Mahathir ticks off absentee MPs

KUALA LUMPUR: Tun Dr Mahathir
Mohamad has questioned the
attitude and professionalism of some
Pakatan Harapan (PH) lawmakers
after a lack of quorum on Wednesday
forced the Dewan Rakyat sitting to be
delayed for two minutes.
The prime minister noted that this
was the second time in the current
sitting that the number of MPs
present in the House did not meet the
quorum requirement.
“We will have to talk to the MPs,”
he told a press conference after
attending the Employees Provident
Fund International Social Well-being
Conference 2019 yesterday.
“They (MPs) were very anxious to
be candidates for the last general
election, but after being elected, they
are not behaving as if they are serious
about serving the people.”
On Wednesday morning, the
Dewan Rakyat sitting had to be be
delayed temporarily when only 24
MPs were present in the hall, two
short of a quorum.
The bell had to be rung again to
remind MPs to enter, before four
more lawmakers were seen walking
into the hall.
There was a similar situation on
Oct 17.
Commenting on claims that the
lack of quorum was a form of protest
by PH lawmakers against his
leadership, Mahathir said there are
many other ways for them to express
their dissatisfaction.
“If they don’t like me, they can say
so openly.
“I am subject to criticism, because
as leaders, one must expect to be
criticised.”
Asked if he would start taking
down attendance of the MPs,
Mahathir said this was already being
practised.
Earlier in PUTRAJAYA, Mahathir
said PKR president Datuk Seri Anwar
Ibrahim agreed that there should not
be too much tension on the date of
power transition, Bernama reported.
“He (Anwar) understands the
problems faced (by the country) and
that there should not be too much
tension by people making all kind of
suggestions like the date of the
transition,” he said when asked by
reporters on what transpired
between him and Anwar in their
meeting prior to the soft launch of
Kuala Lumpur Summit 2019.
Meanwhile, Anwar, who is Port
Dickson MP, posted on his Facebook
page that their stand on the transition
of power has not changed and it is as
agreed by PH while the promise had
been repeated several times by the
prime minister.

‘Economically frustrated youths can bring unrest’ From the portals

KUALA LUMPUR: There is a possibility of
unrest, like the ongoing Hong Kong protests,
in Malaysia if the issue of youth
unemployment is not addressed, Tun Dr
Mahathir Mohamad warned yesterday.
“When a big proportion of our youth are
unemployed, we lose their potential
contribution to the country, waste the
investment we have made in their education,
and create a fertile ground for discontent and
instability,” the prime minister said during his
keynote address at Employees Provident
Fund International Social Well-being
Conference 2019.
“We cannot let that happen.
“All we need to do is to look towards places
like Hong Kong, Beirut and Santiago to see
how economically frustrated youths can bring
about conflicts and unrest, worsening the
already precarious and unstable economic
conditions.
“So, as Malaysia strives to become a
developed nation, we must ensure the
prosperity we reap is shared among all,
leaving no one behind.”
To ensure shared prosperity, he said, the
government and other stakeholders must
assist vulnerable groups, particularly youths,
to secure quality and dignified employment.
He acknowledged that fresh graduates are
the ones most impacted by technological
advances, with many jobs being displaced.
“To thrive in this future one must be
creative, adaptable, agile and prepared to
expect the unexpected.
“Not many young Malaysians are
equipped for this. As such, many do not get
hired or worse, unable to pick themselves up.”
Mahathir said everyone has a part to play
in overcoming the challenges caused by
unemployment, as this will fester and affect
all levels of society if left unchecked.
He said Malaysia@Work is the Malaysian
answer to resolving employment challenges
in the marketplace.
The Malaysia@Work programme is a
stimulus package with an allocation of RM6.5
billion for the next five years to create up to
350,000 jobs.
Finance Minister Lim Guan Eng said the
programme would commence in stages
beginning in the second quarter of next year.
“Basically, the wage and hiring incentives
under Malaysia@Work will be credited
directly into the individual’s EPF’s account,
offsetting the statutory contributions by the
employers and employees.”
FOODPANDA: ILLEGAL DUMPING
PART OF LARGER PROBLEM
FOODPANDA said the dumping of carrier bags
belonging to the food delivery company is part
of a bigger problem.
“We launched an investigation into the
alleged illegal dumping of Foodpanda delivery
bags, and understand that the bigger issue here
is that these sites have been used as an illegal
dumping ground for mass amounts of general
waste for an extended period of time.”
The company was responding to a report on
Malaysiakini about a “special delivery” it
received from HELP University arts and
communications faculty dean Andy Hickson.
Hickson had earlier sent to Foodpanda six
delivery bags filled with garbage that were
recovered from an illegal dumpsite near an
Orang Asli hospital in Jalan Gombak.
The news portal recently highlighted
complaints from local residents and Hickson’s
discovery of the site, prompting Foodpanda
management to promise that it would launch
an investigation and would remove the bags.

