Air Traffic Control
Air Traffic Control
The FMS ATC data link function provides the following Future Air Navigation System
(FANS 1/A) Air Traffic Services applications: ATS (Air Traffic Services) Facilities Notification
(AFN), Automatic Dependent Surveillance (ADS) and Controller Pilot Datalink
Communications (CPDLC). CPDLC is also known as ATC Comm.
D The AFN function permits the pilot to logon to an ATC center to begin ADS and/or
CPDLC (ATC Comm) operations.
D The ADS function permits an ATC center to request the aircraft to automatically
transmit (using a data link connection), aircraft data derived from on--board navigation
systems (FMS). ADS uses the various systems on board the aircraft to give aircraft
position, velocity, intent and meteorological data. This data is transmitted to the ATS
provider system (ATC Center) for estimating and predicting aircraft position.
NOTE:
ADS refers to Automatic Dependent Surveillance -- Contract (ADS--C).
Automatic Dependent Surveillance -- Broadcast (ADS--B) is given in a later
certification.
D CPDLC (ATC Comm) is an ATS application that permits pilots and air traffic controllers
to exchange messages using a data link connection. CPDLC includes a set of
clearance, information, and/or request messages that correspond to existing
phraseology used in current ATC procedures.
NOTE:
The terms CPDLC and ATC Comm are both used to describe ATC two--way
datalink communications.

2B-- 33-- 20: AFN
An AFN logon is used to establish a relationship with an ATC facility. When the pilot initiates
an AFN LOGON, the FMS informs the ground ATC facility of the location of the aircraft and
its ATS capability. The initial notification message transmitted to the ground ATC facility
includes:
D Four--character ICAO code for the ATC facility (that the pilot must use at logon) as
entered in the LOGON TO field on the MCDU ATC LOGON/STATUS page.
D Flight ID, as displayed in the FLT ID field on the ATC LOGON/STATUS page.
D Aircraft Registration (Tail No.), as displayed in the TAIL NO field on the ATC
LOGON/STATUS page. The tail number is contained in the Aircraft Personality
Module (APM).
D Time (UTC).
The FMS also provides the capability for an active ATC center to request the aircraft to notify
(automatically logon to) the next ATC center.
NOTE:
This capability is known as an AFN Handoff.
The pilot can logon from any FMS, however, only the Master FMS transmits AFN messages.
The Master FMS is the displayed FMS on the coupled side (left or right).
If an ATC LOGON is not accepted by the ATC center within 10 minutes, the scratchpad
message RE--LOG ON TO ATC CENTER is displayed and the pilot should attempt the logon
again.
The pilot interface with the AFN function is provided by the ATC LOGON/STATUS pages.
The procedure for logging onto an ATC facility is described in Procedure 1.

2B-- 33-- 50: ADS
ADS reports are generated in response to commands, called contract requests, issued by
the ATS provider system (ATC Center). The contract identifies the types of information and
the conditions under which reports are to be transmitted from the aircraft.
1. ADS Contracts
Three types of reporting have been defined: periodic contract, event contract, and
demand contract. The aircraft can also initiate emergency reporting, which is a special
case of periodic reporting. In response to a periodic contract, the aircraft assembles and
transmits a message containing the fields at the interval specified in the contract request.
Event contracts define certain events (such as altitude change) which will cause a report
to be sent, independent of any periodic contracts in effect. One demand contract is sent
each time it is commanded from the ATS provider system.
Within the contract request, several different data groups may be specified. These
include the basic position report, which contains three--dimensional position and time,
and additional on--request groups. These groups include aircraft and wind velocity,
vertical speed and limited waypoint information.
When an ADS Waypoint Change event contract is active, position report data is sent
when the aircraft reaches the bisector of the angles at a flight plan waypoint. (This
corresponds to the VNAV sequence point.)
An ATS Provider may issue multiple simultaneous contracts to a single aircraft, including
one periodic and one event contract, which may be supplemented by any number of
demand contracts. Up to four separate ATS Provider systems can initiate ADS contracts
simultaneously with the aircraft.

