01000 GENERAL REQUIREMENTS

PART 1.0 DEFINITION OF TERMS

1.1 CONTRACTOR shall mean the person, company or firm whose proposal has been accepted by th
e Owner and includes is personally authorised representative, successors or permitted assignees.
He is responsible to the Owner thru the Project Manager and Construction Manager.

1.2 SUBCONTRACTOR or SUPPLIER shall mean any person, firm or corporation entering into
agreement with the Contractor for the performance of the Contractor’s obligations or any part thereof
under the Contract. He is responsible to the Owner thru the Project Manager.

1.3 CONTRACT shall mean the written agreement entered into by the Owner and the Contractor for
the performance of work shown on the drawings and as described in the Specifications, including the
information for Bidders, the Proposal and all bid documents issued by the Owner prior to the opening
of bids.

1.4 SPECIFICATIONS shall mean written or printed description of work to be done describing
qualities of materials and mode of construction.

1.5 DRAWINGS shall mean the drawings issued together with the Specifications to prospective
bidders, showing the location, characteristics, extent, form and details of the work to be done under
the Contract.

1.6 APPROVED means approval in writing including subsequent written information of previous
verbal approval. “Approval” shall also mean the same thing above mentioned.

PART 2.0 INTENT OF SPECIFICATIONS AND DRAWINGS

2.1 It is the intent of the specifications and drawings that all materials, labor, tools, equipment and
plant and services, supervision, which are required to fully complete the work as shown and specified
therein are to be done so by the Contractor.

2.2 Bidders shall examine the plans very carefully; the contractor will not be given any extra payment
in case he will discover any discrepancy on the plan during the progress of the work.

2.3 Should anything be omitted from the drawings necessary for the proper construction of the work
herein described, it shall be the duty of the contractor to notify the Construction Manager (CM) before
he signs the contract.
However, in the event the contractor fails to give such notices, he shall make good any defect, or
damages in his work called thereby by such failure without extra charge.

PART 3.0 RELATIONSHIP BETWEEN THE SPECIFICATIONS AND DRAWINGS

3.1 The specifications and Drawings are mutually complementary. What is noted in one although not
shown in the others shall be considered contained in all. In case of conflict, coordinate with the
Architect thru the construction manager prior for final implementation.

PART 4.0 REFERENCE LINES AND ELEVATIONS

4.1 The Contractor shall establish stakes, marking lines and elevations required for construction work,
referred from reference points and elevations pointed out by Engineer/Architect. The contractor shall
be responsible for maintaining the correct alignment and position of these stakes as required by the
Engineer throughout the life of the Contract. The Contractor shall use surveyor’s transit in determining
all control lines and elevations required for the construction work.

PART 5.0 MATERIALS AND EQUIPMENT INCORPORATED IN THE WORK

5.1 All materials and equipment to be incorporated in the work shall be new, of current manufacture
and conforming to the requirements of the drawings and the specifications. The Construction Manager
may require a presentation by the contractor of the manufacturer's certificate prior to its incorporation
into the work.

5.2 Mere Inspection, acceptance and certification for payment of any equipment or materials as part
of the work which are found defective non-complying after inspection does not release the contractor
from the responsibility of replacing or repairing it at his own expense.

PART 6.0 CONTRACTOR’S RESPONSIBILITY OF THE CONTRACT WORK

6.1 The Contractor shall be responsible for the complete work or portion thereof until that it is wholly
turned over and accepted by the Owner through the Project Manager or CM. He shall repair or restore
and rebuild at his expense any damage thereto due to faults and action of elements, or other causes
except damages due to enforceable or cataclysmic natural phenomena.

6.2 For accidents:

6.2.1 The Contractor shall bear all losses or damages from accidents, which may occur to a person or
persons on account of the prosecutors of work until possession is taken over by the Owner.

6.2.2 The Contractor shall hold himself solely responsible for all liabilities under the existing
compensation laws regarding injuries and/or death of workmen connected with this work.

PART 7.0 LAWS, RULES AND REGULATIONS

7.1 The Contractor shall comply with all national and local laws, rules and regulate regarding the
health and safety or workmen, wages, labor codes, tax laws, buildings and construction rules and
regulations ions and shall save the Owner, Architects, Engineers and The Project Manager or CM
harmless in ion on with third party claims and liabilities resulting from Contractor’s noncompliance
therewith.

PART 8.0 PERMITS AND LICENCES

8.1 The Contractor at his expense shall obtain all necessary permits and licenses and charges, taxes,
and fees for the lawful prosecution of the contract.

