Puyat Avenue, Bel-Air, Makati Dear Secretary Frasco, Subject: DPWH-DOT Tourism Road Infrastructure Program (TRIP) This is to acknowledge your letter dated November 21, 2022, received December 22, 2022 regarding our joint effort to streamline and improve the criteria and process for our DOT- DPWH Convergence Program, or the Tourism Roads Infrastructure Program (TRIP). To immediately move forward in the updating of the Program in anticipation of the budget preparation for FY 2024, DPWH has set the new minimum criteria and documentary requirements for our reformulated process, which will be adopted in the reformulated TRIP towards “TRIP 3.0”: 1. For ongoing TRIP Projects, the DOT shall submit the Re-endorsement of the tourism importance/significance of ongoing TRIP Projects and thus determining whether the remaining sections of each TRIP Road for completion are still priorities of DOT under the new and updated National Tourism Development Plan (NTDP) — otherwise, sect re-endorsements may already be stopped for fundin 2. For New TRIP Project Proposals: a. New proposals per region shall ONLY be evaluated for funding by the respective DOT-DPWH Regional Technical Working Group (RTWG) ONCE the DOT Secretary has endorsed to the DPWH the Regional Post-audit Assessment of the impact of the completed TRIP projects prepared by their respective DOT Regional Office, not later than January 31, 2023. Attached are the following documents for your reference to support this activity: i. Updated list of ongoing projects. ji, Proposed template for the said Post-Audit Assessment, produced by the Consultants DPWH commissioned in the past. b. In evaluating the new TRIP Project proposal, the DOT shall facilitate the following: i. Certification by the DOT that the road project proposal is part of the tourism road network in support of a tourism circuit, consistent with the updated NTDP; ji, Submission of the copy local tourism development plan of the city or municipality, as approved by their respective local councils, which contains the proposed road project as part of its list of priority tourism roads. Certification from a relevant private sector tourism association as supplied by the DOT, that the road project being proposed is part of the regular tourism road network used by tourists in travelling to and from gateways, service centers, and tourist destinations. DPWH will provide the certification that the road being proposed for funding: 1. Is not a new road (road opening is not included under this Program); 2. Requires upgrading (from unpaved to paved), or rehabilitation (restoring roads in bad condition to good condition); 3. The level or scope of upgrading or rehabilitation should be commensurate to the volume of traffic, the type of vehicles, and the load regularly carried by the road; 4, Absolutely should not cause DPWH to pay expenses for right-of-way acquisition; 5. That the proposed road alignment is a. the single, shortest, and most direct connection to and from: i. gateways to service centers, or ii, service centers to tourist destinations, or ili, gateways to tourist destinations; b. serving a purpose that cannot be served by an existing national road, AND; cc. that no other road will be proposed in the future serving the same purpose; 6. Operations and Maintenance shall be turned over to the LGU (Municipality, City or Province concerned depending on the road classification if municipal road, city road or provincial road); and 7. That there is no resettlement required. Since TRIP roads are local in nature, DPWH shall prescribe annually a threshold for the total funding for these projects, after allocating first for the projects under the core functions and mandate of the DPWH, which includes national roads, bridges, and major flood control in major and principal river basins in the country, considering the DPWH budget ceiling set by the Department of Budget and Management (DBM). On this note, it would be useful for DOT to prioritize the proposed projects that will serve as a guide to fill up the threshold allocated for the TRIP Program. ‘The DOT and DPWH, will further enhance the criteria for the identification, prioritization, and funding of road development projects that support tourism development, through the similar Joint Memorandum Circulars that our Departments have issued in the past. For reference, we wish to inform you as well of the significant development that ocurred on December 20, 2022 wherein DTI and DPWH signed its reformulated DTI-DPWH Convergence Program - Roads Leveraging Linkages for Industry and Trade (ROLL IT) 2.0 ~ Logistics Efficiency and Transport Seamlessness to Enhance Agribusiness Trade (LETS EAT) Program. We can organize a similar event for the signing of our Memorandum of Agreement for the TRIP 3.0, adopting the same general direction of the ROLL IT 2.0-LETS EAT Program. Attached is the copy of the signed DTI-DPWH Convergence MOA. ‘Attached is the usual organizational chart for the TRIP Convergence Program. We request your good office to inform us of the appointed Champion for the Program and the Chairpeson assigned for the TWG. These information are needed as well in finalizing the new MOA. With the developments towards our TRIP 3.0 and the LETS EAT Program, I believe that our collaboration efforts can substantially plan and deliver road projects that will facilitate faster development of our priority industries, such as tourism, agriculture, and logistics, that can push our economic growth further. Puyat Avenue, Bel-Air, Makati ‘Subject: Updating the DOT-DPWH Convergence Program for FY 2024 Dear Secretary Frasco, This has reference to the DOT-DPWH Convergence Program, also called, the Tourism Road Infrastructure Program (TRIP) and the need to conduct post-audit assessment of the impact of the completed projects, revalidation for possible and reendorsement of the ongoing projects, and the need to revisit the Program using the results of the post-audit assessment in light of the priority of President Marcos to employ tourism as a tool to accelerate economic recovery and sustainable growth. From 2012-2022, the DPWH has already allocated around Php 179.97 Billion. In the NEP 2023, DPWH has allocated around Php 15.67 Billion. With this amount of investments from the government, it is necessary that current Administration utilizes the best practices of the past ‘Administrations and make some improvements to minimize the challenges experienced at the ground level. Informed by these experiences, the Program can improve its criteria including documents required and processes. In this light, may we request your good office to undertake the following for FY 2024 programming references: 1. Revalidate for possible re-endorsement the tourism importance/significance of the ongoing TRIP Projects (see attached current list enrolled in TRIP). These projects passed through the Tourism Road Infrastructure Project Prioritization Criteria (TRIPPC). There is a need to determine whether the remaining sections of each TRIP Road for completion are still priorities of DOT in terms of its tourism importance, guided by the road's impact on increasing tourism arrivals, tourism revenues, employment generation, new investments for tourism establishments, and other tourism impact indicators used by your Department. Please categorize them in this way: a. Priority I: High-level Priority - roads directly connected to major tourism destinations based on the National Tourism Development Pian (NTDP) i, Rank 1: Road Name li, Rank 2: Road Name i, b. It should be emphasized that DPWH core mandate focuses on our national roads and bridges and the support to Convergence is the DPWH way of contributing to national economic development through its local infrastructure support. For 2024, DPWH will establish a minimal support allocation to the TRIP. 2. Conduct of TRIP Impact Assessment of all completed TRIP Projects, using the tourism impact indicators mentioned above; Furthermore, the DPWH will undertake the following by January 2023: 1. Organize interagency dialogue with the DOT focal person/s down to the Regional counterparts on the reformulation of the Program, guided with the results of the post-assessment and to integrate near-term and medium-term agenda of the Marcos Administration to craft a new development framework for tourism road infrastructure convergence, and integrate the cross-cutting requirements of other sectors related to tourism such as logistics and health. 2. Revise, update, strenathen, and modernize the criteria, process, workflows, and working arrangements in identifying, prioritizing, funding, programming, and implementing strategic tourism infrastructure. ‘The DPWH will be more than ready to assist your office with any technical and administrative assistance you may need in order to embark on the activities mentioned above. Under the FY 2022 GAA and FY 2023 NEP contains only the on going or carry over projects for completion. Without the assessment of completed project, revalidation of ongoing TRIP Projects, and updating of the TRIPPC, the Program may not be able to optimize resources and fund new infrastructure projects that will accelerate the growth of the tourism sector.