2B-- 33-- 70: ATC COMM (CPDLC)
ATC COMM provides the aircraft with air--ground data communications capability for ATC
services. ATC Comm is also known as CPDLC. The messages used in the ATC Comm
feature include a set of clearance/information/request message elements which correspond
to existing phraseology employed by current ATC procedures. ATC COMM message
elements encompass altitude assignments, crossing constraints, lateral deviations, route
changes and clearances, speed assignments, radio frequency assignments, and various
requests for information. The pilot has the capability to respond to messages, request
clearances and information, to report information, and to declare/rescind an emergency. A
free text capability is also given to exchange information not available in the predefined
formats.
The ATC COMM application is integrated with the aircraft flight management system (FMS).
Integration of the ATC COMM application into the FMS provides the crew with the ability to
review uplink route clearance messages (flight plans). After review, the flight plan can be
automatically transferred to the FMS Active Flight Plan.
The ATC COMM application provides the capability to accept, manage, and terminate
connections with ATC ground system peers. Once a connection is established, ATC COMM
provides the pilot with the means to exchange messages with the established ATC Authority
(Controller).
An ATC COMM connection is initiated by the Ground--Based ATC COMM (GBATC COMM)
application. For the FANS 1/A program, the avionics ATC COMM application does not accept
a connection unless a successful AFN transaction has taken place with that ATC authority.
Once a connection is established, ATC COMM messages can be exchanged between the
ATC COMM application (aircraft) and the GBATC COMM application (ground).
The ATC COMM application is able to maintain two simultaneous connections: one to the
current ATC authority, and one to the next ATC authority. Only messages from the current
ATC authority are presented to the flight crew. The next ATC authority connection is in a
stand--by mode until an End Service message is received from the current ATC authority.
Transfer of communications occurs when an aircraft traverses ATC authority or facility
controlled airspaces. During a transfer of communications, there are often two connections
to the aircraft, but one is established from the current controlling ground authority GBATC
COMM application (active center), and the second transport connection is established from
the new controlling ground authority GBATC COMM application (next center).
An ATC COMM connection must be established prior to using the ATC COMM
application. An ATC COMM connection is established when the ATC Logon procedure
is performed. Refer to Procedure 1, ATC Logon for directions on the ATC Logon
procedure. The scratchpad message ATC COMM ESTABLISHED is displayed upon
a successful connection.
An ATC COMM connection can be terminated by the ATC center or the flight crew.
When an ATC COMM connection is terminated, the scratchpad message ATC COMM
TERMINATED and RE--LOGON TO ATC CENTER is displayed.

