Special Specification
PROPOSED IMPROVEMENT WORKS TO THE EXISTING PLANTING SHED AT
NURSERY PETRA JAYA, JALAN DEPO KUCHING

SECTION 1 - PRELIMINARIES AND GENERAL

1.01 GENERAL

This is a lump sum contract to which bill of quantities do not form part and calls for the
general supply of labour, materials and equipment for the improvement works to the
existing planting shed at nursery Petra Jaya, Jalan Depo Kuching.

Tenderers are advised to take all reasonable precautions and care to prevent loss or
damages by accident or any other cause to the existing work/finishes including that of
the nominated subcontractors. The Contractor is to maintain the site of the works in
good condition and is to take all precautions to prevent nuisance of any kind on the
premises.

1.02 DEFINITION OF TERMS

“DBKU” means the Commission of the City of Kuching North or in Bahasa Malaysia
“Dewan Bandaraya Kuching Utara” established under Section 4 of the City of
Kuching North Ordinance, 1988, who for the purpose of this Contract is the Director of
DBKU.

“Schedule of Rates” means the schedule comprising items and rates of works as
stated in the Contract Documents

“Superintending Officer” means the person indicated by name or by office in the


letter accepting the tender and his successor in office or any person from time to time
appointed in writing by the Director.

“Director” means the Director of DBKU appointed under section 8(1) of the City of
Kuching North Ordinance, 1988 who shall carry out the obligations and exercise the
rights and due performance of this Contract.

“Contract” shall mean the Agreement executed between the DBKU and the Contractor
together with the documents forming part thereof.

“Month” shall mean Gregorian calendar month.

“Equivalent approved” shall means to be approved, selected or directed by the


Superintending Officer.

Words importing the singular also include the plural and vice versa where the context
requires.

1.03 SCOPE OF WORK

This Contract comprises the supply, construct, completion and maintenance of the
Improvement of potting shed at nursery Petra Jaya, Jalan Depo Kuching including
temporary works, demolishing works and other associated works, all in accordance
with drawing and Specifications.

1.05 SITE

The site is situated at nursery Petra Jaya, Jalan Depo Kuching.

1.06 PERFORMANCE SECURITY

The Contractor is to enter a Contract and a performance security amounting to five (5%)
percent of the contract sum.

1.07 DISCREPANCIES BETWEEN DOCUMENTS AND SITE

The Contractor is to refer to the Superintending Officer before the work is carried out,
and of any discrepancy found in or between contracts and site.

1.08 ENTIRETY OF CONTRACT

Any matter of construction and workmanship which are fairly and obviously intended, but
which may not be definitely referred to in the specification or drawings, and which are
usual in sound building construction practice and essential to the works are to be
considered as included in this Contract.

The Contractor is to produce copies of the orders of essential materials to the


Superintending Officer before the works commence.

1.09 SITE BUILDING

No part of the existing premises is to be used for any other purposes such as temporary
workers accommodation, cooking and washing or bath without approval from the
Superintending Officer.

1.10 ACCESS TO WORKS
The Contractors will make his own arrangement for the access to the works.
1.11 SECURITY
The Contractor is to provide watchman, temporary cover and adequate security as
necessary or as required by the Superintending Officer to prevent injury to all persons
and property, including the works, the work people and the public.

1.12 PROTECTION OF MATERIAL ON SITE


The Contractor is to prevent damage or loss by any cause in materials delivered for use
in the works, including those of nominated Sub-Contractors.

1.13 TIME FOR COMPLETION AND DAMAGES FOR NON-COMPLETION ON TIME


The whole of the works are to be completed to the satisfaction of the Superintending
Officer in Four (4) months from the official date of commencement which will be
communicated in writing to the successful tenderer.
If the Contractor fails to complete the works within the time stated the Appendix to the
Form of Contract or within any extended time fixed under DBKU Form of Contract, the
Contractor shall pay the sum stated in the Appendix to the Form of Contract as
Liquidated and Ascertained Damages during which the works shall remain incomplete.

1.14 DEFECTS LIABILITY PERIOD


The defects liability period shall be Four (4) months from the date of practical
completion.

1.15 WORK PROGRAMME

The Contractor shall submit his/her work programme to DBKU within 1 week after
handing over sites. It shall be the duty of the Contractor to inform DBKU of any changed
thereof. Work programme is important and related with monthly claim. Work programme
shall be approved and verified both party between DBKU and contractor.

1.16 SAFETY AND HEALTH COMPLIANCE

The Contractor shall comply with all the safety and health requirement as stated in the
Tender Document including personal protective equipment; temporary traffic warning
signs and lamps; and two (2) set of First Aid Kit completed with all necessary undue
items. DBKU’s enforcement officer shall visit the site to ensure that the safety is
adequately provided on site. Failure to comply with this provision shall be punishable
to a fine of Ringgit Malaysia: Fifty (RM50.00) Only each day and shall be deducted
from the payment Interim Certificate.

Prior to the commencement of the Works, the Contractor shall at their own cost
register the awarded Contract with the JKKP and furnish the evidence of the said
registration to the Superintending Officer.

1.17 TEMPORARY LIGHT AND POWER


The Contractor is allowed to make use of the existing lighting for the proper execution of
works including the works of nominated Sub-Contractors.

1.18 WATER FOR WORKS


The Contractor can make use of the existing supply of water for works to be carried out
and DBKU may levy charges accordingly.
1.19 REMOVAL OF RUBBISH
Allow for the cost of removing rubbish etc. at frequent interval during the progress of the
works.
1.20 CONTRACTOR TO VISIT SITE
The Contractor is advised to visit the site and area of the works before submitting his
tender and to familiarize himself with all aspects for the works and the conditions under
which they are to be executed including existing features and services, means of
access, storage area for materials and any other matter which may affect his quotation.
No claim on the ground of lack of knowledge of any such matter will be entertained by
DBKU.
1.21 CONTRACTOR TO PROVIDE EVERYTHING
Except where otherwise described the Contractor is to provide all labor and supervision,
materials, plants, tools, transport and all other things necessary for the execution of he
work according to the true meaning and intent to the specifications, drawings or
instructions, whether or not particularly referred to therein.