THE Sabah state assembly has passed a bill to
amend the state constitution to allow citizens
above age 18 to become election candidates,
according to Free Malaysia Today.
The amendment was approved after 57
assemblymen, more than the two-thirds
majority needed, voted in its favour following
the second and third reading of the bill.
The bill seeks to amend Article 16 of the state
constitution to lower the age of a citizen who is
qualified to be elected as or appointed as a
nominated member of the state legislative
assembly from 21 to 18.

KUALA LUMPUR: Abusive parents can be
removed from their own residence to ensure
that their children do not end up in shelter
homes.
This is among several amendments to the
Domestic Violence Act put forward by the
Women’s Aid Organisation (WAO) to protect
abusers’ children and other family members.

emergency protection orders to cover the
entire family and not only the victims, Deputy
Women, Family and Community
Development Minister Hannah Yeoh told the

“Of these, 316 victims were females while
24 were males.
“Selangor tops the list with 91 cases,
Pahang (56) and Kedah (24),” she said.
According to Yeoh, poor anger
management was the cause of domestic
violence against 57 female victims. Other
causes of domestic violence against female
victims were misunderstandings (48 cases)
and drug abuse (43 cases).
However, she also admitted that there were
weaknesses in the current system as the police
recorded 3,139 domestic abuse cases in the
same period or nearly 10 times the number
reported to the Welfare Department.
“There’s a lack of coordination here and
this issue must be addressed soon.”
This was one of the issues that would be
addressed by the special committee set up to
tackle domestic violence, she added.
The committee, comprising representatives
from 16 government agencies and women’s
non-governmental organisations, will hold its
first meeting on Nov 28.

in law once the Sedition Act is
repealed, Deputy Home Minister
Datuk Mohd Azis Jamman told the

institution, races and religions (3Rs)
are maintained.
“This could be done by including
them in existing laws such as the
Penal Code or enacting a new law if
necessary. We won’t rush into
abolishing the Act. Better safe than
sorry,” he said.

Fahmi Fadzil (PH-Lembah Pantai),
who asked how committed the ruling

‘Criminals’ out of luck at KLIA

SEPANG: It was a day of heart-
stopping action at the KL
International Airport (KLIA)
yesterday.
A group of five men attempted
but failed to snatch a valuable
cargo and proceeded to take four
people hostage as they fled the
scene.
As the drama unfolded, heavily
armed police personnel surrounded
the men in a bid to free the
hostages.
Thankfully, it was just a drill
staged to give cargo-handling
personnel a first-hand experience of
possible threats.
To make it more realistic, the
drama was based on the infamous
1994 heist at the Subang Airport in
Petaling Jaya staged by the
notorious “Geng Mamak”.
The six-hour exercise yesterday
focused on measures and actions
taken to counter possible riots,
explosions and terrorist acts that
could occur in the cargo area.
It was the culmination of a two-
day programme that began on
Wednesday with a tabletop
exercise.

exercise was part of the company’s
commitment to ensuring safety at
the airport and to test its readiness
in crisis management.
“This is one of many exercises
that are carried out in the year

terminal or cargo complexes,” he
said at the launch of the KLIA crisis
threat exercise yesterday.
“With the increasing volume of
cargo handled every year, holding a
full-scale exercise with the re-
enactment of possible threats is
timely,” he said. “Hence, as an airport
operator, we remain vigilant in
playing our role to safeguard
national security and also the well-
being of our aviation partners.”
Apart from the cargo terminal
and airport staff, the exercise
involved more than 300 participants
from 20 agencies including the
National Security Council, the
police, the Civil Aviation Authority
Malaysia, Fire and Rescue
Department, Royal Malaysian
Customs Department, Immigration
Department and the Health
Ministry.

loopholes, should the Sedition Act
1948 be repealed. I want to know how
committed is the government in
fulfilling its promise?”
Mohd Azis said the government
remained committed (to abolishing
the Act).
“In fact, the home minister (Tan
Sri Muhyiddin Yassin) in the post-
Cabinet meeting on Wednesday
night said the government must
expedite this matter.”
To another question, Mohd Azis
said there are provisions in 11
legislations that overlap with the
Sedition Act, including the Election
Offences Act, Criminal Procedure Act
and Societies Act.

