For the New Energy Solutions, we provide concept screening and early engineering services along with full

ammonia for various prestigious customers worldwide. We have completed green / blue hydrogen and ammonia
production concept study for Woodside Energy in Australia, wherein as part of our scope of work our team has
performed technical and economic evaluation of green/blue hydrogen and ammonia production at varying
capacities. We would like to further mention that our storage solution team has built more than 340 low temperature
Ammonia storage tanks in over 40 countries.
Particularly for hydrogen industry, McDermott has long-term experience globally across all elements of the supply
chain. This includes experience in hydrogen production, handling, storage and distribution systems. Historically, we
have delivered over 200-hydrogen production projects globally and we are currently executing hydrogen projects
where we are producing renewable ‘green’ hydrogen and blending it into the natural gas grid. Through our
experience, we have strong relationships with multiple technology providers and electrolyser manufacturers, which
enables us to select the best solution for any project.
In the downstream and refining sector, we also have a strategic agreement with Lummus Technology. With a
heritage of technology development spanning more than 100 years’ experience, encompassing approximately 130+
Licensed Technologies; 3,400+ patents, patent applications and trademarks. Lummus Technology provides one of
the industry’s most robust technology portfolios to the hydrocarbon-processing sector.
Indian Oil & Gas sector is key focus area for McDermott’s management and in India, McDermott has 4 offices, with
highly experienced engineers and adequate support staff, covering all the disciplines & activities required for the

PMC proposal for FEED, PMC and EPCM (part) serviced for Maleic Anyhydride (MAH)
project of IOCL, Panipat India. I was the PEM for the bid.
Pre-Bid Engineering for an Onshore Gas Separation Plant of (PTT) Thailand Jan-Mar 2021.
The project included inlet pipeline, gas separation complex including acid gas removal, mercury removal, Ethane
recovery, NGL fractionation and utilities / Power generation. The bid process included design development including
licensor selection and engineering to come out with CAPEX/OPEX estimates for competitive bidding. I was responsible as
the Project Manager for the bid from McDermott side. McDermott decided not to bid midway due to various concerns on
the project’s feasibility, execution methodology and the EPC risks.
FEED proposal for an Onshore Gas Plant for PTTEP. I was the proposal Project Engineering
Manager.
PREEM operates a refinery complex in Sweden. ROCC project is aimed at residue upgradation. Main process unit is
a LC slurry unit to catalytically crack residue and upgrade it to synthetic crude. Other support unit are CSS unit, HPU,
Sulphur block, and U&O. The project was executed in multi office unit environment. I worked as the Project Manager for
Gurgaon office. Was primarily responsible for FEED of Hydrogen Unit and Sulphur block. For most of the duration, the
project was executed in Work from Home mode due to COVI-19 situation. Project was discontinued by PREEM towards
the end of FEED phase.
Main role from Sep’2017 to Jan’2020 has been as department manager for Process
engineering, HSE Engineering and Advanced Simulation department. Before that I was
supporting then department manager for two years. During this period, my primary role was
to provide technical expertise (Process Engineering) to various running projects. Main
responsibilities as department manager, which broadly included:

SRU Block for Chennai Petroleum Corporation Limited (CPCL), Chennai - India
SRU block is part of Resid Upgradation Project of CPCL refinery. The block comprises of ARU, SWS and
SRU/TGTU along with associated utilities.
Was process lead for detail engineering (EPC) of SRU block.
This is a grass- root project and aims at producing Polysilicon (semiconductor grade). Metallurgical grade silicon
is feed and TCS is the main intermediate.
In the detail engineering(EPC phase) of this project, was in a consultative role for Technical support to the lead on
Packages requirements and scheme finalization, interaction with vendors and Guidance to job engineers on all
technical matters