1.22 QUALITY OF MATERIALS


All materials are to be of a quality appropriate to and adequate for the work.

Where so required the quality of any material is to be approved prior to its use and any
samples required are to be provided free of charge by the Contractor. Any material
rejected is to be removed at the Contractor’s expense.

1.23 SETTING OUT


All wall setting out is to be approved by the Superintending Officer before any work is
commence. No such approval shall in any way limit the Contractor’s responsibility for
accuracy of the setting up.

1.24 TEMPORARY WORKS


The lump sum tender shall include the supply, construction and final removal of all
temporary works, such as temporary road, culvert, timber crossing, office store, fencing,
foot bridge and etc. for the satisfactory completion of the Contract.

1.25 PROGRESS PHOTOGRAPHS


The Contractor shall take progress photographs of the site and the works at monthly
intervals as directed by the Superintending Officer. The average number of different
photographs to be taken shall not be less than 36 per month. The Contractor shall
supply the negatives, two (2) post-card size prints of each of the progress photographs
to the Superintending Officer. Prints shall be titled, dated and signed by the Contractor
and properly presented in the hard cover album.

1.26 EXISTING SERVICES


The Contractor shall be responsible for locating of services belonging or under the
control of any public authority, company or person which may be or be liable to be
interfered with by or in connection with the execution of the works.

The Contractor shall, where necessary, prepared in advance of construction to


determine the exact positions of installations and services which are or otherwise hidden
and inform Dewan Bandaraya Kuching Utara. The costs for relocation, reinstatement
and shifting of the public services to be borne by Dewan Bandaraya Kuching Utara. The
Contractor is liable for any damage, intentional or unintentional, direct or indirect on any
of the service line and shall make good such damage immediately and at his own
expense.

1.27 TRAFFIC FLOW AND DIVERSIONS

The Contractor shall not during the course of the construction cause unnecessary
obstruction or misuse to traffic using that road. The Contractor shall provide necessary
detour or diversion to guide and regulated the traffic flow. Existing traffic shall not be
interrupted for any lengthy period.

1.28 TRAFFIC AND WARNING SIGNS

The Contractor shall provide adequate warning signs, flagmen and watchmen, if
necessary, to regulate traffic flow at hazardous places on the project and at any other
places so directed by the Superintending Officer or his representative. Any cost of
damage due to negligence of these shall be borne by the Contractor.

1.29 OPENING OF ROAD SECTION TO TRAFFIC


The Superintending Officer or his representative reserves the right to open any
completed section of the road to traffic. The Contractor shall be responsible for
maintaining the road including repair these sections and other completed sections during
and up to the end of maintenance period.
1.30 LEAVE WORKS PERFECT
All plants and surplus materials are to be cleared away on completion, all debris is to be
cleared away as it arises and on completion of all works and areas disturbed are to be
made good.
The Contractor is to remove all stains and dried up materials and to restore all areas
affected to their original state.

1.31 INSURANCE
The following insurances are required to be taken up by the Contractor for the works:-
a. Workmen’s Compensation Insurance.
b. Insurance for the full contract value of the works against damage by all possible
risks including Public Liability Insurance (Contractors All Risks).
c. Any other insurance when deemed necessary for this purpose.
The Contractor shall deposit with the Superintending Officer the policies and the receipts
for the premiums paid for such insurance. In case of failure by the Contractor to effect or
renew such insurances and pay the premium in respect of the Contract, the
Superintending Officer may and will deduct the amount so expended from any money
due to or to become due to the Contractor.
The Policy for (b) above shall state specifically the damages resulting from flood or due
to negligence of the Contractor is an occurrence to be covered by the policy.
All Insurance Policies shall be purchased through Dewan Bandaraya Kuching Utara
appointed insurance Consultant.

1.32 DAMAGE TO PUBLIC PROPERTIES DURING THE SUPPLY AND


TRANSPORTATION OF MATERIAL, CONSTRUCTION WORKS AND MAINTENANCE
PERIOD
Damaged caused by the Contractor to any public properties during the supply and
transportation of material, maintenance period and construction works shall be repaired
and restored at his own expense.
1.32 GENERAL CLEANLINESS ON SITE AND ENROUTE
The working site must be kept clean and tidy at the Contractor’s own expense during
both the construction and Defect Liability Periods.
1.33 RISE AND FALL
The Contract shall not be subject to adjustment either upwards or downwards due to
movements in the cost of materials or labour or any other matters affecting the cost of
execution of the works.

1.34 DEDUCTION FROM PAYMENT FOR MAINTENANCE WORKS


For evaluation of maintenance work, a joint inspection will be carried out on 25 th day of
every month or the 1st working day after the schedule date.

In the event that the maintenance work not completed as per Schedule of
Maintenance, DBKU shall deduct a sum from the monthly maintenance payment for
the incomplete Maintenance Works based on percentage value of work done.

2.01 CLEARING AND GRUBBING


2.01.1 Generally
This work shall consist of all clearing and grubbing necessary for the
performance of the work covered by the Contract in accordance with these
Specifications.

2.02 CONSTRUCTION METHODS


2.02.1 Extent Of Clearing, Cutting And Grubbing
No site clearing, cutting and grubbing shall be carried out to the area of the
proposed site.

2.02.2 Cutting Of Trees, Shrubs And Bushes


No trees or shrubs shall be uprooted or cut down without approval from
Superintending Officer.

2.02.3 Grubbing And Removal Of Stumps And Roots


Stumps and tree roots shall, unless otherwise directed by the Superintending
Officer, be grubbed up, burnt or removed and disposed off in approved dumps
to be provided by the Contractor. Holes and cavities resulting from the clearing
and grubbing up shall be backfilled with approved materials which shall be
deposited and compacted in layer not exceeding 230 mm depth to the same
dry density as that of the adjoining soil. This backfilling shall be considered
incidental to the works of clearing and grubbing and will not be measured for
payment.

2.02.4 Clearing Existing Water Courses


All existing natural water courses shall be cleared of obstructions and kept
open throughout the works. Earth bunds or mounds formed during clearing by
mechanical means shall be levelled off to permit drainage of water into the
existing natural water courses.

