Message
On the occasion of the Convocation of the Institute of Cost and Management Accountants
of Bangladesh (ICMAB), I congratulate all the certificate recipients for successfully completing
their respective courses.
Professional Cost and Management Accountants (CMAs) are recognized for their unique skill
and expertise. They can serve in various sectors at home and abroad in as strategist, business
partners, analysts, risk managers, advisors, financial controllers, auditors, independent
practitioners, and so on. In this period of Volatility, Uncertainty, Complexity and Ambiguity
(VUCA), CMAs can play a vital role in stabilizing and facilitating the complex business process.
Accountability, transparency and good governance are crucial to ensure sustainable financial
growth both at public and corporate sectors. I am pleased to know that ICMAB, as a body of
professional Cost and Management Accountants of the country, is contributing substantially
in these areas since its inception. I hope that ICMAB authority will continue to strive towards
producing high-quality CMAs to leverage the economic development of Bangladesh.

Message
I am happy to know that the Institute of Cost and Management Accountants of Bangladesh
(ICMAB) is holding its Convocation-2023. On this joyous occasion, I extend my heartiest greetings
and best wishes to all the students, ICMAB council, members, officials and staff of the institute.
The Cost and Management Accountants through their business supportive knowledge and
professional skills are making important contribution to the development of the country.
Since its inception, the ICMAB has been promoting and regulating the Cost and Management
Accounting profession in the country. Considering the active role of Cost and Management
Accountants for accelerated growth of our economy, Awami League government enacted ‘Cost
and Management Accountants Act-2018’.
In the light of the education philosophy of the greatest Bangalee of all time, Father of the Nation
Bangabandhu Sheikh Mujibur Rahman, the Awami League government has attached top
priorities to the education sector and taken various steps for its overall development. Following
various timely initiatives taken during the last 14 years of our government, commendable
achievements have been made in the education sector. Now we have laid emphasis on
technology-based modern education system and are promoting science-based education
to accelerate the development of education by overcoming the impact of Covid-19. ICT and
digital technology have been used in education management and programmes considering
the importance of science and technology-based education, especially the 4th Industrial
Revolution.
I hope that ICMAB will play a proactive role to help Bangladesh become an industrialized
nation by promoting and regulating Cost and Management Accounting profession to enhance
economic competitiveness and quality of life.

Message
I am glad to learn that the Institute of Cost and Management Accountants of Bangladesh
(ICMAB) is going to hold its Convocation-2023 on May 14, 2023. I would like to congratulate
ICMAB on this auspicious occasion. Our father of the Nation Bangabandhu Sheikh Mujibur
Rahman dreamt of a ‘Sonar Bangla’, a golden Bengal, a happy, prosperous, exploitation-free
country. Following his footsteps his daughter, our honourable Prime Minister Sheikh Hasina
has been working relentlessly to build a Bangladesh that is hunger and poverty-free and
where people will live a happy and prosperous life. Under her visionary leadership we have
already become a Digital Bangladesh and now we are striving to become a Smart Bangladesh,
a developed nation, by 2041. In this rapid and sustained development process we need trained
professionals in every sector.
Since its inception, ICMAB is playing pivotal role in promoting professional accountancy
education in Bangladesh. The graduates and students of the Institute are contributing a lot
in the transformation of Bangladesh to an industrialized country which is presumed to be the
prerequisite to become a developed country. I expect that ICMAB will continue its endeavor in
supplying competent professional accountants to match the pace of our development.

It is my immense pleasure to welcome you all to the Convocation Ceremony of the Institute of Cost and
Management Accountants of Bangladesh (ICMAB). I express my heartfelt gratitude to the Chief Guest
Mr. Tipu Munshi, MP, Hon’ble Minister, Ministry of Commerce, Government of the People’s Republic of
Bangladesh, Special Guest Mr. Tapan Kanti Ghosh, Senior Secretary, Ministry of Commerce, Government
of the People’s Republic of Bangladesh, Convocation Speaker Mr. Mohammad Muslim Chowdhury,
Comptroller and Auditor General of Bangladesh and luminary personalities in academic and professional