Kiev, Ukraine and Seoul, South
Korea.
“Referring to the credit card
statement dated June 24, 2014, the
Visa was used in one retail
transaction here for the amount of
RM5,900. The statement dated July
24 in the same year shows a few
retail transactions made in Kiev,
Ukraine with the total amount
transacted of RM7,604.90.
“Referring to the statement dated
May 26 and June 26, 2015, the Amex
card was charged to three retail and
a supermarket transaction in Seoul
for RM32,446.46,” Anoop Singh said.
The witness also said the
Mastercard account was closed on
April 16, 2014 while the other two
cards are still active.
“The Visa and Mastercard have a
combined credit limit of RM70,000,”
he said.
Ahmad Zahid, 66, had pleaded
not guilty to a total of 47 charges, 12
of which are for criminal breach of
trust, eight for bribery and 27 for
money laundering involving of
millions of ringgit belonging to
Yayasan Akalbudi.

ON Aug 20, 2007, eight-year-old
Nurin Jazlin Jazimin stepped out
of her home at the Wangsa Maju
flat in Section 1 in Kuala Lumpur
to go to a night market, a stone’s
throw from where she lived.
She had told her mother she
wanted to buy a hair clip at the
pasar malam but when she failed
to return, her parents searched
frantically for her.
A police report was lodged
and a search commenced for the
Year Two student, the second
child of three siblings.
Days turned into weeks.
Despite a nationwide alert for her
whereabouts, she was nowhere
to be found.
Almost a month after a
massive search, she was found on
Sept 17, and what happened was
unimaginable.
Her nude and malnourished
body was found stuffed in a
sports bag. She had been sexually
violated and her violently bruised
body was unrecognisable by her
parents.
The bag was left at the
stairway of a shoplot in Taman
Petaling Utama, off Jalan Klang
Lama in Petaling Jaya and was
found by an office worker.

summonses for
various traffic
offences nationwide
from early January to
October.

vehicles, as well as not wearing

Twelve years since the
incident, the killer remains at
large.
The victim’s father, Jazimin
Abdul Jalil, 45, has not lost hope
in seeking justice for his
daughter’s murder.
Last year, he made renewed
calls for the case to be re-
investigated, urging the police to

Suu Kyi moves to defend Myanmar

Suu Kyi’s office announced on
Wednesday she would travel to the
International Court of Justice (ICJ) in
The Hague to lead the defence team.

due to open its case at the ICJ in
December on behalf of the 57
member states of the Organisation of
Islamic Cooperation.
The mainly Muslim nation
accuses Myanmar of breaching the
1948 Genocide Convention through
its bloody military crackdown in 2017
against its Rohingya community in
Rakhine state.
“We’re cooperating in this case
and our legal experts are working
together,” military spokesman

the armed forces and civilian

Charges dropped against new Sri Lanka president

COLOMBO: Corruption charges against Sri
Lanka president Gotabaya Rajapaksa were
dropped yesterday by a court, which handed
his passport back as he acquired immunity
from prosecution after being elected last
weekend.
Under Sri Lanka’s Constitution, no court
proceedings can be maintained against a
serving president. However, action could be
taken after he leaves office.
The High Court had indicted Rajapaksa in
September last year on charges of siphoning
off 33 million rupees (RM771,308) in state
funds to build a memorial for his parents.
The court also released his passport which
had been impounded, allowing him to make
his first overseas trip as president to India next
week at the invitation of Prime Minister
Narendra Modi.
Meanwhile, Rajapaksa yesterday swore in
his elder brother, former president Mahinda
Rajapaksa, as prime minister.

Australian PM denies climate link as smoke chokes Sydney
SYDNEY: Australia’s Prime Minister yesterday
denied his climate policies had caused
unprecedented bushfires ravaging the
country and insisted his government was
doing enough to tackle global warming.
As dozens of new blazes scorched the
countryside and the country’s largest city was
cloaked in hazardous smoke, conservative
leader Scott Morrison defended his climate
record, saying Australia was “doing our bit”.
His comments came after weeks spent
refusing to speak about the link between
climate change and deadly fires described by
the emergency services as unprecedented in
number and scale for the early bushfire
season.
As more people in the southeast of the
country were told to evacuate their homes
and schoolchildren in Sydney were again
forced to play indoors, Morrison dismissed
mounting calls for action.
“The suggestion that any way, shape or
form that Australia, accounting for 1.3% of the
world’s emissions, are impacting directly on
specific fire events, whether it is here or
anywhere else in the world, that doesn’t bear
up to credible scientific evidence,” he told
ABC radio.
Scientists, former fire chiefs and residents
touched by bushfires have all drawn the link
between this season’s more intense fires and
climate change.
Drought, unseasonably hot, dry and windy
conditions have fuelled the unprecedented
blazes.
Scientists believe many of those factors are
made worse by rising global temperatures.

