Development boards are substantially similar:

switches, LEDs, pins. The features that differentiate
development boards are the peripherals such as
UART, 7-seg digits, RTC, Relay, ADC, EPROM, and
the like. Different projects, however, require that a
different peripheral be used each time. If peripherals
on a single board could be changed, its functionality
would improve significantly.
