PREFACE

In the annals of legislation, few areas are as critical and complex as the realm of
mental health. This preface marks the beginning of a journey towards recognizing,
understanding, and addressing the myriad challenges faced by Adolescent and other
individuals grappling with mental health conditions. The Mental Health Act
represents our collective endeavor to navigate these challenges with compassion,
clarity, and a steadfast commitment to human dignity.

Mental health is not merely the absence of illness but the presence of well-being,
encompassing emotional resilience, psychological stability, and social connectedness.
Yet, for too long, mental health has been marginalized, misunderstood, and relegated
to the shadows of public discourse. Stigma, discrimination, and inadequate access to
care have perpetuated cycles of suffering and isolation for millions around the world.

The enactment of the Mental Health Act signifies a pivotal moment in our societal
evolution - a moment where we confront the silence, stigma, and systemic barriers
that have hindered progress in mental health care. Rooted in principles of human
rights, equity, and inclusivity, this Act heralds a new era of advocacy, awareness, and
action.