C. Abnormal Connection Termination
An abnormal ATC COMM connection termination occurs under the following
conditions:
D No datalink communications take place for 16 consecutive minutes
D The crew selects ATC COMM OFF on the ATC LOGON STATUS page 2
D The FLIGHT ID is changed on the ATC LOGON STATUS page 1
D The TAIL NO is changed on the ATC LOGON STATUS page 1
D The ATC COMM is cleared after the completion of a flight.
D. Cold Start
When ATC COMM recovers from a cold start, all pending ATC COMM uplink and
downlink messages are aborted, the ATC COMM connection is terminated, and the
active and next ATC COMM center identifiers are invalidated.
E. Warm Start
A warm start does not affect ATC COMM operation.
2. ATC COMM Message Format
ATC COMM messages are comprised of one or more specific message elements. Each
message element contains some or all of the following:
D Fixed text
D Variable text
D Free text.
A. Fixed Text
Fixed text is pre defined text within a message element that cannot be modified by the
pilot. For the purposes of this guide, fixed text is displayed using all capital letters.
B. Variable Text
Variable text displayed in a message element is determined by specific pilot entries.
For the purposes of this guide, variable text is displayed in italics, between brackets,
and represents the value of a pilot--entry. For example, an altitude request is
represented as REQUEST [altitude] (where altitude is the value entered in line 1L of
the ATC Altitude Request page). When a valid altitude is entered in line 1L of the ATC
Altitude Request page, that altitude value is displayed in place of the variable text (if
FL370 is entered, the message element is displayed as REQUEST FL370).
C. Free Text
Free text capability is given to exchange information not available in the defined (fixed
or variable) formats. Free text is used by ATC and/or the crew when necessary to give
additional information not defined by a preset message element.
3. Uplink Messages
Uplink messages are ATC COMM messages sent by an ATC center to the aircraft. Uplink
messages are comprised of one or more message elements in accordance with the ATC
COMM message format (e.g., CLIMB TO AND MAINTAIN [altitude]). The scratchpad
message INVALID ATC UPLINK is displayed if an uplink message is received that is
determined to be invalid and not usable or displayable to the crew.
A. Uplink Message Response
Uplink messages specify a response type for each of the message elements
contained in an uplink message. The type of the uplink message element determines
the response message types available to the pilot. Examples of response messages
are WILCO, STANDBY and UNABLE.

4. Downlink Messages
Downlink messages are ATC COMM messages sent by the aircraft to an ATC center.
Downlink messages are comprised of one or more message elements. Downlink
message elements are encoded and validated in accordance with the preset ATC COMM
message format (e.g., REQUEST CLIMB TO [altitude]). The downlink message is
timestamped with the GPS UTC time. If GPS time is not available, FMS time is used.
If the aircraft is flying an offset path and the downlink message contains any of the
following message elements: ASSIGNED ROUTE, NEXT WAYPOINT, ENSUING
WAYPOINT or POSITION REPORT, the downlink message also includes the following
message: DEVIATING [distance offset] and [direction] OF ROUTE (e.g., DEVIATING
3NM NORTH OF V58)
5. Message Status
The status of an uplink or downlink message is displayed in accordance with Table 10,
Uplink Message Status or Table 11, Downlink Message Status.
Table 10, Uplink Message Status, lists the message display, status and status
description of uplink messages.

9. ATC COMM Message Alerting
When an uplink message is received, ATC COMM decodes the message and determines
the pilot alerting and response requirements. Each uplink message element is assigned
attributes that determine the urgency and alerting requirements of that message. When
more than one message element is contained in an uplink message, the message
element with the highest urgency and alert precedence is assigned to the entire uplink
message.
NOTE:
All alerts, annunciators and scratchpad messages related to the
receipt of ATC datalink messages are inhibited during takeoff and
landing, where takeoff is defined as when the aircraft is below
1000 ft. in a climb and landing is defined as when the aircraft is
below 500 ft. in a descent. Alerts annunciators and scratchpad
messages are displayed for open messages upon exiting the
takeoff or landing phase.
A new aural alert is generated each time a new uplink message is received.
Table 14
ATC COMM Message Alerting

The pilot has the ability to unarm the automatic transmission of a report on the XXXXz
ATC UPLINK page and on the REPORT page. When a report is unarmed, the pilot is
responsible for manually sending the report to ATC. An unarmed report is manually sent
from the VERIFY REPORT page.
NOTE:
If the conditions for the automatic triggering of a report are not and
will not be satisfied, (e.g., A REPORT PASSING [position] uplink is
received, but the flight plan waypoint has already been sequenced
before the uplink is received), the report will not be automatically
sent. In this case, the report must be sent manually by the pilot.
11.Trigger Processing for Armed Reports
Trigger processing for armed reports begins at the time the report is armed. If the trigger
occurred prior to the arming of the report, it is possible that the report cannot be
automatically sent. This is especially true in the case of passing a position.
Trigger processing is performed by the master FMS. When the conditions for sending an
armed report are satisfied, and a report/confirmation downlink message is in the
SENDING state, the corresponding report is sent as soon as the report/confirmation
downlink message is no longer in the SENDING state. When more than one armed report
is waiting to be sent, the messages are sent in the order that the trigger was satisfied (the
first triggered will be sent first). If a triggered message is deleted from the report list prior
to being sent, the corresponding report is not sent.
NOTE:
Once the conditions for sending an armed report are satisfied
(the report is triggered), the report is automatically sent. The ATC
LOG page also displays the type and time of the corresponding
downlink report.

