I. What is Watershed?

3 Defined by law as land area drained by a stream or fixed body of

water and its tributaries having a common outlet for surface
run-off (Presidential Decree No.705, section 3).

A basin-like formation of the earth’s surface which

serves as a catchment area for the rainwaters. It
includes not only the waterway itself but also the
entire land area that drains to it.

II. The Marbel-Buluan Watershed (MBW) Profile:

MBW provides a range of positive

environmental benefits such as
water filtration and storage, air
filtration, carbon storage, nutrient
cycling, soil formation, recreation, Major
food and timber. Rivers

MBW is a catchment of major

river systems namely: Marbel
River, Palian River and Taplan
River that drains towards Lake
Buluan and eventually drains to a
common outlet going to the
Municipality of Pandag.

5 Located within South-Central Mindanao covering the Provinces of
WATERSHED
South Cotabato, Sultan Kudarat, and Maguindanao with a total area
of 121, 861.43 hectares
LEGAL BASIS:
Cabinet Cluster on Climate Change Adaptation and Mitigation Resolution
N0. 2012-001.
Ø Adopting the 18 Major River Basins as Priority Areas for Government
Intervention.
Philippine Development Plan 2010-2016
Ø Highlighted under Chapter10, Conservation, Protection and
Rehabilitation of the ENR, Goal3, on item “Effective Environmental
Governance” (sub-item c, page 333), requires for the harmonization
and streamlining efforts in the Protection and Conservation of ENR
which under scored the need for environmental governance. The
creation of the River Basin Organization as part of the cross-cutting
strategy to institutionalize effective environmental governance at the
basin level.
Executive Order No. 816
Ø Declaring the River Basin Control Office under the DENR as the lead
government agency for the Integrated Planning, Management,
Rehabilitation and Development of the country’s river basins.
Executive Order (EO) No. 753 (s. 2008) as amended.
Ø created the Presidential Task Force on Mindanao River Basin
Rehabilitation and Development (PTFMRBRD)
Executive Order No. 50
Ø Abolition of the Presidential Task Force on Mindanao River Basin
Rehabilitation and Development and transferring its functions to
Regular government agencies.

Ø an integrative development initiative that aims to institutionalize the
sustainable development and management of Mindanao’s resources.
Section 468, Local Govt Code
Ø Provincial Board can pass ordinances that:
- protect the inhabitants from the harmful effects of man-made or natural
disasters and calamities and to provide relief services and assistance for
victims;
- protect the environment and impose appropriate penalties for acts
which endanger the environment;
- prescribe reasonable limits and restraints on the use of property
within the jurisdiction of the province;

Ø Municipal Council can pass ordinances that:

disasters and calamities and to provide relief services and assistance for
