Chapter 1

The Problem and it’s Background

Introduction

The number of students enrolled at Matutum View Baptist Academy Inc. for

the 2019–2020 academic year was 335, an increase from the previous two academic

years, according to the school’s data. After the school year 2020–2021, which

included 317 registered students overall, this figure fell to 94%. In total, 318 students

were enrolled for 2021–2022. Hence, 259 students have signed up for this school

year, 2022–2033. As a result, for the academic year 2019–2023, 77.3% of students are

enrolling less frequently overall. Data from the institution suggests that COVID-19,

which causes financial issues and minimal promotion, may be the cause of the

decreasing enrollment in the academic years 2019–2023 According to MVBAI’s

School Registar (2023). For ages, education has played a major role in the future

economic success and well-being of an individual. Therefore, parents and educators

are often concerned when students leave school. However, schools are also often

worried about losing funding during periods of low enrollment, especially when a

large number of students attend alternative schools or move out of the area. The

researchers are mainly searching for the factors affecting the declining number of

enrollees in terms of leadership, faculty, and staff, quality of the school experience,

parent or student satisfaction, tuition fees, and reputation. Therefore, the main aim of

this study is to understand the reasons behind the fact that many students are not able

to enroll or fail to complete their studies. It is also important for the researchers to

understand if the leadership, faculty, and staff, quality of the school experience, parent

or student satisfaction, tuition fees, and reputation can affect the enrollment number or
the enrollees at Matutum View Baptist Academy, Inc. from the school year 2019 to

2023. One of the major factors affecting the declining number of enrollees is that

when the COVID-19 pandemic spread across the globe in March 2020, classes were

immediately suspended in the Philippines. According to the Partnership report (2021),

like any other country, the enrollment rates in the Philippines dropped during the

pandemic. About 25 million students from kindergarten to senior high school were

enrolled in October 2020, only 90% of the total in the past school year. Gross

enrollment for high school decreased from 94% in the school year 2019–2020 to 86%

for 2020–2021. Those in poorer regions experienced even lower enrollment rates. For

example, in the Bangsamoro Autonomous Region in Muslim Mindanao, enrollment

dropped by 41%. Students and schools, especially in geographically isolated and

disadvantaged areas, do not have the tools necessary for distance or blended learning.

As a result, more students face the risk of dropping out and finding it harder to come

back, especially with the requirements of the new normal. Whether traditional face-to-

face, online, or a hybrid of both, education has become out of reach as more families

are pushed into poverty. The disruption to the students’ education has become longer

than anticipated. For some, it may have been permanent. Raymond Basilio, secretary

general of the Alliance of Concerned Teachers (ACT), said there were a million out-

of-school youth before the pandemic. Now, the ordinary Filipino family’s concerns

are mostly safety and food, he said. He also cited lack of money for tuition and the

loss of jobs for the parents of students as reasons for the drop in enrollments. Hence,

“especially since private schools were not able to lower tuition fees as the low

enrollment turnout threatened and, in many cases, has already led to the closure of

their education institution for lack of sufficient resources to continue operation,” it

said. Another ACT officer, Jonathan Geronimo, said one private school in Las Pias
City was forced to close down, leaving its 300 students with no choice but to transfer

to a public school or skip enrollment this year. This study will be conducted at

Matutum View Baptist Academy Inc., located at Tuyac Village, Cannery Site,

Polomolok, South Cotabato. The respondents of the study are students from grades 6–

11 who are officially enrolled in the school year 2022–2023. The researchers chose

the students as their respondents since they were enrolled in Matutum View Baptist

Academy, Inc.

Statement of the Problem

This study aims to determine the factors affecting the declining number of

enrollees in Matutum View Baptist Academy, Inc. Basis for Intervention Program.

1. What are the factors affecting the declining number of enrollees in

Matutum View Baptist Academy, Inc.?

2. What Intervention Program can be developed based on the findings

of the study?

Scope and Delimitation

This study focuses on the factors affecting the declining number of enrollees at

Matutum View Baptist Academy, Inc. This study is delimited to students from grades

6-11, with the total number of (199) students who officially enrolled in the school
year 2022-2023. Grade 6 (8), Grade 7 (22), Grade 8 (32), Grade 9 Jacob (23), Grade 9

Jeremiah (25), Grade 10 Isaiah (24), Grade 10 Micah (28) and Grade 11 (37).

Significance of the Study

The findings of the study may provide vital information regarding the factors

affecting the declining number in Matutum View Baptist Academy Inc. The study

may benefit the following:

School Management. This may also be useful in providing the school with

information on the number of students enrolled. The findings may provide them with

additional inspiration and desire to continue improving and progressing. It may also

benefit in the progression of the school-student connection.

Students. It would be beneficial to keep a particular idea in mind while

choosing a school in the near term. The findings would enhance awareness as well as

understanding about the factors that affect the number of enrollees.

Parents. This would provide parents with recommendations for their

children’s educational choices. Pupils would be able to obtain an understanding of

their school’s quality and its academic promises.