3. Line Selections
The line selections available on the EMERGENCY REPORT page are as follows:
D MAYDAY (LSK 1L) -- Line 1L on the EMERGENCY REPORT page displays
MAYDAY with a triangular prompt to the left, pointing to LSK 1L. When selected,
MAYDAY is displayed without the prompt.
Selection of the MAYDAY prompt displays MADAY MADAY MADAY in the downlink
message. An abbreviated version of a POSITION REPORT, ALTITUDE, and SPEED
is also included in the downlink message.
When MADAY is selected, the VERIFY EMERGENCY page is displayed.
MADAY is automatically selected when the AFCS Emergency Descent Mode
becomes active.
D PAN (LSK 1R) -- Selecting PAN on the EMERGENCY REPORT page performs the
following functions:
- Includes the message PAN PAN PAN in the downlink message
- Deselects the message MAYDAY MAYDAY MAYDAY from the downlink message
- Displays the VERIFY EMERGENCY page.
When PAN is selected, the triangular prompt adjacent to LSK 1R is removed from
display.
An entry of DELETE into line 1R results in the PAN PAN PAN message to be
deselected and the PAN prompt is displayed.
D DIVERT TO (LSK 2L) -- Line 2L on the EMERGENCY REPORT page displays the
DIVERT TO waypoint identifier when a diversion waypoint is selected. When a
waypoint has not been entered, line 2L displays the destination of the active route (if
one exists). The destination is preceded by a triangular prompt when DIVERT TO is
not selected.
Line 2L displays dashes if a waypoint entry does not exist and an active flight plan
destination does not exist.
Valid waypoint entries are as follows:
D Valid Navigation Database identifiers
D Place/bearing/distance entry
D Latitude and longitude entry.
A valid waypoint entry in Line Select Field 2L results in the message DIVERTING TO
[waypoint] being included in the downlink message. When the place/bearing/distance
place identifier corresponds to multiple occurrences in the navigation database, the
WAYPOINT SELECT page is used to select the desired identifier.
If the waypoint entry matches a waypoint in the active flight plan, the flight plan up to
the matching waypoint is included in the downlink message.
Entry of DELETE into Line Select Field 2L when DIVERT TO is selected results in the
deselection of the DIVERTING TO [waypoint] message in the downlink message.
D DESCEND TO (LSK 2R) -- Entering an altitude in line 2L on the EMERGENCY
REPORT page includes the message DESCENDING TO [altitude] in the downlink
message.
Valid altitude entries are in flight level or feet entry format. The feet entry is rounded
to the nearest tenth digit.

