Partnerships Program (EIPP) Standards of Care, (2004, Revised June 2010)

The purpose of EIPP is to provide the early identification of maternal and infant risk, and linkage
to services to prevent or mitigate poor health and/or developmental outcomes. Each EIPP is
staffed by a Maternal Child Health (MCH) Team to provide services to pregnant women,
mothers, infants and their families. This MCH Team includes a minimum of three core members:
a maternal and child health nurse, a mental health clinical professional, and a community health
worker. In addition, appropriate connections with nutrition and lactation consultant services are
assured. The MCH Team provides the following core services: a comprehensive assessment of
pregnant women, mothers, infants and their families; brief intervention including health
education and risk reduction counseling; and, connections with appropriate health care and
human services and resources, as indicated by the assessment and family choice.

Pialee Roy, (2006) Grandmother program involvement in Healthy Families Massachusetts: A


study of home visitor perceptions of extended family involvement in a teen parent support
program (M.A. Thesis, Tufts University).
Abstract
This study investigated grandmother involvement in one young parent support program:
Healthy Families Massachusetts (HFM). Data on 361 families in the evaluation of HFM,
and interviews with 62 of their home visitors, were analyzed to describe the nature,
pattern, and advantages or disadvantages of grandmother participation in home visits with
teen mothers. Maternal age, parenting status, repeat birth, education status, and
employment status were significantly related to level of grandmother involvement in
HFM. In addition, teen living status (which is influenced by TANF policies) was
significantly related to level of grandmother involvement in the program. HFM
encouraged grandmother participation, yet almost half of the home visitors reported that
they had not received any related training. Home visitors perceived grandmother
involvement as aiding overall communication among the teen mother, grandmother, and
home visitor. Conversely, home visitors reported that grandmother involvement was
sometimes unwanted because it prevented the teen mother from openly discussing
sensitive issues (such as contraception or her relationship with the father of the baby or
with the grandmother), or monopolized the time, especially due to a conflict of opinions.
Based on these findings, the paper concludes with policy recommendations.