different sizes but the bigger one is having dimensions of 51 X 21 X 6 meter.
This packaged substation is a plug & play solution to substation requirement where responsibility lies
with one vendor for all item under this (HVSG, LVSG, CO2 system, AC & DC UPS, HVAC, F&D Detection,
Bus duct etc.).
b) Other handled packages: DG SETs/ Field instruments/ Fiber optical Cable/ Instrument Air manifolds
etc.
b) Modification of Fire water pump panel: This is small but very complex package as we have to replace
the identical panel from Paterson pump. Vendor was adamant for not providing much technical
information due to their design. Then I discussed personally with sales person from vendor side and get
minimum information required to clear this package for ordering. In this package also I negotiated to get
60 days clean credit with vendor as they had adamant earlier for 100% before dispatch of material.
c) Instrument Hookup material: This package was closed with validity of bulk item for more than 1.5 years
validity. This is incase if we have to re-order similar items on same rate and T&C’s.

1 CONSULTANT shall provide the Technical part of the NIT for Licensor selection with in 2 weeks after the finalisation of Plot Plan and Project Design basis by OWNER. Also Technical evaluation of the Licensors offer shall be furnished with in 14 weeks after obtaining the Offers, clarification and information from Licensors against TQ. Owner to ensure that Licensor's offer /TQ response are available with in 3 weeks to meet the milestone.
CONSULTANT shall furnish the Technical part of tender for Geotech and Survey within 2 weeks after the finalisation of Project site plan. OWNER to ensure that Offers for Geotech and Survey are available with in 2 weeks and CONSULTANT shall provide the TBE within 2 weeks after the receipt of Bids and Technical clarifications. Further Client shall ensure that Geotech and survey Report is available at least 6 weeks before the DFR as this is

prerequisite for Preparation of tender for EPC package and also input for DFR estimate
3 OWNER to ensure that Licensor PDP including PFDs, HMB,MSDS, P&ID, PDS, US, CE, O&M etc. are available with in 2 weeks from the date of award.
4 CONSULTANT shall provide the NIT for EPC with in 1 week from the receipt of Licensor PDP and also Technical evaluation of the bidders offer with in 2 weeks after obtaining the Offers, clarification and information from Bidders against TQ. Owner to ensure that EPC's offer /TQ response are available within 3 weeks to meet the milestone.

2. Consultant services Proposal is based on the Project duration of Total 29 Months (5months for DFR + 24 months for

contactors’ interface requirements related to engineering and developments during EPC stage. Consultant shall be
responsible for coordinating the interfaces.
13. All utilities and other infrastructure such as Land, Power, Fire water, potable water, road connectivity shall be available
at port where ammonia facility shall be installed.
14. All works shall be executed from consultant’s home office (Gurgaon, India).

TERM SHEET
The following outlines Consultant’s key principles which Consultant would like to discuss, to reach a mutual
agreement and incorporate into a Contract should Consultant be successful in being award this Work.

Overall Liability Cap Consultant proposes an aggregate limit of liability of 10% of the Lumpsum

Warranty Warranty is only limited to correctness of deliverables produced by Consultant up
to a period of 6 months of Engineering completion of Phase-1 works.
Liquidated Damages Liquidated damages shall be payable at 0.25% of the Contract value (Lump
(Phase-1) Sum) per week limited to maximum of 5% of the Contract value (Lump Sum)
of Phase-1.
Liquidated damages shall be the sole and exclusive remedy for delays solely
attributable to Consultant.
Liquidated damages shall be applicable on non-completion of DFR within Phase-

Codes & Standards Domestic Project - Consultant shall perform the work in compliance with
applicable Indian Codes and Standards;
Pricing and Payment The contract value shall be paid by Owner as follows:

