functions, Activities, and Programs of the Local Government Unit of Adams,
Providing Penalties for Violations, and Allocating Funds Thereof."
SECTION 2: DECLARATION OF POLICY- The Municipality of Adams aims to
promote unity, patriotism, and civic pride among its constituents by adopting and
singing an official municipal hymn during official and formal functions, activities, and
programs of the local government unit.
Section 3: Adoption of the "Adams Municipal Hymn" - The "Adams Municipal
Hymn" is now officially adopted as the hymn of the Municipality of Adams, Ilocos
Norte. It is required to be sung in the original language (Iloco) in which it was
originally composed.

SECTION 4: MANDATORY SINGING DURING OFFICIAL FUNCTIONS -The
singing of the "Adams Municipal Hymn" is mandatory during all official and formal
functions, activities, and programs of the local government unit of Adams, such as
flag ceremonies, municipal anniversaries, local festivals, and other similar events.
SECTION 5: PENALTIES FOR VIOLATIONS - Any person found violating the
provisions of this ordinance shall be subject to the following penalties: a) First
Offense: Verbal warning from the presiding officer of the event. b) Second Offense:
Written warning issued by the Office of the Mayor. c) Third Offense: Fine not
exceeding [Insert Amount Here] pesos or community service as determined by the
Municipal Court.
SECTION 6: ALLOCATION OF FUNDS - An annual amount of Php100,000.00
pesos shall be allocated from the municipal budget to promote, disseminate, and
implement this ordinance.
SECTION 7: SEPARABILITY CLAUSE - If any provision of this ordinance is
declared invalid or unconstitutional, the remaining provisions not affected thereby
shall continue to be in full force and effect.
SECTION 8: REPEALING CLAUSE - All ordinances, rules, regulations, or parts
thereof inconsistent with the provisions of this ordinance are hereby repealed or
modified accordingly.
SECTION 9: EFFECTIVITY This ordinance shall take effect fifteen (15) days after its
publication in a newspaper of general circulation and posting in at least three (3)
conspicuous places within the Municipality of Adams.

Violations, and Allocating Funds Thereof".

SECTION 2: DECLARATION OF POLICY - The Municipality of Adams seeks to

foster unity, patriotism, and civic pride among its constituents by adopting and
singing an official municipal hymn during official and formal functions, activities, and
programs of the local government unit.

SECTION 3: ADOPTION OF THE "OFFICIAL LYRICS" - The "Adams Municipal

Hymn" is now officially adopted as the hymn of the Municipality of Adams, Ilocos
Norte. It is required to be sung in the original language (Iloco) in which it was
originally composed.

SECTION 4: MANDATORY SINGING DURING OFFICIAL FUNCTIONS - The

singing of the "Adams Municipal Hymn" is mandatory during all official and formal
functions, activities, and programs of the local government unit of Adams, such as
flag-raising ceremonies, municipal anniversaries, local festivals, and other similar
events.

While singing the official Hymn, all persons shall stand in attention, with their hands
down.

SECTION 5: IMPLEMENTING OFFICE - The Municipal Tourism Officer's office is

responsible for carrying out the provisions of this ordinance. This includes enhancing
and circulating the official hymn's musical arrangement, as well as creating audio-
visual and cinematographic presentations of the hymn. Additionally, digital and video
copies of the hymn will be distributed to every sitio.
SECTION 6: PROHIBITED ACTS ON THE USAGE OF THE HYMN – It shall be
prohibited to:
a. By any act or omission change the lyrics and rhythm of the official hymn
to dishonor or ridicule the official hymn;
b. To sing or play the official hymn for mere recreation, amusement, or
entertainment purposes, either on stage or on social media sites;
c. To display the official hymn whether its title or lyrics for business purposes;
d. To print, paint, or attach the lyrics whether full or partial, or any articles of
merchandise, except upon for LGU government official representation;
e. To use official hymn for political activities or election propaganda;
f. To be used by any individual, organization, or association whether for a
legitimate purpose, except approved by the LGU;
g. To plagiarize the lyrics of the Official Hymn;
h. Any other circumstance of similar acts analogous to those above
mentioned.

SECTION 7: MODIFICATION IN THE LYRICS – The official hymn shall not be

modified, unless:
a. By enactment of an ordinance modifying the same;
b. Any modification shall be made for approval of the original composer and
only once every five (5) years, unless otherwise provided by law or
ordinance.

SECTION 8: PENALTIES FOR VIOLATIONS - Any person found violating the

provisions of this ordinance shall be subject to the following penalties:

a) First Offense: ----------------- Reprimand and Fine of Php 500.00

b) Second Offense: ------------- Php 1,000.00

c) Third Offense: --------------- Php 2,500.00 or an imprisonment of not less

than one (1) month nor more than six (6) months, or both at the discretion of the
court, Furthermore, the penalty under this ordinance shall not prejudice the filing of
any separate administrative, civil and criminal liability.

SECTION 9: ALLOCATION OF FUNDS - An amount of Php100,000.00 pesos shall

be allocated from the municipal budget for audio and video recording, and to
promote, disseminate, and implement this ordinance.

SECTION 10: SEPARABILITY CLAUSE - If any provision of this ordinance is

declared invalid or unconstitutional, the remaining provisions not affected thereby

acknowledge the artistic talents and contributions of its residents;

WHEREAS, Mr. Jerome Alicoy Cabasoy has composed the lyrics and music for the
Municipal Hymn of Adams, Ilocos Norte, which has been officially adopted by the
local government unit;

NOW, THEREFORE, be it ordained by the Sangguniang Bayan of Adams, Ilocos
