1. Introduction to this specification

1.1 General
Nordex Group is a developer, manufacturer and supplier of high-performance and
robust wind turbines. The obstacle light systems to be implemented by Nordex
Group therefore have to meet high requirements in terms of quality, productivity,
and process reliability.

1.2 Scope
This specification summarizes the basic requirements for obstacle light systems. The
obstacle light systems are intended for integration in/on the nacelle or the tower if
required according to local authorities.
In this specification the mechanical and electrical interfaces as well as functional
aspects of the obstacle light systems will be defined and described.

2. Concept of operation
There are several ways possible to integrate obstacle lights systems into a wind
turbine (see Fig. 1). In the easiest way there is only one obstacle light mounted on
the roof of the nacelle (Example d) up to two obstacle lights on the roof of the nacelle
as well as two obstacle light levels around the tower (Example a).

Every obstacle light system has an interface for electrical energy supply (see Fig. 2).
The obstacle light system shares its system status with the PLC over another
electrical interface. The obstacle light system emits light signals towards aircrafts to
avoid collisions with the wind turbine.

In Fig. 3 the obstacle light system is shown as a grey box to get a first impression
of the expected system components of the obstacle light system in its simplest
configuration.

According to applicable legal regulations for marking aviation obstacles as well as


location-specific adaptions the obstacle light system setup needs to be extended
with additional system interfaces and subsystem components (see Fig. 4), e.g. a
visibility sensor is mandatory to adjust the light intensity of the obstacle lights in
some projects located in Sweden or Germany.

The Nordex Group will provide mechanical and electrical interfaces as well as a
Customer LAN Network (in most cases) to integrate obstacle light systems.

3. Basic requirements

3.1 Responsibilities

Country specific Requirements

The components of the obstacle light system, especially the obstacle lights, must be
approved and certified in accordance with the guidelines of the International Civil
Aviation Organization ICAO.
It is the responsibility of the system supplier to check whether their obstacle light
systems meet the respective country-specific requirements. If necessary, the
system supplier must integrate additional system components or communication
interfaces.
Sometimes obstacle light systems need special components or interfaces integrated
to fulfil country-specific requirements given by local authorities. This components
and interfaces will be indicated as follows.
For example, an astronomical clock or communication interface for on-demand
activation is required for projects in Sweden or Germany but it might not affect
obstacle light systems used for projects in Brazil or Australia.
The system supplier must indicate to the purchasing department of the Nordex
Group which countries they can serve with their obstacle light systems.
In any case, obstacle light systems for nacelle and tower integration must be
provided by the same manufacturer.
For example, a combination of nacelle obstacle lights from supplier A and tower
obstacle lights from supplier B is not possible due to the strict separation of system
responsibility.
The configuration of obstacle light systems depends, among other things, on the
respective country of operation and the applicable legal regulations for the marking
of aviation obstacles, as well as on location-specific adaptations that have been
defined or agreed for a project.
This results in a variety of configuration options for the obstacle light systems. Due
to the large configuration space, it is not possible to specify in detail all the function-
specific system components of the obstacle light system that could be used.
In the following, the obstacle light system is considered as a black or gray box. All
hardware interfaces between the obstacle light system and the wind turbine are
specified in order to enable smooth integration into the wind turbine.

3.2 Lifetime
The lifetime cycle of the system components must be sufficient to guarantee the
operability of the obstacle light system of a wind turbine over a period of 25 years.

3.3 Operating altitude


For the climatic areas CCV and NCV, all components must be designed in accordance
with IEC 60664-1 for an operating altitude of up to 2000 m above sea level. For the
HCV climatic area, an operating altitude of up to 1000 m above sea level applies.

3.5 Vibration resistance


During production and operation of the WT, the obstacle light system is permanently
exposed to high-frequency mechanical vibrations. In the case of an emergency
pitch, additional accelerations (shocks) affect all system components of the obstacle
light system. The requirements for oscillations and shock according to
IEC 60068-2-6, IEC 60068-2-27 and IEC 60068-2-64 must be met as a minimum
for all system components and has to be verified by the contractor by corresponding
tests.

IEC 60068-2-6 - Sinusoidal vibrations


5 to 500 Hz with min. 3 mm peak from 5 – 10 Hz and min. 2 g peak from
10 – 500 Hz, min. 5 frequency cycles in each axis; after the test the devices must
operate in accordance with their specifications.

IEC 60068-2-64 - Broadband noise


5 to 500 Hz with min. 1.9 g RMS, test duration 90 minutes, each of the 3
perpendicular axes; during and afterwards the test, the devices must operate in
accordance with their specifications.