Phase 2 – Man Hour Rates for Optional PMT at HO & Optional Man-month
rates for Site Activities
Owner shall pay undisputed amounts within 30 days after receipt of a correct and
adequately supported invoice [Consultant requires cash flow neutrality for the
duration of the project].
Any undisputed amounts not paid by the Owner on the relevant due date shall
bear interest at 9.30% per annum from the date following the relevant due date
for payment up to the date of payment.
Performance Bank Bidder requests Owner to Accept the Parent Company Guarantee instead of
Guarantee Performance Bank Guarantee.
Indemnities Consultant requires the provision of mutual indemnities and hold harmless
clauses for damage to property and injury to persons.
Consultant and Owner shall provide reciprocal negligence-based indemnity for
third parties claims.
Consequential Loss Consultant proposes a mutual waiver by both parties to the other for all indirect,
Exclusion incidental, special damages, consequential damages, loss of revenue, loss of
profit, loss of use of capital, and production delays (whether direct or indirect).
Insurance Consultant proposes insurance provisions to be in line with the corporate
insurance policies and are sufficient for the scope of work.
Rely Upon Information A list of rely upon information to be agreed with the Owner. Consultant requires
the ability to rely upon information provided by the Owner as being correct,
adequate and sufficient to enable Consultant to perform the work. If the
information provided is in any manner inaccurate, inadequate or incomplete,
Consultant should be entitled to a Change Order for extension of time and/or
additional costs.
Licensor/Process Technology Inputs, Adequacy Reports, Geo-Technical
Information and As Built Drawings of the facility (if any) as provided to the
Consultant shall be considered as Rely Upon information.
Force Majeure Consultant requires standard industry inclusions in a definition for Force Majeure,
which would include epidemic, pandemic. For any Force Majeure event,

The above amounts shall be payable within thirty (30) days from the date of
invoice submitted by Consultant
1. Subject to a cure period of sixty (60) days, Owner may terminate the
Contract if Consultant commits a material breach of the Contract or if
Consultant files for bankruptcy in respect of assets that adversely affect its
performance under this Contract.
2. In the event of termination for material cause by Owner, Owner shall pay to
Consultant in respect of Consultant and its sub-contractors: (i) The amount
of any progress payments (partially) earned as of the date of termination;
(ii) demobilization costs and (iii) amounts payable for materials and
equipment for which Consultant (including subcontractors) is liable.
3. Following such termination, Owner shall pay all amounts due and payable
to Consultant within thirty (30) days from the date of invoice submitted by
Consultant.

1.0 INTRODUCTION
1.1 ReNew Power, established in 2011, is one of India’s leading renewable energy company in
terms of total energy generation capacity. Since commencing operations with a 25.2 MW

renewable asset base of over 12 GW, including projects under development and in the

have generated many jobs, directly and indirectly. In 2019-20 ReNew Power contributed
nearly 1% of the total electricity generated in India and helped mitigate 0.5% of the carbon
emitted in a year. The company is also the first Indian renewable company to be listed on
NASDAQ and is registered in UK.

manufacturing which will ensure whole value chain coverage.
1.2 ReNew POWER (OWNER) seeks to secure the services of an experienced CONSULTANT
CONSULTANT (herein called CONSULTANT) of Global repute in the fields of Overall project
management, Licensor, Selection , BDEP for offsite & Utilities, preparation of FEED for
Project, Technical bid evaluation , DFR with cost estimate, Management of Detailed
engineering, Procurement and Construction activities of the EPC Contractors, assistance in
start-up, pre-commissioning, commissioning and performance guarantee test run (PGTR)
activities
ReNew Power is considering two project locations, one at Paradip, Odisha, India and second
plant will come up in the Suez Canal Economic Zone. Project site is under evaluation at
OWNER’s end and shall be finalized before award of the works to the CONSULTANT.
3.1 ReNew Power is exploring the opportunity for setting up a Green Ammonia Production
Facilities, and it is proposed that Green Ammonia produced shall be exported to cater
international green Ammonia market demand.
a) The proposed facility shall be utilizing green Hydrogen produced from water Electrolysis
process powered by renewable energy (RE) as input / feed for Electrolyzer. RE would be
fed from Renewable Energy generation plant (Hybrid-Solar & Wind) through Open
Access to meet green ammonia production facility power input requirement. The

proposed facility will utilize 100% of the hydrogen produced in the project to manufacture
green ammonia.
b) Ammonia production plant capacity is decided as 300 Metric Tonnes Per Day.
c) Entire ammonia produced in the plant shall be exported through ship.
d) ReNew Power is in the process of discussion with various Licensors and Manufacturer
of Green Ammonia and Electrolyzer.
e) Water and electric power are the main raw materials for the production of Green
Ammonia.