PART 9.0 CONTRACT TIME

9.1 The work to be done under this Contract shall consist of furnishing of all labor, materials (except
those furnished by the Owner or by Others) equipment, supervision, facilities and performing all other
related works necessary for the complete construction within the time specified in the Proposed Time
Schedule attached in strict compliance with the contract drawings, specifications and other related

documents. The Bidders shall examine the site, drawings, specifications, schedules and all
instructions. Failure to do so will be at the Bidder’s that is aware of any concurs with all of the
requirements or conditions incorporated in the invitation to bid.

PART 10.0 PROGRESS SCHEDULES

10.1 The Contractor shall submit progress schedules showing the order of his proposed work
sequences complete with the dates within which such work sequences will be started and completed.
Such schedules shall be submitted within seven (7) calendar days after the receipt of Notice Award/T
o
Proceed and subject to the approval of the Construction Manager and Owner. The contractor shall
also submit their S-curve for the project. This should follow the prescribed form.

PART 11.0 FAILURE TO COMPLETE WORK ON TIME

11.0 For failure to complete the work on the stipulated contract time, the Owner shall charge the
Contractor penalty in the form of liquidated damages amounting to one-tenth (1/10) of one (.01%)
percent of the total contract amount for the added cost incurred by the Owner for such delay and also
for the inconvenience caused the users of this utility. It is understood that this is not a penalty by it is a
fixed sum representing the liquidated damages for each calendar day of delay. Delay shall be counted
from the agreed completion date considering further time extension approved by the Construction
Manager to the date the Owner accepted the completed work. (VERIFY OWNER-CONTRACTOR
CONTRACT)

PART 12.0 SANITARY PROVISIONS, CANTEEN AND FIRE PROTECTIONS

12.1 The Contractor’s employees and men shall use designated comfort rooms outside the
construction site and he shall be responsible for clean up of such comfort rooms upon leaving the
place of work each day and after completion of the project.

12.2 The Contractor shall provide, as many portable fire extinguishers deemed necessary while
performing the work.

12.3 The Contractor shall take extra care in the storage of flammable materials.

12.4 There shall be no smoking, cooking or eating allowed at the site premises during and after work.
Eating, and smoking shall only be allowed at a designated area, and the contractor shall be
responsible for proper clean up thereafter.

12.5 The Contractor shall be responsible in putting up and maintaining canteen for his personnel.

12.6 In addition, verify construction guidelines to be provided by the lessor of the branch site.

PART 13.0 AUTHORITY OF THE PROJECT MANAGER/CONSTRUCTION MANAGER

13.1 The Project Manager/Construction Manager shall decide on any and all questions, which may
arise as to the quality and acceptability of materials furnished and work performed and as to the
manner of performance and rate of progress of work, and shall decide on all ions, which may arise as
to the acceptable fulfilment of the terms of the Contract.

PART 14.0 ADJUSTMENTS OF DISPUTES

14.1 Claims for adjustments of disputes must be made and submitted in writing by the Contractor
within ten (10) days after the date of issue of the order dealing therewith and any disagreement with
the interpretation of the plans and/or the Specifications, made by the Engineer/Architect, must
likewise be asserted and submitted in writing by the Contractor within ten (10) days from the date of
such interpretation.

PART 15.0 CONFORMITY WITH PLAN & ALLOWABLE DEVIATIONS

15.0 Finished surfaces in all cases shall conform with lines, grades, dimensions and adjustments
shown on the approved plans, except as modified by written orders. Any deviations from the plans,
specifications and approved working drawings that may be required by the exigencies of construction
or otherwise, will in all cases be determined by the Engineer/Architect and authorized in writing with
the approval of the Owner.

PART 16.0 INSPECTION

16.1 The Project Manager/Construction Manager shall be allowed access to all parts of the work at all
times and shall be furnished such information and assistance by the contractor may be required to
make a complete and detailed inspection.

PART 17.0 REMOVAL OF DEFECTIVE AND UNAUTHORISED WORK

17.1 Any defective work whether the result of poor workmanship of defective materials, damages
through carelessness, or of other cause, found to exist prior to acceptance of or final payment for the
work, shall be removed immediately, replaced by work and materials conforming to the Specifications,
or shall be remedied otherwise in an acceptable manner.

17.2 Work done contrary to or regardless of the instructions of the Project Manager or C.M. work done
beyond the lines shown on the plans or as given, except as therein provided, or extra work correction
work done without authority will be considered as unauthorized and will not be paid for. All correction
work of any description and removal and replacement of unsatisfactory materials shall be done at the
contractor’s expense.

PART 18.0 FINAL INSPECTION

18.1 Upon due notice from the Contractor of presumptive completion of the entire project, the Project
Manager or Construction Manager shall make a semi final inspection, and if all construction
contemplated by the contract is found completed to his satisfaction, such inspection shall constitute
final acceptance and the contractor shall be notified of such acceptance in writing ten (10) daysor as
soon as thereafter as practicable.