ICMAB is the statutory body of the professional Cost and Management Accountants of Bangladesh

admitted Fellow and Associate members of the Institute. Additionally, awards in recognition
for outstanding performance in the CMA examination will be presented to the members and

The Cost and Management Accountancy is a prestigious and globally recognized profession.
Since our independence, Bangladesh is progressing quite fast in the journey of becoming
an industrialized and developed nation. The role of CMAs is undoubtedly crucial in this
transformation process due to their outstanding skill and expertise in diverse areas of business
and management, ability to provide specialized service to government departments and also

Foreword
It is of great pleasure that the Institute of Cost and Management Accountants of Bangladesh has
organized its Convocation-2023 on May 14, 2023 to confer the most prestigious professional degree
CMA to the newly qualified CMAs. Moreover, awards will be presented to the students in recognition of
their brilliant performance at different examinations. I offer my heartfelt thanks to all concerned who
work hard to make the Convocation-2023 remarkable.
A Convocation is a group of people formally assembled for a special purpose mostly academic.
Convocation ceremonies for graduating students have started from the universities in Europe in the
twelfth century. Today’s convocation is a unique ceremonial event for our newly admitted fellow
and associate members where our Chief Guest Mr. Tipu Munshi, MP, Honourable Minister, Ministry of
Commerce, Government of the People’s Republic of Bangladesh confer the degree. The degree like CMA
is unique one as very few could embrace this success.
One of the key highlights in the professional education of accountancy is that the theory is combined
with practical training which provides the necessary skills to suit the work environment. True education
is beyond earning degree, it is more than bookish knowledge. Education means including moral values,
positive thinking, attitude of helping, attitude of giving to society and ethical values. People with this
kind of education can bring positive changes in the society.
Professional education equips learners with specialized training which assists them to acquire concurrent
knowledge and techniques essential to solve problems at the workplace. Professional education is a
response to society’s demands for expert help provided by competent people. The rapidly changing
society in which professional exist demands that they attempt to maximize work performance.
Professional education is a lifelong process and continues to improve, tailoring programs to help shape
competent workers for the twenty first century. In fact, professionalism cannot be taught, it is not a skill
but a collection of attributes which need to be developed over time. A professional is someone who
displays high level of expertise and efficiency.
Professional education has been given importance throughout the globe considering its proficiency
in dealing with special types of activities and circumstances. Accordingly, the need for professional
accountants is increasing day by day even in the face of Fourth Industrial Revolution. As a fast-developing
country like Bangladesh, it is essential to keep pace with the trend and take necessary measure for
competitive environment. Unless we able to produce quality product we may rest behind the race while
other will grab the opportunities. It is my core belief and hope that the newly qualified CMAs will not
allow this chance away. I wish to the Almighty Allah to give the CMA Certificate Recipients the ability to
face national and global challenges to be faced from now onward.

Message
I feel honored to have the privilege of being associated with the publication of the Souvenir on
ICMAB Convocation-2023.
I am extremely pleased that ICMAB is going to hold its Convocation-2023 for awarding
certificates to the successful qualified CMAs and students of the Institute.
Making ICMAB a world class professional institute to serve and build a better Bangladesh is the
top most priority of the present time. The cost and management accounting profession has
emerged as a highly prestigious profession and serve several sectors of the economy with utmost
proficiency. ICMAB has been producing qualified CMAs since its inception. A CMA is considered
nowadays an agent of positive change in the field business, trade, commerce, industries and
economies. CMA could be the prime mover of building Bangladesh in the era of rapid global
competition and Fourth Industrial Revolution in the business environment worldwide. CMA
profession is an ethical and value driven life time profession that could influence every aspect
of our life. CMAs are not only cost and management accountants but also ‘value for money
creating business leader’.
Today two hundred ninety-eight (298) associates and 188 one eighty-eight fellows of the
Institute are going to receive their certificates, it is a time of joy and achievement for them and,
for most, a transition from student to business leader; from a protected environment to real
world. The qualified CMAs have a special and considerable responsibility on their shoulders.
Their knowledge, capability, values and performance will strengthen the image of the profession
in the society. I have no doubt that they will fulfill this responsibility in a way that will bring
success to them and pride to ICMAB.