3.3 Electrolyzer
Electrolyzer stacks electrolyze deionized water to hydrogen and oxygen. Hydrogen after
treatment to remove water and Oxygen to required specifications is sent to Ammonia plant
for ammonia synthesis. Typical generation pressure for Hydrogen is 20-30 bar-g. Oxygen is
produced as a byproduct and is vented to atmosphere.

5.3 General
a. The CONSULTANT will act as an extension of OWNER for the specified scope and
facilities
b. CONSULTANT will ensure that OWNER’s interests are protected and will be
advising/ guiding OWNER on all important matters, to ensure that the Project is
completed within approved cost, meeting the quality requirements and within the
specified time
c. All the above activities shall be executed in two phases and detailed list of
deliverables/activities for both the phases shall be discussed and finalized with
OWNER after award.
d. All coordination and communications for the Project will be carried out under the
overall guidance and control of CONSULTANT’s Project in charge.
e. Mid-course changes are expensive and therefore, tendency for changes must be
resisted, unless the selected design is unsafe, unworkable, uneconomical, or desired
by OWNER.
f. Assistance in EC /PESO obtaining statutory approval and monitoring of statutory
approval of the EPC /Package Contractors.
6.11 DFR inputs, e.g., utility prices, product prices, financial charges, construction period
infrastructure provision, township, land cost, chemical and catalyst cost, cost of licensor
mandatory equipment, details of repair and maintenance workshop equipment, laboratory
during KOM.
6.12 Licensor meeting and progress status, if any.
6.13 Details of external power source, raw water, road connectivity, jetty/port.
6.14 Site selection report. Land details with coordinates and site meteorological data including
seismic data during KOM. Encumbrance free land for project site. It is assumed that port
facilities shall be installed in the land available in port.
6.15 Procurement and contracting procedure of OWNER including SCC and GCC and payment

6.17 Award and finalisation of EPC packages.

hydrology and ODC survey.

CONSULTANT will provide advice on the system requirement.
6.20 OWNER’s operational and technical specifications/preferences, if any.

6.22 OWNER shall provide all operating, maintenance and supervisory personnel including
technicians for commissioning and performance test runs. CONSULTANT shall provide
extend technical assistance and arrange technical resources through various EPC
Contractors to assist commissioning and for conducting PGTR of the facilities under their
scope of work.
6.23 Invoicing and payment to all contractors/Supplier
6.24 Obtaining statuary approvals, viz., Environment clearance from local authorities like PESO,
CEA, etc.
The project schedule would also identify all the OWNER and external inputs with dates such
that the Project schedule clearly identifies the same while setting up the timelines.
During the KOM, the communication protocol between OWNER, Licensor, EPCs and
CONSULTANT shall be finalized for smooth flow of information.
7.6.2 RCM shall report to the Project Director to ensure efficient monitoring of the work for timely
completion, complying with project HSE and Quality requirements. Resident construction
manager will be the single point of contact at site with OWNER and other stake holders and
will communicate as per the agreed communication protocol to be agreed during KOM. All
the key personnel shall be as per the qualification and experience criteria given in the contract
document.
7.6.3 CONSULTANT’s Manpower Plan shall include:

their manpower deployment schedule on monthly basis with distribution of Foreign / Indian/
Local personnel.