2.02.5 Demolition And Removal Of Obstructions


Structures and superficial obstructions on the site in the way of or otherwise
affected by the works, shall be demolished, broken up and removed from site.

2.02.6 Damage To Adjacent Property


All care shall be taken to ensure that neighbouring property shall not be
damaged or destroyed during the site clearing grubbing and burning and all
claims for compensation by others shall be the responsibility of the Contractor.

2.02.7 Disposal Of Unwanted Materials And Rubbish


Unwanted material from clearing and grubbing which are surplus to, or
unsuitable for use in the works shall become the property of the Contractor and
shall be disposed off by him either off the site to his tip or, if agreed by the
Superintending Officer, on the site in an approved manner. On no account
shall timbers, stumps and other materials to be burnt or taken away be pushed
into the ravines, valleys, rivers or drains.

2.03 EARTHWORKS
2.03.1 Definition Of Earthwork Materials
The following definitions of earthwork materials shall apply to this and other
clauses of the specifications in which reference is made to the defined
materials:
1. Top soil shall mean the top layer of soil that can support vegetation and
shall include turf.
2. Suitable Material shall comprise all that which is acceptable in
accordance with the Contract for use in the works and which is capable
of being compacted to form a stable fill having suitable side slopes.
3. Unsuitable Material shall mean other than suitable materials and shall
include:
a) Material from swamps, marshes or bogs;
b) Peat, logs, stumps and perishable and toxic materials;
c) Material susceptible to spontaneous combustion;
d) Clay of liquid limit exceeding 55;
e) Plastic materials having a moisture content greater than 4%
above the plastic limit for that material;
f) Non plastic material having a moisture content greater than 2%
above the optimum for British Standard Heavy Compaction.
4. ‘Earth' shall include all excavation at site except that classified as
unsuitable material and rock.
5. Rock shall include only excavation which in the judgement of the
Superintending Officer, is not practicable to excavate without the use of
pneumatic tool or drilling and blasting.
6. Rock shall not include boulders less than one cubic meter in volume.

2.03.2 Removal Of Unsuitable Material

If unsuitable material is encountered below formatic level, such material shall


be excavated as directed by the Superintending Officer and shall be hauled to
the Contractor's own tip-off site.

2.03 EARTHWORKS (Cont’d)

2.03.3 Excavation Of Rock

If blasting of rock is needed by the Contractor on site to remove the material


classified as hard rock, the Contractor shall store explosive in an approved
separate store magazine with a separate compartment for detonator.
Explosives shall be handled only by currently approved short-fires. The
Contractor shall ensure that there no unauthorised issue of improper use of
explosive brought on the site.

Explosives shall be used in the quantities and manner recommended by the


Manufacturers. The written permission of the Superintending Officer small be
obtained for each location or series of locations where the Contractor wishes to
use more than 10 kg. of explosives in one blast. Such permission shall not in
any way relieve the Contractor of his liabilities in any misuse of explosives.

Prior to blasting, the Contractor shall inform the Superintending Officer or his
Representative and the Police. When blasting is carried out, the Contractor
shall ensure by adherence to proper safety distances and by the use of heavy
blasting mats where necessary to prevent dispersal of materials, so that no
damage is caused to persons or property on the site. Special precaution shall
be taken when blasting in wet ground. Blasting will be such that no building or
structure will be damaged due to the explosion.

Payment of Hard Rock excavation will be under Variation Order.

SECTION 3 - EXCAVATOR

3.01 GENERALLY

The Contractor shall provide all labour, plant, equipment and materials for carrying out
all works in connection with excavating, filling and backfilling including removal from
site of all surplus excavated materials and debris from abandoned services and
demolished structures where encountered in strict accordance with the requirement to
the tip as directed by the Superintending Officer.

3.02 SITE CONDITIONS

The Contractor shall make his own investigation as to the nature of the ground to be
excavated. Any existing services, pipes and drains encountered during excavation
shall be diverted as directed or cut off and sealed. Any concrete, brickwork or other
artificial obstructions met with during excavation are to be broken up and got out and
removed from the site.

3.03 FORMATION LEVELS

The Contractor shall excavate or as the case may be, fill with earth available from site
to required levels, prior to actual construction work. Where earth required for filling to
make up the required formation levels is not sufficient, then he must bet the same from
an approved tip.

3.04 EXCAVATIONS AND EXCAVATION BELOW REQUIRED DEPTHS

All excavations shall be square, level and plumb and shall be to such width as may be
necessary to carry out the work safely and properly. The bottoms shall be
consolidated and shall be to the exact levels required.

The Contractor is to give notice to the Superintending Officer and to any other
Authorities when the excavations are ready to receive concrete and these are not to be
laid until the excavations have been approved and the depths noted.

Should any excavation be made without authority to greater depths than shown on the
drawings or as instructed then the Contractor is to fill in to the correct level with
concrete (1:3:6) at the Contractor's expense. However, in the case piles, no such
filling is to be done. The piles are to be driven from the actual excavated level and the
foundation length in concrete of the class specified thereof or to the corrected level.
Additional reinforcement has also to be provided as necessary to the approval of the
Superintending Officer.

3.05 EXCAVATION IN ROCK

Rates for excavations will include for excavating in hard laterite or shale, but with the
exception of rock which in the opinion of the Superintending Officer requires the use of
compressor drills, explosives or other special methods of removal (i.e. not removable
by changkol, spade, pick or by hand). Such excavations will be measured as "Extra
Over", ordinary excavations and the Superintending Officer will be the sole judge in
deciding what is to be defined as "rock". Materials which can be loosened and
removed by the use of a pick are shall not be classified as Rock.

3.06 USE OF EXPLOSIVE

No explosives are to be used for removal of work or for any other purpose without the
permission of the Superintending Officer in writing. If permission is granted the
Contractor is to be responsible for informing all other interested parties of his intention
and shall take all precautions to prevent damage to any services of statutory
undertakings or local authorities or to adjacent property. The Contractor shall
indemnify the Proprietor against any claim, loss or expense arising from any damage
and make good at his own expense any damage arising from the use of explosives or
similar means of breaking up rock or other obstructions.

