questionnaire is administered to the target population.

for gathering data on the implementation of safety gadgets for public safety in the

Municipality of San Jacinto, Masbate. Likert-type scale questions will be utilized to

measure respondents' perceptions and experiences. Respondents will be asked to rate

their agreement with statements related to the effectiveness of safety gadgets on a

scale from 1 to 4, where 1 indicates "Not Agree" and 4 indicates "Highly Agree". This

scale will allow for the quantification of respondents' opinions and experiences

enforcing safety measures, such as local law enforcement agencies, municipal safety

committees, and community leaders. Meetings and consultations will be conducted to

solicit their perspectives, experiences, and challenges encountered in implementing

safety gadget policies.


Concurrently, interviews will be conducted with various community members,

including residents, commuters, and users of safety gadgets, to gather diverse

viewpoints on the effectiveness and impact of safety measures. These interviews will

delve into aspects such as compliance levels, enforcement practices, and perceived

Respondents of the Study


The respondents of this study are integral stakeholders directly involved in

enhancing public safety through the utilization of safety gadgets in San Jacinto,

Masbate. They encompass personnel from various sectors, including law enforcement,

public safety officers, and members of the community. The selection of these

respondents was meticulously carried out to ensure a comprehensive understanding of

the implementation of safety gadgets and its impact on public safety within the locality.

The San Jacinto Municipal Police Station, represented by 35 respondents, plays

a crucial role in enforcing safety regulations and ensuring law and order within the

community. Additionally, 12 Public Safety Officers, with their expertise in disaster risk

reduction and management, provide invaluable insights into the effectiveness of safety

gadgets in mitigating risks.

Furthermore, the inclusion of 40 members from the community, comprising riders

and commuters, is vital for understanding the practical implications of utilizing safety

gadgets in their daily routines. Their firsthand experiences and perspectives contribute

significantly to the comprehensive analysis of the study.

Sampling Technique

The aim of this sampling technique is to gauge the perspectives and behaviors of

residents in San Jacinto, Masbate, regarding the implementation of safety gadgets for

public safety. A stratified random sampling technique will be employed to ensure

adequate representation from various barangays or communities within San Jacinto.

Study Site

in San Jacinto, Masbate, a municipality located in the Bicol Region of the Philippines.

San Jacinto is characterized by its picturesque coastal landscapes, attracting tourists

with its pristine beaches and verdant scenery. Despite its natural allure, the municipality

grapples with challenges, particularly concerning public safety, especially on its roads.

San Jacinto thrives as a dynamic community with a populace engaged in diverse

economic pursuits such as agriculture, fishing, and small-scale businesses. The road

network within the municipality serves as a vital conduit for transportation, linking urban

hubs and rural hamlets. However, road safety emerges as a pressing issue, notably with

the increasing occurrence of motorcycle-related accidents.

The introduction of safety gadgets, including helmets and reflective vests,

represents a proactive measure in enhancing public safety, particularly among

motorcycle riders, in San Jacinto. Given the prevalence of motorcycles as a primary

mode of transportation, the adoption of such safety measures aims to mitigate the risks

associated with accidents and reduce the incidence of injuries and fatalities. However,

the efficacy of these safety gadgets necessitates thorough evaluation.


This study endeavors to assess the implementation and effectiveness of safety

gadgets for public safety in San Jacinto. Through a comprehensive approach

encompassing interviews, surveys, and field observations, we seek to elucidate the

perspectives and experiences of various stakeholders, including motorcycle riders,

commuters, law enforcement agencies, and local government officials.

Moreover, we aim to scrutinize the enforcement mechanisms and challenges

inherent in implementing safety gadget regulations, such as compliance issues,

enforcement capacity, and public awareness. Additionally, we will delve into the

socioeconomic determinants influencing compliance with safety gadget regulations and

their implications for road safety and public health in San Jacinto.

By delving into the nuances of safety gadget implementation and its impact on

public safety in San Jacinto, this study endeavors to furnish evidence-based

recommendations for fortifying road safety measures and fostering responsible

motorcycle riding behavior within the municipality. Ultimately, our research aspires to

contribute to the formulation of sustainable strategies aimed at ensuring the well-being

and safety of San Jacinto's residents and visitors alike.

Data Analysis

In this study on the implementation of safety gadgets for public safety in San

Jacinto, Masbate, data was collected using a questionnaire distributed among

respondents. The statistical tool employed for data analysis was the weighted mean,

which helped in assessing the overall perception and effectiveness of safety gadgets in

the community. The formula used for computing the weighted mean is as follows:
