WHAT IS AIR QUALITY MANAGEMENT?

Air quality management refers to the series of actions taken to protect human health and the
environment from the harmful effects of air pollution. It's a collaborative effort between
government agencies, businesses, and individuals.

By effectively managing air quality, we can:

 Reduce respiratory illnesses and other health problems


 Improve visibility and aesthetics of our surroundings
 Protect ecosystems from harmful pollutants

BAGUIO CITY ORDINANCES (Slide 7)

 Environment Code of the City of Baguio (Ordinance No. 18, Series of 2016) is a legal
document outlining the city's policies and regulations for environmental protection, in relation to
air quality management, this code mandated the establishment of a low carbon city by
developing a sustainable transport system, increasing carbon sinks and actively participating in
the Baguio-La Trinidad-Sablan-Tuba-Tublay (BLISTT) Air Shed activities. (Book II; Section 64)
 Anti-smoke belching ordinance: This ordinance directly targets vehicles with excessive
exhaust emissions.
 Prohibition of open burning: This ordinance discourages burning of waste materials, which
can significantly impact air quality.
 Smoke-Free Ordinance:

LOCAL GOVERNMENT AGENCIES (Slide 8)

 City Environment and Parks Management Office (CEPMO) This is the city department with
the primary responsibility of managing air quality at the city level. They perform mobile
monitoring in selected roadside areas within the city. CEPMO works collaboratively with EMB-
CAR on air quality initiatives.
 Creation of the Clean Air Monitoring Committee: This committee is responsible for
coordinating air quality initiatives across different agencies in the city. The City Environment
and Parks Management Officer (CEPMO) heads this committee.
 Establishment of the Roadside Inspection, Testing, and Monitoring Team: This team
functions as the enforcement arm of the Clean Air Monitoring Committee. They conduct
roadside tests and apprehend vehicles exceeding emission standards.