When a valid altitude entry does not exist and the altitude preselector is valid, the
altitude in the altitude preselector value is displayed. When the the altitude preselector
is displayed and MAYDAY is not selected, a triangular prompt precedes the altitude
preselector display. If the altitude preselector is displayed and MAYDAY is selected,
message DESCENDING TO [altitude] is included in the downlink message with the
preselector altitude as the ALTITUDE.
When the emergency descent mode is active, 15000 is automatically entered into the
DESCEND TO field.
If neither an altitude entry nor the altitude preselector is valid, dashes are displayed
in DESCEND TO field.
Entering DELETE into line 2L while an altitude is displayed (and the triangular prompt
is not displayed) results in the deletion of the DESCENDING TO [altitude] message.
D OFFSET (LSK 3L) -- An entry into the OFFSET field results in the message
OFFSETTING OF ROUTE being included in the downlink message.
Valid entries in the OFFSET field are a direction and distance with no spaces in
between. The direction is L (left) or R (right). The distance is 1 to 30 (NM).
Dashes are displayed in the OFFSET field when an entry is not valid.
When DELETE is entered into the OFFSET field, while a valid OFFSET entry exists,
the message OFFSETING OF ROUTE is deleted from the downlink message, and the
OFFSET field returns to dashes.
D SOB (LSK 3R) -- Entries into the SOB field represent the number of souls on board.
Valid entries to the SOB field are numeric digits (1 to 999). When the SOB value is
entered, the message FUEL REMAINING AND SOULS ON BOARD is included in the
downlink message along with the remaining fuel time value and the SOB value entered
in the SOB field.
NOTE:
Both FUEL REMAINING and SOB must have valid entries for the
message FUEL REMAINING AND SOULS ON BOARD to be included in
the downlink message.
If the emergency descent mode is activated, the SOB field is automatically set to a
value of 2 (pilot and copilot) + the number of passengers entered on the PERF INIT
page 2.
Deleting an entered SOB value results in the message FUEL REMAINING AND
SOULS ON BOARD being deleted. When the SOB value is deleted, the SOB field is
populated with dashes.
D FUEL REMAINING (LSK 4R) -- When a SOB entry exists, FUEL REMAINING is
displayed in line 4R. The remaining fuel value, if valid, is displayed in terms of
thousands of pounds or thousands of kilograms followed by LB or KG to identify the
units. The fuel time value is displayed (right justified) in the 4R field in HH+MM format.
Dashes are displayed (as ----+----) prompting a proper format entry if the remaining fuel
time value is invalid.
Fuel time entries can be input over data or dashes. Valid entries are hours in HH format
from 0 to 23, a plus sign, and minutes in MM format 0 to 59. When an SOB value is
valid, entering a valid time results in the message FUEL REMAINING AND SOULS
ON BOARD being included in the downlink message with the fuel remaining time value
and the entered souls on board value.
Line 4R (header and data) is blank when an SOB entry does not exist or when the fuel
remaining value is invalid.

Dashes are displayed in line 1L when an offset entry is not valid.
D OFFSET AT (Line 1R) -- Line 1R displays the time or position corresponding to an
offset request when an offset is displayed in line 1L. A position (waypoint) entry to line
1R includes the message element AT [position] REQUEST OFFSET [direction]
[direction offset] in the downlink message. A time entry to line 1R includes the
message element AT [time] REQUEST OFFSET [direction] [distance offset] in the
downlink message.
An entry to line 1R must be in the format of time (HHMM) or position (waypoint). An
entry to line 1R is rejected if the entry is not recognized as either a valid time or position.
A valid time entry to line 1R deletes the following message elements (when selected):
- REQUEST OFFSET [direction] [distance offset]
- AT [position] REQUEST OFFSET [direction] [distance offset]
- REQUEST WEATHER DEVIATION UP TO [direction] [distance offset].
A valid position entry to line 1R deletes the following message elements (when
selected):
- REQUEST OFFSET [direction] [distance offset]
- AT [time] REQUEST OFFSET [direction] [distance offset]
- REQUEST WEATHER DEVIATION UP TO [direction] [distance offset].
Deletion of the time or position entry from line 1R deletes the corresponding message
element and reselects the message REQUEST OFFSET [direction] [distance offset]
unless the message element DUE TO WEATHER is selected, in which case, the
message REQUEST WEATHER DEVIATION UP TO [direction] [distance offset] is
selected.
Dashes are displayed in line 1R when the message REQUEST OFFSET [direction]
[distance offset] is selected and no OFFSET AT data is entered. The OFFSET AT
prompt is removed and line 1R is blank when an offset request is not selected.
D DUE TO WEATHER (Line 2R) -- Selection of the DUE TO WEATHER prompt results