7.10 Procedures
This scope is applicable if project management support is sought by OWNER. This is
reimbursable scope.
To maintain uniformity in the project complex, common procedures, standards &
specifications, shall be followed for execution of the project in all the EPC /Package tenders.
The project document numbering and color-coding procedure shall be followed in line with
the procedure issued by OWNER and CONSULTANT. CONSULTANT shall also prepare a
project communication procedure based on guidelines given by OWNER communication

project schedule is more than indicated in the RFP which needs critical review and discussion
before award. However an endeavor to Project schedule can be made subject to availability
of inputs/offers/ award etc. as tabulated below

RO RO jetty shall be constructed as part of the enabling facilities.
d. Value Engineering
CONSULTANT proposes to perform value engineering to provide Techno economical
solution considering the space constraints and to minimize the interfaces between various
project under implementation at site.
e. Modular assembly and fully dressed up erection
It is envisaged to completely dress up the all the equipment with all prefabricated piping
spools, fire header and rings and nozzles, platform and railing, cabling, Painting, and
insulation, at site and erected in single piece which will lead to better quality and reduced
construction time.
Also skid conceptualization and modularization shall be considered to the extent feasible.
f. Prefabricated Structural steel
Structural steel shall be bolted type design, prefabricated at manufacturing yard/shop to
ensure better quality, timely delivery, and reduction in site manpower.
Prefabricated structural steel shall be shipped directly to site by the respective agencies.
Steel structural shall be erected with full strength Bolting Connections.
Steel structures including pipe racks and technical structures shall be modularized to the
extent possible for transportation and site erection.
Modular designs and wide flanged steel sections shall be maximized in structural steel design
to provide fillip to site works and have reduced activities at site. Site welding in structural shall
be minimum and avoidable. Heaters, tech structural modules, pumps skids etc. shall be
modularized from the design stage itself for fast erection at site.
g. Piping Material specification
An endeavor shall be made to standardize the piping material specification across the
complex. This PMS shall incorporate Licensor’s specification for optimization of Inventory.
Piping sizes shall also be minimized.
h. Piping prefabricated spools
Emphasis shall be given to minimize site work and all efforts shall be made to procurement
piping spools to the extent feasible especially high pressure, IBR piping etc., and site welding
will be limited to site weld. Prefabrication can be done by the supplier including the supply of
spools and materials. Induction bending will be acceptable subject mainlining the minimum
thickness as per codes and standards and PMS.
i. Underground Piping
Underground piping work shall be minimized to provide overall advantage to construction
activities. This shall be ensured during early stage of conceptualization /detailed engineering.
OWS/CRWS system shall be collected in dedicated pits for the units and offsite then
connected to the OSBL through pressurized system to minimize underground piping and
connectivity. Pressurized piping will be utilized for pumping of OWS/CRWS etc. to the ETP
to reduce underground piping and excavation ensuring reduction in overall construction time.
As per project strategy all the cooling water supply & return headers up to sizes 36” shall be
kept over ground.
To minimize work at site, 3LPE coated piping shall be deployed for better quality and
reliability. Pre-coated pipes/ fittings for underground facilities shall be sourced. Coated pipe

