schemes failed in the state as the
benefit hardly reached the
common man," Singh told an
election rally in the Narpatganj
assembly constituency in Araria
district. The prime minister began
a day-long campaign Saturday for
the October-November Bihar
elections, asserting that the
Congress was working for the
common man and was committed
to the development of Bihar.
He appealed to the voters to
give a chance to the Congress this
time to form a new government
for the development of the state.

104 armymen punished for rights violations

A total of 104 army officers, junior
commissioned officers (JCOs) and
other personnel posted in Jammu
and Kashmir were found guilty of
human rights violations and
punished in the past 20 years, the
Indian Army said Saturday.
The army, however, did not share
the nature of the complaints and the
kind of punishment awarded to the
guilty personnel.
Out of the 104 personnel who
were punished, 39 were officers,
nine were JCOs and 56 were other
personnel, an army spokesperson

Lucknow, Oct 16 (IANS)
The All India Muslim Personal Law
Board Saturday said it had decided to
appeal in the Supreme Court against
the Ayodhya verdict given by a
three-judge bench of the Allahabad
High Court last month.
The decision was taken at a
closed-door gathering of the 51-
member executive held at the Darul-
Uloom, Nawa-tul-Ulema, popularly
known as Nadwa here.
"The meeting felt that this
judgment suffers from a number of
infirmities. The executive committee
of the All India Muslim Personal
Law Board (AIMPLB) considers it
to be the right and obligation of the
Indian Muslims to challenge the
judgment in the apex court and
remove distortions introduced by the
judgment in the basic values of the
constitution and the established
norms of jurisprudence," the Board
said in a press statement. "Under
these circumstances, the Board
rights violations were received in
the past 20 years and 1,508 of them
were investigated. Six cases were
still being investigated.
Of the total complaints received
and investigated, only 35 cases
were found to be true, the
spokesperson said.

progress is more rapid than
expected. We get about 4 lakh RTI
pleas every year and about 95
percent of them are filed by public
authorities. It will be nice if there is
more participation from other
sections of the society."

their queries would obviously get

BJP's pyrrhic victory in Karnataka

The Bharatiya Janata Party (BJP) may have won
the trust vote in the Karnataka assembly but at the
cost of straining the confidence of the people.
Besides, the narrow margin of its victory is only
a thin buffer against the possible loss of power
because the party will continue to be on
tenterhooks till the high court delivers its
judgment on the petition from the 16 legislators
on their disqualification by the assembly speaker.
However, the BJP's hope is that its opponents -
the Congress and the Janata Dal-Secular (JD-S) -
do not evoke much confidence about their ability
to provide good governance. In fact, Karnataka's
tragedy is that all the three parties are virtually
mirror images of one another where the absence of
trustworthy leaders and allegations of sleaze are
concerned. In addition, all of them have exposed
themselves to the taint of opportunism by their
convenient switching of partners. The JD-S, for
instance, has been allies of both the Congress and
the BJP while the latter succeeded in forming a
government in 2008 by winning the allegiance of
several legislators seemingly by foul means rather
than fair. The role of the business tycoons from
Bellary, Janardhana and Karunakara Reddy, who
became ministers, has been under scrutiny in this
regard. They have also been accused of illegal
mining. It is this atmosphere of venality, mainly
related to the Bellary brothers, which has harmed
the BJP's reputation more than anything else. The
apparent failure of Chief Minister B.S.
Yeddyurappa to exercise adequate authority - he
has been mocked for being afraid of the Reddys -
has further damaged the party's standing. Not
surprisingly, therefore, when a section of party
members as well as the Independents raised a
banner of revolt following a cabinet reshuffle, the
familiar allegations of horse-trading were made.
Only this time it was not so much the BJP which
was at the receiving end of the charges of money
changing hands as the JD-S, which was suspected
of housing the rebels in Goa in order to keep them
out of the BJP's reach. For the moment, the
Yeddyurappa government has been saved by the
Speaker's controversial decision to disqualify the
rebels in order to prevent them from voting during
the trust motion.
To what extent his interpretation of the anti-
defection law in this respect is right is open to
question. However, it is almost certain that the
government would have fallen if the dissidents had
been allowed to vote. The BJP's desire to save the
government is all the greater because Karnataka is
the first south Indian state where it has been able to
come to power. Given its weakness in the three
other states in the region - Andhra Pradesh, Tamil
Nadu and Kerala - Karnataka is likely to remain the
only southern state in the foreseeable future where
it will have some presence. But the damage it has
inflicted on itself by its eagerness to hold on to
power can prove to be a debilitating one in a state
which is a frontrunner where information
technology is concerned and whose capital,
Bengaluru (formerly Bangalore), has earned a
name for itself for its cosmopolitanism. To many
in Karnataka as well as outside, it can seem
strange that such a state, which is known for its
modern and sophisticated IT sector should have
had such unprepossessing personalities as the
Congress's Dharam Singh, the JD-S' H.D.
Kumaraswamy and the BJP's Yeddyurappa as
chief ministers in the last few years.

