The line of authority flows vertically from top to bottom and similarly, accountability flows in a
straight line from bottom to top.

2. LINE AND STAFF ORGANISATION:

Each of the staff officers may, in person or through their assistants, render staff aid to each of the
other departmental heads. The HR Manager is considered to be a staff specialist.

3. FUNCTIONAL ORGANISATION:

All activities are grouped together according to certain functions like production, marketing,
finance and personnel and each function is put under the charge of a specialist. This method is
based on the division of work and the advantages of specialisation. The sharp lines of authority are
absent.