along with compatible fitting shall also be sourced along with the pipes. Only joint coatings
(cold application) shall be applied at site.
j. Rationalization of Sizes/ thicknesses
Rationalization of vessels/ columns thicknesses, exchanger tube diameter and thickness etc.
shall be carried out to reduce variety and provide economy of scale advantages. Structural
steel sizes shall also be rationalized, and structural member section size shall be minimized.
k. Aboveground cables
Aboveground cabling shall be considered as far as practicable. which will rationalize the
construction time and provide hindrance free site to various contractors. This will give great
advantage to schedule and safety at site.
l. Precast
Precast designs of Culvert, Road crossings, , manholes/ trenches, pipe rack, etc. shall be
adopted and all Contractors shall be encouraged to comply to the extent possible for fast-
track construction.
m. Heath Safety Environment (HSE)
During all phases of the Project, key focus shall be to adhere to HSE and quality principles
of the OWNER /CONSULTANT and to deliver the Project within cost and schedule.
n. Documents and Drawings Review
EPC Contract DCI/MCI shall be finalized during KOM with OWNER/EPC/Package
Contractors and minimal document shall be kept under approval/Review category.
Drawings and document good for Engineering and procurement will be given priority to
provide flip to Construction activities and also manufacturing. CONSULTANT shall make all
endeavor to approve the critical documents across the table for long lead and other
equipment which governs the schedule. In case required, Vendor shall be asked to depute
their representative to CONSULTANT design office with the design team for across the table
resolution. Further CONSULTANT proposes to consider only 2 rounds of revised documents
for submission. List of documents shall be minimized and will be finalized during KOM.
o. Licensor Communication
Licensor response on any technical clarification /information has impact on the schedule. It
is suggested that all technical communication with the Licensor during phase I shall be by
CONSULTANT and OWNER can be copied. However, during phase II, it shall be by
respective EPC /EPCM, and OWNER can be marked a copy of the same. However, all
commercial matters shall be handled by OWNER.
p. Work priority
OWNER shall be kept informed about the requirement and schedule of facilities to be
delivered by other CONSULTANT working on various Projects to avoid any impact of
completion.
Since OWNER project is being multiple process units, sequence of implementation of
process units and other facilities shall be aligned with commissioning requirement. From time
to time by involving construction team in the process desired priorities shall be always kept
in focus and implementation shall be directed accordingly.
Engineering and construction shall be planned in such a way that there is minimum site
works.
PROJECT EXECUTION PLAN
Microsoft Office software and other approved software will be used by the Project Team
members. Email is to be used in accordance with Project Planning & Scheduling and
Administration Procedure to ensure that instructions and reports are properly directed
between authorized personnel within OWNER and CONSULTANT Project Team. The details

Project Audits and their results are an integral part of the Management Review process and

body. Copies of all Audits shall be distributed to all parties involved including OWNER.
The appointed Project Quality Manager shall be supported by a dedicated team who shall
ensure that a quality product is developed across all facets of the project scope.

16.0 FUNCTIONS
17.1 General
17.1.1 CONSULTANT’s Procurement function covers the range of procurement and subcontracting
activities. The activities under this head shall be performed under the responsibility of the
Project Procurement Manager. The PPM shall be assisted by Procurement Team consisting
of Buyer, Expeditor (desk), Inspection Coordinator, Inspector and Logistic Coordinator and
shall have overall responsibility for procurement on the project comprising of Purchasing,
Expediting, Project Source inspection coordination and Project Logistics coordination
required to successfully complete all Procurement activities. Procurement activities functions
related to EPC scope shall be performed by respective EPC procurement team after the
award of EPC contracts.
17.1.2 The Procurement function for CONSULTANT part of the Project covers the following:
a. Procurement Management

c. EPC Package Management
d. Evaluation of EPC offers

17.1.3 The term “PROCUREMENT” includes following activities required by CONSULTANT on
behalf of OWNER to initiate inquires, perform selection of Supplies, purchasing, desk
expediting, desk inspection coordination, coordination only for transport, insurance, import,
receiving and related activities in connection with materials, drawings and document required
for the Project.

17.5 Logistics
CONSULTANT shall ensure that EPC Experienced persons are assigned the responsibility
for planning, arranging, and monitoring the prompt transportation of equipment / materials
from supplier’s works and from port in case of imported items, to site or any other destinations
as per project requirement.
18.1 General
18.1.1 The Construction team will be led by the Resident Construction Manager and will be
supported by various discipline Construction Engineers (viz: Civil, Structural, Mechanical,

