Background
Effective: In Release 23.Q2, Mastercard implemented changes to align Mastercard
4 June 2024 systems and prepare for future payments enhancements by
standardizing requirements for key transaction data elements.
During Release 23.Q2, some issuers were unprepared and unable to
receive data in DE 122. As a result, Mastercard made temporary
accommodations for those impacted issuers.
To avoid account holder impact during Release 23.Q2, Mastercard
determined it was best to monitor the contents of DE 43, subfield 5 in
Authorization instead of returning the message to the acquirer with a
format error. Mastercard has obtained favorable results from post
release monitoring and will implement full enforcement of the edit.

Network mandate: acquirer, issuer


Acquirers globally must prepare their systems to ensure they are sending the correct country code in DE 43,
subfield 5.
• If the acquirer is operating in Mastercard post-release 23.Q2 format where DE 48 (Additional Data),
subelement 22 (Multi-Purpose Merchant Indicator), subfield 06 (Message Format Version Code: Acquirer) =
B, the acquirer must send a valid country code as specified in the Mastercard Quick Reference Booklet.
– The acquirer must not populate the state/subdivision codes in DE 43, subfield 5.
– The acquirer must populate the state/subdivision codes in DE 122, subelement 001 (Additional Acceptor
Data), subfield 002 (Acceptor Country Subdivision Code).
• If the acquirer is operating in Mastercard pre-release 23.Q2 format where DE 48, subelement 22, subfield 06
= A, acquirers must send a valid U.S. region state code or Canada region province code when the country is
U.S. region or Canada region, or a valid country code, for all other countries globally.
• Acquirers properly submitting DE 43, subfield 5 do not need to take further action. Acquirers not properly
submitting DE 43, subfield 5 will receive a message decline for format error.
Issuers globally must prepare their systems to accept DE 122, and all of its subelements and subfields for all
transactions.
Issuers properly accepting DE 122 do not need to take further action. Issuers still not properly accepting DE 122
could encounter unexpected processing issues.