The contractor shall store explosives in a licensed store of magazine provided with a
separate compartment for detonators. Explosives shall be handled only by currently
licensed short firers. The Contractor shall ensure that there is no unauthorised issue
or improper use of explosives brought onto the site.

Explosives shall be used in the quantities and manner recommended by the


Manufacturer.

3.07 SURPLUS MATERIALS

All excavated materials suitable for filling shall be kept in an approved location on the
site. All surplus excavated materials or unsuitable spoils shall be removed from the
site to a tip to be provided by the Contractor at his own expense. Clay or earth
containing any organic matter will not be permitted as fill.

SECTION 4 - CONCRETOR

4.01 GENERAL
The work required under section comprises the supply and construction of structural
masonry walls in the drawing and in accordance with the provisions of BS 5628 part 1,
2 and 3.

4.02 CONCRETE MIX


The proportion of concrete is to be by volumetric control. All reinforced concrete is to
be G25.

4.03 REINFORCEMENT
Bar reinforcement shall be rolled mild steel bars of a manufacture approved by
Superintending Officer and shall comply with B.S. 4449. All reinforcement shall be
cleared free from loose mild-scales, loose rust, oil, grease, earth and other harmful
matter before being placed in the forms and shall be free from these at the time the
concrete is placed.

4.04 MATERIALS AND PROPERTIES


5.04.1 COMPRESSIVE STRENGTH
The minimum twenty eight(28) days compressive strength shall not be less
than 25 N/mm2.

4.05 FIRE RATING


Structural masonry wall shall be constructed to comply with the Uniform Building By-
Laws commensurate with the occupancy.

4.06 COMPLIANCE AND TESTING


The manufacturer or supplier shall on request furnish the necessary test results of
certificate of compliance with the above requirements from the relevant authorities.

4.07 RECOMMENDED MORTAR FOR JOINTS


Mortar shall be of Type (ii) specified in BS 5629: Part 2: 1987, mixed in the proportions
by volume set out below:
Masonry cement : sand 1:2½ to 3½
Cement : sand with plasticizer 1:3 to 4
The material for the mortar shall be measured accurately to conform with the concrete
mix proportions. The mortar shall be mixed by machine.
Mortars containing cements shall be used within two (2) hours of mixing of the cement
and water and any mortar not used within that period shall be discarded and not
retempered.

4.08 CONCRETE FOR CORE FILLING


Concrete for core filling shall be mixed in the proportions by volume set out below:-
Cement : Sand : Aggregate (10 mm) 1:3:2
The concrete shall have a slump of 75 - 175 mm for unplasticized mixes.
Alternative concrete mixes may be used subject to the Planner’s approval in writing.

4.09 REINFORCEMENT
The reinforcement shall comply with the requirements of the relevant BS for the
reinforcing bars specified in the drawings.

4.10 MASONRY UNITS


All masonry units shall be carefully unloaded so as to avoid damage to the units. They
shall be stacked on prepared levelled areas to ensure that the stack is stable. The
units used for fairfaced work shall be protected to prevent the exposed faces from
becoming stained or marked. Precautions shall be taken to ensure that the
manufacturer’s recommended moisture content is not exceeded at the time of laying.

4.11 TESTING
Independent testing of masonry units shall be carried out in accordance with BS 6073 :
Park 1 : 1981

4.12 STEEL REINFORCEMENT


4.12.1 DESCRIPTION
The work shall consist of furnishing and placing reinforcing steel in accordance
with this Specification and in conformity with the Drawings or as directed by the
Superintending Officer.
4.12.2 MATERIALS
Hot rolled mild steel and high yield bars shall comply with the requirements of
M.S. 146, as denoted on the Drawings. Cold worked steel bars shall comply
with the requirements of B.S. 4461. Hard drawn mild steel wire shall comply
with the requirements of M.S. 144.
Steel fabric reinforcement shall comply with the requirements of M.S. 145 and
shall be delivered to the Site in flat sheets.
Bar-mats shall conform to the requirements of M.S. 146 and shall consist of
bars of the sizes and spacings as shown on the Drawings.
Dowel bars shall be plain round bars conforming to the requirements of M.S.
146. They shall be free from burring or other deformations restricting slippage
in the concrete. Dowel bar sleeves used for debonding shall be of approved
synthetic material. The closed end of the sleeve shall be filled with 25 mm thick
compressible foam filler and the sleeve shall fit tightly over the length of bar to
be debonded.

The Contractor shall furnish manufacturer’s certificates for reinforcement


supplied by him, and these shall be submitted for acceptance by the
Superintending Officer before any material is brought onto the Site. The
characteristic strengths of steel reinforcement are given in Table 9.9.

Binding wire shall be 1.6 mm diameter soft annealed steel wire complying with the
requirements of B.S. 1052.

The Contractor shall, on request, furnish the Superintending Officer with samples of
reinforcement brought onto the Site, not withstanding any previous acceptance on the
manufacturer’s test certificates. The reinforcement represented by the sample may be
rejected by the Superintending Officer and shall, if it fails to meet the Specification,
require its removal from the Works Site.

Steel reinforcement shall be stored in clean and dry conditions. When placed in the
Works it shall be clean and free from loose rust, mill scale, oil grease, paint, dirt or
anything which may reduce its bond with concrete.

If directed by the Superintending Officer, the steel shall be brushed or otherwise


cleaned before use, at the Contractor’s expense.

4.12.4 CONSTRUCTION METHODS

4.12.5 CUTTING AND BENDING OF REINFORCEMENT

Bars shall be of their correct lengths and bent to the exact shapes required
before being fixed in the work.

Bars shall be cut and bent cold by the application of slow, steady pressure of in
an approved bar-bending machine. Bending at temperatures in excess of
100C may only be carried out with the Superintending Officer’s approval and
under his supervision. Except where otherwise indicated on the Drawings, bars
shall be bent and measured in accordance with B.S. 4466.

Cold worked and hot rolled bars shall not be straightened or bent again once
having been bent. Where it is necessary to bend mild steel reinforcement
already cast in the concrete, the internal radius of bend shall be not less than
twice the diameter of the bar.