region of Australia with residents in Victoria

Ego sets
people apart
H
AVE you ever said the
words “Om” or
“Satnam” in
greeting fellow
Malaysians on their holy
festival day? It’s a felicitation
of peace. But in large swaths
of Malaysia, God-worshippers
avoid words that are used in the
greetings of some other faith
communities.
The rakyat do not live as a united
global community, but rather as many
disparate groups holed up in mental
silos. All too eagerly we display our
mental tags – “Christian”, “Hindu”,
“Muslim”, “Buddhist,” and a few more.
Quite an addition to ethnic tags such as
“Chinese”, “Indian”, “Malay”, “Kadazan”,
and “Lain-Lain”.
Without these tags we feel lost, and
should we find ourselves in a crowd
wearing a different tag, we feel uneasy.
And the fear of compromising our faith
is very obvious in that we almost never
step foot into another place of worship.
Nor do preachers deliver congratulatory
sermons to their regular audiences in
celebration of another founder’s
birthday.
Every few hundred years, some
greatly enlightened personages are born
to lead the people in breaking down
these silos of fear and confinement.
Guru Nanak, whose birthday 550 years
ago is celebrated this month, founded
the Sikh faith. Malaysians pay a lot of
attention to the big religions and tend to
overlook the smaller ones. Hence, most
non-Sikhs never hear any verses from
the Sikh scripture, the Sri Guru Granth
Sahib.
Guru Nanak was born into a highly
fractured religio-political environment:
India at a very unstable social period.
He brought to the people of India and
the world a heavenly reminder of what
life really is and who we really are, if only
we remove these mental tags that
separate us into factions.
Almost towards the end of the Sri
Guru Granth Sahib is this poignant
verse: “Life is like the meeting on a
riverboat, of persons who shall not meet
again”. On any riverboat journey 550
years ago, without life jackets and
marine police to rescue the capsized,
you wouldn’t rock the boat; you
wouldn’t fight; you would be peaceful
and respectful towards everyone.
The primacy of human oneness is
highlighted almost from the
start, as Sri Guru Granth Sahib
counsels in an early page:
“Make the brotherhood with
all the highest sect of yogic
order …” Brotherliness is
explained in a later page as
the art of peaceful living
without considering anyone to
be enemy. “As long as he deems one
man an enemy and another a friend, so
long his mind is not at rest”. A further
verse urges wronged persons to remain
unstirred in the face of enmity. “To deem
friends and enemies all as the same: this
is the symbol of the true way of yoga”.
We should be a united global
community on the riverboat of life. So
why is there so much racial and
religious discord in the world including
Malaysia, despite the strong grip of
religion? Sri Guru Granth Sahib lays
bare the truth in plain words, sparing no
one’s feelings. “Everyone worships God
while abiding in ego, and so one’s mind
is saturated not with God, nor one
gathers peace”.
What type of worship does God
really want from us? “This, yea, is the
Lord’s worship, that one loses one’s ego”.
Yes, this is it: your real enemy. When the
ego reigns supreme over persons and
communities, society will face ruin.
“Indulging in excessive ego, the entire
world has perished”. Hence, the Sri Guru
Granth Sahib issues frequent
admonitions to faith communities that
get embroiled in disputes.
Nor does it spare individuals who
become proud through book learning,
religious dressing, and ritual
performances. The art of praying is
simply: “To see God in all: let this be one’s
daily prayer ...” And the most welcome
news – although to some it may be the
most discomforting – is that salvation is
in your own mind. What must you do to
be saved? Slay your ego, says Nanak.
“When I am, You are not”, Sri Guru
Granth Sahib explains. “He alone attains
to the gate of salvation who stills his ego
from within himself”.
If we self-centredly advance our
personal and group interests at the
expense of brotherhood with others, we
end up without God. Only when you
erase yourself does God appear.