considered a magnetic heading.
Deletion of a heading entry deletes the message REQUEST HEADING [degrees]
from the downlink message.
Dashes are displayed in line 1R if an entry is not a valid heading.
D DEP/ARR (Line 2L) -- DEPARTURE is displayed in the header for line 2L when the
aircraft is on ground. ARRIVAL is displayed in the header for line 2L when the aircraft
is airborne. A valid entry to line 2L selects the message REQUEST [procedure name]
(where procedure name is the name of a departure procedure or a name of an
arrival/approach procedure) to be included in the downlink message.
A valid entry to 2L is in the format of PROCEDURENAME or
PROCEDURENAME.TRANSITION where PROCEDURENAME can be 1 to 6
characters and TRANSITION can be 1 to 5 characters and are intended to correspond
to a published terminal area procedure name. For example, the Coult One Departure,
Coult transition is entered as COULT1.COULT
When the aircraft is airborne, and the first characters of the PROCEDURENAME
entered match one of the approach recommended identifiers listed in Table 20,
Recommended Identifiers, the choice type is approach. When the aircraft is airborne
and the first characters entered do not match one of the approach recommended
identifiers listed in Table 20, the choice type is arrival.
NOTE:
Although any 6 characters can be entered, if the entry corresponds
to an approach, it is recommended that the following identifiers be
entered for each type of approach. Line 3L enables the runway
identifier to be associated with each of the procedure identifiers.

an armable report that is not armed), a triangular prompt is displayed preceding the
report request text. If the report displayed is an armable report that is not armed, ARM
is displayed right justified in the line displaying the report request text. If ARM is
displayed and the report request text exceeds 19 characters, the first 17 characters
of the report are displayed followed by two periods.
ARMED is displayed above the displayed report when the report is armed. A report
is armed as described in Section 2B--33--260, XXXXz ATC UPLINK Page 1. Deletion

The ATC LOG page gives a list of all uplinks and downlinks stored in the ATC Log and gives
access to the XXXXz ATC UPLINK, XXXXz ATC REQUEST, XXXXz ATC REPORT, and
XXXXz EMERGENCY pages corresponding to each logged uplink and downlink message.
The ATC LOG page is shown in Figure 30.

PLANE VIEW
The uplink or downlink message is displayed in the data field for the corresponding line
(the first message line is displayed in line 1). When the message is an uplink message,
the first character in the message line is an up arrow. When the message is a downlink
message, the first character in the message line is a down arrow, as shown in
Figure 30. The uplink or downlink message text is displayed immediately following the
arrow. When the message text exceeds 22 characters, only the first 20 characters are
displayed followed by two periods and a triangular prompt.
A DELETE entry to lines 1L through 5L when message data is displayed, deletes the
corresponding log entry.
Pushing LSK 1R through 5R when message data is displayed displays the
corresponding XXXXz ATC UPLINK, XXXXz ATC REPORT, XXXXz ATC REQUEST,
or XXXXz EMERGENCY page.
D CLEAR LOG/CONFIRM (LSK 6R) -- For purposes of clearing the log, the definition
of a pending message is expanded to be as follows:
- A message is considered pending when the message status is open (a
response is required but not yet sent or received) or new (has not been viewed)
- If the uplink message corresponds to a downlink report, the report is considered
armable, and the report has been armed
- When the uplink message corresponds to a report listed in Table 12, Report List
Uplink/Downlink Correlation or Table 13, WHEN CAN YOU Uplink/Downlink
Correlation, and the corresponding downlink report has not been sent.
CLEAR LOG is displayed in line 6R when all of the following conditions are satisfied:
- The ATC LOG contains non--pending messages
- The ATC LOG is not being printed from the ATC INDEX page
- CLEAR LOG is not armed (the prompt has not been selected since the page
was accessed or a NO----------CONFIRM has been selected).
<NO<--------CONFIRM-------->YES> is displayed in line 6 when all of the following
conditions are satisfied:
- The ATC LOG contains non--pending messages
- The ATC LOG is not being printed from the ATC INDEX page
- The CLEAR LOG prompt has been selected since the page was accessed
- The CONFIRM prompt has not been selected since the page was accessed.
Selection of CLEAR LOG arms the deletion of all non--pending messages in the ATC
LOG. Selection of CONFIRM-------->YES deletes all non--pending messages in the
ATC LOG. Selection of NO----------CONFIRM disarms the clear log. Leaving the page
while CONFIRM is displayed disarms the clear log.
NOTE:
Deletion of a message from one CDU while another CDU is
displaying the message being deleted results in the display of ATC
LOG page 1 on the CDU that was displaying the deleted message.
3. Minimum ATC Log Message Retention
The ATC Log retains the following at a minimum:
D Five non--pending uplink messages, with only one occurrence of a message
containing a route clearance and the corresponding downlink response message.
D Five pending uplink messages, with only one occurrence of a message containing
a route clearance.
PLANEVIEW