Special care shall be taken that the overall length of bars with multiple bends is
accurate and that after bending and fixing in position the bars remain in place
without wrap or twist.

4.12.7 FIXING OF REINFORCEMENT

The number, size, length, form and position of all reinforcing bars, links,
stirrups, spacer bars and other parts of the steel reinforcement, shall be in
accordance with the Drawings.

Reinforcement shall be secured against displacement. Unless specified


otherwise, the actual concrete cover shall be not less than the required nominal
cover minus 5 mm. In a member where the nominal cover is dimensioned to
the links, spacers between the links and formwork shall be of the same
dimension as the nominal cover.

Unless otherwise permitted by the Superintending Officer, all intersecting bars


shall be tied together with binding wire and the ends of the wire shall be turned
into the main body of the concrete.

The Contractor shall be take particular care that the reinforcement is laid out
correctly in every respect and temporarily suspended by annealed wire or
supported on concrete blocks or other approved spacers in the forms to
prevent displacement before or during the placing and compacting of concrete.

Stirrups and distance pieces shall be kept tight to the bars they embrace or
support and all reinforcement shall be kept away from the face of the concrete
at the distances shown on the Drawings.

No concrete shall be placed until the reinforcement has been inspected and
approved by the Superintending Officer.

Reinforcement temporarily left projecting from the concrete at construction or


other joints shall not be bent out of position during the periods in which
concreting is suspended except with the approval of the Superintending Officer.

4.12.8 SPLICING

Laps and joints including lapping bars, sleeving, threading and other
mechanical connections shall be made strictly in accordance with the method
specified and at the positions shown on the Drawings or as otherwise approved
by the Superintending Officer.

4.12.9 SUPPORTING AND SPACER BLOCKS

Supporting and spacer blocks required for ensuring that the reinforcement is
correctly positioned shall be as small as possible consistent with their purpose,
of a shape acceptable to the Superintending Officer, and designed so that they
will not overturn when the concrete is placed. They shall be made of concrete
with 10 mm maximum aggregate size and they shall be of at least the same
strength and material source as the adjacent concrete. Wire cast in the block
for the purpose of tying it to the reinforcement shall be as described in Sub-
Section 6.12.2. Other types of spacers may be used only with the approval of
the Superintending Officer.

4.12.10 WELDING OF REINFORCEMENT

Reinforcement is structure shall not be welded except where detailed on the


Drawings or required by the Specification. If the reinforcement needs to be
welded, the reinforcement shall comply with the requirements of B.S. 4360.

Welding shall be carried out in accordance with B.S. 5135 and B.S. 638. Butt
welds shall be of the double V type and two (2) butt weld bond tests shall be
carried out on a specimen prepared to represent each form of butt welded joint
used in welding the reinforcement and for each position of welding. The method
of making butt weld tests shall be that laid down in B.S. 709. The specimen
shall pass the test to the satisfaction of the Superintending Officer before
approval is accorded to use the joint which the specimen represents.

Welded joints shall be made at bends in reinforcement. Unless otherwise


approved by the Superintending Officer, joints in parallel bars of the principal
tensile reinforcement shall be staggered in the longitudinal direction at a
distance not less than the end anchorage length for the bar.

All welding shall be performed by a competent welder approved by the


Superintending Officer.

The Superintending Officer shall be informed in advance of when welding is to


be carried out so that he may supervise and inspect the work. Welding shall not
be performed in the field during rain or other adverse conditions.

4.13 FORMWORK AND SURFACE FINISH FOR STRUCTURE

4.13.1 DESIGN AND CONSTRUCTION

4.13.1.1 DESCRIPTION

Formwork shall include all temporary or permanent forms


required for forming the concrete, together with all temporary
construction required for their support.

The design and construction of formwork shall be carried out by


competent persons. Where required by the Superintending
Officer, strength and deflection calculations and drawings of the
proposed formwork shall be submitted by the Contractor for prior
approval. Not withstanding any approval by the Superintending
Officer with respect to the design submitted by the Contractor,
the responsibility or the adequacy and safety of the design shall
remain with the Contractor.

The formwork shall be sufficiently rigid and tight to prevent loss


of grout or mortar from the concrete at all stages construction
and shall be appropriate for the methods of placing and
compacting.

Formwork (including supports) shall be sufficiently rigid to


maintain the forms in their correct position, shape, profile and
dimensions. The supports shall be designed to withstand the
worst combination of forces due to self weight, formwork weight,
formwork forces, reinforcement weight, wet concrete weight,
construction and wind loads, together with all incidental dynamic
effects caused by placing, vibrating and compacting the
concrete.

Where internal metal ties are permitted they or their removable


parts shall be extracted without damage to the concrete and the
remaining holes filled with mortar of the same strength as the
cast concrete. No permanently embedded metal parts shall have
less than the specified cover to the finished concrete surface.
Except for ties used for anchoring void formers all ties shall be at
least 1.2 metres apart and through bolts will not be permitted on
exposed faces. All holes left by ties shall be made good within
one day of the removal of the formwork using a mortar of the
same strength as the cast concrete.

The formwork shall be so arranged as to be readily dismantled


and removed from the cast concrete without stock, disturbance
or damage. Where necessary, the formwork shall be so
arranged that the soffit form, properly supported, can be retained
in position for such period as may be required by the condition of
the maturing concrete or the Specification. If a component is to
be prestressed whilst still resting on the soffit form, provision
shall be made to allow for elastic deformation and any vibration
in weight distribution. As far as practicable, formwork joints shall
coincide with construction joints.

4.13.1.2 VOIDS IN CONCRETE

Voids, where shown on the Drawings, shall be formed with non-


recoverable void formers of expanded polystyrene, or by other
methods approved by the Superintending Officer. They shall not
deviate by more than 12 mm from the positions shown on the
Drawings, not shall the cross-section deviate from the specified
shape by more than 12 mm.

Void formers shall be secured and adequately to prevent


movement or flotation outside the limits specified above, during
the concreting operation.

Anchor ties secured to the soffit form will be permitted providing


they comply with the requirements of Sub-Section 6.13.1.1.

Void formers of expanded polystyrene need not be vented.


Hollow void forms shall be vented by the provision of 50 mm
diameter holes between each void and the soffit at positions
approved by the Superintending Officer.