Israeli settlements in the occupied
West Bank as illegal. In the heart of
the Gush Etzion settlement he lost
no time in claiming much of the
credit for secretary of state Mike
Pompeo’s announcement “which
we have greatly worked for”.
He can say that again. For this
indefensible decision overturning
the half century-old western
consensus that the settlements are
illegal in international law is as
much about the political welfare of
two men, as about Donald
Trump’s determination to recast
US policy in favour of the Israeli
right. One is the beleaguered
Netanyahu, whose main purpose
in life now is staying out of jail. His
desperate, but possibly vain hope,
after an inconclusive second
election in September, is that it will
help him to cling on to the
premiership long enough to fend
off a trial on the three corruption
indictments he faces (he denies all
the allegations).
The other is Trump himself,
facing impeachment troubles of
his own, and anxious to please the
pro-Israel elements in his base,
especially the Christian
evangelical element of it, ahead of
an election year. The
administration has in the process
recklessly sacrificed the last shreds
of the US’s claim to be a broker of a
peace which it has instead made
an even more distant prospect
than it was already
Protected by Israel’s military
might, the settlements, swallowing
more and more Palestinian land
and resources, and blocking free
movement for Palestinians,
remain the biggest obstacle to a
negotiated end to the conflict. This
week’s decision won’t change
those basic fundamentals. But it
will empower the settlers’ leaders,
as their reactions have made clear,
to press their calls for further
expansion and unilateral
annexation of large parts of the
West Bank while Trump is there to
give it the green light. And it will
increase the already high levels of
despair among Palestinians who
after more than half a century still
do not enjoy basic civil or political
rights.
Pompeo’s statement on
Monday was an Orwellian
masterpiece of illogic and –
putting it politely – half-truth.
“Calling the establishment of
civilian settlements inconsistent
with international law hasn’t
advanced the cause of peace”, he
explained. As if not so calling them
would “advance the cause of
peace”: Trump used exactly the
same “the right thing hasn’t
worked so let’s try the wrong
thing” argument for reversing
Washington’s 71-year-old refusal
to recognise Jerusalem as Israel’s
capital; and the notable lack of
help that has been in resolving the
conflict is plain for all to see.
Pompeo said that Ronald
Reagan had similarly overturned
his predecessor Jimmy Carter’s
unequivocal stance that the
settlements were illegal. He
omitted to add that even Reagan –
like Margaret Thatcher – was
increasingly frustrated by the
growth of settlements, and
demanded a freeze when the
number of settlers were a fraction
of the more than 600,000 Israelis
who now live in the occupied West
Bank and East Jerusalem.

assertion that would not prejudice
the status of the West Bank in
future negotiations and that the

US remained “deeply committed
to help facilitate peace”. This sat
uneasily with the state department
warning issued shortly afterwards
advising US citizens against travel
to the occupied territories because
of a possible Palestinian backlash
against his announcement.
The reason that declarations of
the settlements’ illegality didn’t
“advance the cause of peace” was
not that they were made, but that
successive US administrations
didn’t apply the sanctions that
might have enforced them. “The
US could have stopped the
settlements so easily,” the liberal
Israeli novelist AB Yehoshua told
me back in 2005. “Since the Six
Day War they were saying they
were against the settlements and
they have done nothing.”
It’s sometimes forgotten that
one of the first lawyers to recognise
the illegality under international
law of civilian settlement in the
Palestinian territories which had
just been occupied in the Six Day
War was Theodor Meron, the
Israeli foreign ministry’s own legal
counsel at the time. Meron, who
rose to be a renowned
international jurist and president
of the International Criminal
Tribunal for the former
Yugoslavia, confirmed – to The
Independent as it happens – in
2007 that was still his view.
But Pompeo’s announcement
has wider implications than for the
Israeli-Palestinian conflict, serious
as those are. And on that its hard to
better the tweet by the former
Swedish prime minister Carl Bildt:
“The new US position that
international legality is of no
relevance will undoubtedly
discreetly please both Moscow
and Beijing. They will no longer
have to be lectured by the US on
Ukraine and South China Sea. But
the rest of the world will be less

Sunway’s net profit up 27%
to RM183m in third quarter
PETALING JAYA: Sunway Bhd saw a
26.6% jump in its net profit to
RM183.42 million for the third quarter
ended Sept 30, from RM144.92
million previously, mainly driven by
higher contributions from property
development, property investment,
quarry and others segments.
Revenue, however, declined
13.4% to RM1.23 billion from
RM1.42 billion.
In its filing, the group noted that
contributions across most business
segments had increased, except for
its construction segment.
“The construction segment’s

due to higher vessel utilisation.
The product and development
segment, meanwhile, saw a PBT of
RM29 million against a LBT of
RM4.1 million, attributed to the
resolution of a dispute pertaining
to petroleum cost.
For the cumulative nine-month
period, Petra Energy posted a net
profit of RM40.87 million
compared with a net loss of
RM41.88 million in the same
period a year ago, while revenue
surged 70% to RM468.52 million
from RM275.59 million.
Looking ahead, the group said
there are signs that the industry is
recovering from a period of low
activities.