The Institute
The Institute of Cost and Management Accountants of Bangladesh (ICMAB) is the national body of
the professional Cost and Management Accountants of Bangladesh established with the mission
to develop, equip and promote Cost and Management Accounting profession by maintaining
highest professional standard of its members in order to enable them to provide better services
to the society. In this endeavor, the Institute offers global standard education by adopting globally
recognized curriculum designed in line with the International Education Standards issued by the
International Accounting Education Standards Board (IAESB). The Institute is persistently working to
transform Bangladesh to an industrialized nation by promoting and regulating Cost and Management
Accounting profession to enhance economic competitiveness and quality of life. Moreover, the
Institute undertakes research addressing contemporary and burning issues in relevant fields and is
the sole authority to issue practicing license to its members.
The Ministry of Commerce, Government of the People’s Republic of Bangladesh is the Administrative
Ministry of the Institute of Cost and Management Accountants of Bangladesh (ICMAB). In addition
to the headquarter in Nilkhet, Dhaka (ICMA Bhaban), the Institute runs four branches namely
Dhaka Branch, Khulna Branch, Chattogram Branch and Rajshahi Branch. Moreover, it runs five
study centers (Cumilla, Jashore, Uttara, Mirpur and Bogura) and four overseas chapters (Canada,
GCC, UK, Australia) to promote Cost and Management Accounting Profession at home and abroad.

Legacy of the Institute
The Institute has a long heritage of rendering professional services to the nation. The journey of the
glorious Profession of Cost and Management Accounting began in the pre-independent Bangladesh
with the founding of a branch of The Pakistan Institute of Industrial Accountants (PIIA) in 1958. As we
started a fresh journey towards success and prosperity in independent Bangladesh, the profession
entered into a new era. In 1972, the Institute was re-established in the name of Bangladesh Institute
of Industrial Accountants (BIIA). Thereafter, the members of the Institute through their excellence in
various fields proved their credibility in the national and international outfit which started building
the credentials for the Institute for gaining acceptability from all concerned and to attain confidence
of the government and business community of the country. With the changing need of time, the
Government of Bangladesh renamed it as The Institute of Cost and Management Accountants of
Bangladesh (ICMAB) through promulgation of The Cost and Management Accountants Ordinance
1977 (Ordinance No. LIII of 1977) published in the official Gazette on 14 November 1977. Considering the
active role of Cost and Management Accountants for accelerated growth of Bangladesh economy, a
new Act of Parliament “Cost and Management Accountants Act 2018” (Act No. LXX of 2018) has been
passed by the Parliament on 29th October 2018 and published in the official Gazette on 14 November
2018, after a 48-year arduous journey, the chronicle of success earned by our predecessors has
brought us to the place where we stand today.
Legal Status
ICMAB is a statutory organization constituted by the Government under The Cost and Management
Accountants Ordinance 1977 (Ordinance No Llll of 1977) and regulated under the Cost and Management
Accountants Regulations 1980 (as amended up to date). Thereafter, the Cost and Management
Accountants Ordinance 1977 has been replaced by the Cost and Management Accountants Act 2018
(Act No. LXX of 2018) published in the official Gazette on 14 November 2018.
Global Affiliations
The Institute of Cost and Management Accountants of Bangladesh is a member of different global
and regional accounting bodies including the International Federation of Accountants (IFAC),
Confederation of Asian and Pacific Accountants (CAPA) and South Asian Federation of Accountants
(SAFA). Moreover, the Institute has strategic partnership with Chartered Institute of Management
Accountants (CIMA) and the Chartered Institute of Public Finance and Accountancy (CIPFA).
Governance / Management
The Institute is governed by a Council of 16 Fellow Members of ICMAB (including one regional
representative) elected by the members of the Institute and 5 nominees from the Government
of Bangladesh as prescribed in the Cost and Management Accountants Act, 2018. The Council is
elected for a period of three years. Every year one President, two Vice-Presidents, one Secretary
and one Treasurer are elected as office bearers from amongst the Council Members. Moreover, the
Council has five (05) standing committees (Executive committee, Education Committee, Examination
Committee, Research and Development Committee, and Disciplinary Committee) and thirty eight
(38) other committees to ensure uninterrupted operations of the Institute.
However, the day to day affairs of the Institute is managed by a team of fully employed executives
headed by the Executive Director who acts as the Chief Executive Officer (CEO) of the Institute.