As soon as possible and at least three (3) months prior to the


casting of the first deck slab with voids, the Contractor shall
construct a model of a size and form to be agreed with the
Superintending Officer using the proposed formers, methods of
fixing, and simulating reinforcement and prestressing cable
ducts, to demonstrate that the proposed methods of fixing the
formers and placing concrete around them and the
reinforcement will produce voids within the tolerances,
surrounded with properly compacted concrete of the required
strength.

The attention of the Contractor is drawn to the inflammation


nature of expanded polystyrene and he shall take all necessary
precautions to minimize the risk of fire.

Concreting of voided slabs in structures shall not commence


until the model test has been completed and approved by the
Superintending Officer.

4.13.1.3 FORM LINING

The type and treatment of any lining (plywood, metal, plastic,


etc) of the forms shall be appropriate to the concrete finish
required.

4.13.1.4 PROJECTING REINFORCEMENT, FIXING DEVICES

Where holes are needed in form to accommodate projecting


reinforcement or fixing devices, care shall be taken to prevent
loss of grout when concreting or damage when removing forms.

4.13.2 FINISHES

4.13.2.1 FORMED SURFACES

Formed concrete surfaces shall have one (1) of the following classes of
finish. Unless otherwise specified, all exposed concrete surfaces shall
be of Class F2, all unexposed surfaces shall be of Class F1 and Class
F3 finish shall be used only where shown on the Drawings.

(a) Class F1

This finish shall be obtained by the use of properly designed formwork


of closely jointed sawn timber or other approved materials. Small
blemishes caused by entrapped air or water may be expected but the
surface shall be free from voids and honeycombing.

(b) Class F2

This finished shall be obtained by the use of properly designed


formwork of closely jointed wrought boards, approved plywood or other
approved material. Only very minor surface blemishes shall occur, with
no staining or discolouration.

(c) Class F3

This finish shall be obtained by the use of properly designed steel forms
or plastic coated plywood or wrought boards or other approved material.
The surface shall be improved by carefully removing all fins and other
projections, thoroughly washing down and then filling the most
noticeable surface blemishes with a cement and fine aggregate paste to
match the colour of the original concrete. Form release agent shall be
carefully chosen to ensure that the surface shall not be stained or
discoloured.

After the concrete has been properly cured, the surface shall be rubbed
down where necessary, to produce a smooth and even surface.

4.13.2.2 UNFORMED SURFACES

(a) Class U1

The concrete shall be uniformly levelled and screeded to produce a


plain, ridged or broom roughened surface. No further work shall be
applied to the surface unless it is used as the first stage for a Class U2
or Class U3 finish.

(b) Class U2

After the concrete has hardened sufficiently, the concrete Class U1


surface shall be floated by hand or machine to produce a uniform
surface free from screed marks.

(c) Class U3

When the moisture film has disappeared and the concrete has
hardened sufficiently to prevent laitance from being worked to the
surface, a Class U1 surface shall be steeltrowelled under firm pressure
to produce a dense, smooth uniform surface free from trowel marks.

4.13.2.3 REMEDIAL TREATMENT OF SURFACES

Any remedial treatment of surfaces shall be agreed with the


Superintending Officer following inspection immediately after removing
the formwork and shall be carried out without delay.

Any concrete, the surface of which has been treated before being
inspected by the Superintending Officer, shall be liable to rejection.

4.13.3 PREPARATION OF FORMWORK BEFORE CONCRETING

Before concreting, all forms shall be thoroughly cleaned out, free from sawdust
shavings, dust, mud or other debris.

The inside surfaces of forms shall, except for permanent formwork, or unless
otherwise agreed by the Superintending Officer, be coated with an approved
non-staining form oil or other approved material to prevent adhesion of the
concrete. Such release agents shall be applied strictly in accordance with the
manufacturer’s instructions and shall not come into contact with the
reinforcement or prestressing tendons and anchorages. For any exposed
surface only one release agent shall be used throughout the entire area.

All formwork shall be inspected by the Superintending Officer after preparation


and immediately prior to depositing concrete and no concrete shall be
deposited until approval of the formwork has been obtained from the
Superintending Officer.

4.13.4 REMOVAL OF FORMWORK

The Contractor shall inform the Superintending Officer and obtain his approval
before striking any formwork, but such approval shall not relieve the Contractor
of his responsibilities for the safety of the work.

The removal shall be done in such a manner as not to damage the concrete,
and shall take place at times to suit the requirements for its curing.

Where the concrete compressive strength is confirmed by tests on concrete


cubes stored under conditions that simulate the field conditions, formwork
supporting concrete in bending may be struck when the cube strength is 10
N/sq.mm or twice the stress to which it will be subjected, whichever is the
greater. In the absence of such tests, the minimum periods between concreting
and the removal of forms are given in Table 9.10.

The periods stated above are based on the use of ordinary Portland cement.
They may be changed if other types of cement are used, subject to the
Superintending Officer’s agreement.

For prestressed in situ decks, temporary supports shall not be removed until
the deck is stressed to the satisfaction of the Superintending Officer.

Where it is intended that formwork is to be reused it shall be cleaned and made


good to the satisfaction of the Superintending Officer.

Following the removal of formwork, no further loads shall be imposed upon


concrete until at least after the completion of the curing period or until such
later time as in the opinion of the Superintending Officer the concrete shall
have attained sufficient strength to safely withstand such loads. Full design
loads shall not be applied to any structure until all load bearing concrete is at
least twenty-eight (28) days old.

SECTION 5 – CARPENTER AND JOINER

5.01 GENERALLY
The quality of timber and workmanship in all joinery work shall confirm to the relevant
requirement of B. S. 1186.

All joinery timber, unless otherwise specified, shall be wrot on all faces exposed to
view and shall be slightly rounded on all exposed arises.

All joinery is to be put on hand immediately upon receipt of details and kept in the
drying room as soon as possible.

Joinery must not be fixed until plaster, etc., has completed dried out and should it be
necessary for any tucking in or pointing to be undertaking after joinery is in position,
this should be kept to a minimum.

