(Briefly describe the innovation in terms of its type, project target, usage or
application, and its significance)

The proposed product innovation is a set of science process skills (SPS) assessment
tools per quarter. Each set comprises the following: 15-item questionnaires with 5-
multiple choice questions, 3-true or false response questions, 3-constructed response
questions, 2-open-ended response questions,and 2-data response questions with an
answer key and scoring guide.

The development and evaluation of SPS tools for Grade 7 students will contribute to

the improvement of science education at MNHS-Main JHS by providing educators with


a contextualized, reliable, and valid tool to assess learners’ competence in these skills.

Promoting the development of these skills, the project seeks to empower seventh-grade
students to become critical thinkers, problem solvers, and active participants.

VIII. Background
(Please provide the circumstances or situation that led to the proposal for the
innovation project.)

The framework of the K–12 Science Curriculum in the Philippines entails


students' achievements that are needed to adapt to the twenty-first
century. Furthermore, learning competencies were created to help students think
critically, creatively, and scientifically. There is a need to establish the foundation
for learning fundamental science process skills (SPS) and to develop these skills
for learning integrated SPS.

According to Science: A Process Approach, or SAPA (1990, as cited by


Burak, 2012), SPS is a collection of widely applicable skills that are suitable for a
wide range of scientific fields and represent how scientists behave.

Burak (2012) asserted that SPS are supposed to open people's own life
visions and provide them with a scientific perspective and level of literacy as a

benchmark for their comprehension of the nature of science.

In a comparative study in South Africa, the Revised National Curriculum


Statement identified several SPS as being essential in creating outcomes-based
science tasks (Department of Education, 2002, cited by Monica, 2005). The three
science learning areas in the 2005 science curriculum include scientific
investigations, building science knowledge, and science, society, and the
environment (Department of Education, 2002).

As a result, the development of science process skills is one of the main goals
of many of the new outcome-based education science curriculum guidelines and
teaching tools.

Learners using these instructional materials are expected to acquire the basic
and integrated SPS. Basic SPS include observing, measuring, interpreting,
predicting, and communicating, while integrated SPS consists of controlling
variables, making a hypothesis, conducting experiments, and interpreting data
(Inayah et al., 2020).

Assessments are important tools that can be used to measure the students’
level of SPS. As an essential component of instruction at all levels of the
educational system, Crist et al. (1998).

Hence, these serve as useful tools for teachers and learners in different ways
For learners, it facilitates effective learning by drawing students' attention to what
matters. It encourages learning by communicating progress regarding what a
student knows or is able to do, promotes self-evaluation and self-monitoring
through the use of clearly defined expectations and criteria, and provides evidence
of work that can be used to obtain employment, scholarships, and admission to
the next level of education. For the teachers, it offers diagnostic data to improve
learning, helps with instructional planning by offering informed feedback, helps
determine the efficacy of approaches and methods, involves program
accountability, and is a tool for communication. It also provides formative and
summative data about student learning and attainment, specifically competency
gain. (Lake et al., 1998; Oloruntegbe, 2000; Wiggins, 2005, cited by Oloruntegbe,
2010).

Moreover, Monica (2005) recommended the paper and pencil test as a


convenient, efficient, and economical tool that may be used by educators for
classroom assessments of learners’ competence in basic and integrated SPS.

A review of the existing localized assessment tools for the SPS shows that
despite the many available SPS tests in schools, there are still limited
contextualized and localized materials that have been developed and evaluated

for use to assess the specific science process skills.

In addition, most teachers use traditional methods of assessing science


process competence, such as laboratory activities and experiments. Although
practical work is effective, the number of laboratory rooms is not enough for the
number of students in school. In the context of teaching and learning in large,
under-resourced scientific classes, Onwu (1999; 1998, quoted by Monica, 2005)
clarified that the traditional ways of assessing science process skills competence,
such as through practical work alone, have a number of practical limits. As a
result, other science process skills that need to be developed and improved are not
fully measured.

Considering these theories, concepts of scholars and current situation in the


school, the proponents attempt to innovate and employ assessment tools that will
enhance the science process skills of grade 7 learners at Munoz National High
School and Main Junior High School.

IX. Rationale
(Indicate data-driven reasons why the innovation is necessary [refer to sources of
innovation], and what needs to be addressed or innovated)

The science process skills are vital skills that need to be acquired and
developed by students in order to establish their critical, creative and scientific
thinking skills as one of the main goals of the K to 12 Curriculum.

The serious response to intensify the students’ science process skills lies in
the following reasons. The Philippines earned almost 120 points lower than the
average of its assessment, which was 373 for science, in the most recent results of
the Program for International Student Assessment (PISA), which were announced
on December 5, 2023. Thus, according to the Organization for Economic
Cooperation and Development (OECD), every 20 points deviating from the average
represents a year’s worth of learning progress for 15-year-old in the participating
nations in the PISA. According to the Department of Education, the results show
that Filipino students’ learning competencies are five to six years behind (Servallos
NJ, 2023).