IEC 60068-2-27 - Shock


Peaks of min. 10 g for 11 ms, half sinus wave min. 3 shocks each in each direction
of the 3 perpendicular axes (in total min. 18 shocks); after the test the devices must
operate in accordance with their specifications.

3.6 General electrical requirements


The obstacle light system must meet the general specifications and safety
requirements for low-voltage switchgear and control gear in accordance with
standard IEC 60947-1.
The obstacle light system must meet the network requirements according to
standard EN 50160.

Frequency:
• 47.5 Hz ≥ fn ≤ 53 Hz permanent
• 47 Hz ≥ fn ≤ 47.5 Hz for 5 minutes

Voltage:
• 0.87 x Un ≥ Un ≤ 1.15 x Un permanent
• 1.15 x Un > Un ≤ 1.25 x Un or 60 sec., after that self-protection with automatic
restart
• 1.25 x Un > Un ≤ 1.3 x Un for 350 msec., after that self-protection with automatic
restart

3.7 Electromagnetic compatibility (EMC)/electromagnetic


interference/lightning protection
The components, devices and systems must be designed for use in industrial
environments at least according to IEC 61000-6-2 and IEC 61000-6-4.
All cable glands at the cabinets must be according EMC standards.

3.8 Lightning Protection


Lightning protection measures must be applied in accordance with IEC 61400-24.
According to the zoning concept, the exterior of the nacelle is defined as LPZ 0B,
while the interior of the nacelle is defined as LPZ 1. The interior of cabinets is defined
as LPZ 2.
The control cabinet inside the nacelle must be equipped with surge protection at all
lines coming from outside of the nacelle.
According to IEC 61400-24 chapter 8.5.6, system immunity tests must be
performed according to IEC 61400-24 Annex H.

4. Basic interface description

4.1 Mechanical interface description for nacelle

4.1.1 Cabinet interfaces


To install control cabinets and battery cabinets, there are the following options in the
nacelle.

Product series Delta4000


The control cabinet and the (optional) battery cabinet have to be installed at the
support frame on the left side of the nacelle. The bore holes positions for variant 1
(see Fig. 6) has to be used primarily. The position for variant 2 additionally only has
to be used if the available space for variant 1 is not sufficient.

For the earthing of the cabinets a M6-insert nut is located below every assembly
position. The earthing with an earthing strap has to be constructed according to
these contact points (see Fig. 7). Nordex can provide drawings and a CAD model for
the construction.

The control cabinet and the (optional) battery cabinet have to be installed at the
support frame on the rear left side of the nacelle. There are variants identical to the
Delta4000, see chapter 4.1.1 „Cabinet interfaces“.

There is a pipe with an outer diameter of 48 mm and a length of 15 mm (A), on which
the light can be mounted (see Fig. 13).

There is a pipe with an outer diameter of 48 mm and a length of 15 mm (A), on which
the light can be mounted (see Fig. 17).

4.1.3 Cables
All obstacle lights have to be delivered with a cable for connecting with the control
and/or battery cabinets.
The length of the cables must be at least:
• Product series K08 delta: 16.00 m
• Product serie Delta4000 (4.X and 5.X turbines): 21.00 m
• Product serie Delta4000 (6.X turbines): 16.50 m
The cables have to be delivered ready to assemble and labelled.

4.2 Mechanical interface description for tower


To make assembly of tower lights feasible, towers are prepared in 4 or 6 positions
on each tower light level (drilling holes). Heights for those levels and amount of
lamps per level are given in the tower Drilling Holes Drawings, basing on specific
country or project requirements.

4.2.1 Concrete tower


The obstacle lights will be inserted through the tower wall and have to fulfill the
following requirements:
• length of 240 or 300 mm for insert through the tower wall
• Sealing of holes (diameter of 48 mm) by sealing at the lights
• 4 or 6 lights with 15 m or 30 m cable each.
• The length of the vertical cables is at least 60 m and depends on the project
requirements.
• For technical specification of the cables see chapter 3.4 and see "Tab. 1: ".

The obstacle lights can alternatively mounted on the outer tower wall side. In this
case the following requirements have to be fulfilled:
• Every light has to be delivered with an holder for mounting on the outer side of
the concrete tower.
• 4 or 6 lights with 15 m or 30 m cable each.
• The length of the vertical cables is at least 60 m and depends on the project
requirements.
• For technical specification of the cables see chapter 3.4 and see "Tab. 1: ".
• For attaching the holder to the tower, it has to obey dimensions of the mounting
hole pattern mentioned below (see Fig. 19).