Future Researchers. This study will provide those researchers with additional

information about the factors affecting the decreasing number of enrollees.


Chapter 2

Review of Related Literature and Related Studies

This chapter reviews related literature and studies. The material reviewed

includes books, periodicals, published thesis and internet sources. It also includes a

discussion of theoretical and conceptual framework, as well as the definition of terms

used in this study.

Related Literature

Leadership helps to set up a clear and consistent vision for the school, which

emphasizes the prime purposes of the school as teaching and learning and is highly

visible to both staff and students. Benefitting from involved guidance and vision from

leaders, schools are able to build and focus on sensible goals with regard to their

progress. However, as Creemers (2001) argues, it is important to encourage teachers

to set targets together, and to work towards these targets together.

It state that, Management helps with the development of a clear and consistent

vision for the school, one that stresses the primary functions of the school as teaching

and learning and is clearly visible to both staff and students. Schools may create and

focus on reasonable goals for improvement with the help of involved advice and

vision from leaders.

An effective leader adds value to the work of their staff, as well as being

responsible for it by contributing to outcomes and giving direction to help the group

(Reynold and Cuttance, 1996). This requires involvement in the activities of the

classroom, including curriculum, and monitoring students’ progress and teaching

strategies.

It state that, An good leader brings value to their staff's work while also being

accountable for it by contributing to results and providing direction to benefit the


group. This necessitates participation in classroom activities, including curriculum, as

well as assessing students' progress and teaching methods.

Fullan (1985, 400) states that intense “interaction and communication” are

important to good leadership, to enable the easy and full transmission of important

information, as “this reduces uncertainty and the risk of rumour and misinformation

filling the vacuum caused by stoppages in the flow of information” (Dunham, 1995)

As Harris et al. (2003) note this kind of leadership shows a sharing out of power and a

new type of authority within the school

securing the means for learning, leaders can help all teachers to focus on

students’ abilities to learn by creating the necessary environment, structures, resources

and support to motivate staff and encourage creativity.

It state that, by emphasizing ensuring the means for learning, leaders may

assist all instructors in focusing on kids' ability to learn by establishing the required

atmosphere, structures, resources, and support to inspire staff and foster creativity

Related Studies

Ineffective leadership will almost always result in enrollment decline. If the

parents, faculty and staff do not believe in the leadership of the school, it will be

difficult to increase the enrollment without vision and direction. Catalyst (2013).
It states that, Enrollment declines are nearly always the result of ineffective

leadership. It will be challenging to increase enrollment without vision and direction

if the parents, faculty, and staff do not trust the leadership of the school.

The rank order reveals that the students are very keen and more concerned

about their career goals and employment prospects (Romana Garma et al 2003).

That’s why in rank order most of the students preferred Career as their decisive factor

and most preferred one as well to get enrolled.

It state that, the students' rank order reveals that they are very interested in

their career goals and employment prospects. As a result, in order of preference, the

majority of students chose Career as their deciding factor and the most preferred one

to enroll in.

Sharma and Tripathi (2016) concluded a study in Himachal Pradesh. They

concluded that most parents were preferring private schools for their children. They

identifying non-availability of playground, toilet facilities, transfer of teachers during

midsession were reasons for declining govt. schools enrolment.

It state that, in Himachal Pradesh, they discovered that the majority of parents

preferred private schools for their children. They stated the lack of a playground,

toilet facilities, and the transfer of teachers during the middle of the school year as

reasons for the government's decline Eenrollment in schools.

A study conducted by Shatti (2011) supports the evidence that enrolment is

declining in Government schools, so it is decided by the investigator to find out the

reasons for declining enrolment rate of children in government schools at elementary

level as perceived by teachers and parents.

It state that, there is evidence that enrolment in government schools is

declining, the investigator decides to investigate the reasons for the declining
enrolment rate of children in government schools at the elementary level as perceived

by teachers and parents.

To date, most research on the educational impacts of the Covid-19 pandemic

has centered on its damage to student achievement (Bailey et al., 2021, Chetty et al.,

2020, Engzell et al., 2021, Kuhfeld et al., 2020) and the economic implications

implied by disrupted learning (Azevedo et al., 2020, Hanushek and Woessmann,

2020).

It state that, the majority of research on the Covid-19 pandemic's effects on

education has focused on its negative impacts to student achievement and the effects

that disrupted learning has on the economy.

We focus here on the pandemic’s effects on parental choices of school sector.

Pre-pandemic work has documented determinants of parental demand for private

schools (Murnane and Reardon, 2018), charter schools (Walters, 2018), and

homeschooling (Houston and Toma, 2003, Bhatt, 2014).

It state that, the effects of the pandemic on parental school sector choices are

the focus of this article. Pre-pandemic research has identified factors that influence

parental demand for private schools, charter schools, and homeschooling.

Post-pandemic research focusing on school sector choices has used either

aggregate district-level data on enrollment totals or self-reported data from a limited

age range of students (Dee et al., 2021, Dee and Murphy, 2021, Bassok, 2021,

Chatterji and Li, 2021).