This international showing coincides with the results of our National


Achievement Tests (NAT) in recent years (Philippine Daily Inquirer, 2019).
Moreover, the science subject obtained the lowest percentage rate in the Regional
Diagnostic Assessment which was conducted last September 2022. Finally, during
the recently concluded science process skills assessment conducted last school
year 2022-2023, the selected grade 7 students attained a developing level with an
Mean Percentage Score (MPS) of 32.92% in parts of interpreting, experimenting,
communicating, and justifying ideas. On the other hand, students were only at the

emerging level with an MPS of 13.67 in parts of expressing and expounding their
thoughts about science concepts, as well as in analyzing and evaluating data with
20% MPS.

On that basis, the proponents advocate for the development and evaluation of
paper and pen SPS assessment tools that are contextualized and localized, which
will lead to building a strong foundation for learning the basic and integrated
science process skills among 7th grade learners. Furthermore, these
innovations will capacitate the science teachers to identify students’ strengths and
weaknesses in SPS. Finally, these will provide data reflecting the SPS status of 7th
grade learners for curriculum development and instructional practices.

X. Project Description

A. Goal:

The goal of innovating the development and evaluation of a science process


skills assessment tool for grade 7 learners is to create a reliable,
contextualized and localized instrument that effectively measures students’
proficiency in basic and integrated science process skills such as observing,
measuring, interpreting, predicting, communicating controlling variables,
making a hypothesis, conducting experiments, and interpreting data.

B. Outcome:

 Improved student learning through a targeted assessment of science


process skills.
 Enhanced teacher effectiveness in identifying student strengths and
weaknesses in scientific investigation.
 Data-driven decision-making for curriculum development and
instructional practices.

C. Objectives:

1. Develop and evaluate assessment tools that improve student’s’


science process skills both basic and integrated skills.

2. Utilize the develop and evaluated assessment tools to students to


provide real-time feedback to both teachers and students and
ensuring continuous improvement.

3. Enhance the skills of grade 7 teachers on how to craft a Science


Process Skills Assessment Tool and capacitate them in using a

XI. Methodolog

A. Method (Briefly discuss the design)


1. Review the standards & frameworks to identify key science process skills
for Grade 7.
2. Develop and evaluate science process skills assessment tools from quarters
1-4 integrating targeted interventions, addressing the identified gaps and
ensuring alignment with Kto12 Science Curriculum.
3. Evaluate and quality assure the developed science process skills
assessment tools by the three master teachers-Ma’am Melanie O. Roldan,
Ma’am Maricor V. Santos, and Ma’am Glenda L. Viola and the head of the
Science Department-Ma’am Felerma G. Urbano using the Evaluation Tool
adapted from the region3.deped office.com
4. Conduct learning action cell (LAC) session to orient the grade 7 teachers
about the utilization and checking system
5. Profile students’ average grade in science 6 by their respective Science
teachers
6. Select the 30% respondents from the total regular grade 7 enrolment.
Randomly sort out from it the 25% of students with a grade of 90-100
(Outstanding), another 25% of students with a grade of 85-89 (Very
satisfactory), 25% from the satisfactory level or grade 80-84, and the last
25% from the fairly satisfactory level (75-79).
7. Administer a pre-test to the select 30% students using the standardized
science process skills assessment developed by Kazeni Mungandi Monde
Monica.

8. Utilize and validate the developed Science Process Skills Assessment Tools
by the same number of select grade 7 regular students for pilot testing of
the innovation.Check students’ answers using the scoring guide system
adopted from the Regional Assessment Tools.
9. Record the results for monitoring and evaluation purposes.
10. Summarize the gathered data and make a report on the result of the
innovation.
11. Conduct LAC sessions for the discussion of results and feedback on the
implementation of the innovation for further improvement.

C. Impact Estimation

Target Population: Grade 7 Students of MNHS Main-JHS

The assessment tool will be piloted to selected Grade 7 students at


MNHS Main-JHS (at least 30 percent of the enrolment). An existing
standardized science process skills assessment developed by Kazeni
Mungandi Monde Monica will be used as a pretest. Then the newly
developed tool will be administered to the same respondents as a post
test after a period of using it in science instruction (e.g., one grading
period). The pretest and post test data will be analyzed using paired t-
test to determine if there is a statistically significant improvement in
student performance on science process skills.
In addition,the result of post-test (developed and evaluated
assessment tools) will be analyzed to determine the most and least
learned science process skills of students and to further improve the
innovation.
