A WAR A DECADE IN THE MAKING
After Operation Desert Storm, in which the
United States and coalition allies ejected the
forces of Iraq from the nation of Kuwait, Saddam
Hussein continued to be public enemy #1 to the
US. President George HW Bush had demonized
Saddam and his Baathists so well that his regime
had become a virtual pariah on the world stage.
Subject to crippling sanctions, as well as a no fly
zone, Saddam continued to spar with the United
States and its western allies while oppressing his
own populace. To be frank,
many in the US believed
that Saddam should have
been removed in 1991 and
some still wanted that to
come to fruition. A few
very powerful proponents
of that belief would serve
in the cabinet of President
George W. Bush upon his
election in 2000.
And the terrorist attacks of 9/11 gave them a
casus belli for war.
After removing the Taliban from power in
Afghanistan, the Bush administration began to
set their sights on Saddam Hussein. His
Secretary of Defense, Donald Rumsfield, as well
as Vice President Dick Cheney urged the
President to remove Saddam from power, that he
was looking to develop Weapons Of Mass
Destruction and had ties to Al Qaeda. While
Saddam had been antagonizing the West, no
tangible evidence would ever surface that he was
in league with jihadist groups and whether or not

he had or was making WMDs is a matter of
debate. What history records is that on March,
20 2003 President Bush gave the authorization
for the invasion of Iraq, codenamed Operation
Iraqi Freedom.
Shock and Awe
After a short, intense aerial bombardment of key
locations the US’s 3rd Infantry, 101st Airborne,
1st Marine Division as well as the British 1st
Armored Division drove north out of Kuwait.
Battering aside any Iraqi
Army and Republican
Guard units standing in
their way, the British
seized Basra while the
American forces drove on
Baghdad. However, while
originally intending to
bypass major population
centers, American forces
would find themselves
drawn into fierce city
fighting particularly in Ar Ramadi and Karbala. Of
note, and a foreshadowing of the future, the most
fanatical resistance came not from the Iraqi
Army or even the Republican Guard but
paramilitary forces of the Fedayeen Saddam
commanded by Saddam’s son, Qusay Hussein.
This was the first insurgent troops the coalition
would encounter, they would not be the last.
Nevertheless, Baghdad fell and Iraq was declared
subdued after 3 weeks of fighting. On May 1,
2003 President Bush would declare “Mission
Accomplished” on the deck of the USS Abraham
Lincoln. He was wrong.

A FATEFUL DECISION
Once ground combat had ceased, the US was
posed with a problem. They had planned for the
military operation to overthrow Saddam’s regime,
but had not made plans to stabilize the country
or “secure the peace”. The soldiers on the ground
quickly found themselves acting as police
officers, mediators, complaint department and
everything in between. Widespread looting
occurred, as well as violence between citizens as
well as against coalition forces. Hoping to find
someone to stabilize the country and help the
transition of sovereignty to Iraqis, the US
Government
appointed L.
Paul Bremer as
head of the
Coalition
Provisional
Authority, or
CPA. The CPA
would act as an
interim
government
until the Iraqis
were capable of
self governance.
However, Bremer and the CPA would make a
fateful decision that would exacerbate the
situation for years to come. On 23 May, 2003
Bremer issued CPA Order #2, which dissolved the
Iraqi Army, most government agencies for
defense, and others. Combined with the CPA’s
“De-Baathification” efforts, tens of thousands of
Iraqis were immediately rendered jobless and the
infrastructure of the country was gutted at a
stroke. Soon afterwards, Suicide Bombings,
Kidnapping and Execution of Western Press and

Aid Workers, and ambushes tore across the
country.
The insurgency had begun.
2004-2008: Insurgency, Civil War, and The
Surge
As the insurgency grew, militias, former
baathists, and foreign jihadists began fighting
coalition forces as well as each other. In Fallujah,
located in the Western Iraqi province of Anbar, 4
contractors were killed and their bodies
mutilated and hung from
a bridge. This
precipitated a massive
response by US Marines,
and the Battle of
Fallujah is considered
one of the largest single
battles of the entire Iraq
War. Marines fought
street by street, house
by house, room by room
against Sunni Insurgents
and Jihadists. However,
the Sunni insurgency
was not content just to attack coalition forces.
One leader, Abu Musab Al-Zarkawi, affiliated
himself and his group with Al-Qaeda and began
targeting Shia Iraqis. One such attack bombed
the Al-Askari Mosque in Samarra, causing
widespread anger and retaliation amongst Shias
against Sunnis. Also in response, Shia leaders like
Moqtada Al-Sadr mobilized Shia insurgent groups
to fight not just the coalition, but carry out
reprisals against Sunni Iraqis. In 2004, Saddam
Hussein was captured outside Tikrit, and in 2006
the Iraqis had their first ever national elections.