It state that, a limited age range of students' self-reported data or aggregate

district-level enrollment totals have been used in post-pandemic research on school

sector decisions.
Sarkar (2011) concluded parents’ professional status was connected with the

selection of a school for their children. Yaacob et al., (2014) also stated that, higher

occupational status of parents’ choice private school for their children. Yet, some

parents interested and concerned in their child’s future, so they choosing private

school (Samal, 2012).

It state that, parents with a higher occupational status prefer private school for

their children. However, some parents are concerned about their child's future and

choose private school.

In Haryana, a study by Aggarwal (2000) found that a key reason for the

declining enrolment in government schools was the mushrooming of private

unrecognized schools, data from which were not included in EMIS.

It state that, the increasing number of private, unrecognized schools, the data

from which were not included in EMIS, was a major factor in the declining

enrollment in government schools.

That factors such as lack of parental involvement, socio-economic factors,

HIV/AIDS - related issues, culture and gender - related issues, lack of resources,

teacher and teaching - related issues and the education level of the parents were the

contributing factors to the decline in enrolment of learners (Vellem, Mxolosi 2015).

It state that, the decline in student enrollment was caused by a number of

factors, including a lack of parental involvement, socioeconomic factors, issues

related to HIV/AIDS, issues related to culture and gender, a lack of resources, teacher

and teaching-related issues, and the educational level of the parents.


Theoretical Framework

Emily et al, (2004); studied school preparedness with academic experiences

and campus services and facilities. Haggai (2003); studied the variable in union with

student-teacher relationship. Rebecca (2005); investigated school preparedness with

academic experiences and student teacher relationship. Satisfaction of students and

parents is also immensely affected by the attitude of teachers towards their

performance of teaching and how much they prepare before delivering lecture. More

the teachers are serious towards delivering knowledge through the lectures more will

be the satisfaction of students and parents.

Conceptual Framework

This study will identify the factors affecting the decreasing number of

enrollees in Matutum View Baptist Academy, Inc.


Definition of Terms

For better understanding regarding to this study the following terms are

defined in conceptual and operational.

Leadership. Conceptually, is that having one person who coordinates the

activities of everyone else in a group will enable that group to be more successful and

empowered.

Operationally, is a process of influence leading to the achievement of desired

purposes. Successful leaders develop a vision for their schools based on their personal

and professional values.

Faculty and Staff. Conceptually, are employees who work more directly with

students than school leaders, including teaching them, counseling them, and assisting

them with any special needs.

Operationally, refers to the academic staff of the institution that can be your

subject teachers or other teachers of your school.

Quality of School Experience. Conceptually, A school that is based on warm,

caring relationships, focuses on the useful and relevant application of knowledge with

a goal of competence, and uses a lead-management approach to promote self-

evaluation and continual improvement.

Operationally, it refers to the school achievement background relationship,

engagement, and educational quality.

Parent and student Satisfaction. Conceptually, can be defined resulting from

an evaluation of students' educational experience, services and facilities.

Operationally,it refers to the satisfaction of a student and parent towards

school Quality of teaching.


Tuition fees. Conceptually, as the name suggests, is a fee or a fixed amount of

money paid for instructions or learning by teaching authorities for higher education,

and so on.

Operationally, it refers to the the amount of money required for teaching

instuction

Reputation. Conceptually, is to what extend the society trust to school on

grounds of a school’s fulfilling pre-determ ined roles

Operationally, refers to unique and powerful concept in the minds of those in

international school communities and that it is under-managed by schools.


Chapter 3

This chapter represents how the study is administered and the style or

approach of the researchers in gathering essential data for the pursuance of the study.

The process that included in this study is the research design, population, sampling

design gathering procedure, research instrument and the statistical treatment of data.

Research Design

This study utilizes a research design through test and survey

questionnaire and the method used in this study is simple random sampling. The

researcher’s evaluates the factors affecting the declining number of enrollees in

Matutum View Baptist Academy, Inc. Basis for Intervention Program. This factor

affect analysis is important to clearly distinguish between the independent and

dependent variable

Research Locale

This study will be conducted at Matutum View Baptist Academy, Inc. located

at Tuyac Village, Barangay Cannery Site, Polomolok, South Cotabato.

Respondents of the Study

The respondents of the study will be the Grade 6 students to Grade 11 senior

high school students of Matutum View Baptist Academy Inc.

Research Procedure

To support the collection of data, the researchers asked a permission to

conduct a survey through a formal letter noted by the course facilitator to the

principal, upon approval the researchers set a date for the survey then reviews the

questionnaire. After the collection of the data researchers summarizes and calculates

the frequency, percentage and weighted mean.

Research Instrument

The researchers used the survey questionnaire to determine the factors

affecting the declining number of enrollees in Matutum View Baptist Academy, Inc.

Basis for Intervention Program.

Statistical Treatment

To analyze and interpret the data, the researcher employed the statistical

procedures:

1. Frequency, Weighted mean and ranking weighted mean. This tool was used to

provide answer to the question.

To answer sub-problem one, the researcher will calculate using weighted mean on a

likert scale.
