Yoweri Kaguta Museveni President of the Republic of Uganda State House ENTEBBE RE: TRANSITION OF LANGO CULTURAL LEADERSHIP Your Excellency Sir, I have been at the Lango Cultural Leadership since 1987 when I worked so hard to stop insurgencies and restore peace in Lango. I was then installed formally in 1996 after the promulgation of the 1995 Constitution that established the institution of Traditional and Cultural Leaders under Article 246. During my tenure, I have experienced defiance, resistance, acts of indiscipline and blasphemy from Eng. Michael Odongo Okune, a Commissioner at the Ministry of Works in the Government of Uganda. Odongo has since divided Lango by splitting clans and creating a parallel organization called “Tekwaro A’Lango” running side by side with “Lango Cultural Foundation (LCF)? where I am the Cultural Leader of Lango. Your efforts to bring Odongo to order have been futile. On 26 February 2024 during the occasion where I received with much appreciation, the generous gift of a vehicle that you sent to me through our daughter, Ms. Jane Bareke, the State House Comptroller accompanied by Hon. Minister of Health, Dr. Jane Ruth Acheng and the Government Chief Whip, Hon. Denis Hampson Obua, I made it clear through my Minister Responsible for Diplomacy, that in my road map for transition, the election for my replacement is scheduled for Friday, November 1st 2024 to be conducted according to the LCF 1Constitution of 2017 and that I would hand over in December 2024 in a ceremony to be graced by yourself, God giving us life. Aware of my transition plans, Mr Odongo Okune, in rush and defiance, taking advantage of my ill health and hospitalization in Kampala, went ahead and conducted an election in disregard to all laws including LCF Constitution and without an approved electoral commission onlst March 2024 and purportedly installed himself on my thrown as Won Nyaci at Lango Cultural Centre on 15t March 2024. This is blasphemous attempted coup! Your Excellency, this continuous disrespect, defiance and acts of abomination by Odongo Okune and his team if not brought to order will affect my succession and render it turbulent without peace. Therefore, I am now forced to reconsider my decision to retire but to hold on to my throne. I will come up with a new roadmap for that will include a last chance at peace by trying to harmonies Tekwaro A’ Lango and Lango Cultural Foundation before my departure. Iam therefore advising through Your Excellency Sir, that the Ministry of Gender should put to halt all matters of Lango Cultural Leadership Transition. I remain the reigning Won Nyaci of Lango under the Institution of Traditional and Cultural Leaders Act, of 2011. My Prime Minister, James Robert Ajal continues to work with my Cabinet, Advisors, Itogo Adwong and the Council of Owitong with Speaker Benson Dilla deputized by Jimmy Oyuko under LCF in coordination with government on all matters of Lango Culture.