However, the country was tearing itself apart in
sectarian conflict and terrorist acts and the
coalition forces could do little to quell the
bloodshed. In 2007, President Bush ordered a
90-Day spike in troop levels to help quell the
violence. This became known as “The Surge”. The
Surge was mainly focused around Baghdad,
where US Forces made a concerted effort to go
neighborhood by neighborhood and clear
Baghdad of insurgent groups. The plan worked,
though many insurgents relocated North to Mosul
or East to Baquba. While the Surge did lower
much of the violence and body count plaguing
Iraq, the fighting was far from over.
2008-2012: A New Dawn, and Withdrawal
As President Bush turned over control of the War
to President Barack Obama, Coalition Forces in
Iraq had a shift in strategy. Proposed by General
David Petraeus, coalition forces were to get out
of the huge “mega FOBs” and move into the
neighborhoods. They were to work closely with
community leaders as well as Iraqi Army and
Police units. This grassroots counter insurgency
approach saw a sharp decrease in violence and
coalition casualties. Of special note is the “Anbar
Awakening”, where Sunni tribal leaders fed up
with Al-Qaeda intimidation and violence formed
militia groups to drive jihadists out and work
with coalition forces. As these initiatives brought
a modicum of stability to Iraq, President Obama
changed the name of the action from Operation
Iraqi Freedom to Operation New Dawn in 2010.
As the Iraq military and government continued to
take the lead in operations, Coalition units finally
withdrew from Iraq, with the final unit leaving on
December 18, 2011. They would not be gone for
long.

2012-2017: Sectarian Violence, Civil War,
and the Rise of ISIS
With the withdrawal of Coalition Forces, Iraq
plunged back into sectarian violence almost
immediately. Sunni Iraqis, marginalized by an
increasingly corrupt and Shia-dominated
government, began to target government forces
as well as Shia groups. As was the case before,
Shia groups retaliated and Iraq plunged back into
civil war. In neighboring Syria, also in civil war,
Sunni islamists were gathering in strength.
Notable was the remnants of Al_Qaeda in Iraq,
Al-Zarkawi’s force. Collecting jihadists from
around the middle east, they rebranded
themselves the Islamic State of Iraq and Syria
(ISIS) and seized a massive swathe of territory in
eastern syria and north and northwestern Iraq,
capturing numerous cities including Mosul and
Ramadi. At one point, ISIS controlled nearly a
third of Iraqi territory. It took a concerted effort
over 3 years, a complete restructuring and
training of the Iraqi Army, and massive support
from the US and other Western countries to
defeat ISIS in 2017. To date, insurgency still
continues in Iraq and will likely do so for years to
come.

COALITION FORCES BUSK: ERA Armor Against HEAT weapons

SPECIAL RULES C-IED/ECM​: Counter IED Equipment as per

the COIN Rules Supplement

SPEC OPS​: AS PER COIN RULES

C4ISR:​ Some units make use of advanced
tactical communications and internet systems,
giving them an unrivaled ability to communicate
and be situationally aware.
Units with C4ISR may do the following as noted
on their force entries and cards:
● Enemy SPOT Reporting: May lift enemy
gone to ground by a skill check. Team
may not shoot or assault after doing so.
● CFF: Unit may reroll the 3rd dice to range
in on a bombardment if failed.
● QRF: Player may reroll one die for
reserves a turn.
SUPPLEMENT
Stubborn Fighters: T​ he Kurdish Peshmerga are
known for their hardiness and willingness to fight
for a cause.
● Units with the Stubborn Fighters rating
have improved Assault rating
Top Attack: C​ ertain ATGMs are designed to
attack the weakest part of a tank, its top armor
● Weapons with Top Attack have an AT
rating for Top Armor

MRAP​: ​During the later stages of the war,
Coalition forces began using specially built mine
resistant vehicles to resist IEDs. While the vehicle
itself was destroyed, the men inside would
survive with minor injuries.
● Teams riding in MRAPs are not required
to make a save if the MRAP is destroyed
by an IED. They still dismount and are
pinned as normal.
SLAT/PANEL ARMOR: S​ trykers and MRAPs
were equipped with special armor specifically
designed to negate RPGs.
● Vehicles with Slat or Panel armor are
Armor 13 to HEAT weapons

Team Yankee rulebook****

TUSK/BUSK: ​Tanks and Bradleys fighting in

Iraq were sometimes upgraded with the Tank
Urban Survival Kit or the Bradley Urban Survival
Kit. These upgrades were meant to increase
survivability and improve capability in the urban
battlefield.​ ​Bradleys and Tanks upgraded with
TUSK/BUSK gain the following:
TUSK: 4+ Save Against EFP/HEAT and
additional mg/50cal mg shot.

INSURGENT SPECIAL RULES

Jihadist:​ Islamist guerillas claim to wage Jihad,

or holy war, against those they deem infidels.
They will attack the enemy without heed to
casualties.
● Units with the Jihadist rule have a charge
range of 6”/15cm rather than 4”/10cm.

RPG Volley Fire:​ As the war developed,

insurgents would use the ubiquitous RPG-7 to
bring down helicopters.
● RPGs gain the anti helicopter rating, and
may conduct AA fire against helicopters
in range. In addition, if more than one
RPG team shoots at the same target then
it is -1 to hit.

Guerilla Warfare:​ As per the COIN rules

supplement

Sectarian Violence:​ Though they fought COIN

forces in Iraq, insurgent groups fought each other
nearly as much plunging the country into chaos
● Sunni Formations and ISIS Formations
may not ally with Shia Formations, and
Vice-Versa.

Allahu Akbar!:​ The infamous battle cry,

meaning “God Is Great!”, would stir the
insurgents to action regardless of odds.
● Units with Allahu Akbar have improved
counterattack and rally ratings