MRCB posts lower quarterly earnings

Resources Corp Bhd (MRCB)
posted an 87.3% plunge in net
profit to RM2.52 million for the
third quarter ended Sept 30,
compared with RM19.79 million
in the previous corresponding
quarter, due to lower
contributions across the group’s
various divisions.
Revenue stood at RM372.74
million, 43.8% lower than the
RM663.75 million previously.
For the nine-month period,
the group’s net profit was 76.3%
lower at RM17.71 million, from
RM74.77 million due to the sale of
two pieces of freehold land in
Jalan Kia Peng in Kuala Lumpur
and Batu Feringgi Penang for
RM387 million which resulted in
one-off pre-tax profit gains of
RM66.8 million in 2018.
MRCB also noted that its 50%-
owned LRT3 project joint venture

its loss before tax widened to RM1.53
million from RM631,000.
Hibiscus said its asset teams from
both Anasuria and North Sabah are
targeting to execute production
enhancement projects that could
potentially enhance the net oil
production rate to over 12,000
barrels (bbls) per day by 2021.

financial year ending June 30, 2020 is

Revenue also decreased 16% to
RM2.77 billion, from RM3.3 billion
previously, due to lower dated Brent
prices.
In a filing with Bursa Malaysia,
Petron said it had recorded a total
sales volume of 8.8 million barrels in
Q3’19, compared with 9.1 million
barrels in Q3’18.
“While export sales declined from
reduced production due to the refinery’s
scheduled maintenance, domestic sales
grew slightly year-on-year,” it said.
For the cumulative nine-month
period, Petron saw a 40.8% drop in
net profit to RM148.16 million, from
RM250.09 million, and a 6.7% decline
in revenue to RM8.54 billion from
RM9.15 billion previously.
Looking ahead, Petron said
despite the challenging business
environment it remained committed
and on track in pursuing its various
strategic programmes.
“While Malaysia’s economic
outlook remains encouraging, the
recent changes in government
regulations affecting prices of local
petroleum products can potentially
alter buying patterns of consumers.
“Nevertheless, with its risk
management system in place, the
company is confident to continue

SINGAPORE: Singapore revised its
third-quarter economic growth
upwards yesterday, signalling some
stabilisation in the bellwether Asian
economy that has been hit by the
trade war between the United States
and China.
Less gloomy prospects for the city-
state also prompted the government to
tighten its 2019 growth projection
toward the top of its previous forecast
range while the 2020 outlook
suggested a modest improvement with
exports seen reversing their decline.
“It’s a sign that conditions are not
too pessimistic and that there are still
some sectors which are still getting
modest growth,” said Jeff Ng, an
economist at Continuum Economics.
“We expect some stabilisation in
growth momentum ahead although it
will be still below trend.”
Gross domestic product (GDP)
rose 0.5% year-on-year, data from the
ministry of trade and industry
showed, faster than the 0.1% growth
seen in the government’s advance
estimate and matching the 0.5%
predicted in a Reuters poll. It was

Locality, buildability key determinants
of house prices
I
NCOME and house price are often used to
determine the financial affordability level
of housing. According to Bank Negara
Malaysia’s recent statement, houses
nationwide are “seriously unaffordable” as it is
4.8 times the annual income of the median
household, which is more than the house price-
to-income ratio of 3.0 as set by the international
standard based on the Median Multiple
approach.
While the Median Multiple approach allows
for the comparison of housing affordability
across countries and within a country over
time, it tends to ignore the factor of locality such
as the spatial and socioeconomic
characteristics of an area.
For example, based on the 2016 Household
Income and Basic Amenities Survey Report, the
multiplier 3 of Malaysia’s median annual
income of RM62,736 is RM188,208, indicating
the nationwide ideal affordable house price
(Table 1). However, at the state level, both the
ideal affordable house prices in Kuala Lumpur
and Selangor are higher than the one at the
country level, at RM326,628 and RM260,100,
respectively.
If the scale of measurement is to be based on
the city level, housing affordability tends to
increase further. Even though located in the
same state, the monthly household income for
cities can be different from each other.
Likewise, the resulting affordable house prices
are definitely different from the one estimated
at the state and national levels (Table 2). For
example, both Mont’ Kiara and Melawati are
residential areas located in Kuala Lumpur, but
the ideal affordable house prices vary
substantially, at RM725,760 and RM336,960,
respectively.
Given that the property market is dynamic
and segmented in nature, one should not solely
interpret housing affordability from the macro-
scale perspective, but to zoom into the micro-
scale level. As stated by the Housing and Local
Government Minister recently, affordable
houses should be reasonably priced based on
the area’s average household income. In fact,
one of the thrusts in the National Housing
Policy (2018–2025) is to develop a localised
housing affordability measure, so as to ensure
there are no geographical mismatches in terms
of the provision of affordable housing.
Unfortunately, the policy has gone beyond
just to provide a more practical and accurate
housing affordability measurement. It attempts
to control house prices, including the free-
market homes, which is expected to pose a
negative impact to the housing industry. House
price control as a mean of direct economic
intervention to manage the housing
affordability may have been enacted with the
best of intentions, but its relevancy needs to be
considered deeply, especially from the
perspective of economics.
The long history of countries implementing
price controls has shown that, at best, it is only
effective measure on an extremely short-term
basis. Over the long term, price controls
inevitably lead to problems such as shortages,
rationing and deterioration of quality.

