1 Introduction
This document defines the Logical Nodes (LNs) and Logical Devices (LDs) which are implemented in NOJA
Power’s Recloser Controller (RC) in accordance with IEC 61850 edition 1. It defines the mapping between
specific RC functions and signals and the IEC 61850 Model. It is assumed that the reader has an understanding
of IEC 61850 terminology and functionality.
The IEC 61850 Logical Note data model which has been created to represent the RC functionalities includes:
➢ System functions
➢ Switchgear functions
➢ Protection functions
➢ Alarm handling.
For more details regarding common data classes and their definition please refer to NOJA-5005 IEC 61850 IED
Definition and Conformance Statement.
1.1 Applicability
This document describes the IEC 61850 Logical Note data model implemented in the NOJA Power RC for
firmware version 1.25.y.0.
1.2 Configuration
A NOJA IED Capability Description (ICD) file which represents the IEC 61850 Data Model for the NOJA Power’s
Recloser Controller is provided. It contains all the logical nodes and logical devices required to run IEC 61850
on the RC.
The NOJA ICD file can be configured by using the NOJA Power IED Configurator to create a Configured IED
Description (CID) file. Customers can customise data sets and report/goose controls as required. Once
configuration is complete, a CID file is created which can be imported into CMS and then downloaded to the
device.
Please refer to CMS Help file and IEC 61850 User Guide for more details.
Within each LD, a set of Logical Nodes (LNs) has been defined which represents the functionality of the
particular element in the RC e.g. the Overcurrent LD includes the following logical nodes:
• six logical nodes representing the overcurrent elements (OC1+, OC2+, OC3+, OC1-, OC2-, OC3-).
• two logical nodes representing the directional power flow protection (PDOP, PDUP).
• one logical node representing the status and controls of the logical device.
• one logical node representing the physical device information (e.g. serial number and firmware).
The fundamental functions of the RC are included in the Base Logical device, LD0. These functions include
Protection Trip Conditioning, Auto Reclosing, Measurement and miscellaneous functions.
Table 2-1 and Table 2-2 illustrate the RC10 data model.
Note: Logical Node name prefixes can be changed in accordance with the limitations defined in IEC 61850-7-2 edition 1. Logical Node
name prefixes are supported from firmware 1.16 onwards.

The following table defines the LNs associated with the RC10 basic functions. These are included in the Base
Logical Node, LD0.
PTRC Protection Trip Conditioning to model the connection of the “operate” outputs of 1
protection functions to a common “trip” to be transmitted to XCBR.
Measurement LN to model the calculation of voltages, currents, powers and
MMXU 2
impedances in a three-phase system.

3 RC Function Blocks
The following function blocks represent the functionality of the protection elements in the RC while mapping
to the IEC 61850 data model.

3.1.1 Inputs
A. “OC1+” function block will be turned “Off” when the OC1+ AR map is configured to “D” (disabled) for
all 4 trip sequences, (i.e. OC1+: D D D D). When OC1+ is turned off, no output and will be generated
(i.e. Op and Str signals will remain false at all times).
B. For any other combination of AR map, OC1+ is “On”. For instance OC1+: R R R L.
C. When both the “Protection Global Control” AND “Alarm Mode Control” are set to “Off”, the “OC1+”
function Block behaves as it is “Off”.
3.1.2 Outputs
A. “Str” is the pickup (the existing database point, P(OC1+)).
B. “Op” is the protection operation request (the existing database point, A(OC1+)1.