18.2 If, however, at any semi-final inspection, any work in whole or in part is found unsatisfactory, the
Project Manager or C.M. shall give the contractor instructions which he shall give the Contractor

instructions which he shall forthwith comply with and execute. Another inspection shall be made which
shall constitute the final inspection if the work has been found complete & satisfactorily implemented.

PART 19.0 SUPERINTENDENCE AND SUPERVISION

19.1 The Contractor shall assign a competent Project Engineer and necessary assistants satisfactory
to the C.M. and Project Technical Group. The Superintendent shall represent the Contractor at his
absence and all directions given to him by the C.M. shall be as binding as if given to the Contractor.

PART 20.0 CONTRACTOR’S LIABILITY INSURANCE

20.1 The Contractor shall acquire such insurance as will protect him from claims under Workmen’s
Compensation Act and from any other claims for damages for personal injury, including death,
operations be by himself or by any sub- contractor or anyone directly or indirectly employed by either
of them. Certificates of such insurance shall be filed with the Owner, for approval as to adequacy or
protection. Such policy shall be secured from the Insurance Company designated by the Owner.

PART 21.0 PERFORMANCE BONDS AND PAYMENT GUARANTEE BONDS

21.1 The contractor shall deliver to the Owner a Performance Bond and a Payment Guarantee Bond
one (1) week after signing the Contract in the sum equivalent to the amount of the down payment as
security for the performance by the Contractor of its obligations herein for payment(s) of all losses or
damages which the Owner may incur as a result of the contractor’s failure to faithfully comply with the
provisions of this Contract and to protect the Owner from the Contractor’s possible failure to pay its
just labor wages and cost of materials applied in the project.

PART 22.0 RELEASE OF PERFORMANCE AND PAYMENT GUARANTEE BONDS

22.1 The Owner shall release the Contractor’s Performance and Payment Guarantee Bonds after the
expiration of one (1) year from the final acceptance of the work.

PART 23.0 INDEMNITY

23.1 The Contractor shall indemnify and save harmless the Owner from and against all losses and all
claims, demands, payments, suites, actions, recoveries and judgments of every nature and
description brought or recovered against him by reason or any act of omission of said contract, his
agents or employees, in the execution of the work or the guarding of it.

PART 24.0 PAYMENTS

24.1 The Contractor shall be paid on partial amount(s) based on the actual percentage of
accomplishment accepted by the Owner.

24.2 All billings shall be submitted to the Project Manager/once a month at specified date.

24.3 The Owner shall make payments fifteen (15) days after evaluation of the billings by the Project
Manager/Construction and recommendation for payment by the Project Technical Group of the
Owner.

PART 25.0 WARRANTY

25.1 The Contractor guaranteed the workmanship and the materials supplied by him for a period of
one (1) year counted from date of completion and acceptance by the Owner of all works.

25.2 Any defect to work contemplated in this Contract, which may arise during the one (1) year
warranty period, shall be for the account of the Contractor.

PART 26.0 RETENTION

26.1 The Owner shall retain ten (10%) percent of the Contractors Billings until the expiry of the one (1)
year warranty period.

PART 27.0 RELEASE OF RETENTION

27.1 The Owner may, upon representation by the Contractor, release said percentages before expiry
of the one (1) year warranty period, provided the Contractor submits a guarantee bond from the (verify
Bid Documents for Construction Manager) in favor of the Owner for an amount equivalent to the
retention to be released. Such Guarantee Bond shall be enforced during the warranty period and shall
be cancelled upon advice by the Owner.

PART 28.0 COMPREHENSIVE GENERAL LIABILITY (CONTRACTOR’S ALL-RISK)

28.1 The Contractor shall hold the Owner free and harmless from any claim for injury or damages
caused by third parties and for this purpose he shall secure at his own expense a comprehensive
general liability policy in the amount of one hundred (100%) percent of the contract cost, in the name
of the Owner. This policy shall be secured from the Insurance Company accredited by the Owner.

PART 29.0 AS-BUILT DRAWINGS

29.1 The Contractor shall maintain at the jobsite two sets of full sized contract drawings showing any
deviation which have been made from the contract drawings, including buried or concealed
construction and utility features which are revealed during the course of construction special attention
shall be given to recording the horizontal and vertical location of all buried utilities that differ from the
contract drawings. These drawings shall be available for review by the Project Manager/Construction
Manager (CM) at all times. Upon completion of the work the marked 5 sets of prints and one set of
reproducible as-built drawings on Mylar or sepia prints shall be delivered to the Project Manager.
Requests for partial payments will not be approved if the marked prints are delivered to the Project
Manager/Construction Manager.

PART 30.0 UAP DOCUMENT 301 / OTHER CONDITIONS

30.1 All applicable articles and clauses of the general conditions, which are not in conflict with the
conditions herein stated, shall form part of this document.