Role of the Institute in Developing Human Resources

ICMAB is playing pivotal role in developing and supplying skilled human resources at all levels of
organizational hierarchy across different sectors of the economy. The graduates of the Institute,
known as fellow and associate cost and management accountant, occupied key position in the top
management team such as Chief Executive Office, Managing Director, Chief Operating Officer, Chief
Financial Officer, Head of Accounts and Finance and Head of Operations. Despite the fact that Cost
and Management Accountants (CMAs) are acknowledged for having proficiency in cost management
and finance functions, they are being employed across different industries to lead several other
functions including supply chain management, marketing, human resource management, and
operations.
Apart from performing crucial role within the country, a significant number of CMAs are also
performing key roles at different layers of management at several countries of the globe. This
outstanding contribution of CMAs increases the foreign exchange reserve of Bangladesh in one
hand, while enhancing the image of the Institute globally on the other hand.
Apart from the contribution of ICMAB graduates (fellow and associate members), its partly qualified
students are also contributing a lot to the economic development of the country by performing
several key functions at both public and private sector enterprises. Majority of these partly qualified
students are assuming the roles of mid-level managers in accounts and finance departments, while
others are working in diversified fields including supply chain management, human resource division,
marketing, and other value chain activities.

About ICMAB Convocation
The Institute of Cost and Management Accountants of Bangladesh (ICMAB) has a long heritage of
holding convocation since its inception. Many of these convocation ceremonies have been graced
by the presence of Hon’ble President of the People’s Republic of Bangladesh, Finance Minister,
Commerce Minister, Industries Minister, Minister for Water Resources, LGRD Minister, Minister for
Planning, Civil Aviation and Tourism. Moreover, these ceremonies were enlightened by the presence
of prominent personalities of the country including Secretaries of various Ministries, regulators such
as Chairman of BSEC, Governor of Bangladesh Bank, presidents of different professional accounting
bodies across the globe, renowned educationalists, practitioners and business personalities.
The significant contribution of Cost and Management Accountants (CMAs) in the economic
development of Bangladesh is well recognized and appreciated by almost all of the eminent
personalities joined the convocation. Honourable President of the People’s Republic of Bangladesh,
(Late) H.E. Mr. Md. Zillur Rahman graced ICMAB Convocation during 2009, 2010 & 2012. He
congratulated and thanked CMAs for their valuable contribution. In 2010 Convocation, the President
recognized the role of professional accountants by stating that “Country’s accountants could play
vital role in bringing accountability and transparency in the social and national life. It is a matter of
satisfaction that Cost and Management Accountants are serving both at home and abroad with high
skill after obtaining higher education from ICMAB.”
Ministers from different Ministries of the People’s Republic of Bangladesh also recognized the
enhancing role of CMAs to materialize the dreams of Bangabandhu Sheikh Mujibur Rahman to make
Bangladesh free from poverty. They also appreciated the crucial role played by ICMAB in developing
and supplying skilled and competent human resources which is presumed to be the prerequisite of
growth and development of an economy. For instance, in the most recent convocation ceremony held
on December 26, 2019 Mr. Tipu Munshi, Hon’ble Commerce Minister said that “Cost and Management
Accountants can play a significant role in reducing the cost of business and prevent wastage and
misuse of resources.”
While majority of these grand ceremonies have been held at ICMAB premises [at its Ruhul Quddus
Auditorium], some of them have been organized at renowned venues including Bangabandhu
International Conference Center (BICC), Hotel Sheraton and Hotel Pan Pacific Sonargaon. A significant
number of members have received their certificates and awards from the guests along with the
warmest congratulations. Moreover, many prominent scholars have attended these convocations
with their motivational speeches.