A lesson in motivation from a lemon seller

It should not be mistaken that a person who becomes motivating factor has to be a renowned personality
In this strange world of myriad
experiences, someone asked me the
other day about my source of
inspiration. I told the person that my
parents are my biggest source.
However, there are people whose
actions or lives I find very
motivating. It should not be
mistaken here that a person who
becomes someone's motivating
factor has to be a renowned
personality.
Most of the people, especially
students, either credit their parents
or some great man/woman as if the
rest of the world is full of tin-
headed mannequins. I beg to differ.
I have a deep respect for all the
'great' personalities but I also
follow a saying by Swami
Vivekananda. In his words, "Read
man. He is the living poem", I find
the idea which is imperative to
motivation.
I remember going to the vegetable
market near my home with my
mother at a time when I was still in
college. Beside the vegetable sellers
what one usually encounters are
beggars who hunt (and haunt) you
till you give them some alms. Most
of them are able bodied men,
women or children who simply
do not want to work. This is
one of the reasons why
people abhor them.
While buying
vegetables, I felt a tap
on my arm. I turned to
meet a boy whose
appearance initially
made me believe
that he was one
of those whom
the people
generally disliked
but in a moment, I
recognized my
folly. He had with him a small
basket, full of lemons, which he was
trying to sell. He asked me and my
mother whether we needed some.
The boy was slightly different from
the other lemon sellers. He was no
more than four and half feet tall,
dark complexioned and poorly
dressed. The basket hung in front of
him with a rope
that came over
the back of his
neck. I noticed
that he used
only one
of his hands to
make transactions.
The other hand
was peculiarly warped. I
took note that one of his eyes
had a medical defect as the
pupil was ashen in colour and
the other was half closed. Despite
these physical drawbacks his voice
had a strange calm that I felt.
Without the basket he could have
easily posed as a tramp, yet as I
said, he was different from the
others. He was trying to earn
despite his disabilities. Where able
bodied people begging on the
streets have done nothing but bring
disrespect to the nation and have
cast doubts over the large-
heartedness of Indians, this boy was
like a lesson in flesh and blood to all
those who were either demoralised
or were simply careless.
My mother bought ten lemons
even though we didn't need them as
just a few minutes ago we had
purchased our required quantity
from another seller. We felt that he
must be rewarded for his hard work
and more importantly, the zeal to do
it. Mother went back to buying other
stuffs and I kept looking at the boy
who went his way trying to find
more customers. Years passed and a
couple of weeks back I recognized
the same boy while he was walking
down the corridor in front of a row
of large shops. Other than his height,
his body looked the same but this
time there was no lemon basket and
he was dressed in decent clothes.

potatoes. Glycemic index (GI) is a measure of
the effect of carbohydrate on blood sugar level.
Three groups were randomly selected, each
having a diet that includes five to seven
servings of potatoes per week and surprisingly
results showed that all the three groups lost
weight. One medium sized skin-on potato contain
just 110 calories per serving, boosts more potassium
(620 grams) than a banana. It also provides almost
half the daily value of vitamin C (45 percent), and
contains no fat, sodium or cholesterol in it.