SIX years may be a long wait for

fans of Frozen (2013), and it
does not help that expectations
are high considering Frozen was
the highest grossing animated
film of all time, before The Lion
King (2019) dethroned it.
To be fair, this movie does
attempt to answer a few
questions, such as the origins of
Elsa’s powers and where her
parents were heading when
they got lost at sea.
The story begins with a
young Elsa and Anna being told
a story by their father (Alfred
Molina) about the tragic events
that led him to become King of
Arendelle overnight. Their
mother Queen Iduna (Evan
Rachel Wood) then comforts
them with a song about a
magical river.
Frozen 2
Flash forward a few years
after the events in Frozen, we
learn that Anna (Bell) and
Kristoff (Jonathan Groff ) are
now a couple, and Olaf the
snowman (Gad) is still with
them courtesy of Elsa’s
(Menzel) magic.
Out of the blue, Elsa starts
hearing a mysterious voice
calling to her, and when she
responds, it leads to events that
force the evacuation of
Arendelle.
The troll king (Ciaran Hinds)
arrives and warns the sisters
that the past is not what it
seems, and that they need to
seek the truth in order to save
their kingdom.
So off go our fearless
foursome along – with
reindeer Sven in tow – to find
the mysterious forest their
father spoke about years ago
and unlock a hidden secret.
There are more laughs in
this movie, with Olaf stealing
every scene. Elsa has her big
number, but it is not as
memorable as Let It Go.
There is also a message
about protecting nature
(which is timely), and a few
new characters.
At a little more than 90
minutes long, the movie is
short but packs a lot in terms
of a main story and sub-plots.
There is also a post-credit
scene fans won’t want to

hitting each other violently in
the boxing ring, and the
crowd cheering their hearts
out.
The losing fighter is Zain
(Fify), who ends up owing
money to fearsome mob
boss Raja (Dain Said), who
has an entire community
under his thumb.
Fortunately, Zain’s
brother Hassan (Hairul
Azreen), has just returned
from a stint in the army and is
ready to help her.
He persuades his sister to
negotiate a settlement with
Raja. But Raja is not
interested in peace.
Instead, Raja wants a
match between the siblings,
Wira
and his own two children Vee
(Ismi) and Rayyan (Hogan).
However, the fight doesn’t
go as planned, leaving an
enraged Raja seeking
revenge against Hassan and
Zain.
The greatest thing about
the film is its fight scenes,
which have a touch of
edginess and danger.
And no wonder, as
director Teh engaged well-
known Indonesian action
choreographer-cum-actor
Yayan Ruhian, who also has a
role in the film.
Acting-wise, leads Hairul
and Fify are rather stiff. The
interaction between the two,
which is key to show the love
between the siblings, looks
artificial and lack chemistry.
The ones who impressed
me the most with their acting
skills were Dain, who plays
the villainous Raja, and Hilal
Azman who plays Munaz,
Hassan and Zain’s father.
One of the most intense
scenes in the movie is when
Raja visits Munaz to talk
about their hostile
relationship and their
children. Both of them
complemented each other
well, and executed the scene
excellently.
Personally, Wira is not a
bad Malaysian film to spend
your time watching. You will
definitely feel the adrenaline

Time to reconsider
oPrince Harry and Meghan Markle are not
the first couple to skip joint family holidays

T
HE holidays are looming, but
this year it’s different. This
year, you’re a new parent
with a tiny baby in tow.
Suddenly, the annual family
throw-down at your in-laws’ house,
complete with Christmas lunch, a
family walk to church, a black-tie
Christmas Eve dinner, gifts for people
who literally have everything, a
soccer game with your brother-in-law
and a non-optional round of
charades seems ... daunting.
Perhaps that’s why, even though
everyone in the British royal family is
no doubt itching to see little Archie in
his holiday PJs on his first Christmas,
Meghan Markle and Prince Harry
announced that they will not be
doing the holidays Windsor-style.
Instead, they’ll be opting for quiet
time together with Markle’s mother.
You may not be staring down a
black-tie dinner at your mother-in-
law’s table. But, if you’re a new parent,
you may still wish you could follow
Meghan and Harry’s lead into a less-
hectic holiday.
If that’s your wish, Jenna
LaFreniere, professor of
communication studies and a
specialist in family communication at
Texas Tech University, has a little
advice: “Tell your spouse your true
feelings about it. I think with family,
people are likely to bottle things up –
and you don’t want Thanksgiving
dinner to be the moment when you
lose it.”
Luckily, the arrival of a new baby
presents a natural moment to break
with tradition. Your quest for quiet
time isn’t outrageous, and it doesn’t
have to launch a family conflict, if you
follow a thoughtful approach.
Watch out for expectation
violations: “Around the holidays,
there are so many expectations
coming from every angle,” says
LaFreniere. Expectation violations
result when those ideas about how
holiday time will be spent collide with
an unexpected – and very different –
reality.
“If one spouse expects that you
will spend all day at their family’s
house, and the other is thinking that
you should stay for a couple hours
and take the baby home, you want to
make sure that you’re not having that
discussion over at their parents’
house in front of everyone.”