4.2.2 Steel tower


The obstacle lights will be inserted through the tower wall and have to fulfill the
following requirements:
• Mounting on the inner tower wall side
• Drilling holes in steel tower wall with 19 mm diameter
• 4 or 6 lights in one level with 15 m or 30 m cable length each.
• The decision regarding the cable length will be made according the project
requirements.
• The lights have to be delivered with mounted cables.
• For technical specification of the cables see chapter 3.4 and see "Tab. 1: ".
• The length of the cables from the connection box to the connection box in the
upper tower section or the box 8 in the nacelle has to be at least 60 m, but will
be specified regarding the project specific requirements.

4.2.3 Hybrid tower


The obstacle lights can be inserted through the tower wall or can alternatively
mounted on the outer tower wall side. The requirements regarding chapter 4.2.1 has
to be fulfilled.

The connection box will be mounted on a holder left of the vertical ladder. This holder
will be provided by Nordex and has the following dimensions, see Fig. 25. Drawings
and a CAD model can be provided by Nordex.

4.3 Electrical interface description for energy supply

5. Optional requirements
The configuration of obstacle light systems depends on the respective country of
operation and the applicable legal regulations for the marking of aviation obstacles,
as well as on location-specific adaptations that have been defined or agreed for a
project.
For further information regarding the markets the wind turbines can be equipped for
Nordex can provide informations on demand.

Country-specific Requirements

In order to meet the country-specific requirements, obstacle light systems should be


subject to a certain configurability. The supplier of the obstacle light system should
be able to provide an obstacle light system that is configurable or at least several
obstacle light systems to meet country-specific requirements.

5.1 Nacelle located obstacle lights

6. Quality requirements

6.1 Requirements on the contractor


The contractor shall be certified according to the ISO 9000 series of standards; as a
minimum an effective quality assurance system shall be in place. Nordex reserves
the right to audit the quality assurance system in the design and production
processes after prior notification. The customer unreservedly agrees to audits by
Nordex customers upon prior notification.

6.2 Deviations from the specification (non-conformities)


Any deviations from the requirements of this specification (non-conformities) shall
be communicated in writing to Nordex Energy GmbH immediately and before
delivery. Nordex will decide on accepting, reworking or rejection of the component
or batch, and on required supporting documents or measures and will communicate
the decision to the contractor.
The delivery shall include the documentation regarding the non-conformity, a copy
of the communication from Nordex and the supporting documents demanded
therein. Any documents related to a non-conformity shall be kept by the contractor
for 10 years after delivery and shall be forwarded to Nordex on request.
The contractor shall make up for any expenses incurred by Nordex in relation to the
handling of a non-conformity.

7. Product safety and CE marking

7.1 General requirements

Country-specific Requirements

The product is subject to the legal provisions concerning product safety:


• Directives of the European Union, in particular:
- 2001/95/EC – Product safety directive
- 2006/42/EC – Machinery directive
- 2006/95/EC – Low-voltage directive
- 2004/108/EC – EMC directive
- 2006/66/EC – Battery directive
• National regulations and provisions on product safety:
- In Germany: Product safety act (ProdSG) and corresponding provisions (e.g.
9th product safety ordinance (ProdSV) – machinery ordinance)
The supplier (manufacturer, dealer, importer or representative in the EC) is obliged
to subject the product to a conformity assessment in accordance with the
requirements of the applicable directives, to attach the CE marking and to provide a
written conformity declaration. The declaration of conformity shall comply with the

applicable provisions in form and content and must be delivered together with the
product without prior request; its minimum content:
• Directive(s) for which conformity is declared
• Clear product name/identification of the product for which the declaration is
issued (e.g. function, type, model, series, trade name)
• Harmonized standards used with specification of the publication year
• If applicable: other non-harmonized standards and specifications used
• If applicable: name, address and identification number of the nominated body
for conformity assessment
• Name/company and full address of the manufacturer/dealer/importer
• Signature of the manufacturer/dealer/importer by a person authorized to sign
(plus the name of the person signing)
• Date of declaration
In addition, the test certificates for electromagnetic compatibility (EMC) must be
handed over without request.
In addition to the statutory requirements, the supplier is obliged to inform Nordex
immediately in writing of any danger emanating from the product.