Any joinery that splits, shrinks or warps from want of seasoning, unsoundness of bad
workmanship shall be removed and replaced without charge.

5.02 TIMBER
All timber is to be sawn die square with the slope of the grain not exceeding one in
eight and is to be free from sapwood, twist, splits, cracks, large, loose or dead knots,
large resin pockets, waney edges, live or extensive insect attack or other defects
except to such extent as may be permitted by the Superintending Officer where the
strength, durability or appearance of the work will not be affected.

5.03 WOOD PRESERVATION


All timber for Carpenter’s work, except Belian and Selangan Batu, is to be treated
before fixing with creosote or other approved wood preservation unless required to be
painted.

Treatment is to be either by brush in two (2) coats, or by immersion to the approval of


the Superintending Officer. Surfaces subsequently cut are to be re-treated. This
clause applies to all carpentry timber, including studding, noggings, grounds, bearers,
etc.

Exposed carpentry timber is to be treated with approval clear wood preservative


instead of creosote.

5.04 NAILS, BOLTS, ETC.


All nails, screws, bolts and other fastenings are to be of a suitable type and size and in
sufficient number.

SECTION 6 – PAINTER

6.01 MATERIAL

All paints, distempers and other materials are to be of “ICI” or other approved
equivalent in good conditions, delivered to site in unopened drums or packages, and
are to be used strictly in accordance with the Manufacture’s instructions. All materials
for successive coats of the same process, including primers and sealers, are to be
obtained from the same Manufacturer.

All finishing coats are to be to tints specified or approved by the Superintending


Officer.

6.02 APPROVAL AND INSPECTION

No painting or decoration is to be carried out until the Superintending Officer’s


approval has been obtained and each coat is to be inspected and approved before the
subsequent coat is applied.

6.03 WORKMANSHIP GENERALLY

All painting or decoration is to be carried out by skilled workmen according to the best
current practice and in accordance with the Manufacturer’s instructions.

All materials are to be applied by brush or spray unless otherwise specified or


approved. The correct type and size of brush is to be used according to the surface
and item being treated and to the material being applied. Brushed are to be well
cleaned after use.

All materials are to be thoroughly stirred before use after the removal of any skin and
are to be strained as necessary to remove all lumps. Opened cans are to be resealed
when not in use.

Each coat of paint shall be thoroughly dry before the next is applied and successive
coats of paint are to slightly differ in tints.

Each coat of oil paint is to be lightly rubbed down with glass paper and dusted off
before the next is applied. Where two finishing coats are applied, the first is to be
rubbed down sufficiently to remove the gloss.

No painting or decoration is to be carried out externally during wet humid or soggy


weather or on surface which are not thoroughly dry.

No finishing coats are to be applied until all dust and rubbish has been removed from
the area.

6.04 FINISHED QUALITY

All finished paint work and decoration is to be of uniform finish and colour, free from
blemishes, brush marks and tackiness.

Edges of paintwork are to be accurately cut in to line, and disfigurement of adjacent


surfaces to be avoided. Painting of sashes etc. Glazed with putty is to overlap the putty
onto the glass, to finish exactly on the sight line of the rebate.

6.05 SURFACE PREPARATION FOR METAL-WORK

Metal surfaces are to be prepared for decoration as follows: -

a) All dirt and grease is to be removed by wiping or washing.

b) All rust, scale or loose priming paint is to be removed back to bare metal by
wire brushing or chipping as required.

c) Surface is to be rubbed down to remove all irregularities.

d) Bare patches in metalwork delivered primed are to be brought forward with the
appropriate primer before receiving the treatment specified.

6.07 PRIMING METAL-WORK

All steel and ironwork to be painted, except plumbing pipe-work and electrical conduit,
is to be primed before assembly or fixing, including laps, ends for building in, and other
concealed parts.

SECTION 7 MAINTENANCE AND ALTERATIONS
GENERALLY
7.01 APPLICATION
This section applies to all repairs, maintenance works, alterations and additions, and
other works affecting existing buildings or works. The previous sections of this
Specification apply also to such works where appropriate.
7.02 MATCH EXISTING
Unless otherwise specified or required all new work is to match existing as far as
possible, using similar materials, workmanship and finish.
7.03 USE OF EXISTING PREMISES
Existing premises are not to be used for storage, canteen, sanitary or other purposes
unless so specified or permitted by the Superintending Officer.
7.04 MAKING GOOD
All work affected by repairs, alterations, etc. is to be made good whether or not so
particularly specified.
7.05 MATERIALS ARISING FROM WORKS
Unless otherwise specified, all material and fixtures arising from alterations, repairs or
demolitions are to become the property of the Contractor for the purposes of this
Contract if complying with the specified requirements for the material, but the
Superintending Officer approval is to be obtained before such materials are removed
from the site.

7.06 SURFACE PREPARATION - BUILDING BOARDS, ETC


Existing soft board, hardboard, asbestos-cement and similar surfaces are to be
prepared for decoration or re-decoration as follows:- (Cont’d)
a) Glossy previously painted surfaces are to be flatted down while wet with a
suitable abrasive.
b) Defective paint, distemper, etc. Is to be removed by scraping back to a firm
edge, and rough edges rubbed down.
c) Surface is to be rubbed down to remove all irregularities.

SECTION 8 - STEEL AND IRON WORKS

8.01 GENERAL
The structural steel framework is designed with the requirement of B.S. 449 (1970).
This specification is based on the requirement of B.S. 449 and Materials and
Workmanship shall be in accordance with that standard unless specifically varied.

8.02 STEELWORKS

All members, including flats and bars, are to be accurately fabricated and perfectly
straight and free from winding, and except where otherwise shown are to be in one
length.
Holes in steelworks for bolts etc. are to be drilled or reamed to the exact diameter
required and punching will not be permitted.
Exposed steel members are to be neatly finished, with cut surfaces filed smooth.
The weight of all steal section is exclusion of rolling margins, which are not to exceed
2½ % under theoretical weight.