NGO Child Rights and You (CRY)
said. Sharing some of their case
studies, the official said: "We found
two-and-a- half year old Suraj
Basfore living on the platform of the
Kalyani railway station in Kolkata
along with his five-year-old sister.
Their combined earning was Rs.20-
25 a day which is duly handed over
to their father, a leprosy patient,
who begs for a living."

But he said "there is a need for fiscal restraint
given that the economy isn't as robust as it was
when the Games was awarded. "We may need to
make the Games a bit more elastic. Do we really
need a 50,000-seat track and field stadium? We do
not. And does it need to host the opening and
closing ceremonies? No."
McLatchey said the problems
in Delhi showed that the CGF
also needed to reform its
processes for the oversight of
future Games hosts through its
coordination committee. "The
government played a greater role
than the organising committee in
the successes and failures of
these Games. So it's not enough
for the CGF to deal with the
organising committee. It has to
develop better relationships with
all the stakeholders.
"We could have done more to
help, but the recipient should also
be ready to accept the help."
McLatchey, who acted as a
consultant to the Delhi organisers, admitted there
were substantial frustrations in dealing with the
Indian committee, which he said repeatedly
ignored the advice of the foreign consultants it
employed, most of whom had vast Games
organisational experience. "We had 24 people
working here every day and of course there were
problems but they came down to three main
factors," he said. "The first was the late delivery of
venues, and that cascaded into the second thing,
putting enormous stress on the delivery system to
respond. And thirdly, some of the planning wasn't
as well-developed as it should have been.

Asian Games in China. Sushil, who

gold in the 66kg event, wants to
recover from the shoulder injury he
suffered during last month's world

time to recover. The World
Championships is a very tough
competition and immediately
thereafter, I started preparing for
the Commonwealth Games.

Champion shuttlers and
Commonwealth Games gold
medallists Saina Nehwal, Jwala
Gutta and Ashwini Ponnappa arrived
here Saturday to a low-key welcome.
It was a private television channel
which welcomed the stars. Officials
of the Sports Authority of Andhra
Pradesh and others did not turn up at
the Rajiv Gandhi International
Airport.
Parupalli Kashyap, the bronze
medallist in men's singles and India's
chief coach Pullela Gopichand, also
arrived with Saina and others.
Saina, Jwala and Kashyap are from
Andhra Pradesh while Ashwini, who
partnered with Jwala to win the gold
in women's doubles, hails from
Karnataka.
"It was a fantastic feeling. I can
never forget it," said Saina on her
gold medal winning performance in
women's singles. The world number
three in badminton said the final was
the toughest match of her career.
"The support of my parents, my
coach and the home crowd helped me
to perform well," said Saina. She said
she would now prepare for next

month's Asian Games in China.
Added Gopichand: "It was really
amazing. Two golds, one silver and
one bronze is our best ever
performance in badminton. For the
first time we have won gold in
women's singles and doubles, and
this helped India to achieve the
second place in medals tally."
Saina, Kashyap, Chetan Anand
and Jwala also bagged silver in the
team event.
The Andhra Pradesh government
has announced cash prizes for CWG
medallists from the state: Rs.10 lakh,
Rs.7.5 lakh and Rs.5 lakh to gold,
silver and bronze medal winners
respectively.
Sportspersons from the state
bagged six gold, eight silver and five
bronze medals out of India's 101-
medal tally.
Ace shooter Gagan Narang won
four golds while Asher Noria bagged
a silver in men's pairs shooting
double trap event.
Tennis star Sania Mirza won the
silver. The other silver medallists are
archers Ritul Chatterjee and Ch
Jignas in men's compound team
event.
Abdul Najeeb and S. Geetha also
bagged bronze medals in men's and
women's 4x100 metres relay
respectively. Weightlifter Srinivasa
Rao also won the bronze in 56 kg
category.