Dear Graduates
It is my great honor and privilege to stand before you and this august audience today as the
convocation speaker for this auspicious occasion. On behalf of the Institute of Cost and Management
Accountants of Bangladesh, I would like to congratulate each and every-one of you on your hard
earned achievements. You all have worked diligently to become qualified members of this esteemed
profession and your hard work has finally paid off.
Convocations are junctures for rejoicing and looking ahead. Graduating professionals have this
occasion for self-reflection on their individual selves, for their families, for the components that make
up ICMAB and for the institution itself. Convocation is a solemn, sacred, and purposeful function
and should have the pride of place over similar ceremonial institutions. It does not belong to any

particular individual or group of people nor is it meant for the graduates, the President, the Staff, the

The demand for quality assurance has become a major concern in professional education today
due to some unexpected happening in corporate world. Quality is not easy to define; it depends
on the quality of system components such as, a) Quality of Staff b) Quality of Curricula, c) Quality of
Teaching Methods, d) Quality of Students, e) Quality of infrastructure, and f) Systematic assessment
and regulation in conformity with the above criteria. At the same time, professionals throughout the
world have their own code of ethics. The ICMAB also has its own which is designed in line with IFAC
requirements. I have firm confidence on these professionals who will uphold their highest level of
ethical integrity while they will be in practice. It will be a great service to our nation.

Research is a fundamental mission and a major component of professional education. It is, therefore,
essential that this potential be turned fully to account, not only for teaching purposes, but also in
order to contribute to the areas of Science and Technology, Social and Human Sciences for the
advancement of knowledge, cultural development and fulfillment, and for solving the problems
with which society is facing today.
Research is needed for sustainable human development and for spreading ideas of peace,
democracy and protection of environment. The institute will surely use these young talents for the
cause of research. They have huge research potentials. The institute may facilitate the young talents
by making a linkage with the corporate world who needs action based research. It will gradually
build a knowledge based society and we will be self-dependable.
Dear Graduating Students

As we celebrate this momentous occasion, I would like to remind you that this is only the beginning.
In the world the role of cost and management accountants is evolving rapidly and you will need
to adapt these changes in order to stay relevant and competitive. The technological revolution of
our era, including Artificial Intelligence, Machine Learning, Robotics, Data Analytics, Big Data, Block-
chain and Internet of Things is transforming the way businesses operate. As cost and management
accountants, you must be prepared to embrace these changes and leverage them to your advantages.
In the past, the role of cost and management accountants was primarily focused on budgeting, cost
control and financial reporting. However, in today’s world the task can be automated through the
use of technology. As such, your role must evolve to become more strategic and value driven. You
must use your skill and expertise to provide insights and analysis that can help businesses make
better decisions. You must also be able to interpret complex data sets and use them to identify new
opportunities and areas for improvement. These require a deep understanding of businesses as well
as a strong foundation in technology and data analysis.
Dear First-hand Professionals

As Cost and Management Accountants you are professionally responsible and responsive to analyze
‘true’ cost of things, cost efficiency, allocative efficiency of resources, cost-benefit, forecast possible
future directions, indicate nature and extent of uncertainty and risks, and forward policy suggestions

and direction based on scientific methods and assumptions. Costing of things is not only necessary
for economic or business reasons; it is necessary for social, cultural and political reasons too.
However, when we conduct costing exercises based on available (published) information only,
where there exist a lot of critical cost components or elements for which information is not (almost
never) available (for example, elements of social cost or political cost) then the outcome of such
exercise would be partial or may be flawed. Or if our critical assumption is wrong then the decisions
suggested or forecast made cannot be right.
As you embark on the next phase of your careers, it is important to acknowledge that the role of cost
and management accountants is evolving rapidly in response to the technological revolution of our
era. To thrive in this rapidly changing landscape, you must focus on developing skills that will help
you stay ahead of the curve. I would like to mention a few key areas you may consider:
Number One – Embrace Technology: Technology is reshaping the business landscape and cost and
management accountants must be able to navigate this landscape with confidence. You should be
open to learning of new technologies and how can those technologies be used to improve business
operations and outcomes.
Number Two – Develop Strategic Thinking Skills: As the focus of cost and management accounting
shifts from social to strategic, you must be able to provide insights and analyses that can help
business make better decisions. This requires a deep understanding of the business, as well as, the
ability to think critically and creatively.
Number Three – Home Your Communication Skills: Effective communication is key to success in
any field, and cost and management accounting is no exception. You must be able to communicate
complex financial data in a way that is easy for non-financial stakeholders.
Number Four – Stay up to date on Industry trends: The business landscape is constantly evolving,
and you must be able to keep pace with these changes. Stay up to date on industry trends, attend
conferences and seminars and create networks with your peers to stay informed and engaged.
In addition to these key areas there are a few additional factors to keep in mind as you navigate the
evolving role of cost and management accounting.
First, it is important to remember that technology is not a replacement for human expertise. While
technology can automate many of the routine tasks of cost and management accountants, it is still
up to you to provide the strategic insights that drive business successes.
Moreover, it is important to build strong relationship with stakeholders across the business, including
those in non-financial areas such as sustainability and corporate social responsibility. This requires a
collaborative and cross-functional approach to reporting and decision making.
Furthermore, it is important to remember that the role of cost and management accountants is
evolving rapidly, and you must be prepared to adapt to these changes. This requires a willingness to
learn new skills, take on new responsibilities, and embrace new ways of workings.
Dear Graduates
As cost and management accountants you must be knowledgeable about the recent development
in the financial reporting arena such as Integrated Reporting Framework. Integrated reporting
promotes a cohesive and efficient approach to Corporate Reporting and aims to improve the quality
of information available to providers of financial capital to enable a more efficient and productive
allocation of capital.