8.03 WELDING
Electrodes for manual welding shall comply with B.S. 639.
Weld metal deposited by an automatic or semi-automatic process shall have
mechanical properties not less than the minimum specified for the weld metal
deposited by electrodes complying with B.S. 639 and B.S. 4165. All weld metal shall
have the minimum tensile strength of the parent metal and notch-ductility to Grade II,
B.S. 639 and B.S. 4165 and relevant.
All electrodes shall be classified, coded and marked in accordance with B.S. 1719.
Electrodes of Classes 2, 3 and 6 may be used for welding steels to B.S. 4360 in
thickness up to 50 mm. For greater thickness Class 6 electrodes shall be used.
Class 6 electrodes shall be used for welding steels to B.S. 4360 Grade 50 in all
thickness.
Electrodes shall be stored and protected from weather effects in accordance with the
conditions specified by the Manufacturer.
Welding procedure shall comply with B.S. 4360 Grade 43. Before any welding is
accepted, test specimen must be made and tested as indicated by Superintending
Officer. Costs of all tests are deem to be included in the tender.

Surface preparations and welding conditions shall comply with B.S. 1856:1964, Part 5,
Section 3 or B.S. 2642:1965, Part 5, Section 3 as appropriate.

Tack welds shall conform to B.S. 1856:1964, Clause 34 or B.S. 2642:1965, Clause 30
as appropriate, except that in no case shall the minimum length of weld be less than
50 mm.
The Contractor shall not place any welds not shown on drawings on any steelworks,
even for temporary attachment, or to repair faulty plates by welding, unless the
contractor has submitted his proposals to obtain the approval of the Superintending
Officer.

8.04 WELDING (Cont’d)


The welding and removal of temporary connections shall comply with B.S. 2642:1965,
Clause 32.
Welders shall show evidence to the Superintending Office of having satisfactorily
completed the appropriate tests of B.S. 2615, Parts 1 and 2 or of being competent at
this level. The extent of welder qualification and the changes in welding procedure
requiring re-qualification of welders shall be as in the current B.S. 449.
The Superintending Officer may have any of the operators tests using the most difficult
material to weld and/or the thickest material used in the Contract.
Welds shall be tested as specified in B.S. 709 if the appropriate test exists, or in the
absence of such tests, as specified by the Superintending Officer.

8.05 MATERIALS IDENTIFICATION


The Contractor shall inform the Superintending Officer what precautions in
documenting and identifying materials he intends to taken to ensure that materials
used in the work are as specified. Such precautions shall be approved by the
Superintending Officer and subsequently implemented.
In complying with this Clause the relevant requirements of the current B.S. 4360 shall
be satisfied.

8.06 GROUT AND MORTAR


All grout and mortar used for setting base or veering plates shall contain Embeco non-
shrink additive, which shall be used strictly in accordance with the Manufacturer’s
instructions.

8.07 FABRICATION
Work off site shall conform with the appropriate clauses of the current B.S. 449 and
shall be carried out in such a way that the erected structure can conform to the
requirement of Clause 12 of this specification.

Where High Strength Friction Grip Bolts are used the holes shall be drilled full size to a
diameter of the bolt and all burrs shall be removed.

Where HSFG Bolts are used, the method and procedure for tightening shall be in
accordance with Clause 13 of this specification.

8.08 WORKS ON SITE


All members stored on site shall be kept clean and free from construction dirt.

Individual member marking shall be visible when members have been stacked
together. All painted or metal coated steelworks shall be kept off the ground.

The positions of all foundations and points of support for structural steelworks shall be
set out so that the distance between any two points jointed by a shop fabricated
component of structural steel are within 3 mm of the required dimension. Individual
fabricate members shall conform to a degree of accuracy compatible with all the
tolerances laid down in this clause.

8.09 WORKS ON SITE (Cont’d)

The Contractor shall notify the Superintending Officer at least two (2) weeks in
advance of his commencing work on site of the method by which he proposes to erect
the steelworks, and the type of lifting device he intend to employ. All fixing or
temporary steelworks required for erection or bracing must be provided by the
Contractor and details submitted with the shop fabrication drawings.

8.10 SITE CONNECTIONS

If the Contractor intends to make individual site connections in more than one stage by
developing initially only a proportion of the joint strength indicated on the drawings
before continuing with further erection work, he shall firstly obtain the Superintending
Officer’s written permission to do so.

The Superintending Officer’s written authority shall be obtained for the use of burning
equipment on site.

The site bolting of permanent connections shall conform to Clause 62 of B.S. 49:1959.

Where high strength friction grip bolts are specified they shall be of the loading
indicating type such that the achievement of the proof tensile load can be directly
related to feeler gauge measurement of gap closures on the bolt head or on the
washer. The Contractor is to submit to the Superintending Officer for his approval the
type of load indication system he wishes to use and also the name of the load
indicating bolt or load indicating washer Manufacturer. Washers shall be of harden
steel conforming to B.S. 3139 and shall be provided under the head of the bolt.

During the tightening operation the bolt head shall be prevented from rotating.

Immediately prior to assembly the surfaces to be match shall be lightly sand blasted to
the Superintending Officer’s approval.

No painting of the bolts or washers shall be carried until the Superintending Officer has
given the Contractor permission to do so. In all other respects the relevant clauses of
B.S. 3294, Part I shall be adhered to.

Insitu welding shall conform to the relevant sub-clause of Clause 11 of this


specification.

8.11 PROTECTION AGAINST CORROSION

Unless otherwise specified, no treatment shall be applied to any surface to be encased


in concrete or to areas which are to be site welded or jointed with high strength friction
grip bolts.

Where applicable, paint shall conform to the current B.S. code of practice C.P. 2008.

Treatment and coatings must be executed in an enclosed building under rigid control.

All touching up to surfaces damaged by transport erection or site welding is to be


carried out to match adjacent work.

8.12 SURFACE PREPARATION

Scrape and wire brush to remove loose mill-scale and rust immediately prior to
painting or encasement.

All matching surfaces to be connected using high strength friction grip bolts are to be
lightly sand blasted to a standard agreed with the Superintending Officer.

8.13 COATINGS

The steel work, where applicable, is to be coated with two (2) coats each 0.00015” of
quick-drying red lead.

8.14 FINAL PAINT WORK

All exposed steelworks shall be painted with at least two (2) coats of good quality paint
to be specified by the Superintending Officer.
