In 1848, Frédéric Sorrieu, a French artist, prepared a series of four prints visualising his dream of a world
made up of 'Democratic and Social Republics', as he called them. The first print of the series, shows the
peoples of Europe and America - men and women of all ages and social classes- marching in a long train,
and offering homage to the statue of Liberty as they pass by it. As you would recall, artists of the time of the
French Revolution personified Liberty as a female figure - here you can recognise the torch of
Enlightenment she bears in one hand and the Charter of the Rights of Man in the other. On the earth in the
foreground of the image lie the shattered remains of the symbols of absolutist institutions.
In Sorrieu's utopian vision, the peoples of the world are grouped as distinct nations, identified through their
flags and national costume. Leading the procession, way past the statue of Liberty, are the United States
and Switzerland, which by this time were already nation-states. France, identifiable by the revolutionary
tricolour, has just reached the statue. She is followed by the peoples of Germany, bearing the black, red
and gold flag. Interestingly, at the time when Sorrieu created this image, the German peoples did not yet
exist as a united nation - the flag they carry is an expression of liberal hopes in 1848 to unify the numerous
German-speaking principalities into a nation-state under a democratic constitution. Following the German
peoples are the peoples of stria, Kingdom of the Two Sicilies, Lombardy, Poland, England, Ireland,
Hungary and Russia. From the heavens above, Christ, saints and angels gaze upon the scene. They have
been used by the artist to symbolise fraternity no among the nations of the world.

Belgium is small country in Europe, smaller in area than the state of Haryana. It has borders
or with France, the Netherlands, Germany and Luxembourg. It has a population of a little over one crore,
about half the population of Haryana. The Ethnic composition of this small country is very complex. Of the
country's total population, 59 per cent lives in the Flemish region and speak Dutch language. Another 40
per cent people live in the Wallonia region and speak French.
Remaining one per cent of the Belgians speak German. In the capital city Brussels, 80 per cent people

speaking community who got the benefit of economic development and education much later. This led to

the Dutch-speaking people constituted a majority in the country, but a minority in the capital.
Sri Lanka is an island nation, just a few kilometres off the Southern coast of Tamil Nadu. It has about two

diverse population. The major social groups are the Sinhala-speakers (74 per cent) and the Tamil-speakers

You will notice one common thing: what people desire are regular work, better wages and decent price for
their crops or other products that they produce. In other words, they want more income. Besides seeking
more income, one-way or the other, people also seek things like equal treatment, freedom, security and
respect of others. They resent discrimination. All these important goals. Infact, in some cases, these may
be more important than more income or more consumption because material goods are not all that you
need to live.
Money, or material things that one can buy with it, is one factor on which our life depends. But the quality of
our life also depends on non-material things mentioned above. If it is not obvious to you, then just think of
the role of your friends in your life. You may desire their friendship.
Similarly, there are many things that are not easily measured but they mean a lot to our lives. These are
often ignored. However, it will be wrong to conclude that what cannot be measured is not important.
Consider another example. It you get a job in a far off place, before accepting it you would try to of been
consider many factors, apart from income, such as facilities for your family, working atmosphere, or
opportunity to learn. In another case, a job may give you less pay but may offer regular employment that
enhances your sense of security. Another job, however, may offer high pay but no job security and also
leave no time for your family. This will reduce your sense of security and freedom.
Similarly, for development, people look at at mix of goals. It is true that if women are engaged in paid work,
their dignity in the household and society increases. However, it is also the case that if there is respect for
women there would be more sharing of housework and a greater acceptance of women working outside. A
safe and secure environment may allow more women to take up a variety of jobs or run a business.
Hence, the developmental goals that people have are not only about better income but also about other
important things in life.