Page 79

PLANE VIEW
D Five pending downlink messages, with only one occurrence of a message
containing a route clearance and/or a position report.
Messages are added to the ATC Log sequentially. In the event that the ATC Log memory
is full, the existing log entries are evaluated individually as candidates for deletion to free
adequate space for the new addition. When sufficient deletion is performed, the new entry
is added to the ATC Log.
An ATC Log message element is deleted by the pilot by a DELETE entry to lines 1L
through 5L (as corresponding to a specific entry).
For selection of candidates for automatic deletions, the definition of a pending uplink is
as follows:
D An ATC Log message entry is considered pending when the message status is
open (a response is required but not yet sent or received) or new (has not been
viewed).
D When the uplink message corresponds to a downlink report, the report is
considered armable, and the report has been armed.
NOTE:
Reports that are not armable are not included in this definition as
ATC will re--request the report if it is not sent and an answer is still
desired; also the report request would have to be one of the oldest
in the log to be deleted. But, if the crew has armed the report, it
would seem there would be an expectation that waiting report
request would not be automatically removed.
When insufficient storage exists in the ATC Log to accommodate a new uplink message,
then the oldest logged uplink message which is not required to be retained, as described
in Section 2B--33--250--3, Minimum ATC Log Message Retention, is deleted. If the ATC
center connection that sent the pending uplink is terminated, it is not required to retain the
pending messages and they can be deleted using this deletion logic.
If there is insufficient storage for a new pending uplink message after all valid deletions
are processed, the scratchpad message RESPOND TO ATC UPLINKS is displayed.
When insufficient storage exists in the ATC Log to handle a new downlink message, then
the oldest Logged downlink message which is not required to be retained, as described
in Section 2B--33--250--3, Minimum ATC Log Message Retention, is deleted.
If the log message to be deleted from the log (manually or automatically) is currently
displayed on the XXXXZ ATC UPLINK, VERIFY RESPONSE, REJECT DUE TO,
XXXXZ ATC REPORT, XXXXZ ATC REQUEST or XXXXZ ATC EMERGENCY pages
then the ATC LOG page 1 is displayed.

