Dear Governor Umali:

Mabuhay from the Department of Tourism – Region III!

This is in reference to the letter of Department of Tourism (DOT) Secretary Christina Garcia
Frasco to Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan
dated 21 November 2022 regarding their joint efforts to streamline and improve the criteria
and processes for the DOT-DPWH Convergence Program, known as the Tourism Road
Infrastructure Program (TRIP).

As part of the Strategic Goals and Objectives of the National Tourism Development Plan
(NTDP) 2023-2028, the NTDP’s primary goal is to improve tourism infrastructure and
accessibility to create a barrier-free and frictionless travel leading to DOT’s vision towards
enhancing the Strategic Approaches of Connectivity, Convenience, and E(quality).

In view of the foregoing, the DPWH has set the new minimum criteria and documentary
requirements for the reformulated process of the Program in anticipation of the budget
preparation for FY 2025. A copy of the new guidelines is attached for your perusal. In addition,
we would like to request your office to enjoin all Municipal and City Tourism Offices to submit
the necessary requirements set forth by the DPWH for all ongoing and new TRIP proposals
on or before 9 February 2024.