The single best thing you can do to
head off those expectation violations,
LaFreniere says, is to make time to
talk through your plans with your
partner before the holidays arrive.
“People make those plans pretty
early,” she says, “so the sooner, the

Grandparents to the rescue when parents divorce

WHEN parents divorce, their
children’s world is badly shaken.
It’s important that the kids have
something stable to hold on to at
this testing time, and that’s where
Grandma and Grandpa can really
come into their own.
“Provided the children have a
good relationship with them,
grandparents can serve as an
anchor,” says family therapist
Hans Dusolt.
Nothing’s changed with
Grandma and Grandpa, which is
reassuring. They’re also some
distance from home, where
everything’s at sixes and sevens.
This gives kids space to talk about
their feelings.
“Children sometimes leave
Mum and Dad alone, intuitively
sensing that they’re extremely
preoccupied,” says Gertrud
Ganser, a pastoral counsellor.
Grandparents can specifically ask
their grandchildren what effect
the situation is having on them.
Depending on their age,
children tend to handle a breakup
differently.
“Young children see
themselves much more
intertwined with what’s
happening around them, so they
often get the notion that they
caused the split,” Ganser says,
adding that grandparents can
disabuse them of their feelings of
guilt.
Adolescents, on the other

child, they shouldn’t try to exert
partisan influence over the
grandchildren.
Comments like: “Your dad
never had time for you” or “Your
mum was always overprotective”
are misguided, Dusolt says,
because “they make the children
think they’ve got to decide who’s
right, or who the better parent is.
We know, though, that children
need both parents after a divorce.”
Grandparents can’t stop the
pain and sadness that comes
when parents go separate ways.
“And they shouldn’t act as if
coping is easy,” Dusolt says.
“They’ll be of greater help if they
admit that it’s hard and that they
also cry about the breakup
sometimes.”
At the same time, Ganser says,
grandparents should regularly
allow themselves and the
grandchildren problem-free
zones.
All of the experts emphasise
that while children of divorce
deserve sympathy, they shouldn’t
be treated like victims. By unduly
coddling them, Ganser says,
“you’re telling them they’re in a
miserable situation and that you
don’t think they can handle it.”
It’s better, she points out, to
acknowledge the difficulty but
also to trust the children’s ability
to deal with it.
What’s more, grandparents
shouldn’t try to be their
grandchildren’s “better parents”,
nor should they let themselves be
nudged into this role by the
grandchildren.
When parents divorce, the
grandparents – many of whom are
still working in their occupations
and have busy schedules – are at
risk of becoming overextended.
“Overloading yourself isn’t
good,” Hermans says. “It’s
important to realistically assess
and apply your energy and

How to say no to
owning a pet
SOME parents don’t want a pet in their
home under any circumstances. So what
can they do if their son or daughter really,
really wants to have one?
“If a child’s heart is set on having a pet,
even well-founded arguments against it
are hardly likely to be dissuasive,“ says
parenting expert Danielle Graf, an author,
blogger and mother of two.
Children don’t yet understand that
properly caring for a pet is a years-long
responsibility, often very time-consuming
and sometimes quite expensive as well.
“You should therefore explain your
standpoint and console the child, who’ll be
understandably disappointed by your
decision,“ Graf advises.
“As a consolation, you might do a little
something to make the child happy,“ Graf
suggests – for example by getting a
butterfly or ladybird breeding kit. The child
can then watch all stages of the insects’
development, after which they’re released

T was supposed to be the other way around.
Mauricio Pochettino was expected to be
walking into a job recently vacated by Jose
Mourinho.
That appeared likely to happen when
Mourinho was sacked by Manchester United last
December, with Pochettino said to have been the
Old Trafford club’s primary target.
Yet, less than 12 months later, the irony cannot
be missed as it is the Portuguese who has now
replaced Pochettino at Tottenham after his
ruthless sacking on Tuesday.
Mourinho arrives in north London looking to
rebuild his reputation after a toxic final few
months at Old Trafford, where his miserable
demeanour and spat with Paul Pogba dominated
the column inches.
He did not come out of his stint in the north-
west with much credit at the end, but he has the
chance to restore the balance at Tottenham – a
club that is currently underachieving this season.
The Portuguese remains one of the highest-

the Portuguese’s salary is almost double the
amount that his predecessor earned.