3.2.1 Inputs
A. GPLD is “On” when Protection Global Control is “On” (LLN0 is set to “On”).
B. GPLD is also “On” when the Protection Global Control is “OFF” and Alarm Mode Control is “On”. In
this case, the RC10 behaves an Alarm Switch. For more information refer to section 3.7.13.7.1 Clause
D.
C. GPLD is “Off” when both Protection Global Control AND Alarm Mode Control are set to OFF. (LLN0 is
set to “OFF”)
3.2.3 Outputs1
A. “Op” output of PTRC is the combination of protection operation requests (Alarm) issued from the
protection elements, “A(XX)”.
B. “Str” output of PTRC is the combination of pickups issued from the protection elements (database
point, P(XX)).
3.3.1 Inputs
D. “OFF EF1+” turns EF1+ off and no output will be generated (i.e. Op and Str signals will remain false at
all times).
− “OFF” will be activated when the EF1+ element is configured to be in the “D” (disabled) for all 4
trip sequences (i.e. EF1+: D D D D).
− When the Earth Fault Global Control is set to OFF3, EF1+ functional block behaves as it is OFF.
− When both the Protection Global Control4 AND Alarm Mode Control5 are set to OFF EF1+
functional block behaves as it is OFF.

3.4.1 Inputs

− “OFF” will be activated when the Earth Fault Global Control is OFF1.
− If Protection Global Control AND Alarm Mode Control are set to OFF the EFLD behaves as it is

A. “OFF” turns the OV1 off with no output being generated.

3.5.2 Outputs

3.7.1 Inputs
A. “Sw Ctl cmd”: the switch control command (the existing database point equivalent to Trip/Close).
B. OP: protection operation request (alarm) issued from protection elements, Alarm (Any).
D. “BLK PTRC”: the output of PTRC—Trip will be blocked when the Protection Global Control is “Off” and
Alarm mode is “On”. In addition, when a particular element is set to “A” in AR map, the PTRC—Trip
resulted from that particular element will be blocked.
F. “Block Rec”: Blocks the reclose operation. For instance, Live Load Blocking (LLB) blocks the reclose
operation.
G. “Block Close”: a controllable single point to block closing of the breaker. For instance, “Block Close”
can be activated by any of HLT, LLB, UV4 sag, OV4 or Logic.
H. “Block Open”: a controllable single point to block opening of the breaker (to be implemented in a
future revision of RC10 IEC 61850 implementation).
B. “Op” or “Opcls” in the RREC: the close (reclose) req. for RREC (database point, close req(AR)).
The following sections describe logical nodes and their associated data objects for implementation of IEC
61850 edition 1 in the RC10.
4 Logical Nodes
This section describes the logical nodes and their associated data objects which are implemented in the RC.
Please refer to NOJA-5005 IEC 61850 Definition and Conformance Statement for definitions of data objects
(DO)1, data attributes (DA) and functional constraints (FCs). “T” indicates that the data is Transient, “Mon”
indicates a “Monitoring” attribute and “Cmd” indicates a “Command”.

The following logical note objects are optional and are used by some logical nodes.
4.1.1 Mod
A. The operation modes ON (enabled) and OFF (disable) of the Mod data attribute are supported for all
logical nodes.
B. The default value for Mod.ctlModel is Status only unless a LN is controllable.
C. The Mod.ctlModel for controllable LNs is either direct-with-normal-security or SB0-with-enhanced-
security.
D. The control of protection functions operational mode is allowed for authorised clients.
4.1.2 Beh
A. The operational mode as given by the Mode control is shown in the data object Beh with the priority
rules as described below [clause 6 of IEC 61850-7-4]1:
B. LLN0 mode of a logical device overrides the mode of operation of all the other LNs contained in the
LD:

Since the logical device controls all logical nodes (LNs) that are part of the logical device (LD), the mode of the logical device (“LDMode” =
LLN0.Mod) and the mode of a specific logical node (“LNMode” = XXXX.Mod) are related. The behaviour of a logical node is a combination
of LLN0.Mod and XXXX.Mod and is described in the “LNBeh” = XXXX.Beh. This Data is read-only and has the same possible values as Mod
(Mode). The value is determined according to Table 4-3. Note: LNMode=Blocked, Test-Blocked and Off not currently supported.

For firmware 1.15 only “On” and “Off” are reported by the relay. “Block”, “Test” and “Test-blocked” are not supported.
4.1.3 Health
A. The health status of the device is reported through Health data attribute.

Note that the quality data attribute “q” of the User Analogues will be set to INVALID if the input
value is invalid, the analogue is disabled or if the scaled value is out of range. “Mod” indicates ON
when the analogues are enabled, otherwise OFF.