The primary purpose of an integrated report is to explain to providers of financial capital how
an organization creates, preserves or erodes value over time. An integrated report benefits all
stakeholders interested in an organization’s ability to create value over time, including employees,
customers, suppliers, business partners, local communities, legislators, regulators and policy-
makers.
The good news is that you all are well-positioned to take advantage of these changes. You have
already demonstrated your commitment to learning and growing by completing your education and
earning your certification. Now it is up to you to continue learning and expanding your skills to keep
pace with the rapidly changing business landscape. As you move forward in your career, I encourage
you to stay curious, embrace new technologies and techniques, and be open to new ideas and
perspectives. Remember that only constant in life is change, and your ability to adapt and thrive in
the face of changes will be key to your success.
Today this nation is in a critical stage of its economic development. Political independence will have
no meaning unless we can free ourselves from poverty, hunger, disease, illiteracy, superstition and
ignorance. This is a gigantic task, but the challenge has to be met. And, this can be met if every-
one of you, young men and women - engage yourselves to it with all your heart and soul and body.
Remember that you must Have a vision; but a mission is also necessary. To succeed in life: wed your
idealism with realism and your theory with practice.
Let me reiterate what Steve Jobs once said:

“Your work is going to fill a large part of your life, and the only way to be truly satisfied is to do what
you believe is great work. And the only way to do great work is to love what you do. If you haven’t
found it yet, keep looking. Don’t settle. As with all matters of the heart, you’ll know when you find it.”

ICMAB Convocation
The Institute of Cost and Management Accountants of Bangladesh (ICMAB) organized the
Convocation-2019 on December 26, 2019 at 06:00 p.m. at Pan Pacific Sonargaon Hotel, Dhaka.
Mr. Tipu Munshi MP, Hon’ble Minister for Commerce, Government of the People’s Republic of
Bangladesh graced the occasion as the Chief Guest and distributed certificates among the
recipients. In his speech, the Hon’ble Commerce Minister congratulated the newly qualified
CMAs. Prof. Dr. Abul Barkat, President of Bangladesh Economic Association, attended the
program as Convocation Speaker. The convocation speaker in his speech said that now-a-days
knowledge is equal to money. He furthers said that CMAs, by mobilizing their knowledge, are
performing noble duties in increasing the national wealth of the country. He urged the newly
qualified CMAs to sincerely perform their duties for the economic development of the country.

The program was held under the chairmanship of Mr. Abul Kalam Mazumdar FCMA President
of ICMAB. Professor Mamtaz Uddin Ahmed FCMA offered welcome speech as the Convener of
Convocation-2019 while Mr. Md. Abdur Rahman Khan FCMA, Secretary of ICMAB offered vote
of thanks.
All together about three hundred fellow and associate members of the Institute received their
certificates in the convocation program. Past Presidents, Council Members, a large number of
associate and fellow members of the Institute and high dignitaries of government and sector
corporations also attended the program.
