Engagement of suitable persons on contract basis in GMCBL

Applications are invited from dynamic, effective, eligible persons including retired
officers from the Central Government or the State Government or any Board/ Company or
other agency owned or controlled by the Central Government or the State Government for
engagement against the posts mentioned below in Gurugram Metropolitan City Bus Limited
(GMCBL), a Government of Haryana undertaking, under the administrative control of the
Gurugram Metropolitan Development Authority (GMDA).
The eligibility conditions for the posts are as under: -

2. Applicants may note the following: -

(i) The above posts shall be filled on contract basis in Gurugram Metropolitan City
Bus Limited (GMCBL). The contractual engagement shall not confer any right for
regular employment in future. The retired officers should have served in the Central
Government or State Government or statutory authority, Board or Corporation
owned or controlled by the Central Government or the State Government.

(ii) Age and term of appointment: The age of the applicant on the last day of
submission of the application shall be reckoned. The age of applicant should not
exceed the prescribed age limit. The term of appointment of a person shall be one
years or the duration of the project on which he/she is appointed or joining of a
regular incumbent, whichever is earlier. The tenure of engagement shall be renewed
after an assessment of the performance, integrity and ability of such persons till
he/she attains the age of 58 years (65 years in respect of retired persons).

(iii) Remuneration: The remuneration payable to the candidates selected on contract


basis shall be as mentioned above. The consolidated monthly remuneration shall be
inclusive of income tax payable by the candidates. No special pay, compensatory
allowance, house rent allowance, medical allowance or any other allowances shall
be payable and there shall be no annual increment. Persons appointed on contract
basis shall not be eligible for any kind of medical, pension, gratuity or death benefit
etc. for the period of such appointment.

(iv) The role and responsibilities of the posts are attached as Annexure-A.

(v) Application: Eligible candidates who are willing may submit scanned copy of their

5. Incomplete applications or those received after the last date for submission of

Annexure-A
ROLE AND RESPONSIBILITIES:

1. Chief Finance Officer, GMCBL:

(i) Preparation and Presentation of Budget to the Board of Directors;


(ii) Monitoring of expenditure to match with resources availability;

(iii) Preparation and compilation of Annual, Quarterly and Monthly Accounts;


(iv) Presentation of the Annual Statement of Accounts to the Board of Directors;
(v) Payment of salaries, wages and other allowances of regular employees, employees
on deputation, temporary staff;

(vi) Payments and controls on payment to various agencies deployed by GMCBL.


(vii) Financial Management in respect of establishment and administration expenditure;
Payments & controls on payments to concessionaire and PMC.
(viii) Any matter listed in the Articles of Association amongst the functions or duties of
the Chief Financial Officer (CFO) as may be entrusted by the CEO;
(ix) Any matter related or incidental to any of the areas of responsibility as may be
assigned by the CEO.

2. Finance Officer, GMCBL:

(i) To assist CFO in providing operational & Programmatic support and to formulate
and implement budget.
(ii) To assist CFO for achieving bottom line results through forecasting, budgetary
Management, variance analysis and shoring up of Mitigation Plans.
(iii) To assist CFO in formulating of various operational controls, compliance &
processes.
(iv) To assist CFO in Developing & Maintaining MIS.
(v) To assist CFO for collaboration with Lawyers, Statutory Authorities, Auditors &
third-party stakeholders.

(vi) To assist CFO for payment management to vendors.


(vii) To Assist CFO in compliance of TDS/GST & filling of the said returns and in
formulation of SOP’s.
(viii) To assist CFO for Receivables Management & Revenue Collection.

(ix) To assist CFO for Bank Reconciliation & Vendor Reconciliation.


(x) To Assist CFO for Remuneration to Staff (On Roll/ Temporary).
(xi) To assist CFO for General Ledger maintenance including interaction with admin
for updating Fixed Asset Register.
3 Manager (Admin), GMCBL:
(i) Appointment & Establishment of employees on regular service or on
deputation;
(ii) Engagement of staff/CSAs through HKRNL;
(iii) Engagement of experts and temporary staff under GMDA regulations;
(iv) All administrative matters relating to creation of posts and recruitment to
various posts in GMCBL
(v) Entering into various contracts/agreements on behalf of GMCBL and Custodian
of all agreement with concessionaire, DIMTS, Paytm, Uber and other Agencies.
(vi) Timely release of payment to concessionaire in three instalments as per the
terms & conditions of agreement.
(vii) All major correspondence and liaison work with nodal Department, GMDA,
FMDA, HKRNL and RTA (Gurugram & Faridabad).
(viii) Monitoring the attendance of all the personnel/staff engaged/deployed in
GMCBL.
(ix) Timely release of the salary of officers and staff / manpower deployed through
HKRNL.
(x) Manpower deployment and performance assessment;
(xi) Office establishment, rent, house-keeping;
(xii) Procurement of stationery, furniture and consumables;
(xiii) Deployment of Vehicles and processing of bills.
(xiv) Matter relating to electricity, telephone & communications etc. in
administrative Block;
(xv) Central Registry for Dak and dispatch;
(xvi) Nodal officer for implementation of provisions of Right to Information Act,
2005, Haryana Right to Service Act, 2014, Prevention of Sexual Harassment in
the Workplace Act, 2013;
(xvii) Matters relating to appointment of Internal Auditor, Tax Auditor; Secretarial
Auditor;
(xviii) Handling correspondence with the concessionaires, DIMTS and other agencies
and organizing meetings with them.
(xix) Monitoring the progress of maintenance of BQSs by the concessionaire;
(xx) Preparation of replies to be filed in various Courts.
(xxi) Attending Courts in litigation matters.
(xxii) Apply permits for GMCBL buses on the website of GMDA and obtaining the
signed permits from Addl. CEO-cum-RTA GMDA after getting the documents
and details from Manager Depot.
(xxiii) Obtaining Fire NOC for Depots
(xxiv) Matters related to CM window/CPGRAM portal
(xxv) Any matter related or incidental to any of the areas of responsibility as may be
assigned by the CEO.

4. Assistant Manager (Route Planning), GMCBL:

(i) Matters relating to operation of the buses of the Concessionaires


(ii) Issues relating to preparation and amendment of routes depending upon analysis
of demand, feedback and other relevant factors in coordination with DIMTS
(iii) Communicating with other departments such as RTO and Haryana Roadways
to ensure the smooth operations of the buses
(iv) Ensuring that all vehicles are properly insured, registered, and maintained in
accordance with requirements
(v) Handling the all matters relating to the permits of the buses
(vi) Monitoring the buses as per policies and procedures related to safety, security
and emergency preparedness
(vii) Coordinating with CNG vendors to solve the problems related to CNG facilities
provided to the concessionaires
(viii) Overseeing that the repair and maintenance of the buses is being done properly
(ix) Checking of the out shedding of the buses on regular basis and verify the way
bills accordingly submitted by DIMTS.
(x) Reviewing route schedules to ensure that the buses are plying timely
(xi) Overseeing the repair and maintenance of Bus Queue Shelters being done by
the agency as per the terms and conditions of the tender/agreement
(xii) Operation, supervision and maintenance of control room in coordination with
DIMTS.
(xiii) Any other responsibility assigned by Manager Depot.