30.2 OTHER CONDITIONS

1.0 Coordinate with the Architect thru the construction manager for any discrepancies found
in all drawings and specifications before execution of work.

2.0 Coordinate with other trades to avoid conflict prior for final implementation of work.

3.0 Other materials not mentioned in all construction documents (drawings and specifications)
but are necessary for the proper completion of the work must be furnished and executed by
the contractor without entailing any additional cost involved.

4.0 Verify actual conditions and dimensions in the field of work and fit detail accordingly.
Submit shop drawings for Architects final approval prior for final execution and
implementation of the work.

approved by the Architect or Engineer in charge of the construction

CLASS A.: 1:2:4 - for columns, beams, footings and tie beams.
CLASS B.: 1:2:5:5 - for walks, driveways, hollow blocks mortar, filler
and plastering.
CLASS C.: 1:3:6 - for floor and slabs on fill. Cement for the concrete shall
conform to the requirement and specifications for Portland cement.
Before concrete is placed embedded items shall have been inspected and
tested, cleared and graded washed gravel and sand for all concrete work.
Portland cement shall be Republic, Northern, Atlas or its equivalent.
Class A concrete shall be a mixture of 1 part cement, 2 parts fine aggregate
and 4 parts coarse aggregate by volume, plus enough clean water to
make the mixture into a pliable paste. Class B concrete shall be a
mixture of 1 part cement, 2-1/2 parts fine aggregate and 5 parts of coarse
aggregate by a volume, plus enough clean water to make the mixture into

apliable paste. Class C concrete shall be a mixture of 1 part of cement, 3
parts fine aggregate and 6 parts coarse aggregate by volume, plus
enough clean water to make the mixture into a pliable paste. The fine
aggregate for concrete shall consist of natural sand, or inert materials
with similar characteristics having clean, hard and durable grains , free from
organic matter or loam. Coarse aggregate for concrete shall consist of
crushed rock of durable and strong qualities, or clean and hard gravel. Size of
the coarse aggregate to be used shall vary from 20mm to 40mm (3/4” to 1-
1/2”), 2.0 REINFORCEMENT

DIVISION 4 : MASONRY

exterior floor, only exterior concrete hollow blocks may be utilized. While the
concrete hollow blocks must be at least 150mm thick, the walls must Unless

The concrete hollow block walls shall be laid, and the cells filled with the

surfaces of concrete hollow block walls shall be finished with the specified

cement, 1 part time and 3 parts sand.

Lumber must meet the standards for the specific types of diverse areas of the

DIVISION 5 : METAL

A. Architectural Metal
1.0 Stainless Steel
• For balcony and terrace railings, use 1.5mm thick 4” x 4” x 20’ tubular steel
and install stated on the building document and space 0.05m each
tubular steel. • For balusters, use use 1.50mm thick 2”x3”x20’
tubular steel and place horizontally space 0.10m and the vertical is
0.90 in height space 1.50m.
• For the roof support, the roof frame to use is 1.20mm thick 2”x6” C-
Channel, 1.20mm thick 2”x4”’ C-Channel web member, 1.20 mm thick
2”x4” C-Channel purlins. • In forming the roof support the roof frame use
1.20mm thick 2”x6” C-Channel, 1.20mm thick 2”x4”’ C-Channel web
member, 1.20 mm thick 2”x4” C-Channel purlins.

DIVISION 6 – WOODS AND PLASTICS

1.0 For the ceiling material, use 4”x8”x1/4” Gypsum Board. The Gypsum
Board is being hung by a 10mm hanging rod to prevent and hold any
movement of the ceiling due to pressure. The ceiling in the ground floor had
different ceiling elevation so use the stickwell glue on it. 2.0 In the kitchen, the
overhead cabinet and the cabinet on the counter shall be ¾”x4”x8” marine
plywood. 3.0 All the cabinet in bedroom and in drafting room shall use the
same marine plywood. In connecting each part of the cabinet use the
common wire nails namely #1 ½”, #1”, #2” and #3”, the mechanism of the
cabinet is a push type.

DIVISION 7 : THERMAL & MOISTURE PROTECTION

A. Sealant, caulking and seals – Chem-Caulk 250 Synthacalk, Sonolastic,


Simpsin Thiokol LP, Dow Corning or approved equal, for wall to wall,
insulation, slab soffit and wall to floor termination. Waterproofing – Use 5-ply
hot-membrane type waterproofing membrane for all wet areas. Use Dubel or
approved equal. (See Construction Plan)

F. Painting – All paints to be used shall be Boysen or its equivalent and the following
shall be followed:
● Exterior masonry latex - paint primer coat 2 final coats
● Interior masonry - latex paint primer coat 2 final coats
● Exterior wood finished - exterior house paint and 2 final coats
● Interior wood finished - 2 coats flatwall enamel and must receive putty