Piping, Electrical & Instrumentation). The construction team will be self-sufficient and
equipped with adequate resources of equipment and personnel. The construction team will
work closely together to maximize the utilization of resources to achieve the best project
progress to meet the Project Milestones.
18.1.2 CONSULTANT will manage & supervise Site contractors to perform construction works who
are already familiar with the project environment.
18.1.3 All heavy lift shall be done by the respective Installation contractors, cranes and all necessary
tools tackles will be in their scope.
18.1.4 Efforts shall be made to maximize modularization so that at site less manpower is used. This
concept shall be imbedded in the engineering phase only.
18.1.5 All construction subcontractors would follow all statutory rules and follow OWNER gate pass
procedure and system.
18.1.6 CONSULTANT site team will be working from a project site office which would be provided
by OWNER inside the project premises. Drinking water and electricity shall be provided by
OWNER in the office building.
18.1.7 Construction site set-up will also include laydown and warehouse for storing bulks materials,
infrastructure for the same shall be developed by by respective EPC contractors.
18.1.8 The CONSULTANT is required to organize and mobilize construction management services
in a systematic and sequential manner to ensure that the PLANT installation is carried out in
accordance with the approved engineering drawings, specifications, standards, QA/QC
procedures etc., and its mechanical completion is achieved within targeted time schedule.
18.1.9 The CONSULTANT shall ensure delegation of adequate and sufficient power to his Site
Manager for effective and smooth functioning of the construction management.
CONSULTANT’s home office support shall be provided to the Site Manager during
construction on all matters.
18.1.10 The construction management functions to be performed by the CONTRACTOR for EPCM
scope will include the following as key function for effective timely and safe execution,
monitoring and control.
Planning, scheduling, monitoring, and reporting
Construction supervision, discipline wise.
Quality assurance and quality control discipline wise.
Field engineering
Health, Safety and Environment (HSE) Management
Statutory clearances and enforcement of statutory rules / regulations and labor
laws.
Personnel/Administration/Industrial Relations

18.6.3 All inspections and QA/QC Test records are to be kept up to date and in first rate condition
by the CONTRACTOR and shall be made available to CONSULTANT / OWNER whenever
requested. These documents shall be handed over to OWNER within one (1) month after
completion of Mechanical Completion of the Project as per Final Documentation Procedures.
18.6.4 All work/ services to be performed by the CONSULTANT under this contract shall be of
specified/ approved quality and the CONSULTANT shall have a Quality assurance / Quality
Control (QA/QC) system during the performance of various activities such as engineering,
procurement, tendering, construction commissioning etc.
18.6.5 CONSULTANT shall carry out a Construction Quality Audit of the Project Facility during
construction phase of the project by an independent group of CONSULTANT personnel not
reporting to the site in–charge. The audit shall employ special tools such as include positive
material identification through alloy analyzers etc.
18.6.6 Review approval of the activities by OWNER shall not however dilute the responsibility of the
CONSULTANT for maintaining quality
18.6.7 QA/QC functions as mentioned above and related to EPCs shall be by respective EPC
Contractors.
To assist in the development of an effective safety program, a HSE Manual including safety
checklist for various jobs shall be developed by CONSULTANT and the same shall be
submitted to OWNER for approval and shall adhered to by EPC Site-in-charge.
The responsibilities will include the following:
To ensure timely completion, each EPC/ CONSULTANT shall establish and maintain an
effective Planning, Scheduling, Monitoring and Control system, including mobilization of
required number of professionally qualified and experienced Planning Engineers for design
office and construction site. The system shall be capable of accurate and timely prediction of
trend, evaluation of adequate preventive actions for likely slippages and formulation of
suitable catch-up schedule for delays, if any have occurred.
This procedure covers Schedule, Control and Progress Measurement aspects through all
the phases of the Project i.e., Engineering, Procurement and Construction Management.
To ensure the completion of the Project as scheduled, every person and / or party concerned
shall observe and execute the work according to this procedure.
Schedules, reports, and documents to be prepared and submitted by CONSULTANT for
review of OWNER at various stages and details of meetings to be held are described here.
During execution of the Project, if this document requires modifications to facilitate smoother
operation of the project (contract), the same can be done with mutual consent of all the
concerned parties.