2B-- 33-- 260: XXXXZ ATC UPLINK PAGE 1
The XXXXz ATC UPLINK page 1 (where XXXXz is the time in UTC that the ATC request was
sent) displays uplink messages, message status and the responses to message initiated by
the crew. The XXXXz ATC UPLINK page 1, shown in Figure 31, also permits the crew to
respond to pending messages or initiate a print of the current message.
1. Page Access
Access to the ATC uplink page is as follows :
D Selection of an uplink message on the ATC LOG page
D Selection of the ATC prompt (LSK 1R) on the NAV INDEX page if a single pending
uplink exists. Access is to the uplink message page pertaining to the pending uplink
D Selection of the UPLINK prompt on the VERIFY RESPONSE, REJECT DUE TO,
or VERIFY REQUEST page. Selecting the UPLINK prompt displays the uplink
message page associated with the page displayed where the UPLINK prompt was
selected.
2. Page Rules and Operation
If the status of a message corresponding to the page displayed is NEW, then upon
accessing the XXXXz ATC UPLINK page the corresponding message status is changed
to OLD if no response is required to the uplink message or is changed to OPEN if a
response is required to the uplink message.
The message --UPLINK DELAY EXCEEDED-- is displayed in amber if the uplink status
is OPEN and the difference between the timestamp within the uplink message and the
current FMS time is greater than the ATC Uplink Max Delay Time. The ATC Max Delay
Time defaults to 960 seconds (16 minutes). The ATC Max Delay Time is a value set in
the APM and can be changed.
The message --UPLINK DELAY EXCEEDED-- is not displayed if the difference between
the timestamp within the uplink message and the current FMS time is is less than or equal
to the ATC Max Delay Time

D REQUEST (Line 1L) -- The REQUEST prompt is displayed when an uplink message
is displayed in response to a crew initiated request. Selection of the REQUEST prompt
displays the REQUEST or WHEN CAN WE EXPECT page associated with the
response uplink.
D MESSAGE STATUS (Line 1R) -- The current status of the uplink message is
displayed in 1R in accordance with the text and conditions listed in Table 10, Uplink
Message Status Display. If the message UPLINK DELAY EXCEEDED is displayed,
the status is displayed in the data field, otherwise, the status is displayed in the header
for line 1.
D ATC Uplink Message Elements (Lines 2 through 4) -- The message elements of the
ATC uplink are displayed beginning in the header for line 2 through the data field for
line 4. The first message element is displayed in the header for line 2 followed by
subsequent message elements in the order they appear in the uplink message. Each
new element starts in the next available line header preceded by a slash ( / ) and
followed by the fixed text in small font for the specific message element. Variable data
associated with the message element (altitudes, waypoints, speeds etc.) is displayed
in the line immediately following the fixed text. Variable data is displayed in large font.
A message element (fixed and variable data) is never separated across pages. When
both the fixed text and its associated variable data do not fit on the page, both are
displayed on the next page.
When a message element is armable, and that message element is not armed, ARM
is displayed, right justified, in the last line of that data element. ARMED is displayed,
right justified, in the data line when the message is armed. Once a message element
has been armed, and the corresponding report has a status of SENT, the last line of
that element displays REPORT, right justified, in the data line. If the uplink message
corresponds for a request for report and the report is not armable, the last line of that
data element displays REPORT.
Selection of REPORT when a corresponding report has not already been sent, and
no manually selected report is in the SENDING state, displays the VERIFY REPORT
page for the corresponding report, or displays the POS REPORT page if the report
request was for a position report. If a report corresponding to another manually
selected report is in the SENDING state, the page display remains unchanged and the
BUSY--SENDING PREV MSG message is displayed in the scratchpad. Selection of
REPORT when a corresponding report has been sent displays the XXXXz ATC
REPORT page associated with the corresponding report.
Deletion of the ARMED prompt disarmes the message, and results in the ARM prompt
displaying again.
A REVIEW prompt is displayed, right justified, in the last line of the message element
when the message element can be reviewed for potential activation. An ACTIVATE
prompt is displayed in the last line of the message element when the message element
can be activated.
Response data (when applicable) is displayed in the line immediately following the
uplink message element. The first response line is preceded by the text
>>>> RESPONSE XXXXz <<<< where XXXXz represents the timestamp of the
response in UTC. Response data is displayed in the same format as uplink message
element data.
An uplink message that contains multiple message elements can be separated
between two pages as long as the associated fixed and variable data within a
message element are not separated.
D CONTINUED (LSK 5L) -- The prompt ----CONTINUED---- is displayed in line 5L when
there are additional XXXXz ATC UPLINK pages.
