PCA-Human Resource Frame Worksheet


Worksheet Objectives:
1. Describe the human resource frame
2. Apply the human resource frame to your personal case situation

Complete the following making sure to support your ideas and cite from the textbook and other
course materials per APA guidelines. After the peer review, you have a chance to update this and
format for your Electronic Portfolio due in Module 6.

1) Briefly restate your situation from Module 1 and your role.

I was part of the beginning stages of the fiber infastructure upgrade project. I was a fiber
technician that was responsible for running the fiber optics into the first apartment
complexes. This project consisted of teams that would complete a whole complex within
a certain time frame. This would allow the company to get the necessary information to
better understand the most efficient way of running the fiber and reliability.

2) Describe how the human resources of the organization influenced the situation.

The human resources of the organization were based off the union. When there is a union
projects are based off of seniority so the longer the time you were in the company the
better odds you had of joining the top projects. These projects were highly wanted due to
the schedule of working Monday-Friday from 8-5. Leadership had no control of who
would be put on these projects so they had to adapt to the teams given to them. The
organization also had control of how many techs could join these projects, so if a
manager deemed it was not enough to run a project efficiently then there was nothing that
could be done, you would just have to make do with what you had.

Due to random schedules in which techs have to work weekends and usually don’t get 2
days off back to back it leads to the techs looking forward in working on this project.
When techs were chosen fo these projects I caused the rest of the employees to have to
cover other day by working overtime or volunteering to working the other days. Working
on projects had its perks because there were no reprocussions once it started, if they were
not completed on time it would just be asked to continue working on it until complete.
Being in the union allowed sense of security beucase as long as you did your job there
was nothing they can do based on performance. Everyone got paid the same so there were
no incentives to work faster or harder and prolonging the project would only lead to you
keepin that good work schedule a little longer.

3) Recommend how you would use the human resources for an alternative course of
action regarding your case.

Based on the fact that human resources were based on the union I would have used this to
pick the people on the project based on performance. Just basing it on seniority does not
mean you will get the best techs as people might think experience of time outrules
performance. I would allow leadership to be able pick the team based on their knowledge
of how the employees work and what assests they are capable of bringing. Level 1
managers understand each employees exact performance and how they work. Usually if
you are younger you are able move around a lot more, or if you are skinnier you can go
through tighter spaces, or if you are older you might have wiser ideas on ways to run the
fiber optics.

I would also have a real project manager run the project as opposed to management.
There was no actual project manager to give a clear scope of work and give milestones
that were attainable for the team. We had to just rely on being able to complete the task in
a certain time without understanding the roadblocks that were ahead of us. I would also
have the project manager be onsite at least once a week to understand how the team is
working and create realistic deadlines that match the technicians work ability. The area
manager should have only been there to make sure all techs had what they needed and
escalate any issues that came up.

4) Reflect on what you would do or not do differently given what you have learned
about this frame.

What I would do differently would be removing the union rules of which techs were
picked for the project. Being in the union takes away from performance as you can not
get a raise or promotion since everyone as a technician. This causes many issues of
employees abusing the system. As I read chapter 6 I realized “Performance = Ability x
Motivation” (Perusall pg 123) which the union will take this away since tech will have no
motivation. Usually motivation is based on knowing you can get a promotion or pay
raise, but the union takes all of this away.

What I would not change would be changing the techs schedules to work Monday-Friday.
This is necessary to do as the whole team needs to be together in order to successful
complete the project. Only issue with this is that there were techs who decided to go on
the project solely based on getting that schedule which took away good tech from going
since they were lower on the seniority poll. There is no need to change every aspect of
resources so one must decide what to keep and what to change based on how you see the
project going.