project trend, with the objective of taking preventive / corrective action. The reflection of
delayed anticipated completion by way of current trend does not in any manner absolve
the CONSULTANT of his contractual obligations as per the contract. This schedule once
approved by OWNER shall not be revised without prior written permission of OWNER.
Once the schedule is finalized, CONSULTANT shall submit in the form of planning package

CONSULTANT shall submit reports, updated schedules and program as described herein
till the completion of all work in the scope of the contract. No chapter / annexure of any
report shall be deleted without prior written approval of OWNER.
PROJECT EXECUTION PLAN
The WBS shall be used as the basis for Planning, Scheduling, Progress Monitoring and
Progress Reporting, and it shall be applied to all Project Control documents.
To identify and to evaluate the work progress of the project, physically measurable work
objects will be decided to the lowest work level in the Work Breakdown Structure (WBS), that
is work volume and consequent weightage factors will be planned to the lowest work level.
WBS for Planning, Scheduling, Progress Monitoring and Progress Reporting is to be
developed by CONSULTANT for their scope of work and submitted to OWNER for approval.
This Progress measurement system is based on Earned Value and Physical Progress
measurement.
20.4 Schedule
For the timely completion of the Project, target schedule (baseline) for achieving Mechanical
Completion shall be maintained.
The schedule shall highlight interface activities in the scope of CONSULTANT/OWNER and
clearly reflect strategies and philosophy of execution (basis for schedule). Major milestones
for each unit shall be depicted at the beginning of the schedule. The project schedule shall
be developed for contractual duration. The schedule shall be reviewed by OWNER and the
comments if any shall be incorporated, and the schedule shall be issued for implementation
within one week from the receipt of comments.
The schedule shall be updated on monthly basis and submitted in linked bar chart form in
A4/A3 size with monthly progress report. The updating shall be compared with the Target
(Baseline) schedule.
This is used as a tool for schedule analysis, providing identification of available float, critical
path(s) etc. that will be developed to embrace the total life and scope of the Project from Zero
date (In this case Commencement is the Zero Date) to Mechanical Completion.
Supporting Schedules to ensure timely completion from EPC shall be established and
maintained for an effective planning, scheduling and control system, including mobilization of
number of professionally qualified and experience planning engineers for design office and
construction site. The system shall be capable of accurate and timely prediction of trend,
evolution of adequate preventive actions by CONSULTANT for review at various stages.
Control Documents shall be prepared, updated and issued in accordance to the requirements
and compatible with the Overall Project / Detailed Project Schedule. These documents shall
comprise as a minimum the following: -

bar chart format and submitted to OWNER on monthly basis.
While updating, the following aspects shall be considered:
Actual date of start and completion for the activities
Actual work progress/ balance work
Contractual completion date for Sub-CONTRACTORS and Vendors delivery not reflected
earlier.
Any changes in estimated activity durations.
Material and drawing availability.
Interface of one agency with other agencies.
Various statutory reviews/ approval.
Interface between unit & offsite / Utilities i.e. permanent power and water, waste disposal.
Any changes in execution logic/philosophy and engagement of number of agencies/ Sub-

All input for the overall schedule shall be furnished by each EPC before the cutoff date to

1 CONSULTANT shall provide the Technical part of the NIT for Licensor selection with in 2 weeks after the finalisation of Plot Plan and Project Design basis by OWNER. CONSULTANT shall furnish the Technical part of tender for Geotech and Survey within 2 weeks after the finalisation of Project site plan. OWNER to ensure that Offers for Geotech and Survey are available with in 2 weeks and CONSULTANT shall provide the TBE within 2 weeks after the receipt of Bids and Technical clarifications. Further Client shall ensure that Geotech and survey Report is available at least 6 weeks before the DFR as this is
