Background
Women in Business (WIN) is a program launched in 2018 by the Swedish Development Cooperation Agency (Sida) and implemented by
TechnoServe Mozambique. WIN seeks to help women in Mozambique become more economically empowered by developing solutions
where women can benefit. WIN works with carefully-selected partners who can positively influence the lives of women, especially micro-
entrepreneurs and smallholder farmers, through their roles in the private or public sector. The program applies a market systems
development (MSD) approach, addressing system-level constraints for gender transformative impact on the lives of women.
WIN provides time-bound, technical and financial support to partner organizations to develop new ways of working that improve the
partner’s business and the lives of low-income women concurrently. Partners also contribute their own resources into these shared
initiatives, sending a clear signal of their intent to sustain improved ways of working well into the future. The program is expected to run
until the end of December 2027.
Scope of Work
The selected contractor is expected to conduct the following activities:
• Participate in a kick-off meeting with the WIN team (namely to review and align on final approach, timeline and next steps)
• Validate with WIN team members the template proposed for the audience report, to ensure it is aligned with WIN’s data needs
and quality standards
• Review tools proposed for data collection (e.g. quantitative questionnaires, FGD guides) (WIN will provide first drafts to ensure all
required measurement items are considered)**
• Recruit and train supervisors and enumerators for the study (including training of the script in local languages)
• Script survey in digital data collection platform and test (and resolve any issues)
• Pilot data collection tools in the field (and resolve any issues)
• Carry out data collection in the field (ensuring respective in-person supervision)
• Compile and review data collected (e.g. resolve remaining data inconsistencies, complete any incomplete data)
** WIN does not consider necessary that survey scripts are translated to local languages as WIN will not be able to review them but so
long that enumerators are trained on proper translation to local languages by the contractor team as to keep original meaning of
questions.
The contractor is expected to work closely with the WIN team, namely:
• WIN team members might join in supervisor and/or enumerator training sessions
• WIN team members might participate in a few days of data collection activities, accompanying team members and enumerators
from the selected contractor’s team.
• The contractor is expected to have weekly check-ins with the WIN team for implementation status updates
Deliverables
The selected contractor is expected to deliver to WIN:

A clean database of the data collected at the end of each survey round
Performance Location
Mozambique (Northern region), rural area
Additional Information
For the selection process, the contractor is expected to share with WIN:
• The details of the proposed methodology (for both audience and impact data) and high-level timelines to conduct the work
Response Instructions
To ensure consideration, all responses must be submitted no later than 01/31/2024, written in English with prices stated in MZN.
Contain a detailed cost with applicable taxes and other charges clearly identified.
Provide requested payment terms and conditions.
Include a contact name, email address, and telephone number.
For quotes from a firm, provide a brief outline of the company and services offered, including the company's full legal name and
address, the jurisdiction of incorporation, the full legal name and country of citizenship of the company's owners/principal officers,
and the year the business was established.
If a consortium of firms or a team of consultants submits a quote jointly, the above information should be provided for each
member of the team.

TechnoServe office. Failing to adhere to these instructions may make your response ineligible for consideration.