7.2 Requirements on prototypes


Prototypes of products must meet the basic requirements of the relevant directives,
in particular with regard to product safety. A prototype declaration must be issued;
minimum content:
• Unique product name/identification of the product for which the declaration is
issued (e.g., function, type, model)
• Designation of the specifications, standards and other documents (e.g.,
requirements specifications, test specifications) that have been used in the
development of the product
• Date and period of the prototype phase (start – end)
• An assurance that it is a "safe product" with respect to directive 2001/95/EC
article 2 point b).
• Name/company and full address of the manufacturer/dealer/importer
• Signature of the manufacturer/dealer/importer by a person authorized to sign
(plus the name of the person signing)
• Date of declaration

8. Documentation

8.1 General requirements

Country-specific Requirements

The supplier (manufacturer or authorized representative in the EU) must provide


technical documentation that complies with the requirements of the statutory
specifications and guidelines applicable for the product.
All documentation must be provided in English. Documents intended for use by end
customers or on the construction site (e.g. operating instructions) shall be provided
in English and in the national language of the country of the wind turbine erection
site.
The documents shall be provided on paper and in electronic form, in an ordered
manner, and must comply with the accepted guidelines and standards for technical
documentation (in particular IEC 61082 – Preparation of documents used in
electrotechnology, IEC 62027 – Preparation of object lists, including parts lists,
IEC 82079-1 – Preparation of instructions for use, IEC 60848 – Sequential function
charts).
Amendments to any part of the documentation shall be submitted in writing,
accepted by Nordex, and all amended documents shall be provided.
All documentation shall be archived in electronic form by the contractor for at least
10 years or in accordance with the certification to the ISO 9000 series of standards.

8.2 Component documentation


Documents that provide at least the following information must be transmitted
before delivering the prototype or first article:
• Scope of the product (corresponding components, graphic overview)
• Drawings with details on the mass and the coordinates of the center of gravity
• Intended operation, limits of the intended operation
• Function of the product
• Technical product data (e.g., nominal voltage, nominal current, nominal power,
degree of ingress protection IPXX, protection class 0/I/II/III, rated impulse
withstand voltage in accordance with IEC 61000-4-5)
• EC declaration of conformity or prototype declaration or identification of the
product-specific standards that were used
• Risk assessment and occupational health and safety instructions
• Safety data sheets of the lubricants and auxiliary materials used
• Test certificates on electromagnetic compatibility (EMC)
• Interfaces to other products
• Wiring of the product with peripheral equipment
• Bill of materials, including specification of materials and identification of all wear
and spare parts

• Calculations, expert reports, certificates


• Prototype/first article inspection report
• Certifications in compliance with special standards or guidelines of non-European
organizations (e.g., CCC, NFPA, FCC, UL, CSA)
• CAD model
Amendments to the documentation shall be submitted in writing.

8.3 Documentation for assembly, commissioning and


maintenance
The following documents are to be provided before release to production:
• Assembly instructions (including parts lists, acceptance and inspection reports)
• Assembly and installation drawings
• Commissioning instructions and report
• Operating instructions
• Maintenance instructions and report
• Repair instructions and report
• Disassembly instructions
 Any amendments to these documents shall be submitted in writing.

8.4 Quality documentation


The contractor shall provide a quality plan, accepted by Nordex. Alterations to the
quality plan during a running serial production shall be accepted by Nordex.

The manufacturing process for the mechanical components shall be documented.


External parts must undergo an incoming goods inspection. Traceability during the
production process must be ensured. The contractor must keep copies of quality
documents (test certificates, inspection certificates, incoming goods inspection
reports, etc.) in electronic form for a minimum of 10 years or in accordance with the
certification to the ISO 9000 series of standards.
The following documents must be compiled and provided for every component:
List of the inspection reports and certificates to be provided, e.g.:
• Acceptance certificate "3.1" according to EN 10204
• First samples Inspection Report according to Quality Assurance Agreement
G1000EU7405_F04_EN (see annex 4: document NX_F_0451_EN First Sample
Inspection Report)
• Inspection report on dimensions and tolerances, including shape and position
tolerances as part of the First Samples Inspection Report
Each component must be labeled with a serial number. This number must be clearly
legible. The supplier of the component must be identifiable from the serial number.
The documents must be complete and clearly relatable to the respective component
by the serial number.

9. Scope of supply
The scope of supply of each component or batch includes:
• The component or batch
• The documentation according to chapter 8.2 and chapter 8.3

10. Packing and transport


Before transport the surface coating must be dry.
Drill holes must be plugged for transport, through holes on both ends.
During transport, the component must be protected against damage, contamination
and in particular against moisture.
A warning label have to be attached when the part has a weight >25 kgs.
All means of transport and transport equipment have to be provided free of charge.
The weight has to be <1 t for not overrun the capacity of the onboard crane of the
nacelle.
